1. Name an organization which has recently been in the news. Study their website and the news
articles in the various media. Answer the following questions:

EEI Corporation (EEI) was founded by Rey Parker on April 17, 1931 as machinery and
mills supply house for the mining industry. The Company eventually expanded into
construction services, supply of manpower in the Philippines and overseas, and
distribution of a range of industrial machinery and systems. EEI Company owned by
Roberto Jose L. Castillo is a member of the Yuchengco Group of Companies, a
conglomerate with interests in banking, education, financial services, property
development and renewable energy.

EEI Corporation is recognized as one of the leading construction companies in the


Philippines, known for the quality of its work and the excellence of its workforce. It has
the broadest range of construction and engineering services, with expertise in the
construction of large-scale heavy and light industrial projects, infrastructure, and property
development projects all over the world.
Over the years, EEI has built several power plants, refineries, petrochemical plants,
cement plants, mining facilities, industrial plants, buildings, schools, hospitals, roads,
bridges, seaports, airports, railways, water distribution stations, flood control systems,
steel structures and modular assemblies.

EEI is quadruple-A rated as a General Engineering Contractor. This is the highest rating
for contractors issued by the Philippine Contractors Accreditation Board (PCAB) under
the Department of Trade and Industry. The Company also holds ISO 9001, ISO 14001,
and OHSAS 18001 certifications for quality, environment management, and occupational
health and safety standards. As such, it is a preferred contractor of global Engineering,
Procurement and Construction Companies.

a.) What challenges is this organization facing?

The main challenge that EEI Corporation faced is about the issue of the Metro
Manila Skyway Stage 3 project. The incident led to 1 dead and 4 injured people.
Therefore, the Department of Labor and Employment’s (DOLE) National Capital
Region (NCR) office issued a work stoppage order against EEI Corporation and
ordered them together with the subcontractors of the Skyway extension project to
pay the administrative fines ranging from PHP80,000 up to PHP170,000 for each
day of non-compliance with occupational safety and health standards.

b.) Which projects could you define for these?


EEI Corporation is one of the contractors of the Metro Manila Skyway Stage 3
project. On November 20, 2021, a steel girder fell on 6 vehicles along the East
Service Road in Barangay Cupang, Muntinlupa. Project contractor EEI
Corporation said that a crane was being positioned when it tilted and fell on the
steel girder that spanned the two posts of the northbound Skyway extension
project.

c.) What results should they produce, and what are the related benefits?

San Miguel Corporation, the concession holder of the Skyway Extension project,
has issued an apology to the victims of the accident at the project site. Alongside
the apology, is the company’s assurance to the victims that their needs and
essentials will be taken care of. In a statement released to the media, SMC
president and chief operating officer Ramon S. Ang said that although EEI
Corporation was the one handling the construction of the project, the SMC, as
project proponent, is taking the responsibility to take care of the victims. The
SMC chief also vowed that the incident will be investigated thoroughly, and that
company and its contractor EEI will make sure even stricter measures are in place
at the project site. Therefore, the two firms should be more careful and lay out the
safety protocols that will be implemented to prevent similar accidents from
happening during the construction of the Skyway extension project.

2. Your team is planning to start a Construction and A/E Consulting Company in the Philippines
after graduation. Align with IPMA ICB 4.0 Perspective Competence Element No.2, your team is
tasked to list down and briefly describe the government regulations to be complied and industry
standards to be used for successful Construction and A/E Consulting Service Company.

Compliance, standards and regulations


Definition
The compliance, standard and regulations competence element describes how the individual
interprets and balances the external and internal restrictions in a given area such as country,
company, or industry. Compliance is the process of ensuring adequate adherence to a given set of
norms. Compliance requirements operate on a spectrum from voluntary and informal to
mandatory and formal. Standards and regulations influence and define the way projects should
be organized and managed to be feasible and successful. Standards and regulations address
compliance with requirements that include legislation and regulations, contracts and agreements,
intellectual property and patents, health, safety, security and environmental protection and
professional standards.
Purpose
The purpose of this competence element is to enable the individual to influence and manage the
alignment of the relevant standards and regulations within the permanent organization; the
relevant sources of legislation and the standards and norms of both the organization and the
wider society and to improve the organization's approach to these areas.

Description
Projects face different restrictions and requirements for developing a product or service
alongside the effect of the productions and project management processes. These restrictions
correspond to the geographical, social and professional specifics of the project and its external
environment in the form of laws, standards and regulations. Before starting a project, the
individual needs to analyze the scope and configuration of the project and seek out the relevant
standards and regulations that will have a direct or indirect influence on it. The relevant
standards and regulations should be considered as potential risks and opportunities that need
management attention. Compliance with relevant standards and regulations may affect the
organizational structures, processes and culture. In the domain of project management, the
individual may be called upon to understand and integrate relevant standards and regulations
within their project.This competence element includes benchmarking and improving the
organizational project management competences. Developing project management competence is
a constant process, a part of an organization's continuous improvement strategy and the duty of
every individual. It involves learning and improving strategies for influencing the project
management culture in organizations. The individual should use this competence to demonstrate
how all parts and layers of the management system might be improved. By increasing the
project, program or portfolio management competence, the organization increases its ability to
choose and perform successful project, program, and portfolios and thus achieve the
sustainability of the organization.

Description

environment and then applies HSSE protective measures when necessary. The individual
balances economic, social and environmental aspects of the project to meet the requirements for
sustainable development to make the project results sustainable.

Description
The benchmarking project management competence is a process of continuous improvement by
comparing the organisation's project management processes with those which are identified as
good practise. The individual strives to develop project management competence. The good
practises can often be identified as those that apply in world class organisations. Usually these
organisations are promoted as stop project management performers and have one internationally
recognised project management award. The purpose of the benchmarking processes is to gain
superiority in project management by acquiring the know-how of a superior organization.
Organisational benchmarks often follow a staged maturity or competence model of organisations
defining what structures, processes, methods and individual skills an organisation has to fulfil in
order to reach a certain maturity level or class of competence. Benchmarking can be conducted
on an internal basis (against different projects within the organisation), a competitive basis
(against an organisation which is a direct competitor often hard to tackle ) a functional or generic
basis ( against an organization not competing in the same market or within the same industry ).
Individuals always try to improve their project management in a way that contributes to the
organization's strategic goals. Furthermore, the individual is able to identify the governing
processes and structures (e.g. a project management office) relevant to the project management
processes and is able and willing to do or suggest improvements on an organisational. Finally,
improvements made are disseminated throughout the organisation.
