RESOLUTION NO. 11, SERIES OF 2021

RESOLUTION CREATING THE BARANGAY GRIEVANCE REDRESS COMMITTEE IN


BARANGAY MANLABONG FOR THE KALAHI-CIDSS-NCDDP DISASTER RESPONSE
OPERATIONS PROCEDURES (DROP) IMPLEMENTATION

======================================================================

WHEREAS, the KALAHI-CIDSS National Community Driven Development Program


(KC-NCDDP AF) is one of the poverty alleviation programs of the Philippine government
being implemented by the Department of Social Welfare and Development (DSWD).

WHEREAS, by virtue of Proclamation No. 922, declaring a State of Public Health


Emergency in the entire country, the KC-NCDDP-AF will shift its program implementation to
Disaster Response Operations Procedure (DROP) to be more responsive to the current
COVID-19 pandemic;
System (GRS) is a feature of KC-NCDDP-AF designed to attend to complaints,
problems and issues arising out from program implementation with the end of promoting
social accountability, anchored on the basic principles of Participation, Transparency and
Accountability;

WHEREAS, grievances may include non- contentious questions/clarifications relative


to the program or sub-projects, issues and concerns arising from non-performance of
obligation of any of the concerned parties as well as those which may pertain to non-
conformance with KC-NCDDP government procurement and finance guidelines such as
misuse of funds, allegations of corruption and falsification of public documents, among
others.

WHEREAS, in conformance with the Community-Driven Development Support to


COVID-19 Disaster Response, there is a need to form a Barangay Grievance Redress
Committee (BGRC) for KC-NCDDP-AF DROP implementation in the barangay.

NOW THEREFORE, on motion of Edwin Diño duly seconded by the BDRRMC


members present, be it RESOLVED, as it is HEREBY RESOLVED, to create the Barangay
Grievance Redress Committee to be composed of:

RESOLVED FURTHER, that the roles and responsibilities of the Barangay


Grievance Redress Committee shall consist of the following:

a. The BGRC shall act as the fact-finding body who, after intake of the grievance or the
Problems, Issues, Needs, Concerns and Observations (PINCOS) by the CEF, may
immediately conduct fact-finding or verification process, as may be deemed necessary to
discuss/resolve the intaked grievance/s.

b. The BGRC should as much as possible link up with the Lupon Tagapamayapa or other
existing grievance resolution bodies in the locality and endeavor to harmonize the extant
systems in resolving grievances.

c. The BGRC shall ensure that copies of all the means of verification such as but not limited
to Feedback Report, Intake Form, attendance sheets, minutes forms and photo
documentation of the grievance are secured and turned over to the CEF or his authorized
representative for safekeeping and encoding/updating in the Program Information
Management System (PIMS) of KC-NCDDP-AF.

d. The BGRC shall ensure the speedy disposition of all grievances, in accordance with the
established principles of the GRS.

e. The BGRC shall ensure the observance of all government protocols on COVID-19
response, such as the LGU, DOH and IATF issuances, in the resolution of PINCOS and
grievances.

RESOLVED FURTHER, that depending on the nature and gravity of the grievance or
those which may not be resolved by mutually agreeable terms through amicable settlement
between and/or among parties, the BDRRMC shall be considered as the decision-making
body where actions and resolution shall be decided by majority vote of all the attendees.

RESOLVED FINALLY, that copies of this Resolution be furnished to the Barangay


Local Government Unit, the Department of Social Welfare and Development and such other
agencies or organizations which may help the barangay towards the resolution of any
grievances that may be brought by any concerned stakeholder/s.
