4th City Mayors Report 3rd Person Version
It was only yesterday that I stood on this platform presenting before all of you what
I could bring and offer to the people of Cabadbaran upon my assumption of my first term of
office. It was a milestone in my life because it was my redemption from my defeat and an
affirmation that I am more than what I was perceived to be by those who undermined what
I have to offer.
Looking back, I was somehow doubting myself of the herculean task that comes with
the job being a mayor but as I was going along with my genuine desire to serve the people, I
was brought to a whole new world of learnings that has made me become a better version
of myself than who I was yesterday. I have come to embrace the fact that each day brings a
new learning experience that will mold me to become the better leader to the people who
entrusted to me their trust and confidence.
And today, I once again stand before all of you our dear city development
stakeholders to present my report on our accomplishments under my term. This report
contains the collective endeavors that we have so far achieved and realized for the past
three years under our brand of service tagline, “Serbisyong Tinuoray, Serbisyong Walay
Pili”. It has been our commitment that we continue to foster inclusivity in our delivery of
basic services as we take the lead towards sustainable progress being the capital city of the
Province of Agusan del Norte.

This year’s budgeting for the year 2023 entails a great challenge that will put to test
this administration’s fiscal management capacities based on our ability to identify
priorities. The Department of Budget and Management has already made an issuance on
the sure decrease of around 14.47% on our National Tax Allotment (NTA) the new term for
Internal Revenue Allotment (IRA). This would mean a decrease of ₱146 Million from the
₱113 Billion that we received in 2022. Although the ₱866 Million NTA for 2023 is still a
huge amount but the fact remains that it will never suffice to answer all our needs. We
must never take this as a temporary setback rather an opportunity for us to be austere in
the implementation of proactive financial management measures after all these are
scenarios that we should always be prepared of in this time of financial crisis due to the
pandemic and struggles in today’s global economy.

magpasabot nga mas taas pa ang atong koleksyon tungod usab kay nagpahigayon kita og

propriedad.

Perhaps, among the greatest challenges of Mayor Judy Chin Amante being a
neophyte mayor was the COVID-19 pandemic which has been affecting the entire country
for more than two years already. It taught her much on how to be on top in the decision
making process and manage situations where the lives of everyone around her is at risk
should there be an exposure to the unseen virus. It was a time that drastic decisions had to
be done and immediate actions had to enforced because the leadership is racing against
time and an outbreak or a possible spreader event may occur for failure to strictly impose
community quarantine measures and strict compliance to mandatory health protocols.
The city’s success in battling the COVID-19 pandemic and consistently maintaining a
zero case as of this reporting only manifest how well-prepared is the city’s leadership in
effectively responding to a possible surge of cases and the impacts of the pandemic to the
local economy and in the lives of the people directly affected particularly those living in the
poverty level. The Local IATF has laid down intervention measures that would help
communities cope to temporary loss of income; address hunger; deal with stress due to
controlled mobility and travel restrictions; non-stop COVID-19 antigen and RTPCR testing;
intensified vaccinations and even the implementation of new learning modalities due to
restriction on actual face-to-face learnings.
With strict quarantine measures now lifted and mandatory health protocols and
alert levels eased, though no formal issuance has been made nor a declaration coming from
the National Inter-Agency Task Force has been issued yet, city constituents are now
somehow heading towards restoring their lives back to what is now called the new normal.
The City Health Office being the main front liner in all COVID-19 intervention
programs has been very active in the performance of their mandates all throughout the
ongoing battle with the virus that is why as gratitude for their heroic service, they have
given them all the benefits and incentives due to them as directed by the national
government. But certainly no amount of money can equate to their selfless service to the
community as an act of heroism.

Even with the recorded zero (0) new case for the month of June, Cabadbaran has
remained on alert by always keeping ready its isolation facilities in Sitio Dinabucan, Brgy.
Mabini; Brgy. Cabinet and Brgy. Bay-ang. The two schools that were used as temporary
isolation facilities such as the Cabadbaran City National High School – Junior High Building
and the La Union Integrated School – Senior High Building have been turned-over to the
school’s administration now that they have started with a hybrid learning scheme for
learners with the city’s Alert Level 2 Status.

On the efforts along immunization, the City has been strongly advocating for
everyone to avail of the immunization services to shield them from the deadly impacts of
COVID-19. The target of achieving the herd immunity has been a struggle but the
persistence of health workers to conduct community based immunization so that even
those living in the most far-flung areas can conveniently avail of the immunization without
having to incur cost. It is in times like this that extra efforts must be exerted in order that
services are made accessible especially those with no extra resources to spend.
In this report, it clearly presents how many of the city’s population had been
vaccinated with the various doses from various age categories. After all the struggles, we
have nearly achieved our target for herd immunity. As of this reporting, from a total target
population from all age categories of 63,891, the city’s vaccination teams jointly composed
of medical workers from the City Health Office and the nurses from the Department of
Health have fully vaccinated a summed up total of 684 from the 10,550 target or 6% of the
population aged 5 – 11 years old; a total of 6,349 of the 8,508 or 75% of the target
population within the age category of 12 years old to 17 years old; a total of 29,424 of the
38,668 or 76% of the target population and lastly a total of 4,386 of the 6,165 or 71% of the
target population aged 60 years old and above. Though the city vaccination teams have not
remiss their duties and even in the conduct of information drives, to date they are still way

short from their target of 75% to achieve herd immunity because 40,891 or 63.93% of the
overall target population have been fully vaccinated.
With this scenario, even if the team gets to fully vaccinate those that are partially
vaccinated totaling to 2,738, it will only achieve 68.21% which is still way below the
targeted accomplishment to reach herd immunity. At present, the city’s vaccination teams
regularly conduct mobile vaccination in all barangays and various identified areas to reach
the desired target. In addition, with the current alert status that allows for face-to-face
classes to be back, it can be expected that there will be an even larger turn-out in
vaccinations from school-age targets especially those within the 5-11 years old category.
Mayor Amante is once again calling upon all unvaccinated city’s constituents that in
the verge of uncertainties on what really lies ahead because of this COVID-19 pandemic,
the only way we can be resilient to the worst impacts due to COVID-19 is for everyone to
get vaccinated.

Promotion of Women’s Health and Safe Motherhood

aimed towards the protection and protection of its constituents from deadly and high risk

The current administration has been strongly advocating for legal adoption and
avoid simulated birth adoption to ensure that the child’s future will not be jeopardized. It
has been Mayor Amante’s great desire to always promote and protect the welfare of
children.

Napasaka pa ang ihap sa atong mga kabataan nga na-fully immunized ngadto sa

gamit ang mga nurses ug barangay health workers nga makugihon nga nagsuroy-suroy sa
lain-laing lugar.

Mayor Amante’s leadership has already institutionalized the city’s support on the
Sustainable Development Goals Family-Based Actions for Children and their Environs in

Ang paghatag bili sa kabataan isip sumusunod nga henerasyon gipaabot ngadto sa

kabukiran sa hilit nga mga dapit sa Barangay Mahaba ug Puting Bato. Makanunayon Si

Aron usab nga mapausbawan ang kasamtangang inadlaw nga suhulan sa mga job

implementasyon sa Wage DOLE-RTWPB Order No. R13-17 nga diin gisaka na ang minimum

Cabadbaran City Vegetable Growers Association aron usab nga mamahimo silang potensyal
nga supplier sa umaabot nga operasyon sa Gaisano Wet Market Section ug sa mga uban
pang branches niini.
Sa tumong nga mapaila ang mga produktong ato sa Cabadbaran City, makanunayon
nga nagasalmot ang Cabadbaran sa mga lokal og bisan national trade fairs sama sa
Balangay Trade Fair, “Buy Caraga ,By Caraga”, ug Agus Trade Fair apil na ang Minda Tienda
nga didto gipahigayon sa Metro Manila. Gihimo pud sila nga kaabag sa lokal nga Negosyo

Support to GLOW CBR, the city’s organization for the LGBTQIA+ Community
In line with the advocacy for inclusive governance, the City has also engaged the
LGBTQIA+ Community to undergo livelihood and skills training where it also provided the
beneficiaries with starter kits such as the conduct of Hair and Make-Up and Hair Rebonding
Skills Trainings. The City Government also supported the conduct of activities that further
strengthened their camaraderie with their peers in their community through the conduct
of LGBTQIAlympics and also their involvement to GARBO-Agusan activities.

Apil na usab niini ang pagpanghatag og binhing humay nga gipangtanom sa ekta-
ektaryang kaumahan sa tibuok Cabadbaran nga dili moubos sa 600 ka ektarya matag
cropping season.
Mitabang usab ang Syudad sa pagplastar sa mga nga makabaton og insurance gikan
sa Philippine Crop Insurance Corporation sukad niadtong 2020 hangtud 2022 ang 427 ka
mag-uuma nga naaprubahan ang claim nga sa kinatibuk-an mikabat sa ₱939,555.00.
Wala usab kita mihunong pagpahigayon og pagbansay aron mas makabaton og bag-
ong kahibalo ug teknolohiya ang atong mga mag-uuma sa humay nga atong gi-organisa
aron nga mas dali ang pag-monitor kanila.
Ang produksyon sa lanot sa abaka nahimugso gumikan kay kini giila isip OTOP o
One Town, One Product sa Cabadbaran. Sa dugay na nga panahon, nasustinir na ang
maayong ani sa maong produkto gani man padayon na nga naghatag og pondo ug
nakadawat og suporta gikan sa Philippine Fiber Development Authority kon PhilFIDA
pinaagi sa mga ekipo ug kahimanan sa pagpananom ug pag-ani sa lanot sa abaka. Ang
dakung tinguha nga makapahitabo og Value-Adding sa maong produkto ang nagpabilin nga
hagit na gakinahanglan gyud og pagtutok kay bisan aduna nay mga gitawag og handicraft
making, limitado lang ang gidaghanon niini ug naa pa nakatutok sa lokal nga merkado og

In 2021, the City Agriculturist initiated the creation of new organizations that is
geared towards the development and value-adding of agricultural potentials. The office
helped organized the Calamba Banana Farmers Association with 28 members so that they
will also get access to funds and trainings that will further boost their production.
It also created the Cabadbaran Food Processors and Handicraft Association, Inc. and
provided them with start-up fund for livelihood assistance in order for them to sustain
their production and market promotion of originally Cabadbaran-made products like the
squash pancit; tablea; bottled processed sea products like shellfish, bangus and sardines;
dried fish; deboned bangus; tetra eco-bags of various sizes; abaca macramé, tinagak ang
sinamay products; abaca scrunches; leathercraft and Manobo dolls>
The City has funded the construction of the Eco-bag Production Center located at the
Fish Sanctuary Site in Barangay Calibunan and also expanded the Squash Pancit Processing
Center in Brgy. Katugasan.

In the latest Fish Visual Census Assessment, the Cabadbaran Fish Sanctuary in Brgy.
Calibunan has recorded an average fish density of 3,299 fish in 600 sq.m. area which is
categorized as High and fish biomass of 452.16 grams per square meter categorized as
“Relatively Very High”. This could translate to increased fish catch of demersal fishes
through spill-over effect of the sanctuary.
Only recently, the City through the Office of the City Agriculturist successfully
launched the Establishment of the Caasinan Fish Sanctuary where ₱480 Thousand-worth
solar markers totaling to 8 pieces and deployed 9 units concrete artificial reef modules
were installed and additional modules still for construction.

ang Syudad og pondong ₱4,000,000.00. Kini gilantaw nga dakung tabang sa mga
mangingisda alang sa plastar nga pagbaligya sa ilang mga kuha ug malikayan ang mga
suliran nga kanunay nilang mulo tungod sa kakulangon sa tukmang fish landing nga ilang
magamit.
Aron nga mapakusgan pa ang kapas sa lokal nga kapulisan ug mga fish wardens sa
pagpanakop sa mga mangingisda nga nagagamit og ilegal nga paagi sa pagpangisda, nag-
alokar og ₱5,000,000.00 ang Syudad aron makapalit og daku, paspas ug kumpleto sa
kahimanan nga Sea Patrol Boat. Padayon nga nanghinaut si Mayor Judy Chin Amante nga
ato na gyud nga mawala ang kaso sa ilegal nga pagpangisda dinhi ning dakbayan ug gani
man sa tibuok Butuan Bay Area.
Nahuman na ang atong Jetty Port ubos sa Fish Coral Project sa BFAR sa may Brgy.
Calibunan nga mo-komplemento sa Community Fish Landing nga anaa usab sa maong

The current administration has a clear directive on the use of its resources through
proper prioritization in hiring the right manpower needed to further enhance and raise the

ka housing units sa may Brgy. Comagascas ilawom sa Cabadbaran Resettlement Village
Phase I and II diin mokabat kini sa ₱77 Milyones. Adunay gipondo usab nga ₱30 Milyones

sa trapiko ug parking ang angay na maplastar karon pa lamang.
Sa nalakbit na sa unahan, nahimo na nga tunhay nga departamento aron mas
makatutok sa pag-implementar sa mga mandatung nakatutok sa pag-amping ug
pagpreserbar sa kinaiyahan ug sa pagpalig-on sa kapasidad sa pagresponde sa katalagman
og emerhensya.
Gipanghingusgan gyud ang pagtisok sa matag usa ang sakto ug angay nga pamaagi
sa paglabay sa basura diin kung mahimo kadto na lamang gyud matawag nga mga residual
wastes ang moabot ngadto sa city dump site sa may Barangay Bayabas. Gani man kanunay
nga nagpahigayon og house to house monitoring aron maawhag ang tanan nga mosanong
sa saktong pag-segregate sa basura pinaagi sa City Environment and Natural Resources

paglabay sa basura.

Aduna usab kitay kasamtangang reforestation project nga atong gisugdan niadtong
2021 nga diin atong gipondohan og ₱2,000,000.00 para sa 100 ektaryang lasang didto sa
may Sumag-a sa Brgy. Mahaba diin aduna kitay usa ka gatos ka pamilya nga gihatagan sa
trabaho pinaagi sa Cash for Work Scheme.
Sa gisugdan nga ‘No Plastic Day Every Friday”, karong tuiga nai-implementar ang
“No Use of Single Use Plastic” sa tanang adlaw sugod Lunes hangtud Domingo. Kini
gilantaw nga dakung tabang sa pagkunhod sa basurang gikan sa plastic nga nailang dugay o
dili basta-basta nga madugta.
Mapasigarbohon ang Syudad nga latas sa katuigan napalig-on na gyud ang
operasyon sa City Disaster Risk Reduction and Management Office (CDRRMO) diin kabahin
na niini ang dakung tabang nga nahatag sa 24/7 nga emergency response system niini aron
motabang sa mga nagkinahanglan sama sa disgrasya o aksidente. Gipadayon na usab ang
paghatag og referral services niadtong mga kaso nga gakinahanglan og medical attention sa
dagku nga mga hospital sa Davao, Tagum ug Cagayan de Oro.
Padayon usab sa pagpahigayon og mga pagbansay aron nga mamahimo ang
Cabadbaran isip usa ka disaster-resilient city diin kabahin na niini ang pagpalagsik sa
tagsa-tagsa ka barangay sa ilang disaster risk reduction and operation capacity diin giila
kita sa Office of Civil Defense nga Beyond Compliant.

optimistic that all these will be realized as long as we are all on board towards the same

Mga kaigsoonan kong Cabadbaranon, sa wala damha natapos na ang unang termino
sa akong pagserbisyo isip inyong Mayor ug taliwas sa akong gituohan, dili igo ang tulo ka
tuig aron ako nga mapatuman ang tanan nako nga gilantaw nga mapahitabo sa akong
yutang natawhan. Gani man mas nakita pa nato ang dakung kakulangon sa mga butang nga
angay natong hatagan sa gikinahanglang pagtagad gumikan kay aduna kini dakung
mahatag nga kabag-uhan sa kahimtang sa pamuyo sa atong katawhan ug kalambuan sa
atong dakbayan.
Dili matukib ang pagbati nga ang kanhing mga luha sa kapildihan nahulipan na sa
mga luha sa kalipay ug kini tungod kay inyo ako nga gihatagan sa inyong pagsalig bisan pa
sa ilang giingon nga kakulangon nako sa kasinatian ug kapasidad. Akong napamatud-an nga
walay babag nga pwedeng moharang kanako sa pag-alagad kaninyo gumikan kay sinsero
ako sa akong tinguha nga mosilbi kaninyo sa tinuoray nga wala naglantaw kung inyo ba ako
nga gisuportahan o wala.

ug limitadong kapasidad sa atong panudlanan, apil na usab ang kamatuoran nga dili gyud
pwede sa tanang higayon nga atong maangay ang pagpaabot sa kaayuhan ngadto sa tanan.
But I cannot be too emotional with just everything that’s said against me for as long as I
know that I did all the best I could and that majority of our city’s constituency are satisfied
with what we are doing. But even with this painful reality, it is still my prayer that I will
turn hostilities and all negativity into something positive where everybody will have a
share of beneficial stories to tell from the various programs we give our people.
I was challenged and I stood up to it by answering to the call for me to serve. The
ups and downs I had to go through made me the leader I am now. It was in those times that
I felt I was so down that I saw the people who helped in raising me up back on my feet. It
was in those times that I thought I have no one to comfort me but then I was embraced by
the arms of people who never left not only in my moments of joy but even in my distress. It
was in those times that I was made to realize how difficult and painful the journey to public
service that I have learned to look at them as a great opportunity to be even better in
handling my challenges and battles. I started weak but I made those weaknesses as my

motivation to gain strength and be the better Judy Chin Amante that I was decades ago.
Forever I will be a work in progress as I continue to journey in this life and as I continue to
search the ultimate purpose why I am here in this world. All I need is to just trust the
process.
I give all the credit to our God Almighty sa iyang paghatag kanako niining talagsaong
higayon nga makapangalagad. All my wisdom, my strength, my inspiration and my
motivation to sincerely serve come from His Greatness and I can’t thank Him enough for
