Project Title: Sharjah International Airport Expansion Project Date: 15/11/2017
1. Strategic Goals
The new expansion project is an important addition to Sharjah International Airport and it will
serve an increasing number of passengers every year. It will be an important stop for airlines
and shipping due to the airport’s strategic location and the special services and facilities offered
to companies on the main lines of navigation and air transport that link important locations in
a few hours.
The airport handled more than 11 million passengers in 2016, a 10% increase from 2015. The
first quarter of 2017 witnessed a 2% increase in passenger traffic. The number of passengers
climbed to 2.74 million, from 2.69 million during the corre‐sponding period in 2016.
Sharjah International Airport’s growth has been driven by its strategic location, the success of
Sharjah’s in‐bound tourism industry and the expansion of Sharjah‐headquartered Air Arabia.
The airport’s ideal location, close to Sharjah city, Dubai city and the main highways connecting
the country’s seven emirates, has made it a convenient hub for both business and leisure
travelers.
Sharjah ‐ Sharjah International Air‐port has been a major factor in supporting and promoting
tourism and trade in the UAE. It has also played a crucial role as the hub in the expansion of the
regional budget airline Air Arabia.
The project aims at upgrading existing facilities, including an expansion of the passengers’
building, to increase the airport’s handling capacity to 25 million in 2027.
The new expansion project is an important addition to Sharjah International Airport and it will
serve an increasing number of passengers every year. It will be an important stop for airlines
and shipping due to the airport’s strategic location and the special services and facilities offered
to companies on the main lines of navigation and air transport that link important locations in
a few hours.
Sharjah aviation authorities attribute the growth to increased passenger satisfaction in the
quality of services provided by the airport.
The expansion will dramatically improve the current travel options to and from Sharjah as well
as promote economic growth and job creation within the emirate.
The tourism development strategy of the emirate aims to attract more than 10 million tourists
to Sharjah by 2021. Promoting family tourism and an emphasis on cultural activities and related
infrastructure projects have set Sharjah apart from other destinations in the region.
2. Project Vision
Sharjah Airport Authority (SAA), the Client, envisages an Airport Expansion Program with the
following primary goals:
Total passenger capacity of seventeen (17) million passengers per annum.
Level of Service allowance for twenty million (20) million enplaning passengers per annum.
Addressing specific operational demand‐capacity issues such as the segregation of
departures and arrivals flows, transfer passenger movements, increasing airside seating
areas and improving minimum connect times.
New automated baggage handling and sorting facility.
New Central Utility Plant (CUP) facility.

3. Project Description
The Government of the Emirate of Sharjah, United Arab Emirates through the Sharjah Airport
Authority (SAA the “Client”) is in the process of the Expansion of Sharjah International Airport
(SIA).
Sharjah Airport Authority (SAA), the Client, envisages an Airport Expansion Program with the
following primary goals:
Total passenger capacity of seventeen (17) million passengers per annum.
Level of Service allowance for twenty million (20) million enplaning passengers per
annum.
Addressing specific operational demand‐capacity issues such as the segregation of
departures and arrivals flows, transfer passenger movements, increasing airside seating
areas and improving minimum connect times.
New automated baggage handling and sorting facility.
New Central Utility Plant (CUP) facility.
Current Facility and Capacity
The current passenger terminal building at Sharjah International Airport has a total facility
area of 63,561m² over three levels – ground, mezzanine and first floor.
The passenger terminal building has six (6 No.) contact gates and nineteen (19 No.)
remote hardstand positions which are accessed by a bussing operation.
Sharjah International Airport handled 11.1 million annual passengers (MAP) in 2016 with
a forecast demand of 11.3 million annual passengers (MAP) in 2017. Air Arabia is the
primary operator at Sharjah International Airport and accounts for approximately 85 % of
passenger traffic.

5. Detailed Scope of Service
5.1 Design and Design Related Services
Engineering Consultants Group (ECG) scope of work shall be divided into the following two main
phases:
Stage 1: Concept Design
Stage 2: Schematic Design & Bases of Design Report
Stage 3: Design Development
Stage 4: Detailed Design
Stage 5: Tender Documents
1. Design Services
ECG shall use the preliminary Master Plan Validation, programming and concept planning work
of the Client as a starting point for all concept refinement, space planning and concept layout
development
Design and Design Related Services are multi‐disciplinary, complimentary, interrelated and will
be performed concurrently as applicable.
ECG shall design the Architectural, Interior, Landscape, Structural, Geotechnical, Mechanical
(HVAC, Plumbing, Fire Protection), Electrical, Low current systems (Communication, Security,

etc.), Roads & Infrastructure works. The services shall be provided according to the following
Work Plan
Design with a multi‐disciplinary input approach will be undertaken in the following phases:
1.2 Pre‐ Design Stage – Duties & Obligations
During the Pre‐Design Stage, ECG scope of work shall be limited to the following duties and
obligations:
a) Preparing and working within the requirements of the Project Execution / Project Quality
Plan (PQP) to define how the Project will be undertaken, the Project Team and Resources
(organizational chart, line of command etc…) and how all the participants will
communicate with each other and how controls and procedures will be used to manage
the Project.
b) Preparing the design programs showing milestones of all design deliverables and
associated permits and updating the project programs regularly.
c) Organizing, chairing and writing the minutes of regular meetings of design team.
d) Attending meetings called by the Client for the progress of the design process.
e) Preparing regular design status reports for Client consideration and approval incorporating
material prepared by Sub‐consultants (if any).
f) Producing and maintaining updated drawing transmittal forms, drawings and other
documents during design stages.
g) Assisting the client in obtaining necessary Service Authority approvals, permits, No
Objection Certificates (NOCs) including the agreed changes required in relation to
concerned approvals.
h) Providing the required Cost Estimates to assist in the preparation of cost plans (prepared
by Client) at the end of each design stage in accordance with the agreed budget.
i) Managing the preparation of special investigations or surveys as required.
j) Providing documentation such as renderings for incorporation into marketing material and
Client documentation.
k) Providing Sub consultants and others (if any) with information relevant to the design to
carry out their services.
l) Reviewing, coordinating and integrating the work of Sub consultants and others in order
to produce a fully unified design,
m) Prepare tender documents including all related design drawings, specifications, BOQs,
etc… taking into consideration all remarks/comments received from the Client.
n) Preparing Contract documentation to suit Client procurement strategy which could include
early release of packages.
o) Study and incorporate sustainability options (LEED compliant) for approval by the Client
and incorporation in the design.
p) Participate in the preparation of risk register with the Client (or with whom shall be
assigned by the client), formulating and reviewing strategies for minimizing risks and
attending regular meetings for risk register.
q) Provide project specific Tenant Guidelines and Lease Outline Drawings for retail and
commercial components of the project.
r) Participation in value engineering practices and management of the incorporation of
results into the design.

Concept Design Stage:
A. Data Collection:
ECG shall collect relevant data and ascertain in conjunction with the Client and as necessary
the required data for the Project. ECG shall summarize the items found during the data
collection and site investigation in the Site Visit Report including the following:
a) Site visits, collection and verification of data/information, such as:
- Collect available data regarding site survey
- Existing structures, features and utilities.
- Previous geological and geotechnical studies for the site and/or neighboring areas
(if available).
- Climatic and Environmental data.
- Capacity of infrastructure and the need for project specific independent service
such as substations, water tanks…etc.
- Location and Levels of major nearby utilities structures, tie in points and as‐built
measurements (If available).
- Statement on fundamental general and specific codes, building regulations and
zoning requirements.
- Site surroundings and constraints.
b) Prepare Site survey report including contour lines and levels at the site
c) Identification of all necessary service authority requirements, approvals, permits and
No Objection Certificates (NOCs).
d) Other design constraints.
B. Project Design Brief
Based on the project “Outline Design Brief” prepared by the Client (if available), ECG shall
assist the Client in defining Goals and Objectives and preparing/developing a Project
Design Brief which will include the project basic information such as:
a) Facilities requirements
b) Area allocations and space program
c) Special relationship between facilities
d) Designation of users
e) Operation requirements
f) Key design criteria/international standards, local and specific regulations.
g) Indicative design parameters
h) Sustainability design criteria
i) Interface with existing or proposed facilities/systems.
j) Special equipment and systems
k) Extent of infrastructure, landscaping and external works
l) Preliminary program identifying key Client milestones
C. Architectural Concept Design
ECG shall develop the architectural concept and/or appropriate site plans for the following
project components. The design shall take into account client goals and objectives as
stated in the project design brief and data collected. The Architectural Concept Design will
cover the following:

- Conceptual site plan/s, illustrating the proposed utilization of the site in terms of making
connections between project components; existing project construction (if any) and the
building(s) access points.
- Conceptual internal traffic plan to include vehicular, pedestrian, services, and parking
arrangements within the site.
- Conceptual building architectural plans with all areas labeled and showing basic space
accommodation layout within the building(s).
- Concept layouts for the proposed fixed furniture and loose furniture.
- Conceptual elevations & sections showing architectural treatments and character.
- Prepare concept description of internal and external materials and finishes.
- Preliminary cost estimate based on the building use/type square meter rates and in
accordance with the Client Project budget.
- Area analysis schedule and diagrams (net to gross ratios, etc.)
- Presentation colored material such as perspectives and/or freehand sketches as
appropriate to give a clear understanding of the design intent of the Project.
D. Interior Concept Design
ECG shall prepare the Interior Concept Design plans for the following areas, which shall
take into account the client requirements and shall cover the following:
- Design philosophy statement explaining the interior design criteria according to the
Client requirements, coordinated properly with the architectural works integrating
interior and exterior themes. Design philosophy statement should include both
facilities’ functions and interior design themes to best utilize the building design.
- Conceptual mood boards including all of suggested proposed design elements such as
internal finishes, selective materials, furniture… etc.
- Conceptual boards including color schemes palettes which reflect and achieve the
required design theme.
E. Landscape Concept Design
ECG shall prepare the Landscape Design Concept which take into account data collected
and project design brief to achieve complete integration between the architectural design
concept and the site layout and will cover the following:
- Site Analysis Studies.
- Colored illustrated conceptual Landscape Master Plan.
- Colored images submitted for proposed Landscape Conceptual ideas.
Schematic Design/ Bases of Design Report (BODR) Stage:
Based on the Architectural, Interior & Landscape Concept Design approved by the Client at
the end of stage 1 (Concept Design), ECG shall carefully study and develop (as necessary)
the comments received from the Client regarding the Concept Designs in conjunction with
the structural, electromechanical and infrastructure systems considering the different
systems needs in the light of the reliability, redundancy, constructability, and efficiency of
all engineering disciplines’ designs.
ECG product at the end of this stage shall be in the form of:
a) Schematic Design drawings covering the Architectural, Interior and Landscape works.
b) Bases of Design Report “BODR” covering Architectural, Interior, Landscape,
Structural, Electromechanical, Roads and Infrastructure bases of design.

A. Schematic Design Drawings:
A‐1 Architectural Schematic Design Drawings:
ECG product for the Architectural Schematic Design drawings shall be in CAD format
taking into consideration the Client comments raised on the architectural concept
design and shall comprise the following items:
- Site layout.
- Floor plans include Preliminary requirement of MEP spaces and showing the room
names, axis numbers and axis dimensions, overall dimensions, mainlevels, finishing
materials and the life safety measures regarding the evacuation plan means of
egress.
- Elevations and sections.
- Updated Area analysis schedule (net to gross ratios, etc).
A‐2 Interior Schematic Design Drawings
ECG product for the Interior Schematic Design shall be in the form of rendered
drawings taking into consideration the Client comments on the Interior concept design
and shall comprise the following items applied on all spaces covered by ECG scope:
- Preliminary interior partition and furniture distribution as per organization chart
received from the client.
- Colored rendered perspectives and/or internal elevations describing design
elements such as materials, fixtures, furniture, etc.
- Physical sample board for the proposed materials.
A‐3 Landscape Schematic Design Drawings
ECG product for the Landscape Schematic Design shall be in the form of rendered
drawings taking into consideration the Client comments on the landscape concept
design and shall comprise the following items:
- Illustrated Landscape Master Plan.
- Colored presentation for hardscape materials selection.
- Colored presentation for soft scape elements.
- Colored images for the lighting fixtures, site furniture and signage.
- Water features images
- Schematic design overall site sections
B. Bases of Design Report (BODR):
At this part of stage 2, all technical and functional requirements shall be carefully
studied. The BODR will be supported with the suitable single line diagrams and outline
specification. After the Client’s approval on the BODR, it shall serve as a base for the
next design stages.
B‐1 Architectural BODR:
The architectural section in the BODR shall include the following:
- A narrative description of the development of the concept with a summary of all
the work undertaken during this stage.
- Applicable codes, standards and regulations applied to the project and the design.
- Project’s brief and space allocation program in the form of a tabulation for the gross

and net area schedule.
- Preliminary description for the selected external & internal finishing materials.
- Brief description of the life safety requirements and applied codes.
B‐2 Interior BODR
The interior design section in the BODR shall include the following:
- A narrative description of the concept development including the design objectives,
theme and elements.
- Specification Outline indicating internal finishes and materials that are proposed by
the interior designer.
B‐3 Landscape BODR
The landscape Section in the BODR shall summarize the design criteria to be adopted
for all Landscape Design components in the project area and will include:
- Preliminary project description/Design brief comprising the site basic information
(location components, surroundings, areas, etc.).
- Identification of the hardscape materials selection and description using images.
- Identification of the softscape plants mature and selection using images.
- Confirmation of the locally availability of proposed hardscape materials and
softscape plants.
- Suitability confirmation of soil and climate condition for the selected plants.
B‐4 Structural BODR:
The Structural section in the BODR shall include the following:
- Structural design criteria for all buildings.
- Applicable design codes and standards to be adopted.
- Construction materials to be used.
- Applied loads to be incorporated in the design analysis (vertical, seismic, wind,
temperature, etc.).
- Load combinations as per the adopted project codes.
- Proposed structural systems.
- Proposed sub‐structures systems.
- Proposed slab on grade structural systems.
- Demolition works description
- Ground and surface treatment.
- Fire Safety consideration for the structural elements.
B‐5 Electromechanical BODR:
The Electromechanical Services Section in the BODR shall include a narrative
description covering the following elements:
- General description of the proposed systems and equipment.
- Basic design criteria.
- Applicable design codes and standards to be adopted.
- Regulations to be followed.
- Domestic water estimated demand.
- Drainage system and roof drains.

- Fire‐fighting proposed system.
- HVAC systems with the approximate load estimate for the buildings that require
HVAC systems.
- Estimates for electrical normal and emergency loads based on load density values
associated with the space requirements program.
- Power single line diagram without sizing.
- Low current systems proposed to be used in the building.
- Brief description of the electromechanical systems.
B‐6 Roads BODR:
The Roads works section in the BODR shall include a narrative description covering the
following elements:
- The Design speed limit.
- Horizontal/vertical aligns limits and Cross slope limits.
- Pavement finishing and types.
- Parking design description for each type of building.
- Roads category.
- Entrance alternatives.
B‐7 Infrastructure BODR:
The infrastructure services section in the BODR will include a narrative description of
the various options that have been considered covering the following elements:
- Water supply sources and proposed potable water network.
- External fire‐fighting water supply network.
- Sewage drainage system.
- Storm and Surface drainage systems.
- Irrigation Systems.
- Wastewater treatment plant
- Solid waste management systems
C. Geotechnical Investigation Report
In parallel to preparing the Design Development drawing, and upon reaching approved
architectural concept plans, ECG shall start preparing the geotechnical investigation
program. The results of this program will assist the structural, landscape, roads, and
infrastructural disciplines in their design development assumptions for the relevant
soil data.
The scope of geotechnical services for preparation of the geotechnical report shall
include:
- Reviewing the available information on the subsurface conditions (if any).
- Planning a site investigation program that would satisfy the requirements of the
project Code of Practice of Soil Mechanics and Foundations.
- Carrying out the proposed site investigation program.
- Selecting the drilling equipment and monitoring the field work (sampling and
testing) to be sure of technical compliance to the specifications.
- Inspecting soil samples in the laboratory and performing laboratory tests on the
selected samples.
- Preparing subsurface profiles.

- Developing geotechnical parameters necessary for design and construction based
on the field and laboratory tests results.
- Deciding upon the appropriate foundation type (shallow/deep) based on the
deduced soil parameters and anticipated superstructure loads.
- Performing bearing capacity and settlement analyses for the appropriate
foundation type, in addition to defining the nature of the required excavation and
earth works.
- Preparing the geotechnical report including an assessment of field and laboratory
tests results, syntheses of the subsurface conditions, recommendations for the
design and construction of the project buildings’ foundations.
Design Development Stage:
Based on the approved Schematic Design and BODR, ECG shall prepare the Design
Development drawings of various architectural/engineering disciplines taking into
consideration the comments received from the Client at the end of the schematic design
stage.
A. Architectural Design Development:
The Architectural Design shall be further refined to establish developed site and building
plans and shall cover the following:
- Site Plan showing levels, grading (if needed), parking and fencing and boundaries
perimeter.
- Plans showing different uses of spaces with room labels and including MEP rooms,
preliminary structure column axes, overall dimensions and fixed furnishing layouts (if
any).
- Elevations, sections in critical areas showing levels and exterior facade treatment.
- Preliminary proposed system for the building maintenance and cleaning units.
- Preliminary suspended ceiling plans for the service areas and back of the house areas.
- Preliminary Finishing schedules.
- Preliminary Opening types drawings & schedules.
- Updated area analysis schedule (net to gross ratios, etc.).
B. Interior Design Development:
The Interior Design shall be further refined to establish developed building plans for the
area agreed to provide interior design and shall cover the following:
- Furniture layouts distribution and annotation.
- Reflected ceiling plans including preliminary levels, materials legend and overall
dimension.
- Floor pattern plans including preliminary level, materials legend and overall dimensions.
- The selective areas (as stated above) details showing the enlarged plans, internal
elevation description outline.
- Selection outline for material, sanitary ware, movable furniture, light fixture, etc.
C. Landscape Design Development:
The Landscape Design shall be further refined to establish developed landscape site plans
(in CAD format) and shall cover the following:
- Landscape Master Plan showing hardscape and softscape elements.

- Hardscape Plans indicating types of paving materials
- Softscape Plans showing the distribution of trees, shrubs, palms and groundcover.
- Rough Grading Plans.
- Signage preliminary plans.
- Water Features preliminaryplans and sections.
- Main conceptual details and sections for the above items.
D. Structural Design Development:
Based on the preliminary calculation sheets and structural modeling taking into
consideration the live/dead loads, wind loads, seismic loads, structural materials,
allowable stresses, fire safety, applicable design codes, methods of analysis and
calculations and permissible drift for lateral forces, the structural design development
drawings shall include the following:
- Basic structural framing plans showing the expansion joints and construction joints and
the approximate concrete dimensions.
- Foundation plan (s) including permissible differential settlement and type of protection
to be used against surface and subsurface water (subject to availability of the soil report
or at least the preliminary results of boreholes)
- Type of construction frames, roofs, walls and floors.
- Tanking& lift cores preliminary details.
E. HVAC Design Development:
The HVAC Design Development drawings indicating heating, ventilating and air‐
conditioning systems shall cover the following:
- Risers diagrams for the chilled/condenser water, fresh/exhaust air and smoke
extraction.
- Equipment layout including plant room/s and roof plan showing location with
approximate equipment sizes.
- Air distribution plans indicating single line main routing, piping and duct works layouts
with approximate sizes, coordinated with other mechanical engineering disciplines
routing.
- Preliminary Equipment schedule & control schematics.
- Preliminary Details required for an appropriate understanding of the design and
installation requirements.
- Fire Safety consideration.
F. Plumbing and Fire Fighting Design Development:
The Plumbing and Fire Fighting Design Development drawings indicating the domestic
water, drainage and fire fighting works shall cover the following:
- Riser diagrams for the domestic water, drainage, and fire fighting systems.
- Drainage plans/roof plans showing main routings and approximate sizes.
- Domestic water plans showing main routings and approximate diameters
- Equipment rooms preliminary layout showing the equipment distribution.
- Preliminary typical wet areas (Toilets/Kitchens) plans showing the proposed drainage
and water installations.
- Swimming pools plans, schematic diagrams, equipment room layouts.

- Fire fighting plans showing main pipe routing and approximate sprinklers distribution.
- Fire fighting preliminary plans for the clean agent requirements.
G. Electrical Design Development:
The Electrical Design Development drawings indicating the preliminary lighting, small
power and power works shall cover the following designs:
- Single line diagram without sizing.
- Lighting layouts without circuits.
- Power layouts without circuits
- Main cables routing.
- Electrical equipment arrangement layouts.
- Power supply networks to all the project components in the layout.
- Power networks and Street lighting layouts.
- Mechanical transportation system and its traffic analysis calculations for the elevators,
escalators and conveyors.
H. Low Current Design Development:
The Low Current Design Development drawings shall be prepared showing the riser
diagrams of applicable systems for the project in addition to Plans indicating, main
equipment rooms, main cable tray routes, space requirements for LC systems including
distributed LC rooms and main telecom rooms, which shall cover the following systems:
- Fire alarm system.
- Cabling System (Telephone& Data) Structured Cabling System.
- Telephone & Data Network System.
- MATV/IPTV/Interactive Television systems
- Public Address/Voice Evacuation systems
- Audio Visual and Video conference systems
- Building Structured Cabling System for Telephone and data passive network.
- Closed Circuit Television (CCTV) System.
- Public Address System.
- Building Management System.
- Closet Circuit Television system CCTV /(IP‐CCTV)
- Access control system.
- Security Systems.
- Master Clock.
- Telecom Infrastructure Network.
- Hotel Systems (Online Hotel Key Card System, Guest facing Technologies, Room
management system, etc.,)
- Hospital Systems (Nurse call, RFID)
- Air Port systems (Flight information System, Automatic voice announcements, etc.).

I. Roads Design Development:
The Roads Design Development drawings shall cover the preliminary designs for following
items:
- Roads Network.
- Roads network layout.
- Roads network level plan.
- Longitudinal sections.
- Cross sections.
J. Infrastructure Design Development:
The best alternatives for all the Infrastructure project systems shall be developed. The
design preliminary drawings shall be prepared to a suitable scale and shall include layouts,
single line diagrams covering the following systems:
- Potable water supply sources and network.
- External fire‐fighting network.
- Wastewater network.
- Storm Drainage System.
- Wastewater Treatment Plant.
- Irrigation Network.
- Solid Waste Management System.
Detailed Design Stage:
Based on the approved Design Development, ECG shall prepare the Detailed Design drawings
and documents of various architectural /engineering disciplines taking in to consideration the
comments received from the Client at the end of the design development stage. In coordination
with the Client ECG shall make recommendations for the construction phases of the project
components to release its drawings and documents in a series of submissions.
The services to be provided by ECG during the Detailed Design stage of the project are as
follows:
- Accommodating the client minor revisions or adjustments matching with the previously
approved design and refining the design development into detailed design documents.
- Incorporating necessary modifications resulting from the review, and requirements of the
Concerned Governmental Authorities.
- Preparing detailed design drawings, at appropriate scales.
- Preparing full Technical Specifications and final Bill of Quantities.
The detailed design scope shall cover the following:
A. Architectural Detailed Design:
The architectural detailed works shall be drawn to a suitable scale and shall show the
different parts of the buildings, fully dimensioned as follows:
- Site plan including external roads, fencing, parking and showing different buildings
coordinates and levels.
- Detailed plans drawings of all project elements fully dimensioned, coordinated with
other disciplines and showing the fixed furnishings.
- Detailed elevations, sections, and wall sections to illustrate the relation of different

parts, fully dimensioned with heights and levels.
- Room finishing material schedules.
- Openings’ schedules including doors, windows, elevations and louvers showing types,
opening sizes, materials and hardware set.
- Reflected ceiling plans for the service areas and back of the house showing different
types of ceilings, outlet fixture and levels.
- Signage arrangements and details.
- Overall floor patterns plan.
- Enlarged plans, floor patterns, suspended ceiling plans and typical internal elevations
drawn to larger suitable scale for the wet areas (excluding the commercial kitchens and
laundry.
- Enlarged plans and sections drawn to a larger suitable scale for the cores and staircases,
elevators, escalators, travellators, etc.
- Special architectural details drawn to larger suitable scale showing the different
elements such as handrails, Cornice, etc, in order to give the contractor a full
understanding of the building design.
- Enlarged Sellable units’ plan showing net and gross areas to be used by the Client in the
sales materials
- The Life Safety Design Report & Sketches including the evacuation plan means of egress
and the fire compartments/zones as per the Egyptian Fire Code.
B. Interior Detailed Design:
The interior design detailed works shall cover the public areas which are previously
determined. It shall be drawn to a suitable scale and shall show the different parts of the
areas with fully dimensioned, coordinated with other disciplines and covering the
following:
- Final furniture plans including internal partition and annotation.
- Final reflected ceiling plans including profiles coordinates and levels.
- Final floor patterns plans with coordinates and levels.
- Internal elevations and sections fully dimensioned with heights, levels and details.
- Fixed furniture details including plans, elevation section details and description.
- Miscellaneous details.
- Final ID Booklet including cut sheets for the selected materials, sanitary ware,
movable/fixed furniture and light fixture, etc.
C. Landscape Detailed Design:
The Landscape Detailed Design works shall be drawn to a suitable scale, (in CAD format)
and shall show the different parts of the site layout with the required dimensioned and
levels covering the following:
- Landscape Master Plan comprising softscape and hardscape elements.
- Overall Site Sections showing the levels and different materials’ types and slopes, etc.
- Hardscape Plans showing the pedestrians paths and its materials.
- Hardscape Schedules comprising all paving materials’ names, colors, textures, patterns
and sizes.
- Grading Plans including all hardscape and softscape levels and slopes.
- Staking Plans comprising dimensions and setting out for the hardscape and softscape
elements in the Master Plan.

- Staking Schedules showing the setting out points (Coordinate Points) for all landscape
elements in site (except for site furniture and signage).
- Softscape Plans including detailed information, distribution and types of the softscape
elements (Palms, Trees, Shrubs, Ground Covers, etc.).
- Softscape Schedules comprising all kinds of used plantation and their "Codes, Botanical
and Common names, Mature, Technical information, Installation specifications, and
Quantities".
- Site Furniture Plans showing the distribution of the furniture with its types and
locations.
- Site furniture Schedules comprising the setting out points (Coordinates Points) for site
furniture elements
- External Signage Plans showing the distribution of the signage with its types, locations
and coordinates points.
- Water Features Details showing its sections, dimensions, materials and shapes).
- Landscape Details showing all general and special softscape and hardscape elements’
relations, signage andfurniture details.
D. Structural Detailed Design:
The structural detailed works shall be drawn to a suitable scale and shall show the different
parts of the buildings, fully dimensioned with levels as follows:
- Complete structural analysis software models.
- Complete calculation sheets for all structural elements as per project codes and
specifications.
- Structural plans showing the concrete dimensions for all structural elements including
foundations, floors, shear walls, cores, beams, etc.
- Reinforcement tables and details for all structural elements including foundations,
floors, shear walls, cores, beams, etc.
- The detailed structural partial sections.
- Structural connections and relations between different structural parts.
- Structural details for the water insulation, stairs, cores, and miscellaneous.
E. HVAC Detailed Design:
The HVAC detailed works shall be drawn to a suitable scale and shall show the different
parts of the building(s) fully dimensioned as follows:
- Final HVAC floor plans, showing ducting and piping layout with sizes and capacities.
- Final Air risers for fresh, exhaust and smoke air.
- Final chilled / condenser water riser diagrams.
- Air conditioning plant room details and roof arrangement.
- Control diagrams and electrical schematics.
- Equipment schedules.
- Building Management System (BMS) schedules.
F. Plumbing & Fire Fighting Detailed Design:
The Plumbing detailed works including domestic water, drainage and fire fighting works
shall be drawn to a suitable scale and shall show the different parts of the building(s) as
follows:
- Final riser diagrams for the three systems.

- Detailed drainage plans showing the appliances and pipe routes, pipe sizes, slopes and
position of ground cleanouts and/or manholes.
- Detailed domestic water plans showing the pipe positions, size, position of valves, and
necessary apparatus.
- Detailed fire fighting plans showing the final coordinated location of sprinklers, clean
agent systems, hose cabinets and fire extinguishers.
- Toilet details shall be shown on detailed drawings.
- Tanks plans and Pump rooms layout showing the equipment distribution.
- Standard typical details.
G. Electrical Detailed Design:
The Electrical detailed works shall be drawn to a suitable scale and shall show the different
parts of the buildings as follows:
- Power single line diagram showing electrical equipment such as medium voltage
switchgear, transformer(s), generator(s), low voltage main distribution panel(s), sub‐
main distribution panels and cable sizes.
- Panel‐board schedules.
- Lighting layouts showing the lighting installations layouts for both normal and
emergency lighting based on the selected models of luminaries and calculations to
achieve the standard required levels of comfort and illuminations.
- Power layouts showing power outlets and the power supply for all electrical services
including distribution boards, power circuits and terminating devices.
- Cables routing layouts showing power supply distribution elements to feed different
loads.
- Power supply networks to all the project components in the layout.
- Outdoor lighting installations inside the building land area, circuits and fixtures.
- Earthing System layouts.
- Lightning Protection System layouts.
- Typical Installations details.
H. Low Current Systems Detailed Design:
The Low Current Systems as described and detailed in stage 2 – Design Development, shall
be drawn to a suitable scale and shall show the different parts of the buildings as follows:
- System layouts showing the equipment, outlets, points distribution.
- Systems layouts showing cables routing to feed/connect different locations.
- Single line diagrams covering Low Current Systems.
- Typical installations details.
- Site layout including external Communication network illustrating project tie in (if
available).
- Low Current networks to all the project components.
I. Roads Detailed Design:
The roads detailed works shall be drawn to a suitable scale and shall cover the following:
- Plans for the roads under design, showing reference lines, edge lines, curve radii,
dimensions.
- Profiles for the roads under study showing reference lines, gradients, curve data and

ground line.
- Typical cross sections for roads.
- Scheme of the parking areas.
J. Infrastructure Detailed Design:
ECG shall investigate and list for the client and the PM all the required local authorities’
approvals and permits required to be obtained in the several project stages during design
phases.
As per the project time schedule, ECG shall prepare all the drawings and data required for
obtaining and revise all the required Local Authorities, Ministries decision orders, civil
defense approval and to assist the Client in obtaining any other local approvals, ministries
approvals may have deemed necessary to the project.
ECG shall collect the client and PM approval before submitting any documents to the local
authorities for approval.
ECG shall follow up with the local authorities and attend the required meeting and
incorporate whatever comments received on the design in coordination with the PM until
getting all the approval.
The Architectural permit package shall include the following:
- Site plan including external roads, fencing, parking and showing different buildings
coordinates levels & area schedules.
- All floor plans showing all project elements & rooms name.
- Elevations & required sections to illustrate the relation of different parts, showing the
heights and levels
- Fire strategy drawings & reports
- The Structural permit package shall include the following:
- Complete structural analysis software models.
- Complete calculation sheets for all structural elements as per project codes and

specifications.
- Concrete dimensions for all structural elements including foundations, floors, shear
walls, cores, beams, etc.
- Reinforcement tables and details for all structural elements including foundations,
floors, shear walls, cores, beams, etc.
Tender Documents Stage:
ECG shall prepare and submit to the Client a complete tender documentation in one
package in the form of Books of Tender and drawings. Depending on construction priority
established and approved with the Client during design stage 3 – Design Development. ECG
upon client request shall submit the tender in several separate packages against additional
extra fees based on the project size and the number of packages to be mutually agreed
upon in due time. The tender documents shall be well preparedto allow for inviting the
contractors to tender on construction package for the project and shall include the
following:
- General Conditions comprising Legal Clauses and Conditions, General and Particular
Conditions of the FIDIC Contract. With regard to the Particular Conditions, ECG shall
propose clauses for the Client to complete the conditions for tender. The document
shall include also the Invitation to Tender, Instructions to Bidders, Form of Tender and
Appendix to Tender and Specimen forms.
- Specifications covering all building components, materials and systems shall be
prepared in accordance with the Construction Specification Institute (CSI),1995 in the
USA, for organizing construction specification documents.
- Final Detailed Drawings, as prepared by ECG and approved by the Client with the
agreed standard size along with the drawing list(s).
- Bills of Quantities shall be divided into parts as per buildings. Each building bill of
quantity shall be arranged as per specification divisions. All works shall be measured
accurately as per the Method of Measurement and pricing preamble sections included
within the tender documents.
- Estimated cost shall be provided based on ECG similar experience in relevant projects
and will be most updated to the latest market condition and prices. ECG cost estimate
shall be used as reference guidance during the tender action stage while evaluating
the tenders received from contractors.
