2.0 SCOPE
This “Method Statement” covers the nature and type of work for the Testing & Commissioning of
Pre- Action System in the View Hospital Project (3B+G+5P+10+RF).
This procedure is to be read in conjunction with the relevant Inspection and Test Plan (ITP) clear and
detail, outlining the responsibility and the quality verification to be performed by various parties, in
accordance to contract, project specification and relevant international standards for electrical
practices.

5.0 RESPONSIBILITIES
5.1 Project Manager (EEMS/NOL): Ensure that works are carried out in accordance with this method
statement and all necessary safety and protective equipment are provided along with properly
trained and qualified personnel dedicated to working on the task.
5.2 Construction Manager (EEMS): In charge shall be responsible for coordination and supervision of
construction works (activities) and construction groups, ensuring that works shall be done as per
project specification and approved drawings, and all safety measures are implemented.
5.3 QA/QC Manager (EEMS): Review all relevant documentation and test reports and prepare all
handling over dossiers. Ensuring all activities subject to inspection are recorded and approved by the
consultant. To ensure that works are carried out as per specification, IFC drawings, method
statement, and ITP.
5.4 QA/QC Engineer (EEMS): Obtain consent for applicable ITP prior to use. Ensure that all
inspections and tests are carried out as per project requirements and in turn are recorded. Ensure that
all equipment related is calibrated. Maintain all quality records relevant to verification of records
5.5 Site Engineer (EEMS/NOL): Control and ensure the construction work is carried out to the
required contract specification and approved shop drawings. Notifying the QC Engineer in a timely
manner to raise the Site Inspection Request (SIR). The relevant reports are to be submitted to the
QC Engineer and Engineer Representative. Accompanying the Engineer Representative for ongoing
inspection and obtaining his approval to proceed with the next activity.
5.6 T&C Engineer (CxA JEDI-ME):
Testing & Commissioning Engineer will be in charge of all operations during Testing &
Commissioning following Project HSE requirements and Project Quality Plans.
Maintains work permits with coordination of the HSE Supervisor.
Coordinates with QC Engineer for inspections of T&C with complete attachments such as
approved (ITP, shop drawing, check list etc.).
Ensures that only trained and competent personnel are involved for Final Testing of the
system.
Ensures that tools & equipment are certified, maintained and used correctly.

Ensure that all testing tools are calibrated and calibration is up to date.
Ensures that all required documents and related drawings to execute the works are up to date.
Shall prepare open front for his crew and liaise with planning department for progress
reporting and schedule monitoring.
5.7 General Foreman (EEMS): Shall be supervising closely the activities designated to them ensuring
that all instructions and procedures according to this method statement and Risk Assessment are
strictly followed.
5.8 Safety Officer (EEMS): Responsible for day-to-day activities on maintaining safety on site comply
with the requirements of the project HSE Plan Cooperate with the Project team to create and
maintain safe working conditions. Assist Site Engineers and Foremen to organize the work area in
order to perform their duties with maximum efficiency and minimize risk to them or to equipment.
Inspect equipment and tools before use to ensure correct storage and proper utilization. Exercise
emergency authority to prevent or stop unsafe acts. Investigate accidents that have occurred within
incident areas. Ensure preparation and implementation of Site Safety and Health Plan (SSHP).
Maintain a record of all injuries and damages on site. Submit HSE reports as required.

Ensure latest revision drawings used and detailed installation drawings approval.

approved by Client/Consultant.

The termination of all Fire Alarm system like detectors, Panels, Pressure switch, Solenoid valve,
Alarm bell, Manual pull station and etc..
The cabling interface with Fire Alarm control panel.
Make sure entire above work are approved by Consultant / client.
Check and confirm the deluge valve and accessories are ready for putting the system in service.
Confirm the pressure control valves set to the system required pressure.
Check the all sprinklers free from obstructions.
Check and confirm the all control valves installed in correct flow direction.
8.3 Setting Procedure:
Close the system main control valve, differential chamber supply control panel and if the system
is equipped with dry pilot release, close the dry pilot air supply control valve.
Operate the manual control station to assure that the deluge valve differential chamber is vented.
Open the main drain valve and all auxiliary drains in the system piping. Check to see that the
discharge of drain water will not cause damage or result in dangerous conditions.
After water ceases to drain close all auxiliary drains in the system piping.
Clean out the strainer in the connection to the deluge valve differential chamber. Reassemble the
strainer after cleaning.
Remove the hand hole cover and then carefully clean the seating surface of the clapper arm and
the water seat disc. Verify that the retaining lever as well as the differential valve plunger
assembly moves freely to the left.
With your left hand holding the clapper arm and your right hand pushing the latch pawl, unlatch
the clapper arm and carefully lower the clapper arm into the set position with the nose of the
clapper arm under the retaining lever.
Reach into the hand hole opening and while holding onto the differential valve plunger rotate
the differential valve plunger and pull it towards the retaining lever. As the differential valve disc
seats against the differential valve seat within the differential valve housing some resistance to
rotation should be felt to indicate adequate seating.

Inspect the handhold cover gasket for breaks and replace the handhole cover and its cover gasket.
Tighten the hand hole cover bolts with a cross-draw sequence.
Service the air dryer if applicable in accordance with the manufacturer’s instructions.
Reset the release system.
Check and ensure the auto start air compressor was connected with permanent power supply and
the compressor was started immediately, when the system air pressure goes-below 40 psi
Pressure and maintain it same.
8.4 Sequence of Operation:
The double interlock pre action system utilizes a conventional smoke detector system and
pressurized air in the sprinkler system piping. This system is arranged so that the deluge valve will
open only when detection system and dry pilot actuator activates. Accidental opening of just the dry
pilot actuator or just energizing the solenoid valve, will only cause an alarm, and will not actuate the
system or flood the sprinkler system piping.
I). Automatic operation:
Upon the detection of smoke detector on particular zone will cause the following sequence:
The signals send to the fire alarm panel to open the solenoid valve and activate the electric alarm.
Deluge valve remain closed until mechanical activation (Sprinkler activated).
Subsequently loss of system air pressure due to opening of an automatic Sprinkler will result
the following:
The deluge valve will open and allow water to discharge through dry pipe into the protected area.
Pressure switch will send discharge signal to fire alarm panel.
Upon the detection of mechanical detector (Sprinkler) on particular zone will cause the
following sequence:
When the mechanical system (sprinkler) operates first, the deluge valve will not open.

Low pressure alarm will send to fire alarm panel by low pressure supervisory switch and activate
the electric alarm.
Subsequently opening of solenoid valve due to detection of smoke by smoke detector result the
following:
The deluge valve will open and allow water to discharge through dry pipe into the protected area.
Pressure switch will send discharge signal to fire alarm panel.
II). Manual Operation:
When the manual/emergency release is pulled or activated, pressure is released from the priming
chamber. The valve will open but the water will contain in the sprinkler piping. Alarms
connected to alarm pressure switch will activate. If the sprinklers open, water will flow the
system.
III). System Supervision:
Double interlock pre action system to automatically actuate when two independent events must
occur, first, the electric detection system must operate, and secondly, an automatic dry sprinkler
on the system piping must operate. Accidental opening of just the dry pilot actuator or just
energizing the solenoid valve, will cause the alarm, and will not actuate the system of flood the
sprinkler piping.
Upon the activation of low air pressure switch will signal to air maintenance device from fire
alarm panel to maintain the air pressure at the maximum system pressure and will only cause an
alarm.
9.0 QUALITY CONTROL PROCEDURE/INSPECTIONS
1.1 General
Before Starting repair QA/QC must ensure that the location must be identified, marked and
cleaned
QA/QC to ensure that all activities done in proper standards before submitting the Inspection
Request for Consultant.
QA/QC must ensure before proceeding any activities inspection approval are obtained from
Engineer.

Installation activities will follow as per the approved Inspection Test Plan.
10.0 PLANT & EQUIPMENT’S CONTROL
Only competent person shall use the tools/equipments.
All tools and equipment shall be in good working condition
Labors and Helpers shall be instructed and trained in the safe use of the equipment
11.0 ENVIRONMENT, HEALTH AND SAFETY
Implementation of Health & Safety mechanisms and checks shall be done as per contract agreement
and the approved project safety manual. The safety officer shall carryout the necessary routine
inspections.
1.3 Safety Lightings: Safety lights will be used in case of power failure ensuring good
illumination for the personnel.
1.4 Task Lightings: Adequate lightings will be provided ensuring the good illumination of the
working area. Task lighting will be connected to the nearest site distribution board which is
RCD protected.
1.5 Emergency Arrangements: Site general safety procedure will be followed. In case of
emergency the safety officer will stop the works. He will put in to action the emergency
arrangements as described in the safety manual.
