Republic of the Philippines DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT SAMAR PROVINCIAL OPERATIONS OFFICE MEMORANDUM 10: C/MLGOOs/OICs and OTHERS CONCERNED SUBJECT: CONDUCT OF PROFILING OF THE KATIPUNAN NG KABATAAN AND ON THE ESTABLISHMENT, MAINTENANCE, UPDATING, AND SUBMISSION OF YOUTH DATABASE. DATE: MARCH 31, 2022 Republic Act No 10742, otherwise known as the “Sangguniang Kabataan (SK) Reform Act of 2015”, encourages the involvement of the youth in public and civic affairs through the establishment of effective, responsive, and enabling mechanisms in institutionalizing youth participation in local governance. In connection thereto, Section 5 (b) of the Implementing Rules and Regulations (IRR) of RA No. 10742 states that the Katipunan ng Kabataan shall serve as the highest policy-making to decide on matters affecting the youth in the barangay. Moreover, Section 14 (a) of the said IRR states that the SK Secretary shall keep, and in coordination with the other SK members, prepare and update all the records of the Katipunan ng Kabataan, ensure the submission to the National Youth Commission and proper turn-over to the next set of SK officials. Relative thereto, the Department of the Interior and Local Government issued Memorandum Circular No. 2022-033, reiterating the conduct of profiling of the Katipunan ng Kabataan and the establishment, maintenance, updating, and submission of the youth database. In view thereof, all concerned are hereby directed to: 1. Ensure the widest dissemination of DILG Memorandum Circular No. 2022- 033; 2. Enjoin all concerned officials towards compliance to RA No. 10742 and its IRR, as well as to the abovementioned DILG Memorandum Circular;3. Enjoin the Sangguniang Kabataan in their respective areas of responsibility to conduct a profiling of the Katipunan ng Kabataan, establish a Youth Database, and submit a copy of the database to the Local Youth Development Office and the National Youth Commission on or before April 25, 2022; 4. Facilitate the submission of a Katipunan ng Kabataan Youth Profile Summary to the DILG Samar Provincial Office using the prescribed format on or before April 30, 2022.
