Pressure mounts on Obama to back marriage

1996 statement favoring nuptials continues to dog president
By CHRIS JOHNSON cjohnson@washblade.com
Pressure intensied on President Obama to endorse marriage equality this week as he prepared to travel to New York for an LGBT campaign fundraiser just as the state legislature was debating a bill to legalize samesex marriage. [Visit washingtonblade.com for updated news from the New York event.] Since October, Obama has said he could evolve on the issue of same-sex marriage and noted that he has many friends in committed, monogamous samesex relationships. But he has yet to endorse the right of gay couples to marry. During his 2008 presidential campaign, Obama said he believes marriage is between one man and one woman, but backed the idea of civil unions for same-sex couples. Although Obamas LGBT supporters overlooked his opposition to same-sex marriage in 2008, the situation in 2012 has changed to the point that merely wrestling with the issue will no longer sufce for many. Over the course of this year, at least six national polls have found majority support for same-sex marriage. For example, a Gallup poll published on May 20 found that 53 percent of Americans support marriage equality. The poll found an increase of 9 percentage points in support of same-sex marriage since last year, which was the largest year-to-year shift measured since 2004 when Gallup started polling on the issue. When Obama rst started running for president, gay couples could only marry in Massachusetts. Now four additional states and D.C. have legalized samesex marriage. A Republican-controlled State Senate in New York could legalize same-sex marriage or at least come close to legalizing it by the end of the week, which would make same-sex marriage legal in the nations third most populous state.

Tense negotiations over marriage bill in Albany
By JOEY DiGUGLIELMO joeyd@washblade.com
New Yorks same-sex marriage bill was in limbo as of Blade press time Thursday morning, as the legislative session was extended and lengthy negotiations took place over which religious exemptions would be included in the nal language. Visit washingtonblade. com for updated news. The states top political leaders said they supported several religious exceptions that had been added on Wednesday. The Democratic-led Assembly has already approved the bill but will need to approve any revised version that may come out of the Senate. New York Gov. Andrew Cuomo said late Wednesday that negotiations over the exemptions were going well. We are going back and forth on language, the AP quoted Cuomo as saying. But we have not hit any obstacles. Negotiations were expected to continue Thursday, many New York-based media outlets said. Negotiators are trying to include enough protections in the bill so that religious groups dont get sued for discrimination if the bill passes. Though the New York Assembly, the state legislatures lower house, is controlled by Democrats, Republicans have a slight majority (32-30) in the Senate. The measure needs only one more vote to pass the Senate after being approved by the Assembly last week. Senate Majority Leader Dean Skelos said this week that Senate Republicans had not discussed the marriage proposal because they were sidetracked by other issues like rent control laws and caps on property tax increases. Cuomo said this week he was cautiously optimistic the marriage bill will pass. The religious protections werent available by Blade deadline but were expected to include protection

D.C. Mayor VINCE GRAY released a report last week showing improved HIV/AIDS statistics for the District.

AIDS report shows progress for D.C.

Washington Mayor Vince Grays ofce released an epidemiology report last week showing improved statistics on HIV and AIDS within the District. According to the report: More than 75 percent of residents in 2009 entered treatment within three months of diagnosis, an increase from 58 percent in 2005. Average CD4 count at diagnosis was 361 in 2009, up from 211 in 2004 (a CD4 count of 200 or below signies full-blown AIDS). Thats an improvement of 71 percent. The number of residents testing late declined by 10 percent. The number of AIDS-related deaths decreased by more than half from 326 in 2005 to 153 in 2009. Our newest update on the state of the HIV epidemic gives new inspiration to our efforts to ght HIV/AIDS in the District of Columbia, Gray wrote in a statement. We are getting people diagnosed earlier and into care and treatment faster for their health, thereby reducing the chances that others will get infected. But how much of the report is political spin versus true progress? A gay doctor at Whitman-Walker Health says the numbers stand up. Its still serious but improving, says Whitman-Walkers Dr. Raymond Martin. Most of it has no spin at all. The fact was that years ago the average CD4 count for D.C. residents testing positive was 150. Below 200, you have AIDS. A healthy person without HIV is around 1,000. So through enhanced testing do you have people coming in now before theyre getting sick. For the past three years, its been about 361 on average. Thats a vast improvement you cant fudge with. Martin said the ndings were consistent with what he expected with one exception new HIV cases in D.C. residents 50 and older. He said WhitmanWalker is nding a fair amount of older clients testing positive as its now the policy to test everyone. Gay Council member David Catania praised the ndings the day the study was released on June 15. The epidemic will not be eliminated overnight and unfortunately we will live with the failures of governments for years to come, he said [This] report shows that we have made tremendous progress in building the architecture of a response that will eventually enable us to turn the corner on HIV/AIDS. Martin says Center for Disease Control guidelines suggest sexually active gay men, who continue to be disproportionately affected by HIV, get tested twice a year or every three months if they have anonymous partners. There were 755 new cases of HIV in Washington in 2009, the report said. That makes 16,721 D.C. residents living with HIV/AIDS, or 3.2 percent of residents.

D.C.-area residents turned out for the annual Night Out at the Nationals on Tuesday.

Nationals win Night Out game

The Washington Nationals came from behind Tuesday night at a home game against the Seattle Mariners to win 6-5. The game was this years Night Out at the Nationals LGBT event, an annual Team D.C. fundraiser. Team D.C. Program Director Brent Minor said the Nationals pulled off an absolutely amazing nish. Theyd been down 5-1 early in the game. Its kind of a subtle kind of activism, Minor said. When they see the Gay Mens Chorus there and the community booth and lots of gay and lesbian couples walking around holding hands, they realize, Hey, this is just a normal bunch of people having fun. Thats a good thing. Sometimes its good to be out in the street protesting but sometimes its good to just be out and open at the ballpark. Daniel Hernandez, the gay intern of U.S. Rep. Gabrielle Giffords who was shot; John Berry, director of the Ofce of Personnel Management; and Amanda Simpson, the rst openly trans presidential appointee, were also on hand to assist in the usual ceremonial hoopla. Hernandez, whom Minor called a hero, was invited into the owners box, a Night Out rst. This was the seventh Night Out. Team D.C. averages about $2 per ticket sold. As of Tuesday afternoon, 3,368 tickets had been sold. Thats down slightly from last year when about 3,543 attended. Light rain showers may have been a factor but Minor has another theory. Wicked is in town, he said. A few of our regulars may have gone to see that instead, as I know one group did. Israel Negron, director of community relations for the team, said this week that the Nationals are recording an It Gets Better video. It wasnt ready for Night Out but will be shown in rotation at the park later this summer.

Tracy Morgan meets with GLAAD in Tennessee

NASHVILLE LGBT media watchdog group the Gay and Lesbian Alliance Against Defamation met with 30 Rock star Tracy Morgan, Tuesday in Tennessee to discuss homophobia. Morgan addressed the media at the Nashville Convention Center, speaking out in support of LGBT advocacy. I apologize to Kevin and people that were at the show. I want to apologize to my friends, and my family and my fans I dont really see gay or straight, I just see human beings now. Morgan said. Tracy also met with Kevin Rogers, the Tennessee man who rst reported the incident on Facebook. Tracy was sincere and spoke from his heart today, Rogers was quoted as saying in a statement by GLAAD. I decided to speak out and use my voice to inspire others. The best thing that has come from this is a national conversation that anti-gay violence is unacceptable and that homophobia is outdated.

Gates unlikely to certify Dont Ask repeal before his retirement

Experts still expect nal action during summer months
By CHRIS JOHNSON cjohnson@washblade.com
Defense Secretary Robert Gates is unlikely to issue certication for Dont Ask, Dont Tell repeal before his retirement at the end of the month, triggering debate over whether his departure will mean an extended delay for lifting the militarys gay ban. According to a report in Stars & Stripes, senior defense and military ofcials have said Gates is unlikely to certify repeal of Dont Ask, Dont Tell before leaving ofce on June 30, which would leave the responsibility to his successor, CIA Director Leon Panetta. Eileen Lainez, a Defense Department spokesperson, was unable to conrm whether or not Gates would certify repeal before retirement, but said the Pentagon remains on track to implement open service by mid-summer. The secretary of defense and the chairman of the Joint Chiefs of Staff will certify after careful consideration of the views of the secretaries of the military departments, the military service chiefs and the combatant commanders, she said. I dont have information on whether this will occur before or after Secretary Gates departs. Under the repeal law signed in December, Dont Ask, Dont Tell wont be off the books until pass 60 days after the president, the defense secretary and the chair of the Joint Chiefs of Staff certify that the U.S. military is ready for open service. Gates has said before issuing certication he wants the armed forces to receive training, which has been taking place since February. Alex Nicholson, executive director of Servicemembers United, said the chances of Gates issuing certication before his departure are increasingly slim, but added theres no reason he shouldnt be able to give the OK before his departure. Everything is in place, everything is set, everything is in line with the cautious approach that defense leaders and the administration have taken, Nicholson said. Some advocates have said the retirement of Gates before certication could lead to delays if Panetta wants to examine the issue further, but at least one LGBT advocate says certication could happen within weeks regardless of whos at the helm at the Pentagon. Winnie Stachelberg, senior vice president for external Affairs at the Center for American Progress, said she expects certication will happen soon, even if Gates isnt in the position of defense secretary. I think it will happen in the next several weeks, Stachelberg said. It would have been our hope to have done this under Secretary of Defense Gates, who was secretary of defense while the legislative effort went forward and the survey went forward, but that seems not the way its going to end up. But this will happen in a matter of a few weeks after Secretary Gates leaves and Secretary Panetta arrives. Nicholson predicted the period for certication would be sometime between Gates retirement on June 30 and Chairman of the Joint Chiefs of Staff Adm. Mike Mullens retirement on Sept. 30. [Ive been hearing] different things from different people informed sources who expressed skepticism about it happening in the next few weeks, Nicholson said. Nicholson said the Pentagon could face consequences in manpower if Dont Ask, Dont Tell isnt lifted because gay service members may decide not to re-enlist if they feel the process is being dragged out. People make career decisions every day, every month, based upon projections of how likely its going to be for the years to come, Nicholson said. If someone has to decide in July whether or not to enlist for another four years, and they expected certication to happen by June, and theres no concrete information being put out on a timeline, they may opt to not re-enlist. Additionally, Nicholson said President Obama could face political pressure from supporters of Dont Ask, Dont Tell repeal if delays in certication continue.

Michigan lawmaker wants to ban partnership benets

LANSING, Mich A Michigan Republican who previously attempted to push a bill that stripped HIV/AIDS funding in favor of airport maintenance, has introduced legislation to prevent public institutions from offering domestic partnership benets for the same-sex partners of lesbian, gay or bisexual employees. Rep. David Agema of Grandville introduced into the House Oversight Reforms and Ethics committee two bills that would bar universities and other state-funded public institutions from offering the benets that some advocates argue attract top talent to these institutions. Both bills passed out of the committee on Tuesday and now head for a full vote on the House oor. According to the Michigan Messenger, HB 4770 would prohibit public employers from providing domestic partner benets and HB 4771 would prohibit such benets from being a part of union negotiations. Lawmakers are reacting to a move by the Michigan Civil Service Commission to uphold same-sex partner benets.

NEW YORK A former New York City Council candidate, attorney Lynn Schulman, says shes been asked to enter the special election race to ll Anthony Weiners seat. According to the New York statewide politics show, Capital Tonight, a Time Warner Cable property, Schulman, a lesbian, took the second spot in a six-way 2009 race for term-limited Councilwoman Melinda Katzs seat. Some people from the county organization asked me if I would be interested, and I said I would, Schulman told Capital Tonight. So, my name is now in the mix. Im very humbled about being asked in the rst place because clearly there was a thought that I had the credentials to do this. Schulman may be joined by a familiar face in the race, as Melinda Katz has been proposed as another possible candidate.

N.J. Senate boss sorry for opposition to marriage

TRENTON New Jersey Senate President Stephen Sweeney (D-Gloucester) on Monday announced his ofcial support for same-sex marriage, and expressed regret for failing to support same-sex marriage in 2009, the last time the measure was up for a vote in that chamber during the tenure of pro-marriage former Gov. John S. Corzine. Seventeen months ago, I stood up here and made the biggest mistake of my legislative career, Sweeney said in a statement on the Senate oor of his abstention on the same-sex marriage vote. I made a decision based purely on political calculations not to vote in support of marriage equality. New Jersey became the third state in 2006 to offer civil unions to same-sex couples, but many of that states LGBT advocates have argued the two-tiered unions have created confusion, according to the Philadelphia Inquirer. Meanwhile, last Thursday, the states only openly gay legislator, Assemblyman Reed Gusciora (D-Mercer), re-introduced a bill to legalize same-sex marriage. New Jersey Gov. Chris Christie (R) has vowed to veto a same-sex marriage bill.

REYATAZ is a prescription medicine used with other anti-HIV medicines to treat people 6 years of age and older who are infected with the human immunodeficiency virus (HIV). HIV is the virus that causes acquired immune deficiency syndrome (AIDS). REYATAZ is a type of anti-HIV medicine called a protease inhibitor. HIV infection destroys CD4+ (T) cells, which are important to the immune system. The immune system helps fight infection. After a large number of (T) cells are destroyed, AIDS develops. REYATAZ helps to block HIV protease, an enzyme that is needed for the HIV virus to multiply. REYATAZ may lower the amount of HIV in your blood, help your body keep its supply of CD4+ (T) cells, and reduce the risk of death and illness associated with HIV. Does REYATAZ cure HIV or AIDS? REYATAZ does not cure HIV infection or AIDS. At present there is no cure for HIV infection. People taking REYATAZ may still get opportunistic infections or other conditions that happen with HIV infection. Opportunistic infections are infections that develop because the immune system is weak. Some of these conditions are pneumonia, herpes virus infections, and Mycobacterium avium complex (MAC) infections. It is very important that you see your healthcare provider regularly while taking REYATAZ. REYATAZ does not lower your chance of passing HIV to other people through sexual contact, sharing needles, or being exposed to your blood. For your health and the health of others, it is important to always practice safer sex by using a latex or polyurethane condom or other barrier to lower the chance of sexual contact with semen, vaginal secretions, or blood. Never use or share dirty needles. Who should not take REYATAZ? Do not take REYATAZ if you: are taking certain medicines. (See What important information should I know about taking REYATAZ with other medicines?) Serious life-threatening side effects or death may happen. Before you take REYATAZ, tell your healthcare provider about all medicines you are taking or planning to take. These include other prescription and nonprescription medicines, vitamins, and herbal supplements. are allergic to REYATAZ or to any of its ingredients. The active ingredient is atazanavir sulfate. See the end of this leaflet for a complete list of ingredients in REYATAZ. Tell your healthcare provider if you think you have had an allergic reaction to any of these ingredients. What should I tell my healthcare provider before I take REYATAZ? Tell your healthcare provider: If you are pregnant or plan to become pregnant. REYATAZ use during pregnancy has not been associated with an increase in birth defects. Pregnant women have experienced serious side effects when taking REYATAZ with other HIV medicines called nucleoside analogues. You and your healthcare provider will need to decide if REYATAZ is right for you. If you use REYATAZ while you are pregnant, talk to your healthcare provider about the Antiretroviral Pregnancy Registry. After your baby is born, tell your healthcare provider if your babys skin or the white part of his/her eyes turns yellow. If you are breast-feeding. You should not breast-feed if you are HIV-positive because of the chance of passing HIV to your baby. Also, it is not known if REYATAZ can pass into your breast milk and if it can harm your baby. If you are a woman who has or will have a baby, talk with your healthcare provider about the best way to feed your baby. If you have liver problems or are infected with the hepatitis B or C virus. See What are the possible side effects of REYATAZ? If you have end stage kidney disease managed with hemodialysis. If you have diabetes. See What are the possible side effects of REYATAZ? In some patients with advanced HIV infection (AIDS) and a history of opportunistic infection, signs and symptoms of inflammation from previous infections may occur soon after anti-HIV treatment, including REYATAZ, is started. Other common side effects of REYATAZ taken with other anti-HIV medicines include nausea; headache; stomach pain; vomiting; diarrhea; depression; fever; dizziness; trouble sleeping; numbness, tingling, or burning of hands or feet; and muscle pain. Gallbladder disorders (which may include gallstones and gallbladder inflammation) have been reported in patients taking REYATAZ. What important information should I know about taking REYATAZ with other medicines? Do not take REYATAZ if you take the following medicines (not all brands may be listed; tell your healthcare provider about all the medicines you take). REYATAZ may cause serious, life-threatening side effects or death when used with these medicines. Ergot medicines: dihydroergotamine, ergonovine, ergotamine, and methylergonovine such as CAFERGOT, MIGRANAL, D.H.E. 45, ergotrate maleate, METHERGINE, and others (used for migraine headaches). ORAP (pimozide, used for Tourettes disorder). PROPULSID (cisapride, used for certain stomach problems). Triazolam, also known as HALCION (used for insomnia). Midazolam, also known as VERSED (used for sedation), when taken by mouth. Do not take the following medicines with REYATAZ because of possible serious side effects: CAMPTOSAR (irinotecan, used for cancer). CRIXIVAN (indinavir, used for HIV infection). Both REYATAZ and CRIXIVAN sometimes cause increased levels of bilirubin in the blood. Cholesterol-lowering medicines MEVACOR (lovastatin) or ZOCOR (simvastatin). UROXATRAL (alfuzosin, used to treat benign enlargement of the prostate). REVATIO (sildenafil, used to treat pulmonary arterial hypertension). Do not take the following medicines with REYATAZ because they may lower the amount of REYATAZ in your blood. This may lead to an increased HIV viral load. Resistance to REYATAZ or cross-resistance to other HIV medicines may develop: Rifampin (also known as RIMACTANE, RIFADIN, RIFATER, or RIFAMATE, used for tuberculosis). St. Johns wort (Hypericum perforatum), an herbal product sold as a dietary supplement, or products containing St. Johns wort. VIRAMUNE (nevirapine, used for HIV infection). The following medicines are not recommended with REYATAZ: SEREVENT DISKUS (salmeterol) and ADVAIR (salmeterol with fluticasone), used to treat asthma, emphysema/chronic obstructive pulmonary disease also known as COPD. Do not take the following medicine if you are taking REYATAZ and NORVIR together: VFEND (voriconazole). The following medicines may require your healthcare provider to monitor your therapy more closely (for some medicines a change in the dose or dose schedule may be needed): CIALIS (tadalafil), LEVITRA (vardenafil), or VIAGRA (sildenafil), used to treat erectile dysfunction. REYATAZ may increase the chances of serious side effects that can happen with CIALIS, LEVITRA, or VIAGRA. Do not use CIALIS, LEVITRA, or VIAGRA while you are taking REYATAZ unless your healthcare provider tells you it is okay. ADCIRCA (tadalafil) or TRACLEER (bosentan), used to treat pulmonary arterial hypertension. LIPITOR (atorvastatin) or CRESTOR (rosuvastatin). There is an increased chance of serious side effects if you take REYATAZ with this cholesterollowering medicine. Sebelius to collect LGBT data in health surveys

Advocates call for transparency in devising questions
By CHRIS JOHNSON cjohnson@washblade.com
Secretary of Health & Human Services Kathleen Sebelius committed this week to start collecting LGBT data as part of federal health surveys, although she said the questions that would be used to gather the information must be markettested before theyre made part of any questionnaire. During a news conference at the White House, Sebelius said in response to a question from the Washington Blade that the Department of Health & Human Services fully intend[s] to collect LGBT data through federal surveys. So it is denitely a commitment, Sebelius said. We will be adding data questions to the national health surveys. And right now we are looking at developing a slew of questions, markettesting them, coming back and making sure we have the right way to solicit the information that we need. Sebelius said including LGBT questions on federal health surveys has been difcult because the federal government hasnt engaged in such data collection before and hasnt settled on the right way to ask such questions. The secretary asserted the Department of Health & Human Services is market-testing questions to make sure theyre worded in the right way to collect the necessary information. The problem is that its never been collected, and what our folks came back to us with is we have to gure out and were working with providers and advocates right now to actually market-test the questions how to ask questions in a way that they elicit accurate responses, because collecting data that doesnt give an accurate picture is not very helpful in the rst place, Sebelius said. And there has been so little attempt, either directly to consumers or to parents or to anybody else, to ask questions about LGBT health issues that we dont even know how to ask them. Although Sebelius expressed a commitment to include LGBT data collection as part of federal health surveys, she didnt offer a timeline for when this market testing would be complete or when the questions would be included on the surveys. To facilitate a better picture of the health of LGBT Americans, advocates have been seeking the inclusion of questions related to sexual orientation and gender identity on major federal surveys, such as the National Health Interview Survey and the Behavioral Risk Factor Surveillance System. To gather data on sexual orientation, a survey could ask whether someone need for openness in the way the LGBTrelated questions for the health surveys are developed. We encourage the secretary to take this directive and turn it into action in a transparent process that includes experts from both inside and outside of the federal government to implement it effectively, Nipper said. The sooner this happens, the sooner initiatives like Healthy People and the National Prevention Strategy will be able to adequately address the many health needs of our community. The National Prevention Strategy, a comprehensive plan aimed at increasing the number of Americans who are healthy at every stage of their lives, was published last week by the Department of Health & Human Services National Prevention Council. The strategy recognizes that good health comes not just from quality medical care, but also from clean air and water, safe work sites and healthy foods. A transcript of the exchange between the Blade and Sebelius follows: Washington Blade: Madam Secretary, I have a question for you on a different topic. As Im sure you know, the absence of nationwide data about the LGBT communitys health needs and disparities has been a problem. Organizations want government assistance to address problems. The government insists on data to back up these requests, but the government wont collect data, so the LGBT community remains stymied. Its public knowledge that groups have been advocating with HHS to address the data collection issue -- specic things like including LGBT questions on the National Health Interview Survey and the Behavioral Risk Factor Surveillance System. You and the president have been advocates for evidence-based decisionmaking. Whats the holdup here? Kathleen Sebelius: Well, actually, its a great question, and we fully intend to collect LGBT data. The problem is that its never been collected, and what our folks came back to us with is we have to gure out and were working with providers and advocates right now to actually markettest the questions -- how to ask questions in a way that they elicit accurate responses, because collecting data that doesnt give an accurate picture is not very helpful in the rst place. And there has been so little attempt, either directly to consumers or to parents or to anybody else, to ask questions about LGBT health issues that we dont even know how to ask them. So it is denitely a commitment. We will be adding data questions to the National Health Surveys. And right now we are looking at developing a slew of questions, market-testing them, coming back and making sure we have the right way to solicit the information that we need.

identies as lesbian, gay or bisexual. Another survey more focused on sexual health, such as an HIV survey, could ask about sexual behavior and whether the responder has had sex with someone of the same gender. For gender identity, a survey could ask whether respondents identify as transgender; if someone has transitioned from one gender to another over the course of their lives; or ask about nonconformity, regardless of how the respondent identies their gender. Advocates are hoping that data obtained from asking these questions may help ascertain whether certain health problems affect LGBT people more frequently than others, such as mental health problems or alcohol and drug abuse. Joe Solmonese, president of the Human Rights Campaign, praised Sebelius in a statement for expressing her commitment to including the questions on the surveys and said the change is needed to address LGBT health disparities. It has been repeatedly demonstrated including in a major LGBT health report issued just months ago by the Institute of Medicine that LGBT people experience signicant health disparities and that we cannot fully understand those disparities and how to address them until major health studies ask about our community, Solmonese said. Solmonese was referring to the report from the non-governmental United States National Academy of Sciences Institute of Medicine Report, published March 31, which found that researchers have insufcient data on LGBT people in health studies, prompting a tendency to treat LGBT people

as a single homogeneous group. Darlene Nipper, deputy executive director of the National Gay & Lesbian Task Force, also commended Sebelius for making the commitment for LGBT data inclusion as a means to address health problems affecting LGBT people. There is an urgent need to address health disparities because LGBT lives literally hang in the balance, Nipper said. Were pleased that HHS is moving forward on data collection for the LGBT community in federal health surveys. While not typically headline grabbers, LGBT data collection in federal surveys is critical to the ultimate well-being of our community. A number of LGBT advocates also called for greater transparency in the way that the Department of Health & Human Services devises the potential questions to obtain health data on the LGBT population. Gary Gates, distinguished scholar at the Williams Institute at the University of California in Los Angeles, called the commitment from Sebelius fantastic, but said questions on sexual orientation and gender identity need not start from scratch. We know a great deal already about how to measure sexual orientation and some recent studies have also highlighted promising approaches to measuring gender identity, Gates said. HHS now has a real opportunity to develop an open and transparent process as they assess how to best utilize this body of research to inform how they achieve LGBT inclusion in their data collection. That process must be transparent and involve experts from both inside and outside of the government as well as experts from the LGBT community. Nipper made similar remarks on the

Immigration reform bill includes pro-gay language

By CHRIS JOHNSON cjohnson@washblade.com
New efforts emerged this week to address the inequity in U.S. immigration law preventing bi-national same-sex couples from staying together in the United States, although hurdles remain for each of the initiatives. An LGBT immigration group called on the Obama administration to broaden a recent memo indicating when immigration ofcials can exercise discretion in deportation cases to include protections for gay bi-national couples. Meanwhile, comprehensive immigration reform legislation has been introduced in the Senate that includes a provision enabling gay Americans to sponsor their foreign same-sex partners for residency in the United States. Under current immigration code, straight Americans can sponsor their spouses for residency in the United States through the green card application process if their spouses are foreign nationals. The same rights arent available to gay Americans. Consequently, foreign nationals who are in committed relationships with gay Americans may have to leave the country upon expiration of their temporary visas or face deportation. On Monday, Immigration Equality called on U.S. Immigration & Customs Enforcement to clarify that the denition of family and spouse used in a June 17 memo to immigration ofcials include specically bi-national same-sex couples. The memo outlines cases in which immigration ofcials can exercise prosecutorial authority to include considerations such as an agencys civil immigration enforcement priorities and whether a potential deportee is pursuing higher education or has served in the U.S. military. However, the guidance makes no explicit mention of gay couples. It states that those with family relationships in the United States, or individuals with a U.S. citizen or permanent resident spouse may be considered for discretion, but doesnt spell out whether those terms are inclusive of same-sex couples. Rachel Tiven, Immigration Equalitys executive director, said an explicit mention of same-sex bi-national couples is necessary to ensure they can receive protections under the prosecutorial authority available to immigration ofcials. Given the absence of any LGBT family recognition at the federal level, the decision not to explicitly include our spouses and partners in the ICE memo is striking, Tiven said. On Wednesday, Sen. Bob Menendez (D-N.J.) introduced comprehensive immigration reform legislation that includes a family reunication provision for gay couples. Menendez legislation, which seeks to enhance border security and offers a path to citizenship for the estimated 11 million undocumented immigrants in the United States, contains language similar to standalone legislation known as the Uniting American Families Act, which would enable gay Americans to sponsor their same-sex partners for residency in the United States. Late last year, Menendez introduced similar comprehensive legislation that also included a UAFA-like provision. The legislation also contains language similar to the DREAM Act, which would offer young, undocumented immigrants a path to citizenship if they obtain a college education or enlist in the U.S. military. In a statement, Menendez said the legislation is a signal that lawmakers are serious about xing our broken immigration system.

LGBT bloggers convene at Netroots Nation

Trans issues, marriage take center stage at annual confab
By CHRIS JOHNSON cjohnson@washblade.com
MINNEAPOLIS More complete representation of LGBT people in the media and greater attention to transgender issues were among the issues bloggers and activists discussed last week during an LGBT pre-conference for the annual Netroots Nation convention. About 115 activists and bloggers were registered for the pre-conference organized by Mike Rogers, director of the Netroots Nation LGBT Netroots Connect program to facilitate greater cooperation for shared goals in the LGBT movement. During an opening session of the preconference, LGBT bloggers and activists aired concerns and made observations about issues that they felt werent receiving enough national attention. Pam Spaulding, lesbian blogger for Pams House Blend, said too much national attention is focused on advancing marriage rights in states where they dont exist or retaining marriage equality in states where it may be taken away. Meanwhile other states, such as North Carolina and Minnesota, face the possibility of passing marriage amendments even though they have statutes prohibiting same-sex marriage. Minnesota voters face a ballot measure in 2012 and North Carolina will also likely face one in 2012. Ive heard people say that its a lost cause to do anything in the South, but North Carolina staved off an amendment six times in a row, Spaulding said. So, I think that there is a lot of people who have blue state protections who ignore places where theres a lot of activism going on and the distinct possibility that we could stave this off. Jillian Weiss, a transgender blogger for the Bilerico Project, urged for greater emphasis on transgender inclusion. Even for LGBT issues that primarily affect gay, lesbian and bisexual people, Weiss said there should an effort to show how the issue affects transgender people. To use a prime example is Dont Ask, Dont Tell, where [were] concentrated specically on gay and lesbian soldiers, which is denitely very important, and Im behind that 100 percent, but very few people talk about the fact that its leaving transgender and transsexual veterans behind, Weiss said. If we dont speak about these other portions of the community, they get completely lost. Daniel Villarreal, a gay blogger for Queerty, said greater pressure should be placed on media to include representation for all parts of the LGBT community, including LGBT people of color. GLAAD just released a report that looks mainly at cable and networks depictions of queer people, Villarreal said. The number of bisexual, lesbian and transgender people are incredibly low, depressing low. Not only that, the numbers of minorities are incredibly low. Felipe Matos, a gay Miami-based strategist, said more attention should be focused on the pressures LGBT immigrant youths face. Matos said after coming out, LGBT immigrant youths are often ostracized from their communities, and, if theyre undocumented, could be apprehended by the police and deported. When you come out, many times you are, in your community and outside your community, you are hurt and then you dont have any recourse [or] anyone to go to because you are afraid the police is going to deport you, Matos said. As part of his work with a youth group in Florida, Matos said these situations happen over and over again. LGBT youths, he said, are afraid to talk about their sexual orientation or gender identity for fear of being cast aside and potentially deported. Christopher Edwards, communications manager for Immigration Equality, said there should be greater emphasis on the impact that state immigration laws have on LGBT people. Pending legislation in Utah, Edwards said, would increase the penalty for harboring undocumented immigrants and prevent bi-national couples from staying together in the state. A lot of bi-national families include a partner who is undocumented, so you could basically be arrested for living with your partner, Edwards said. Edwards also said his organization is having a horrible time convincing Sen. Amy Klobuchar (D-Minn.) to sign on as a co-sponsor of the Uniting American Families Act, which would enable gay Americans to sponsor their foreign spouses for residency in the United States. Zack Ford, a gay blogger with Think Progress, said activists should devise a better way to present the sexuality of LGBT people as more mainstream. In the ght for same-sex marriage, Ford said LGBT people have moved away from presenting themselves as sexual beings. Weve hidden our sexuality from the mainstream world, but I think as long as that ick factor works against us, we need to nd ways to show were not just people that deserve to be married, but whole, healthy, happy human beings, Ford said. I think nding some better approaches to talking about queer sexuality in a positive, afrmative way will be very helpful.

Labor union leader backs LGBT job protections

Henry sees need for executive order while ENDA stalled
By CHRIS JOHNSON cjohnson@washblade.com
MINNEAPOLIS The lesbian leader of the nations fastest-growing labor union on Saturday endorsed the idea of President Obama issuing an executive order barring federal contractors from engaging in anti-LGBT job discrimination. Mary Kay Henry, president of the Service Employees International Union, said in a brief exchange with the Washington Blade at Netroots Nation she would support such a directive as an interim alternative to passage of the Employment Non-Discrimination Act while Republicans remain in control of the U.S. House. I think because just like every situation where you chip away at the inequality, and begin to establish as it a norm, it makes it easier to get it legislated, Henry said. LGBT rights supporters have been calling on Obama to issue an executive order that would prohibit the U.S. government from doing business with companies that dont have policies protecting employees against job discrimination based on their sexual orientation or gender identity. The White House hasnt said whether the president would issue such a directive. Lawmakers whove endorsed the idea of issuing this executive order include gay Rep. Jared Polis (D-Colo.) as well as Sens. Tom Harkin (D-Iowa) and Jeff Merkley (D-Ore.). Henry joins those backing this directive as president of a labor union representing 1.8 million workers in three sectors: health care employees, such as hospital and nursing home workers; public service employees, such as local and state government workers; and property service employees, such as janitors, security ofcer and food service workers. Henry compared the effort to persuade Obama to issue an executive order against LGBT job bias to what she said was the labor movements goal of encouraging the president to sign a directive mandating that federal contractors permit employees the right to freely form unions. Were trying to get action from the president in terms of allowing workers to freely form unions if theyre federal contracted as well, so maybe we can work together on it, Henry said. While backing the idea of an executive order, Henry said the labor movement has also been active in pushing for legislative passage of ENDA. The legislation, sponsored by gay Rep. Barney Frank in the House and Merkley in the Senate, is pending before Congress and would bar job bias against LGBT people in most private and public workforce situations. Weve been public in favor of it, Henry said. Weve put our staff on it in D.C. Weve had members working on it in the districts. So we, I believe, have been full partners and have linked arms in making sure that we do that at the federal level. Henry, who became president of the SEIU in May 2010, said she thinks her election as head of the union demonstrates that all the justice ghts are really one ght and recalled that unionized health care workers worked against LGBT discrimination during the AIDS epidemic in the 1980s. And when I think about my history in SEIU when the AIDS epidemic broke out in the late 80s, it was health care workers that were really in the forefront of trying to make sure that we eliminated discrimination in health care, Henry said. And we did a lot on health care workers not getting stuck by needles at that time when it was spreading through needle exchange. Henry also observed that LGBT rights come under attack in different states just as union rights are threatened in state after state. For example, in Wisconsin, Gov. Scott Walker (R) earlier this year signed legislation restricting the collective bargaining rights of state workers. Similarly, Walker last month withdrew the previous administrations legal defense of the Wisconsins domestic partner registry, contending the law signed by former Rep. Jim Doyle (D) violates the states constitutional ban on same-sex marriage. Were now faced with a ght where workers rights and LGBT rights are coming under attack in state after state, Henry said. And so, for me, its all about one ght and having the power to push back on these attacks, and then celebrate the gains that are being made on marriage equality, which, I think, is incredible in this environment.

GLAAD president resigns under pressure

Board member criticized in ap once worked for anti-gay Heritage Foundation
By PHIL REESE preese@washblade.com
GLAAD President Jarrett Barrios resigned Saturday after a tumultuous two weeks in which he was caught up in an uproar over the organizations involvement in the proposed merger of AT&T and T-Mobile. Barrios came under re from the LGBT blogosphere after an appearance on the Michelangelo Signorile show by former GLAAD board of directors co-chair Laurie Perper, who questioned a series of ofcial statements released by Barrios ofce supporting telecommunications giant AT&T. The GLAAD Board has received Jarrett Barrios resignation letter and discussed this among other topics on our call. We expect at our next Board meeting set for Wednesday to reach a conclusion on all issues so that Mr. Barrios can begin to help The Board manage transition and bring on his successor, the organization said in a statement. But the story didnt end with Barrios resignation, as several other LGBT organizations were pulled into the fray, either by close association to AT&T, a paper trail of their own similar letters or a connection to a GLAAD board member at the center of the controversy, Troup Coronado. Coronado occupied seats on the boards of no less than four LGBT organizations in 2009, at the time the letters to the FCC began to emerge from these organizations head ofces. In 2009, when the letters containing the pro-AT&T language later found to be opposing net neutrality were delivered to the FCC, Coronado sat on the board of directors for GLAAD and the Equality California Institute, and served as dinner co-chair of the National Gay and Lesbian Chamber of Commerce, according to Politico and other media reports this week. Each of these organizations sent seemingly innocuous, nearly identical letters to the FCC containing language supporting the telecom industrys position against net neutrality. The organizations, except for Equality California and the National Gay and Lesbian Chamber of Commerce, sent follow-up letters to the FCC retracting their original letters after the matter was brought to their attention. In addition, the Human Rights Campaign refused to support the telecom position by joining the sign-on letter, though Coronado also sat on HRCs Business Council at the time. Coronado was later removed from the body in March 2010. Meghan Stabler, a transgender LGBT activist, educator and Business Council member, said though Coronados departure was unrelated to the controversy organization, he believes there has never been an incident where a board member with a corporate relationship has ever asked the organization to take a position on any issue that would be considered a conict of interest, including Coronado. However, Carroll has yet to hear from Coronado himself about the controversy, despite requesting a conversation with the board member days ago. Another organization that recently revealed it too was duped by the AT&T sample text, was the National Gay and Lesbian Task Force, which has revamped its policies and procedures for vetting what are known as sign-on letters, from colleague organizations. I signed them and I take the responsibility for the mistake of issuing both the 2009 letter and the January 5, 2010 letter, Rea Carey, the Task Forces executive director, told the Blade. The Task Force issued a correction on Jan.14, after colleagues familiar with the net neutrality issue called Careys attention to the true meaning of the AT&T suggested language. Carey claried, we get offered sample text, and language for sign-on letters, by organizations seeking the Task Forces support on matters of government policies and legislation, but rarely get requests from corporations to write letters. Almost always the request comes from a colleague organization someone in Labor, maybe a pro-choice organization, one of the civil rights organizations those requests almost always come to me, and I forward them on to our Policy staff, and they assess them, and determine whether or not its appropriate for us to sign on to any particular letter, Carey said. However, when she saw the letter came from corporate partner, AT&T, Carey forwarded the sign-on letter to staff in charge of corporate relationships to review the request. That was the mistake I made, she admits. Our procedure now, no matter who on staff gets a request for a sign-on, Carey claried, if there is a policy matter involved, our policy staff are involved in the full analysis and the decision on how to proceed. That procedural change was a direct result of the oversight on the Jan. 5 antinet neutrality letter. Fausto Fernos hosts the LGBT podcast, Feast of Fun with his partner, Marc Felion, where Jarrett Barrios rst began giving conicting statements about the origin of the GLAAD FCC letter. Most of our advocacy groups have a profound lack of understanding of how the Internet works, and why its valuable in the ght, and what it means to every single LGBT individual, Fernos said. We dont value all of the amazing content thats being created. Fernos became passionate about promoting this story because he believes that the AT&T position on net neutrality will create barriers to LGBT advocacy in the future.

surrounding the letter, his performance on the body was a factor. Each year the HRC Business Council reviews member participation and HRC Workplace Project objectives, doing so allows members to retire from the council and new members to be on-boarded as needed, she said. Coronado is turning out to be a controversial background player in the world of LGBT philanthropy. As reported last week in the Blade, both OpenSecrets. org and the Washington Post have questioned Coronados conduct in one way or another over the years. After an investigation into Coronados past, the Blade has discovered that a Troup Coronado who graduated from the University of Texas at Austin the same year as AT&Ts Coronado, and whom an anonymous source conrmed is the same person, appeared in several CSPAN videos from 1991-1993 as a representative of the anti-gay conservative think-tank the Heritage Foundation. Heritage has long opposed pro-LGBT legislation, and has been vocal in opposing same-sex marriage over the past decade. The CSPAN video gives Coronados title at the organization as Director of the New Majority Project. The Heritage Foundation declined to comment about the purpose of this nowdefunct program, but according to a July 14, 1991 Newsweek article by Charles Lane, titled Defying the stereotypes, the project is dened as the bodys minority outreach program. A search of the Heritage Foundation archives reveals transcripts of presentations given on behalf of the program including controversial conservative gures such as Errol Smith, who would go on in 1996 to serve as vice chair of the California Civil Rights Initiative, which successfully pushed for a ballot measure prohibiting the use of so-called Afrmative Action at California public institutions. Coronado was present for Smiths February

1992 speech before Heritage Foundation members on racism in the African-American community, and was referenced several times in the text of the speech. In addition, CSPANs website features videos of Coronado acting as president of the Washington chapter of the Ex-Students Association of his alma mater, as well as another video introducing disgraced radio host Armstrong Williams, who later apologized for taking $240,000 from the Bush administration to promote the Department of Educations No Child Left Behind law on his television and radio appearances. Coronado was once an executive at AT&T, as well as a lobbyist for AT&Ts former parent company, BellSouth. Coronado left his position at AT&T late last year to launch a consultant rm where it is alleged one of his most prominent clients is AT&T. The company reportedly tasked Coronado with securing LGBT organizational support for the AT&T/T-Mobile merger. Coronado could not be immediately reached for comment. When reached by phone, Jim Carroll, interim executive director of Equality California who came into the position far after the controversy broke says the fallout from the Oct. 12, 2009 letter was a wake-up call for the organization. Im not denying the genesis of the letter was a request from AT&T, Carroll told the Blade. There were and there are no policies and procedures that would require the executive director to vet such a request I would assume that this is a wake-up call for all of us to carefully consider requests of support for any of our allies it doesnt have to be a corporate ally. The letter was never amended, as Carroll was unaware of the letter at the time, and the issue is only now coming to his attention. Carroll conrms that Coronado remains on the board of the California Equality Institute, despite the controversy, though Carroll says that in his six years at the

the creation of the center is necessary because the existing resettlement network for refugees has limited understanding of the LGBT community. In addition, no information exists in the context of available resource materials specically for LGBT refugees, Negash said. The need for these services is critical to ensure their successful resettlement in the [United States]. Mark Bromley, chair of the Council for Global Equality, praised the Obama administration for awarding this grant to facilitate the resettlement of LGBT refugees. This is a very welcome development, Bromley said. Several of the leading human rights and refugee support organizations in the country have been pushing for just this sort of dedicated support for LGBT refugees.

Chicago-based group to manage resettlement efforts

By CHRIS JOHNSON cjohnson@washblade.com
The Obama administration last week announced that it has awarded $250,000 to a Chicago-based human rights organization to create the rstever resource center supporting the resettlement of LGBT refugees in the United States. The Ofce of Refugee Resettlement, a division of the Administration for Children & Families at the Department of Health & Human Services, gave the $250,000 contract to the Heartland Alliance of Chicago to create a training and technical assistance center for LGBT refugees. Administration for Children & Families Acting Assistant Secretary David Hansell said the Obama administration awarded the contract to combat the violence and discrimination faced by LGBT people across the world as part of its effort to promote human rights. As many of these refugees left their homelands specically because of persecution related to their LGBT status, it is particularly incumbent on us to provide a safe and welcoming environment, Hansell said. The focus of the center will be to provide capacity development in key resettlement locations; sensitivity training to network staff, including an overview of key issues regarding newly arriving LGBT refugees; technical assistance for service delivery; and the development of best practices and orientation materials for refugee service providers across the country. Obama urged to endorse marriage equality

C ON T I N U ED F ROM PAGE 1

Obamas positions on other issues related to same-sex marriage dont seem to square with his opposition to allowing gay couples to marry. Even during his presidential campaign, Obama called for full legislative repeal of the Defense of Marriage Act, which prohibits federal recognition of same-sex marriage. In February, the president said he determined the anti-gay statute was unconstitutional and that he would no longer defend the law against litigation in court. Richard Socarides, president of Equality Matters, said Obama should stop trying to have it both ways by remaining in opposition to same-sex marriage while at the same time saying his position could evolve as he demonstrates support for married same-sex couples in other ways. When he says his position is evolving, hes not for same-sex marriage or against it, Socarides said. If the president wants to be on the right side of history, he needs to start leading on this issue now, or hes going to be left in the dust by other progressive leaders who are already on board. Socarides said Obama may have gotten off to a slow start with LGBT rights at the beginning of his administration, but has since been making very good, important, steady, important progress with Dont Ask, Dont Tell repeal and the discontinuation of the legal defense of DOMA. An endorsement for same-sex marriage, Socarides said, would build on the progress made in the past six months. Evan Wolfson, president of Freedom to Marry, said Obama is lagging behind the American people by not yet endorsing same-sex marriage when a majority of Americans now support the concept. One of the important duties of a president is to lead and particularly stand up for the full inclusion, protection and equality of all Americans, Wolfson said. We look to our president to stand rm for the Constitutions guarantees for liberty and equality. When the government itself is the major discriminator, as it is in the denial of marriage, its especially important for the president to help guide the country in the right direction. Observers are saying Obama needs to come out for same-sex marriage to conform to the rest of his positions or risk coming off as inauthentic to voters. Socarides said the presidents position is so contrary to everything else he stands for in terms of the expansion of rights and responsibilities for all Americans and coming out for marriage equality would make his views consistent. If I were advising the president, I would say his position now does not seem terribly authentic, and authenticity is highly valued in presidents, Socarides said. Wolfson said the position Obama has eked so far on same-sex marriage is becoming increasingly incoherent and very inauthentic.

Equality Matters President RICHARD SOCARIDES said he doubts President Obama will endorse marriage equality before the 2012 election.
WASHINGTON BLADE FILE PHOTO BY MICHAEL KEY

Thats not what a president, whose support comes from people who believe in him wants to see, Wolfson said. President Obamas hesitation in outright supporting the freedom to marry is the one jarring false note in his dialogue with the American people. Although this question of the freedom to marry is not the thing most people will cast their vote on, no politician wants to have inauthenticity and the doubts that it spreads begin to take root. But what is perhaps most dogging Obama regarding marriage is his early support for the right of gay couples to marry. In 1996, when he was running to become an Illinois state senator, Obama stated in a questionnaire response to what is now the Windy City Times newspaper that he supports same-sex marriage. The future president wrote, I favor legalizing same-sex marriages, and would ght efforts to prohibit such marriages. Last week, during a question-andanswer session at the Netroots Nation conference in Minneapolis, the 1996 questionnaire received renewed attention when White House Communications Director Dan Pfeiffer suggested the questionnaire response was fake when he said the survey was actually lled out by someone else, not the president. Shin Inouye, a White House spokesperson, later issued a statement clarifying that Pfeiffer was not familiar with the history of the questionnaire. On Monday, White House Press Secretary Jay Carney asserted Pfeiffer had been mistaken last week when talking about the 1996 statement under questioning from the Washington Blade. I think you know because youve read

it multiple times since then that weve corrected it beginning Friday that he that that is not the case, that he was mistaking that with another questionnaire, Carney said. The presidents position on gay marriage has been clear since 08 is clear, again, since hes been president. The White House hasnt provided an explanation on the record for why the president expressed support in 1996 for same-sex marriage, then later changed his position to oppose it. According to a report on Sunday in the New York Times, White House ofcials have said that Obama was really referring to civil unions, although no on-the-record source is identied in the article for the remarks. Carney said on Monday that he doesnt know if the president supported samesex marriage in 1996, but reiterated that Obama has opposed gay nuptials since he made his bid for the White House, and that his views are evolving. Still, Carney said he believed the president, in fact, signed the questionnaire response from that time. What I know is what his position was during the campaign and what it is now, Carney said. Hes been very clear about it. He was very clear in the campaign. He was very clear about the fact that his position on the views _ that its evolving. And I really dont have anything to add to it. Obamas shifting views on same-sex marriage could plague him as campaign season starts for the 2012 election and he seeks support and donations from the LGBT community. On Thursday, Obama was set to headline a $1,250 a plate fundraiser, titled Gala with the Gay Community, with LGBT donors in New York City. Next week, the president is set to commemorate June as Pride month with a reception at the White House. It remains to be seen whether Obamas LGBT supporters from the 2008 election will continue to back the president with the same gusto in 2012 of if theyll stay home on Election Day because they feel Obama doesnt support them on a fundamental right. Asked by the Blade on Monday whether Obama was selling these audiences short by seeking their support for his campaign and not supporting their right to marry, Carney replied, I think you know that this president is very supportive of and strong on LGBT rights. And his record is signicant with regard to that. Hes been very clear about his position on gay marriage, hes been very clear about how that position is evolving. I dont have any new announcements to make, but I think you know his record, and hes proud of it. Advocates say an endorsement of samesex marriage would help seal the deal for LGBT supporters for the presidents reelection campaign. Wolfson said coming out for samesex marriage would energize and excite those who believe in equality and inclusion, particularly younger voters, in addition to independents who, according

to polls, now support same-sex marriage. This is a happy instance where doing the right thing is also doing the right thing politically, Wolfson said. President Obama has much to gain and little to lose by completing his journey and outright supporting the freedom to marry. Beyond showing solidarity with the LGBT community, Socarides said the courts and state legislatures are looking to the president in deciding whether or not to overturn statues prohibiting gay nuptials or to grant same-sex couples the right to marry. As president, hes capable of shaping the debate and controlling the agenda, Socarides said. I think that for those reasons alone its important. I also think that as leader of the country, he often reects where the national consensus is, or where its headed, and I think that courts will look to that as well as state legislatures. Hes the most important leader in the country, and his views are important even though, obviously, him saying he supports it wont make it the law everywhere. Still, Socarides expressed skepticism that Obama would, in fact, make this change because he said LGBT people seeking additional rights have limited options in the presidential election. I dont believe that there will be substantial political consequences for him to stay in this non-committal position, Socarides said. I think the alternatives are so limited, and hes also done a number of important things, so I dont there will be any political consequences. And that is probably why he is going to hang out where he is through the 2012 election. Nonetheless, hope pervades in some circles that Obama will complete his evolution to come out in favor of samesex marriage in time for the 2012 election. The Times article from Monday reported that one Democratic strategist close to the White House, speaking only on the condition of anonymity, said senior advisers are looking at the tactics of how this might be done if the president chose to do it. This is clearly a president who is interested in making big historical changes, the Democratic strategist was quoted as saying. I think this issue has moved into that context for him. According to the Times, gay Rep. Barney Frank (D-Mass.) said he was asked this year by a top adviser to the president what the impact would be if Obama came out for same-sex marriage. Frank reportedly wouldnt identify the adviser. But Socarides said he doesnt believe this reporting indicates any serious consideration in the administration about Obama coming out for marriage equality although he left the door open for a potential surprise from the president. I dont put much credence in those reports, Socarides said. I think they plan for all kinds of contingencies, but I would be surprised. But you know, he surprised me before, so maybe Ill be surprised.

for religious groups such as adoption agencies and marriage counselors who oppose gay marriage. Among Democrats in the Senate, 29 of the 30 say theyll vote for gay marriage meaning only three Republican votes would be needed for it to pass the 62-seat chamber. Two have said theyll vote for it. Two others are undecided. New Yorkers United for Marriage, a coalition group of LGBT groups including Empire State Pride Agenda, Freedom to Marry, Human Rights Campaign and others, said Wednesday in a statement, it is pleased with the way things are unfolding. We are pleased that thoughtful discussion on marriage equality are ongoing and that progress continues to be made, the release said. The voices of the overwhelming majority of New Yorkers who support marriage for all have clearly been heard and momentum is on our side. The people of the state of New York expect and deserve a vote on this important issue. Gay Manhattan resident Lou Weiss, who

wed his partner Danny Martin in Canada in 2005, said Wednesday hes optimistic. Its moved away from the sinning and the man-and-woman argument to the argument of how can we protect the church from these evil gays, Weiss said. Thats a major shift. Were not discussing where its going but a minute portion of it. These religious exemptions have been in the bill for years. It should be clear were talking about civil ceremonies. They want a promise they wont get sued. Well anybody can sue anybody. Nobody can give them a guarantee of that. Weiss said hes embarrassed his city, usually a leader on progressive issues, is lagging behind on marriage, especially since the Stonewall riots happened there. I have friends say, Oh, we thought New York would be the rst to get it, but instead well be number seven. Weve had great domestic partner benets for years, but Im disappointed that its taken this long and that well be number seven and not in our usual rst place. Its easy to forget, its not all that liberal outside of Manhattan. Weiss predicts it will pass in either this session or next. If it does, he and Martin

Time for Obama to evolve

Get on with it, Mr. President, and endorse marriage equality

Kevin Naff is editor of Washington Blade and can be reached at knaff@washblade.com.

Its been painful to watch various White House spokespeople over the past week twist themselves into knots trying to explain President Obamas ip-op on marriage equality. In 1996, while running for a seat in the Illinois state Senate, Obama stated in a written questionnaire that he supports same-sex marriage. Obama wrote, I favor legalizing same-sex marriages, and would ght efforts to prohibit such marriages. That infamous questionnaire has haunted him ever since and re-emerged this week as a series of spokespeople tried to minimize its importance. First up was White House Communications Director Dan Pfeiffer, who didnt do such a good job of communicating while speaking at Netroots Nation in Minneapolis. He suggested the questionnaire response was not written by Obama, asserting that the survey, was actually lled out by someone else, not the president. Then Shin Inouye, a White House spokesperson, issued a statement clarifying that Pfeiffer was not familiar with the history of the questionnaire. Finally, White House Press Secretary Jay Carney was drawn into the dispute under questioning from the Blades Chris Johnson. Carney said that Pfeiffer was mistaken and was referring to some other, unnamed questionnaire during his Netroots remarks. Meanwhile, with the president headed to New York this week for a rst-of-itskind 2012 campaign fundraiser with the LGBT community, some are demanding that Obama endorse marriage equality in exchange for all the gay money about to ow his way. Add to the equation the fact that its Pride month and the New York Legislature is debating a marriage rights bill this week and we have arrived at the perfect storm of events and timing. Obama should take advantage of the serendipity and nally say publicly what we all know he believes privately: that same-sex couples deserve the same rights as Anthony Weiner, Newt Gingrich, Arnold Schwarzenegger, Bill

Come on, MR. PRESIDENT, we know where you stand on marriage. Just say it out loud.
WASHINGTON BLADE FILE PHOTO BY MICHAEL KEY

Clinton and all the other cheaters and hypocritical scumbags out there. Theres no point in waiting for a reelection victory to announce support for marriage equality. The people who would vote against Obama for his views on marriage rights arent going to support him anyway. A slight majority of the country now supports marriage equality, according to recent polls. And, with the economy continuing its stubborn slide, the 2012 election will not be won or lost on social issues. In addition, Obamas refusal to evolve on the issue gives cover to our opponents on the right, who routinely cite the presidents opposition to marriage equality in state ghts from California to New York to Maryland. The idea that Obama cant quite get there on marriage is absurd, given that his own administration wont defend the Defense of Marriage Act in court. That move has forced the hand of House Republicans, who are scrambling to nd the money to pay for a pricey private attorney to continue the ght for discrimination. Make no mistake that the Republicans dont want to carry on that ght too publicly for too long. They know that marriage is a losing issue for them advocating anti-gay discrimination doesnt

play with the independent voters who decide elections. And as more and more prominent Republicans endorse marriage equality, its only a matter of time before the party will have to abandon its anti-gay platform language. Unfortunately, the tactics of marriage equality activists dont always help. Last week at Netroots Nation, former Army ofcer Dan Choi tore up an Obama campaign pamphlet and ung the pieces at a volunteer during a panel discussion. The melodramatic outburst minimizes the myriad accomplishments of Obamas administration, from repealing Dont Ask, Dont Tell to declaring DOMA unconstitutional. Sometimes theres a ne line between advocacy and grandstanding. There are more effective ways to push Obama on marriage than to attack and embarrass low-level campaign volunteers. The upside to all the mainstream media attention now being focused on Obamas marriage views is that by the next presidential election, it will be untenable for a Democratic presidential nominee to oppose marriage equality. Better to be on the right side of history and consistent with that 1996 questionnaire than to continue playing this silly game. Come on, Mr. President, we know where you stand. Just say it out loud.

We must work to stop infections, expand access to treatment
to stop new infections and ensure those living with HIV have access to treatment. The District of Columbia has a generalized epidemic with 16,721 of our residents diagnosed and living with HIV. Our epidemic has all three modes of transmission heterosexual contact, men who have sex with men and injection drug use at high levels impacting all population groups, ages, races/ethnicities and 7 out of 8 of our wards. While the D.C. metropolitan area may have this large and complex epidemic in most of our city, we are not alone as sections of other cities Atlanta, Chicago, Miami have trends similar to ours, and we have the opportunity to learn from each other on how best to address this disease. In the District, our core strategy to reduce HIV is routine testing, timely linkage to and retention in care and treatment and prevention to change behavior to healthy and safe sexual activity. As we mark National HIV Testing Day, D.C. has been a national leader in HIV testing. We have nearly tripled our publicly supported tests from 43,000 in 2007 to 110,000 in 2010. We have engaged our medical community to incorporate routine testing as well as innovative testing at our DMV ofce. D.C. recommends an annual test for all adults and adolescents and twice a year for gay and bisexual men. It is treatment that is the critical component of our strategy and Mayor Gray has made Treatment on Demand the cornerstone of our plan to ght HIV in D.C. We know that treatment works to control HIV. We know that the combination of an HIV diagnosis and treatment change peoples behavior to stop further infections. And now we know that new science is showing treatment itself reduces the chance of spreading the virus. In other words, treatment is prevention. We are diagnosing people earlier in their disease and getting them entered into treatment. More than 75 percent of persons in D.C. entered into care and treatment within three months of their HIV diagnosis. Earlier diagnosis and treatment has led to a 30 percent decrease in the number of new AIDS cases from 2005 to 2009. And we have seen a decrease in the number of deaths among persons with HIV/AIDS by more than half from 326 in 2005 to 153 in 2009. When Mayor Gray assumed ofce in January 2011, I was determined to assemble the experts, the providers on the frontline, the persons living with HIV and other stakeholders to assess our course in responding to the epidemic and develop new recommendations to improve our efforts. Mayor Gray appointed and co-chairs the Mayors Commission on HIV to build on our work and provide a fresh set of eyes to improve care for people living with HIV and ending the epidemic in our city. Our work and the Commissions recommendations will be in the spotlight of the world when Washington, D.C., hosts the International AIDS Conference AIDS2012 in July next year. This is the rst time in 20 years that the conference will be in the U.S. We intend to showcase the success of our programs, rooted in our data-driven and scientic-based approaches. We are at an exciting crossroads in the domestic epidemic. We have a national strategy for the rst time in 30 years. We are in a new era of collaboration and innovation. We must not let the old silo approach derail the opportunity to change the course of the HIV epidemic. We owe it to the pioneers over the past 30 years who lost their lives ghting and to our contemporaries to ensure that the next generation is HIV free.

Gregory Pappas, MD, Ph.D., is senior deputy director of the HIV/AIDS, Hepatitis, STD and TB Administration for the D.C. Department of Health.

Thirty years ago this month, the rst case of AIDS was reported in the United States. Since 1981, more than 1 million people in the U.S. have been infected and nearly 600,000 have died. In the District of Columbia, 20,000 people have been infected since the beginning of the epidemic and more than 10,000 lost their lives. While we have made tremendous strides in 30 years and advances in medical treatment mean that a person living with HIV can live a standard life span, we know that we still have more work to do

Gay lefts obsession with race

swiftly pulled a bait and switch further into his column by expanding his examination to all leadership positions within the organization. So imagine my surprise when the author asked is it really that there are almost no queer people of color or women who are Republican? Or his odd statement of questioning why women and minorities are less likely to be in leadership positions within the gay right. At rst glance, I thought so what? But something kept me coming back to his piece. As a black man who serves as president of D.C. Log Cabin Republicans, I should be offended. But Im not. It is nothing more than the status quo from the gay left. The Log Cabin Republicans are a crosssection of not only the GOP, but also of the LGBT community. In the last presidential election, 27 percent of gays voted Republican. We range from RINOs to rightwingers to proud members of the Tea Party. We are well off and upwardly mobile, as well as lower to middle class just getting by. We are white, black and brown, male and female and even transgender. But this is an anathema to what many liberals believe. The left believes the Republican Party and the Tea Party movement are comprised of a bunch of rich, white guys who are surely sexist and racist. But tell that to South Carolina Gov. Nikki Haley, or New Mexico Gov. Susana Martinez. Or better yet, the dozen or so minority freshmen Republicans elected to Congress last year who were supported by the Tea Party. But I digress. You couldnt help but wonder if Blaze had taken the same strict scrutiny to our counterparts at the National Stonewall Democrats. While a cursory look at their website showed an abundance of lesbians on its board of directors, there is a dearth of minorities. Yet, no questions from Blaze as to where the black and brown gay Democrats are in leadership positions. Perhaps it doesnt matter that Log Cabin Republicans have women and minorities leading strong chapters in places like D.C., Chicago and San Diego. Thats merely an inconvenient truth. Being a gay Republican is sometimes tough because both sides of the political spectrum discount us. Some on the right dont think were true conservatives. To the left, my individualism reeks of selfishness, self-hate and even betrayal by some. How silly to think the rainbow ag we hold so dear as a community represents strength through diversity. But throwing in the additional identier of being black or brown can often cause apoplectic shock to those in the other party. So, when they say they dont mean to bean count, thats exactly what they mean to do. We create a chasm in the gay lefts demand for political solidarity. When I was rst elected president of the D.C. chapter of Log Cabin Republicans last year, I declined to make an issue of being the rst black president of a chapter. I believed, then as now, that my race should not be an issue. My talents and energies as an activist should be the measuring stick of my success. To quote Martin Luther King, Jr., we should not be judged by the color of our skin, but by the content of our character. The Log Cabin Republicans especially the D.C. chapter have moved beyond bean counting. When will the gay left?

Robert Turner is president of the D.C. chapter of Log Cabin Republicans and can be reached at robert.turner@dclogcabin.org.

We often use race and gender as a way to shame or silence our adversaries. But we should try to go beyond skin color to explore genuine ideas. We are not, thankfully, in the old days of segregation and Jim Crow, but neither are we within a post-racial world yet. In order to get beyond race, we need to deal honestly with people who try to use race to divide or deride. Alex Blaze of the Bilerico Project blog wrote recently that the leadership of Log Cabin Republicans is so white and male. While the author drew the reader in by rst talking solely about the national board of Log Cabin, he

funds for legal medical marijuana and needle exchange programs. Marriage equality is safe so far but we continue to be vigilant on that score as the House now has an open amendment process and when the bill comes to the oor in early July there could be efforts to add more riders. These actions are an assault on democracy in the District of Columbia. What so many across the nation dont realize is that all legislation passed by our duly elected Council and signed by the mayor must go to Congress for a 30-day review before it becomes law. Our budget requires review and approval of Congress before it goes into effect. This isnt a Democratic or Republican issue; it is about democracy and taxation without representation. During Bill Clintons presidency, that slogan was put on D.C. license plates, which he placed on the White House eet of cars. The plates were removed by George W. Bush when he took ofce and President Obama has refused to put them back. In fact, President Obama joined Republicans to throw District residents under the bus in the last budget negotiation. So we cant blame only one party. Congressional Democrats have been better to the District in the past and we can hope that any additional riders placed on the appropriations bill in the House will be removed in the Senate version of the bill and left off after conference. The Campaign for All DC Families, Log Cabin Republicans and other supporters are working to see that we dont have an amendment that would impact negatively on marriage equality in the District. On Saturday, June 25 from 11 a.m. to 1 p.m., there will be a rally and demonstration to put pressure on President Obama to ght any bill that negatively impacts the people of the District. It is important for the LGBT community to join other supporters of Democracy for D.C. at the rally, which will get under way on the corner of 16th and H streets, N.W., at Lafayette Square Park in front of the White House. Making a statement that those who voted so overwhelmingly for the president in 2008 expect him to stand up for us is important. Mark Plotkin, a journalist and avid statehood supporter, has called for someone to run in D.C. as a favorite son/ daughter to make a point to the president that he cant take us for granted. While not supportive of that idea, I am convinced that we need to have a show of strength on June 25 and urge all those who are in town to join with DC Vote, our mayor, other dignitaries and numerous organizations that are sponsoring this demonstration to make it clear that we expect the president to speak out for the democratic rights of the people of D.C. We send our sons and daughters off to ght wars in far-off lands to win rights for individuals around the globe to have their freedom and democracy. They then return home to nd their own rights abridged in our nations capital. The time is now to end the subjugation of the rights of the people of the District. While most of us support President Obama we do have a right to demand that he speak out on our behalf.

Congressional riders on D.C. appropriations bills are nothing new. For years we werent allowed to implement Domestic Partnerships or needle exchange and had education vouchers foisted on us. Two years ago when Barack Obama became president and Democrats controlled the House and Senate, riders were removed from the bill. Now Republicans control the House of Representatives and they are back. Last week, the House appropriations committee once again foisted education vouchers on the District and prohibited spending our own money on legal abortions for poor women or using federal

Publishers ignoring lesbian writers

Readers, writers deserve better from mainstream companies
By JULIE R. ENSZER
The announcement of the 23rd annual Lambda Literary Awards in New York City last month was a wonderful celebration of LGBT literature. Within 24 categories, more than 520 books were nominated by 230 publishers; 114 nalists emerged and 26 winners were named (two categories this year were tied and thus had dual winners.) The Lambda Literary Awards demonstrate the vibrancy of our literary culture. I applaud the winners, nalists and the Lambda Literary Foundation, and, in fairness, I should note that I served as a judge on this years panels, am a frequent contributor of reviews to LambdaLiterary. org, I support the organization nancially. Obviously, I believe in Lambda Literary Foundation and in the vision it has for queer literary culture. While there is much to celebrate in queer literary culture, there is something to bemoan as well, particularly for lesbian writers and readers. The lack of attention by mainstream publishers to lesbian writing, particularly lesbian ction, is appalling. As it has for more than four decades, lesbian publishing is ourishing in small, often lesbian-owned, publishing houses like Bold Stroke Books, Bywater Books, and Naiad Press. These small publishers are vital and important to our literary culture, but they must operate in conjunction with mainstream publishing. By mainstream publishing I mean (generally) New York-based trade publishers, who market books to broad audiences and sell books through mainstream bookselling venues, now primarily big-box bookstores, but also locally owned booksellers. Mainstream publishing brings us Dan Brown, J.K. Rowling, and Stieg Larsson, but it is also brings us Rita Mae Brown, Jeannette Winterson and Emma Donoghue. For the Lambda Literary Awards, lesbian ction is divided into a variety of categories; Ill consider three. First, Lesbian Debut ction. In this category, none of the ve nalists were published by large publishing houses. Perhaps debut ction is more difcult for authors to attract the attention of mainstream publishers. So consider Lesbian Fiction. Of the ve nalists in this category, again, not a single one of the books was published by a mainstream publishing house. All the nalists were published by small, independent presses or a university press. Lesbian Mystery fares a bit better; two books were published by trade publishing houses Val McDermids new book Fever of the Bone (HarperCollins) and Ellen Harts The Cruel Ever After (Minotaur/St. Martins). Why are mainstream publishers important? Mainstream publishers tend to sell more books for authors. They have a larger distribution system, more money to support marketing and advertising for the book. More sales of books mean more income to writers. More income, more writing. More writing, new books by lesbian writers. When mainstream publishing works, it supports writers to do what they do well and it provides a stream of books to readers. So what does the lack of attention from mainstream publishers mean to readers? In short, it means that excellent books by lesbian writers dont get time and attention from the mainstream publishing industry. It means that it is difcult to nd books that have compelling lesbian characters. In reviewing lesbian books nominated for Lambda Literary Awards, among mainstream publishers there is a paucity of books that have lesbians as their central characters. Moreover, too often, lesbian characters are circumscribed to banal narratives about coming out. What we need and want to read are stories of lesbian life and lesbian experience in a variety of settings; we want characters that are real, struggling with something other than coming out; we want characters that are funny, wise, awed and fun. The only place lesbian writers are thriving with mainstream publishers are in books that originate in the United Kingdom. In the U.S., lesbian writers and lesbian readers are overlooked by mainstream publishers. Perhaps they think the market is too small; the audience too niche. This attitude robs us all. Certainly, mainstream publishers are not a panacea for lesbian writers. But in 2010 and 2011, we have had fewer lesbian novels published. Yes, publishing is a beleaguered industry. But lesbian writers deserve better. And lesbian readers deserve better. While I laud the achievements of this years winners and nalists of the Lambda Literary Award, lesbian literature is poorer for the lack of attention by mainstream publishers. We need to take action to change the situation for our literary culture to thrive.

Local drag performers to sing live at Alston House benet
By JULIETTE EBNER
Wig Aid Live, a benet show on Saturday at 8 p.m. is being organized by Chris Dyer, former head of LGBT Affairs in previous Mayor Adrian Fentys ofce, to raise funds for the Wanda Alston House, a program run by Transgender Health Empowerment. Named after the LGBT activist and mayoral appointee who was killed in her home in 2005, the Alston House works to offer pre-independent living services to homeless LGBT youth ages 16 to 24. It provides things such as individual counseling, life skills workshops and job training, support groups and more. Each resident is assigned a life skills counselor and gets their own room in a house with an advocate with extensive experience with housing and LGBT youth issues. Due to city budget cuts and a recent law that states Council members cannot give earmarks, the Alston House lost some of its funding. Dyer is returning to the queen scene with his drag persona, Cookie Buffet, after making only a few appearances in the past four years while working for the mayor. Joining Cookie at Town (2009 8th St., N.W.) will be Special Agent Galactica, Van Cartier Couture, reigning Miss Gay Baltimore, Heliconica Pink and Stevie Starfyre. The show will be hosted and emceed by Miss Lena Lett. Dyer, who is also the facilitator of the

ARETHA FRANKLIN at Wolf Trap Tuesday night.

Ignoring the staples

Recovered Aretha sounded great in Wolf Trap show but omitted most of her big hits
By JOEY DiGUGLIELMO joeyd@washblade.com
If you came for the hits, the evening was a huge bust. If, however, youre of the mindset that an unexpected musical journey off the beaten path can still be a delightful evening, there was much to love at Aretha Franklins Tuesday concert at Wolf Trap. A lot has happened since the Queen of Souls show there last summer. By fall she was suffering from a mystery illness Rolling Stone and other outlets reported was pancreatic cancer. But she emerged this year nally having lost much of the weight that has dogged her for decades while insisting the surgery she had wasnt gastric bypass or any other bariatric procedure. And for those who actually care more about the music than her personal life, it was the richest Franklin season in years her years-in-the-making new album was nally released. Sadly its an overwrought mess but her Columbia era the early 60s run that was Franklins major label debut nally got the r-e-s-p-e-c-t it deserves with a lavish boxset release called Take a Look, a treasure trove of early Franklin material. Considering how dire the health rumors were last fall, it was pure delight seeing a slimmer Franklin on stage this week. Though slightly hobbled by a broken toe she still managed to shimmy a bit on the gospel numbers Franklin looked and sounded great at Wolf Trap. After the rst couple songs, the sound levels of her 21-piece band were perfectly tweaked and several moments, especially an unexpected cut from her 2008 Christmas album (One Night With the King) found the legendary singer belting and wailing in almost as pristine a register as she had in her Atlantic-era (late 60s) glory days. Franklin, while exuding more graciousness than she has in other area concert appearances of recent years, seemed determine to do exactly as she pleased. Shockingly, none of her trademark hits were performed. Respect, Chain of Fools, Natural Woman and Think were glaringly absent from the set list. It felt as though Franklin, at age 69 and with decades of performing under her belt, was ready to do as she damn well pleased. For casual fans seeing her for the rst time, this had to have been a sore spot, but long-time hardcore fans probably found it a delightfully unexpected evening. There were several covers, giving the evening a who-knows-where-shell-gonext feel. Several shes never recorded. The standouts were a rousing take on Jackie Wilsons (Your Love Keeps Lifting Me) Higher and Higher, which opened the show, Keyshia Coles I Remember and most unexpectedly-but-most-deliciously, a soulful rendition of As If We Never Said Goodbye from Andrew Lloyd Webbers Sunset Blvd. A few Franklin B-tier singles did nd their way onto the set list Baby I Love You, Dont Play That Song and two songs her late sister Carolyn Franklin wrote for her Angel and Aint No Way. Things slowed to a near leaden stop during the self-penned How Long Ive Been Waiting from her new album, but picked up again with Sweet 16, the B.B. King song thats also on the new record, one of its few noteworthy moments. The Handel aria Ombra mai fu, which Franklin also sang at last summers Wolf Trap concert, provided nice stylistic contrast. Her Arista-era hit Freeway of Love brought the concert to a wellgreased climax and gave her talented band plenty of time to throw down. The ticket prices were reasonable only $45 for house seats. But a concert like this raises an interesting question to what degree, if any, should rock or soul legends (or any popular performer for that matter) feel obligated to perform their trademark songs? Can you imagine a Stones concert without Satisfaction, Tina Turner without Whats Love Got to Do With It, etc.? Some singers Janet Jackson is a great example seem determined to plow through every charting single they ever had, even if its just a few bars crammed into a compression-tight medley. Some would argue a career like Franklins makes it impossible to touch on everything. Shes had nearly 20 Top 10 Hot 100 singles, after all. But as great as the evening was, without Think, Chain and especially the era-dening Respect, the concert felt incomplete.

Down by the seashore

Studios one-man show a clever exploration of longing and passion
By PATRICK FOLLIARD
Standing on a stage disguised as a stretch of sandy beach, a lone actor dressed in casual street clothes breaks out into his rendition of an old English seafarers chantey. He beckons his listeners to follow him to unknown places and because his song is so full of longing, promise and mystery, we gladly go along for the journey. The History of Kisses David Cales terric one-man show making its world premiere at Studio Theatre is a collection of interconnected monologues detailing mostly random erotic encounters that take place close to and on the ocean. The works central and most likable character James (a gay writer like Cale) is temporarily holedup in a seaside California motel working on a collection of stories about desire and epiphany. His motel neighbors and a few more established friends are the subject of his intimate sketches. Slim and bald, Cale (who not only performs but wrote the show) wholly inhabits his characters whether its Julie, a generally sensible woman who happily recalls her brief but memorable affair with a sexy fat man she picked up on a ight from New York to San Francisco; or Artie, an old married builder from New York who shares about a long ago, chance romantic encounter with Judy Garland on the beach in Malibu. Moments move from funny to poignant. In a dream sequence, Cale transforms into an Australian surng Adonis who doubles as the motels front desk clerk and funnily gives pointers on how to physically please a Sheila (i.e. woman in his Aussie jargon). That same surfer is later brokenhearted when his new married girlfriend dumps him, but ultimately nds dramatic renewal from the sea when hes literally uplifted by a herd of whales. Love-weary James shares his own chance encounter with a middleaged dentist who has recently come out.

His quirky, vulnerable subjects are nely drawn. The material is personal, fun, and even a little heartbreaking. Ultimately, Cale offers an inspiring testimony to human resilience. Across town at the H Street Playhouse where SCENA is presenting Finnish-Estonian playwright So Oksanens Purge, life is dangerous and memories are more painful. Set in both 1991 Estonia as well 1950s Estonia under Soviet rule, the bold drama tells the story of three generations of women who are the victims of sexual violence and the ongoing trauma that ensues. Tucked away in her rustic, neatly tended dwelling old Aliide (Kerry Waters) bides her time in a changing world. Despite misgivings, she gives refuge to Zara (Colleen Delaney), a badly beaten woman on the run from pimps. In ashbacks we learn the old womans younger self (Irina Koval) and her young niece were once ADVERTISING abused by Soviet soldiers. CHRISTOPHER PLUMMER and EWAN MCGREGOR in Beginners.

Stunted emotions
Beginners nds father and son stumbling in life and love
By STEVE FOX
Beginners will stir your emotions. Told in ashback, the script for the recently released lm is loosely based on the story of the relationship between writer/director Mike Mills and his parents. In his sophomore directorial effort in feature lms, Mills weaves the tale of Oliver (Ewan McGregor) and his new love Anna (Mlanie Laurent) with the tale of his father Hal (Christopher Plummer) coming out during his twilight years. Its obvious from the start that this is a personal and real story. Mills does an extremely effective job in telling an emotional tale without treating the audience as if they are unable to relate. The result is a wonderful lm about the complexity of life and interpersonal relationships. After 44 years of marriage, Hals wife dies and he is diagnosed with terminal lung cancer. After sharing the recent diagnosis with his son Oliver, Hal also announces that he will be living the remainder of his life fully out as a gay man. The result is a balancing of perspectives between father and son. We soon witness Hal enjoying his gayness, as opposed to what he describes as living theoretically gay. Hal places a personal ad and enjoys house music for the rst time. He loves to shop and host theme parties with his growing circle of friends. He is indeed relishing in his new-found freedom and joy away from the coldness and sadness of an unemotional marriage. Not yet sharing the wisdom of his father, it seems Oliver will need to catch up. The story drives home how much our own personal relationships can be affected by the dynamics and connections that we have with our parents. As a young child, Olivers mother struggles with an emotionless marriage and encourages her son to confront frustration by going into his room and screaming out loud in order to bring about catharsis. While some may argue the power of a good yell, the scene is an effective way of illustrating what can result in a relationship based on secrets and poor communication. Her approach to managing her marriage was a sign of the times, yes, but the actions obviously carried on into her own sons relationship. Hal imparts periodic dating and personal advice to his son. The advice seems to fall on pessimistic ears. Its clear Oliver never witnessed any sign of true love between his parents. The ensuing personal struggle for Oliver to embrace his own happiness is the story that makes up the majority of the lm. Oliver is having a hard time being social and is focused on sadness as a concept. Oliver meets a girl named Anna and we witness them both struggle through the start of the relationship. Whether we like it or not, the model that our parents provided is one that we so often draw from when managing our own relationships. In two particularly moving scenes, Anna and Oliver struggle with communicating and nd themselves coping with the awkwardness through non-traditional PROOF#: CR means. The couple write on a pad due to a case of laryngitis and role-play over the phone while in the same hotel room. They want to connect on a deeper level than their respective parents ever could. Oliver narrates the story for us and moves the movie along at a nice pace. Drawing on historical references in gay America, the storys poignancy is driven home as the audience is reminded at how far the gay movement has progressed in the last 50 years. Interestingly, there is a brief sequence where The Mattachine Society, an early gay rights group, is referenced. The Washington Chapter of the Society was the instrumental in starting the Blade. While the historical references are interesting and provide context for Hals unabashed excitement with his life out of the closet, the real power of this movies lies with the characters. The movies script is creative in bringing about character development and the audience experiences understanding and a closeness with each of the characters as the movie progresses.

in swim meets. The DCAC fees are $35 per year along with pool dues which are contingent on how often you train. The group offers 90-minute practices six times per week. The practices, which are run by paid coaches, emphasize stroke technique, building strength, endurance and aerobic conditioning. The team itself is run entirely by swimmers who volunteer their time. On Saturday, DCAC will host the 20th annual Maryland Swim for Life in Chestertown, MD. The event is sanctioned by United States Masters Swimming and will begin and end at Rolphs Wharf on the Chester River. Athletes have the choice of competing in 1-, 2-, 3-, 4- or 5-mile open water races and must raise $100 to participate. Proceeds from the event benet various small organizations that assist individuals and families affected by HIV/AIDS in the D.C. metropolitan area, along with the Chester River Association. According to Wonkee Moon, co-race director, DCAC plans to welcome about 150 competitors from across the MidAtlantic region in hopes of raising $20,000 for local charities. DCAC has hosted the Swim for Life event for 10 years and has helped raise over $200,000 during that time. After they wrap up their open water event this weekend, the swimmers will be turning their efforts to the pool as they head to Honolulu where they will compete in the IGLA World Championships from July 6-10. DCAC is sending 42 swimmers who range in age from 23 to 68 and will be competing for the large team trophy. DCAC won the large team trophy for the rst time at the 1995 IGLA Championships in Montreal. Its swimmers continued to win the trophy awarded to the team amassing the most points in eight of the next 10 IGLA Championships where they were eligible for prize. Good luck to the globetrotting swimmers as they try to grab the IGLA Championships for the ninth time. More information on the team can be found at www.swimdcac.org.

Back in 1996, I was competing in triathlons in the Mid-Atlantic region and was cross training in multiple sports. A former swimming rival from Ohio, Paul Frentsos, told me about an LGBT swim team in D.C. called the District of Columbia Aquatics Club (DCAC). I ended up competing with them at the International Gay and Lesbian Aquatic (IGLA) Championships that year and have been a member ever since. The team began in 1987 when a few of the members of the Washington Wetskins water polo team decided to compete in swimming as well as water polo at the IGLA Championships that year. Alston House community advisory committee, said some other performers may be added, but nothing had been conrmed as of Monday afternoon. There is a major difference between this show and most other drag shows. All the performers will be singing live. Ive always wanted to do a drag show where all the queens sung live, says Dyer, who classies his singing as a talented amateur and has previously sung live as part of his performances with the group, Crack. Theres a certain fun in singing live. There are not too many drag queens who sing live as part of their regular performances; Dyer cites Ella Fitzgerald, who performs at Ziegfelds. The songs performed will be eclectic for sure, ranging from the Violent Femmes to Annie Get Your Gun. Jeffrey Johnson, who performs as the pink-haired Galactica, had recently begun singing live prior to this event, including his rst live showing at this years Pride festival. He says there are different demands to singing live than there are to lip syncing. When lip syncing, a performer has to match the energy and intensity of the prerecorded song. When singing live ... youre actually using your own lungs and vocal power to be able to perform, says Johnson. If I woke up one day and I had a cold ... sore throat .... thatll affect your singing voice. Johnson recently performed at Black Fox Lounge and with the live singing, his musical director, known as Captain Satellite, and a band known as the Escape Pods, hes able to give a little more of a back story to Galatica, comparing it to cabarets where the singer talks about themselves to transition from song to song. Johnson, who used to run Ganymede, a gay and lesbian theater company, thinks its important to support many gay issues and if someone is going to be out there, it not be a selsh thing. Its important to use your talent, use your time, use your energy, to support

various causes, says Johnson. Im pleased that they thought about me and asked me. After this benet, Galatica can be seen on July 15 for a free show at ACKC Cocoa Bar. Also performing will be singers from the Gay Mens Chorus, but Dyer emphasizes that the Chorus is not performing, just individuals who happen to be members. Tickets are $10 and all proceeds, including tips given to the performers, will go to the Alston House. Its so important to raise money for the Wanda Alston House, says Dyer, adding that while he always says hed like to raise $2.3 million, realistically, the goal for the evening is anywhere between $5,000 to $15,000. Dyers says that already at least 30 youth have stayed in the Alston House and gone on to get jobs and their own housing and that the house has exceeded its expectations, thinking youth would need to stay there longer than many have. According to a report released by the National Gay and Lesbian Task Force, entitled LGBT youth: An epidemic of homelessness, the US Department of Health and Human Services estimates the number of homeless and runaway youth to range from 575,000 to 1.6 million per year. The Task Force estimates 20 to 40 percent of all homeless youth identify as LGBT. In one study the Task Force looked at for their report, 26 percent of gay teens who came out to their parents or guardians were told they must leave home. Homeless LGBT youth are more likely to use drugs, participate in sex work and attempt suicide. LGBT youth have also reported they are threatened, belittled and abused at shelters not catered to LGBT residents by the staff and other residents. This is the fth Wig Aid show Dyer has organized. The previous shows helped benet SYMAL, Youth Pride and a crystal meth campaign. But they did not feature live singing. Old Town charm

Some Va. neighborhoods are enticing enough to stay in year round
By SUE GOODHART
Whether you are heading to the beach every weekend or staying in town throughout the summer, this season is a great time to sell your home or purchase a new property. This summer, rates have remained low and the stock market has made gains, giving buyers confidence to make purchases. However, the fall season may bring changes to FHA financing loan limits, making summer a great time to buy or sell. Summer is especially hot with relocation activity, given the many transitions that take place in early fall. If you are thinking about selling as the season continues, remember what purchasers are looking for during warm weather months: clean airy spaces, welcoming landscapes and comfortable outdoor spaces. Keep your home an escape from the heat and provide buyers with the opportunity to envision themselves living and entertaining in your outdoor space. Keep outdoor spaces looking crisp by applying a fresh coat of paint to your front door or adding a summer wreath to hang. Make sure your outdoor spaces are swept, the pollen is brushed away and even think about planting hearty flowers, which will not wilt in the heat. Finally, as buyers are searching for their new home in the hot weather, make sure to leave your driveway open so it is a quick trip inside to the cool refuge of your home. Bring summer inside by clipping a hydrangea from the yard or dropping by a local florist for a couple of bright flowers to place in clear vases. A fresh house and a clean outdoor space will ensure that purchasers stay in your home longer. If you enjoy working in your garden, landscaping or hosting outdoor fetes, the summer is a great time for you to look for a new home. Increasingly, purchasers are becoming more attracted to homes set in scenic areas or in proximity to bustling outdoor spaces. One of our featured listings, 4833 Maury Lane in Alexandria, has become incredibly popular given the uniqueto-the-area outdoor space it provides. Crossing over a small pond to enter, Maury is set in a grove of trees and is cooled by an arbor of high branches and treetops. While the spacious back deck and full bar is perfect for entertaining, the tranquility provides a commune to connect with nature. However, when it is time to get back to work, Maury is just minutes away from 395 you can be in D.C. in no time. Summer weather also provides an incentive to find a nearby bike path, frequent a farmers market Saturday morning or try the outdoor seating at a local restaurant. At 103 Prince Street in Old Town Alexandria, luxury style living and the convenience of outdoor spaces meet. With a secluded alcove, down a private passageway, 103 Prince Street provides a secret escape to drink your morning coffee or dine al fresco at night. If you feel like venturing out, Old Town Alexandria is always alive with activity. From the bike path, which runs along the waterfront and up to historical Mount Vernon, multiple marinas for boating and water sports, to

the many local restaurants with outdoor seating where you can relax and mingle with friends, Old Town is a great place to live when the weather heats up. While others migrate to the beach every Friday afternoon, Old Town residents often stay to enjoy all the area has to offer. If you are looking to buy this summer, experience the local areas for yourself. Take a walk in the neighborhood or

stop by a local restaurant for a cocktail or a quick bite. If you can see yourself staying in town when the summer heats up rather than heading on a getaway, the home and neighborhood are worth considering.
