Regardless of how hard we prepare for the future, there will be circumstances
that will break us and make us feel uncertain. This school year has been challenging
for the institution. None of us were prepared on the impact of the COVID-19 in our
education system. All of us had no choice but to adapt to the new normal and accept
the reality that learning will no longer be physical for the meantime.
But this situation should not be a hindrance for us. Seeing our faculty and staff
pour their efforts in ensuring that learning will continue, we realized that it should be
the same with the organization. It‟s easy to count the negativities in this
unprecedented time, but there is a silver lining even in moments of obscurity. Thus,
we didn‟t let this pandemic hinder our service.
We, the sixteen (16) officers, are humbled and honoured to have been
selected to spearhead different activities for this academic year. It was a new
environment for us as we weren‟t literate enough to do live streaming, editing, and
managing social media pages. Nevertheless, we persevered and learned how to use
the different platforms needed. It was scary, to be honest, but we didn‟t let fear
triumph. Instead, we leaned on to hope that will help students cope with the new
normal.
Despite of the many challenges, we broke through. We survived, and that‟s the
most important thing. We lived. And we wouldn‟t have been able to do all this without
your support. Thank you!
ANSHS-SSG 2020-2021
We, the students of Alabel National Science High School, believing in the need for a
better organized Supreme Student Government in the development of the youth as
future leaders of the nation, do hereby promulgate and adopt this Constitution and By-
Laws of the Supreme Student Government in Secondary Schools that shall advance,
implement, and maintain our goals and aspirations, embody the ideals and principles of
freedom, equality, justice and democracy, and promote the welfare of all students and
academic standards of our Alma Mater.
Article I
General Provisions
Section 2 For the purposes of this Constitution and By-Laws, the following
word shall have the meaning as ascribed to them in this section.
Article II
Section 2 The seat of the SSG shall be located inside the premises of the
school.
Principles
Section 1 The SSG shall have the power which emanates from the student
body. It shall be an autonomous, unified, and the highest
democratic representative of the student body.
Section 2 The SSG shall uphold and adhere with the Mission Statement of
the Department of Education “to protect and to promote the right of
every Filipino to quality, equitable, culture-based and complete
basic education” where “students learn in a child friendly, gender-
sensitive, save and motivating environment.”
Section 4 The SSG shall be committed in putting these values, principles, and
ideals into action through academic, socio-civic, leadership
programs and activities.
Objectives
Section 5 The SSG shall be the forefront of the students‟ rights and welfare,
and shall be the model of the students‟ excellence, grounded on
good character, and deep sense of moral values.
Policies
Section 7 The SSG shall be the highest governing body of the students.
Section 8 The SSG shall pursue at all times, the values of honesty and
integrity in service, renouncing all forms of corruption and acts
which are contrary to the rules and regulations of the school and
the Department of Education.
Section 10 The SSG shall remain at all times, accountable and transparent
with all of its transactions involving the interest of its constituents
who they must serve with outmost responsibility, integrity, loyalty,
efficiency, and professionalism.

Bill of Rights
Section 3 Every student has the right to avail of all the services offered by the
SSG which includes but not limited to organizing, joining, and
actively participating in clubs, organizations, groups, and other
associations for purposes not contrary to existing policies.
Section 5 Every student has the right to information of the programs, rules,
policies, regulations, and other matters concerning them.
Section 6 Every student has the right to suffrage, to apply for a position, to
nominate, and to be elected into office, and to exercise other
electoral practices.
Section 9 Every student has the right to recall their SSG representatives.
Section 11 Every student has the right to professional competence from the
teachers and school administration.
Section 13 Every student has the right to an open and regular student-teacher
and student-school administration dialogue.
Section 14 Every student has the right to freely and responsibly express their
concerns, views, and grievances.
Section 15 Every student has the right to equal, legitimate, and responsible
use of adequate, safe, clean, and efficient school facilities.
Section 16 All other rights as specifies in DepEd Order No. 40, s. 2012 entitled
DepEd Child Protection Policy but are not specified herein are
included as rights of the students.
Article VI
Section 1 Every student has the responsibility to observe and to uphold the
laws of the Republic of the Philippines, the rules and regulations of
the School, and this Constitution at all times.
Section 2 Every student shall exercise his/her rights responsibly and in good
faith.
Section 3 Every student shall support and promote the ideals, principles,
thrusts, and objectives of the SSG, the School, and the Department
of Education.
Section 8 Every student shall support the activities and programs of the SSG
and the Department of Education as approved by the appropriate
DepEd issuances.
Article VII
Section 1 The SSG shall be the highest governing body of the students.
Section 2 The SSG shall have the following functions and responsibilities:
Article VIII
Section 1 The officers of the SSG are the duly elected President, Vice-
President, Secretary, Treasurer, Auditor, Public Information Officer,
Peace Officer, Business Manager and the Grade Level
Representatives.
Section 2 The Grade Level Representatives who shall get the highest number
of votes among the elected Grade Level Representatives in their
respective grade level shall serve as the Grade Level Chairperson
of the grade level concerned.
Section 6 Once elected, all SSG Officers, except the Grade Level
Representatives, shall be considered resigned and ineligible from
all major elective or appointive positions in other clubs and
organizations. Major elective or appointive positions shall refer to
the positions of President, Vice-President, Secretary, Treasurer,
Auditor, Public Information Officer, Peace Officer, Business
Manager or equivalent positions, including Editor-In-Chief,
Managing Editor and Associate Editor of the School Paper or
Publication.
Section 7 No residency shall be required of the candidates for all the SSG
elective positions.
Section 8 The officers of the SSG shall hold office for one (1) school year.
Article IX
Section 1 The SSG President shall be the chief executive officer of the SSG.
He/ She shall have the following duties:
3.2 Keep a file of all the pertinent documents and papers of the
SSG and make them accessible to the student body;
4.1 Keep all financial records of the SSG and be the one
responsible for any information related to the student activity
fund;
5.4 Keep and update the inventory of all the SSG‟s property;
Section 6 The Public Information Officer shall have the following duties:
7.3 Maintain peace and order within the premises of the school;
8.2 Represent his/her grade level in all the meetings of the SSG;
8.3 Serve as the grievance desk for their respective grade level;
Article X
Section 4 The Secretariat shall be headed by the Secretary and shall be the
official SSG work group
Section 5 The Finance Committee shall be headed by the Treasurer and shall
be assisted by the Auditor. This committee shall take charge of all
monetary matters and properties of the SSG.
Article XI
Article XII
Section 5 The School Head shall serve as the Adviser of the Coordinating
Council. As such, all resolutions and agreements arrived at by the
Coordinating Council shall be noted by the School Head.
Article XIII
Adviser
Section 1 The SSG Adviser shall be endorsed to the School Head from
among the three (3) teacher-nominees submitted by the newly-
elected SSG officers through a resolution.
2.3 Competent, able, and willing to work with the student leaders
from planning to implementation of projects, programs and activities.
Section 3 The SSG Adviser shall monitor all programs, projects, activities,
and meetings of the SSG at all times.
Section 5 The SSG COMELEC Adviser shall be endorsed to the School Head
from among the three (3) teacher-nominees submitted by the
COMELEC Chair through a resolution.
Section 6 The SSG COMELEC Adviser shall have the following qualifications:
Section 7 The SSG COMELEC Adviser shall monitor all activities and
meetings of the SSG COMELEC at all times.
Commission on Elections
Section 2 The SSG COMELEC shall be the only agency that will manage the
electoral process, including the campaign.
Section 6 The SSG COMELEC shall have the following duties and
responsibilities.
Article XV
Section 1 The General Assembly of the SSG shall be composed of all elected
Homeroom Class Organization Presidents of the school.
Article XVI
Section 1 The SSG shall be, and shall remain to be, an automatic member of
the Division, Regional and National Federation of Supreme Student
Governments.
Section 2 As such, the SSG shall abide by the rules and regulations issued
by the proper federation consistent with the policies and guidelines
of the Department of Education.
Article XVII
Section 1 The SSG shall conduct regular meetings every first and third week
of the month or as agreed upon by the officers of the SSG.
Section 2 Special meetings of the SSG may be called upon by the SSG
President or by a majority of the SSG officers.
Section 5 If the votes end in a draw, the SSG President of the Acting Chair of
the meeting shall cast the vote to break the tie.
Article XVIII
Finance
Section 4 The organization may accept cash donations from any member or
any public or private person or institution, as long as it will not affect
or compromise the integrity of the SSG.
Section 6 The SSG shall enjoy the freedom to determine its priorities in the
disbursement of its funds, provided that is shall be actually, directly,
and exclusively used to support and/or finance SSG program,
projects, and activities.
Section 8 The SSG President and the Treasurer shall be the signatory of all
fund disbursements and bank withdrawals of the SSG. All fund
disbursements and bank withdrawals must be accompanied with an
SSG resolution duly noted by the SSG Adviser. All expenses must
be supported by official receipts. The School Head shall be
provided a copy of all the resolutions relative with the
disbursements made.
Section 9 The SSG, through the Treasurer and the Auditor, shall promulgate
financial guidelines for proper financial management.
Section 10 At the end of every activity, the SSG shall liquidate expenses
before another disbursement. Without this, succeeding bank
withdrawals shall not be authorized. Funds of the SSG shall be
audited at the end of the term of the SSG and at the end of every
activity.
Article XIX
Section 3 The decision of the General Assembly shall be final. However, the
officer charged shall be informed twenty (20) days prior to his/her
impeachment case proceedings, of the charge/charges against
him/her, to afford him/her the opportunity to be heard with or
without a counsel in his/her defense.
Section 6 Any vacancy in any of the positions for the reason of death,
resignation, impeachment, shall be filled, subject to the
recommendation of the SSG.
Section 7 Any vacancy in the SSG, except the position of the President, shall
be filled, within ten (10) school days from the day the position is
rendered or considered vacant, by appointment of the President
from among the qualified members of the SSG. Immediately upon
appointment, the appointee shall serve the remaining period.
Section 8 The SSG COMELEC shall certify as to the vacancy occurring in the
SSG and the SSG Adviser shall certify the fact of appointment of
the officer to the vacant position.

As the SummerFLICKS focuses on educating the incoming grade
7 students for their first grading lessons, they were taught with the
important concepts that will help them understand their upcoming

The activity should have had more facilitators as it was hard to conduct
online activities with few students who have background in technicalities.
There were times where students were confused on the schedules as
they were not used to the new normal setup.
The behaviour of learners was not totally monitored due to the online
class setup, but their actions weren‟t tolerated.
VI. RECOMMENDATIONS
The facilitators and faculty should have a clear communication with the
parents of the learners in order to track the academic progress and
monitor the behaviour of the students.
Proper dissemination of information should be firmly implemented in
order to prevent students from confusion with their schedules.
There should be more than 15 facilitators in order for the online
activities to be carried out as it is hard to reach students online.

Since participants learned some things that give them additional

ANSHS SSG successfully conducted the „Into the New Normal‟ Online
Campaign as it was able to garner 5,073 views and was able to reach 9,251
people as of October 05, 2021. The campaign was able to disseminate the
propaganda of teaching students on the proper etiquettes during online
classes.
The organization was able to communicate and plan well on the goal of
each episode. There were also good responses from the students and
teachers as well. The campaign was featured by the Division of Sarangani.

The SSG had a problem with the dynamics and coordination of the
episodes.
The SSG had a hard time disseminating it to every student as not
everyone was interested in the campaign.
VI. RECOMMENDATIONS
The SSG should have focused more on the content in order to have a
more dynamic and coordinated series of videos.
The SSG should have worked hard in promoting and ensuring that
every student has watched the series of videos.

I. INTRODUCTION
Radyo para sa Baryo Campaign was launched last July 23, 2020. The
project was purposely established to provide 1000 radio units to various last
mile schools in Sarangani which initially aimed to raise a fund worth ₱200,000.
The Supreme Student Government took the #FORTYForThePoor and
#MakeYourFortyWorthy Challenge by donating 40 pesos from the ANSHS
SSG members. Also, Radyo Para sa Baryo Campaign served as the light
among every student across the Sarangani, specifically those in slums. The
campaign was able to raise more than the target initial amount that they were
able to provide not only radios, but also flash drives and earphones to the
5000 barrio kids.
Last August 20, 2020, Alabel National Science High School Supreme
Student Government augmented the spirit of helping the fellow students from
the Sarangani Province who are less fortunate to study and to pass through
the challenges of the pandemic.

I. INTRODUCTION
“Sa pagbukas ng klase, handa ang Dose” was the main tagline for the
Opening of School Year 2020-2021. The COVID-19 Pandemic halted
everybody‟s lives and forced everyone to adapt to the new normal. Due to
restrictions in physical interaction and the implementation of community
quarantine, classes are then held online. In order for the students to be
prepared for the upcoming online classes, the DepEd Region XII conducted
the Pre-Opening of School Year 2020-2021.
The ANSHS-SSG President, Paul John O. Delos Reyes, was invited to
give an inspirational message in behalf of the students in Region 12. He was
encouraged to share his experiences in overcoming the challenges in the new
normal as a student-leader.

Supreme Student Government has to accomplish the following objectives:

The ANSHS SSG was able to successfully lead the First Day of School
program as many students used the Facebook Frame to show that they are a
part of the institution. This helped students build their identity as an AlSci
Student despite of the classes being online.

The ANSHS SSG posted the video greetings, artworks, and messages
sent by the students to honor the teachers. They have successfully
encouraged students to do the #ParaKayTeacher challenge, showcasing their
talents, as well as their heartfelt greetings and messages to show their
appreciation and gratitude for teachers through online posts.

Since the students were able to use their writing skills,
communication skills, as well as their artistic skills in making their
appreciation posts for the teachers, their academic performance may
improve from their their experience and equip learning.

I. INTRODUCTION
Given the difficult situation in which our society finds it, we must come
and work together in showing sympathy and compassion to our fellow
students. The struggles of existing in our present situation have an effect on
people's lives in ways we simply cannot imagine. Alabel National Science High
School SSG has opted to present AlSci Cares program to support students
who are affected by the global health crisis.
AlSci Cares is a program which seeks to offer financial aid to students
struggling to handle the Covid-19 Pandemic. This program serves as a way to
ease the burden that the financially affected students are carrying.
Last October 16, 2020, the Alabel National Science High School SSG
launched the program AlSci Cares.
III. ACCOMPLISHMENT
The ANSHS SSG successfully completed the first batch of the AlSci
Cares Program, allowing them to provide financial assistance to students at
Alabel National Science High School who have been affected by the Covid-19
pandemic. Not only has the ANSHS SSG been able to assist students in need,
but they have also put the minds of many benefactors at ease by ensuring that
the money they donated went to good use.
Despite the fact that the ANSHS SSG has only run this program once,
they were willing to do their best, along with other ANSHS students, to carry
out what they had and give it to the students who were in desperate need.

Students who do not participate in the survey should have been closely
monitored.
The SSG should have sent out weekly updates to students to ask them
to take the survey seriously.
The SSG should have prepared earlier in order to carry out the program
throughout the whole school year.
In order to maximize the number of benefactors, the SSG should have
required other ANSHS Club Organizations to assist in the promotion of
the AlSci Cares Program.

Since it is a relatively new learning setup and the election does
not totally involve academics, there is no impact observed to the
academic performance of the students.

The time allotment for the start of the elections was delayed due to the
connectivity difficulties and tardiness of other students.
Some students did not cooperate wholly with the elections, thus the lack
of communication between the members.

I. INTRODUCTION
Super Typhoon Rolly was the most powerful typhoon to hit the
Philippines last 2020 amidst the COVID-19 pandemic. It made its first landfall
in the country in the early morning of November 1, 2020. It landed in Bato,
Catanduanes, an island province in the Bicol region in Southern Luzon.
According to the United Nation‟s Office for the Coordination of Humanitarian
Affairs (UN OCHA), the super typhoon affected around 68.6 million people.
And out of 2.3 million vulnerable people living in the most affected areas,
724,000 of them are children.
III. ACCOMPLISHMENT
ANSHS SSG successfully conducted the donation drive for the victims
of Super Typhoon Rolly. The organization collected a total of Php 40,587.40 in
a span of 16 days. ANSHS SSG was able to purchase seven (7) tents, eight
(8) hygiene kits, and twelve (12) water treatment kits for the affected families in
Luzon.
There were good communication between the conduct of the drive
together with the organization and the clubs involved.

Since it is the beginning of the classes, students were able to
help spread the donation drive through their talents. Making mini
posters and posting it to social media.

A lot of GCASH accounts can be used in the drive if only they were
verified.
It was hard to convert load in to cash.

Since it the event was conducted in the middle of the new normal
class set-up, the students were able to take a must needed break from
academic work through participating in the different events.

The SSG and other clubs involved should prepare for anticipated
technical issues.
Reminders should always be called out to avoid misunderstood contest
guidelines.
Students should always be reminded to avoid sparking arguments
online that may affect the school, the events, and its organizers.
Officers and members of the organizations should practice their roles as
part of the group and contribute in the event.

ahead the series of activities proposed with the sole purpose of avoiding conflicts;

Red Cross Youth Club would like to initiate a Donation Drive for all of the families affected by
the Super Typhoon.

Taking care of our health is a must during this pandemic, this includes not only our Physical
Health but also our Mental and Emotional Wellness. As we adapt to the "New Normal", some
of us may encounter pressures that may cause stress and may eventually lead to mental or
emotional distress. As a necessary measure to avoid such circumstances, the Supreme
Student Government will initiate a Mental Health Webinar, a symposium wherein mental
health issues will be tackled and students can freely participate and may ask questions based
on their personal circumstances on the subject.
In line with this, wewould like to ask your permission to conduct the Mental Health Webinar
on December 11, 2020 at 10:00 am to 12:00 nn, excusing all of the registered participants. In
addition, this day will serve as a mental health break for the students to have some rest and
time for themselves and their families.

Greetings!
The MAPEH Club, along with the SSG officers, collaborated to organize this year’s
Intramurals that will be held on April 23, 2021 until May 7, 2021. Due to the
pandemic, the MAPEH Club and SSG officers systematized this event to be virtually
conducted for the safety and protection of the students.Intramurals is known to be an
event compromised with recreational activities to help students practice
sportsmanship and healthcare. This year’s Intramurals will test the students’
creativity, cooperation, and unity through the activities generated by the MAPEH Club
and SSG.
In line with this, we would like to request permission to use the time allotted for the
Homeroom Guidance Program session on these particular dates, April 23, 2021, and
May 7, 2021, for the Opening Ceremony and Closing Ceremony of the event. The
other activities from April 26, 2021, to May 6, 2021, will be conducted during after-
class hours. The organizations have agreed to not disrupt class hours.

II. RATIONALE
Alabel National Science High School is a learning and academic institution that
prioritizes the welfare of both its students and its faculty. Along the years of service
and providing a high standardized quality of education, the ANSHS denotes its first
operation last June 24, 1966. Upon the commemoration of the school’s annual
celebration, it is very important to ignite the connection of the student’s relationship
together with its fellow schoolmates and the school’s faculty. Since the educational
institution took the challenge of having academic classes virtually, it is essential for
the school to take into action in celebrating and inflaming affinity among its
association despite the limitations of embracing the new normal.
In line with this, the Supreme Student Government proposes to conduct the 25th
Founding Anniversary of the Alabel National Science High School on June 24-25,
2021, with the theme; “AlSci @ 25: Fortitude and Keeping Sight of the Silver Lining”.
This event will be held virtually through Facebook live streams together with the
faculty and guest speakers and how it became a primary school that multiplies
professionals and elite students in the society.
