CONFERENCE HALL OF THE CORPORATION FOR THE IMPLEMENTATION OF e-
OFFICE IN OSCSC LTD.
A meeting regarding implementation of e-Office was held on dated 20.04.2022 at
04.00 P.M in Conference Hall, OSCSC Ltd. Under the Chairmanship of Managing Director,
OSCSC Ltd.
The members present in the meeting are annexed at “A”
The meeting started with an appraisal note to the Chair. The Chairman sought for
necessary points to be taken care of for implementation of e-Office in OSCSC Ltd. The
representatives of CMGI discussed & clarified the points raised by the Officer/Officials of
OSCSC Ltd. After an elaborate discussion the following decisions were taken.
1. The Odisha State Civil Supplies Corporation Ltd. is interested to implement
e-Office in this office w.e.f. 09.05.2022 in order to bring improve efficiency,
consistency, effectiveness of government responses, establishing a paperless
environment, transparency and accountability.
2. For the implementation of e-Office, Scanning of the files is required in order to
convert a document from its physical form into electronic form. After brief
discussion, the representatives of CMGI suggested that the scanning of files may
be done through RailTel Corporation of India Ltd. Since the scanning work of
different govt. organisations for implementation of e-Office is done by RailTel.
3. Further, it was decided that the Branch Head to make assessment of the volume
of files / records to be scanned pertaining to running files along with preceding
two years.
4. The existing internet bandwidth speed of this office is 30 Mbps. The Project
Coordinator of CMGI has suggested that, the bandwidth speed is required to be
enhanced for implementation of e-Office.
5. Employees data collection and updataion of Corporation Head Office and File
Head of different Sections to be collected which will be transmitted to the Project
Assistant, CMGI.
6. The G.M (PDS) designated as the Nodal Officer for Co-ordination and monitoring
of progress of implementation of e-Office in OSCSC Ltd., Head Office,
Bhubaneswar.

PROCEEDINGS OF THE MEETING ON DIGITIZATION OF FILES & RECORDS HELD
ON DATED 02.05.2022 at 01.30 PM IN THE BOARD ROOM OF THE CORPORATION
FOR THE IMPLEMENTATION OF e-OFFICE IN OSCSC LTD.
A meeting regarding implementation of e-Office was held on dated 02.05.2022 at
01.30 P.M in Board Room, OSCSC Ltd. Under the Chairmanship of General Manager
(PDS), all members along with CMGI executives and technical personnel of Railtel
Corporation of India.
The members present in the meeting are annexed at “A”
The Chairman welcomed the Officers present in the meeting including the
technical personnel from Railtel Corporation Ltd., of India along with the executives of
CMGI appraised the objective of the meeting. It was discussed that the currently 30
Mbps Internet Leased Line has been provided by Railtel Corporation to Head Office at
cost of Rs.7,08,000/- including GST per Annum. It is to pertinent to mention here that
the Corporation Head Office is going to implementation of e-Office & the no of e-Office
user is more to use internet speed.
In the mean time this office has a given proposal to Addl. G.M, RailTel
Corporation of India Ltd., for enhancement of existing internet leased line 30 Mbps to
100 Mbps vide this office letter No-6521 dtd. 25.04.2022. The Addl. GM, RailTel
Corporation of India Ltd. has offered for enhancement of 100 Mbps dedicated
bandwidth Internet at cost of Rs. 10,03,000/- including GST per Annum. He has given
an offer letter for digitalization of files & records of OSCSC Ltd., vide letter No-6008
dated 25.04.2022.
Accordingly, 3 (Three) quotations has been collected from the 03 reputed
organisations. The comparative rates are as follows.

Since, it is observed that, the organization M/s RailTel Corporation of India Ltd.,
has quoted the lowest price among all the organizations. Hence, the committee feels to
recommend to negotiate with RailTel. The NICSI & E & IT are having rate Contracts, not
negotiable by the Committee.
Further, the RailTel Corporation of India Ltd. has successfully doing the scanning
& digitalization of files of the following organisations.
a) Shree Jagannath University, Puri.
b) Odisha Hydro Power Corporation Ltd. (OHPC)
c) TPDCOL
 After a thread bare discussion the following discussions were made.
1. The Project Coordinator, CMGI has suggested to enhance the existing internet
leased line up to 100 Mbps for implementation of e-Office.
2. The Committee suggested to negotiate with RailTel as the rates of RailTel is
lowest and there is scope of negotiation.
3. The Project Coordinator, CMGI has given the Digitalization Framework for e-
Office.
4. It has also confirmed that the digitization and scanning (Files & Records) will be
stored in State Data Centre (SDC) of OCAC.
5. The Committee has suggested that the Vendor who would be engaged for
digitization should be given the assignment to upload the digitized data in the e-
Office.
6. In this context, the Committee has recommend the differential cost of
Rs. 2,95,000/- towards internet leased line should be approved by the Competent
Authority of this office.
7. The Committee has suggested to obtain information regarding requirement of
Internet speed (Bandwidth) for implementation of e-Office from the OCAC
