1 Scope

1.1 This specification together with the Purchase Order defines the minimum
requirements for aqueous film forming foam (AFFF) concentrate (hereinafter
called concentrate) used in mechanically producing air foam from fresh and sea
water with air-aspirating and non-air aspirating nozzles for fighting liquid
hydrocarbon fires.

1.2 This specification also includes the qualification procedure for initial approval
of concentrate under this specification.

2 Conflicts and Deviations

Any conflicts between this document and other applicable Mandatory Saudi Aramco
Engineering Requirements (MSAERs) shall be addressed to the EK&RD Coordinator.

Any deviation from the requirements herein shall follow internal company procedure
SAEP-302.

3 References

References listed below are a part of this specification to the extent specified herein and

Military Specification
MIL-F-24385F Fire Extinguishing Agent, Aqueous Film Forming
Foam (AFFF) Liquid Concentrate, for Fresh and
Saltwater

4 General Requirements

4.1 Buyer's Representative

The Buyer's Representative in this specification shall be the Manager of the Fire
Protection Department.

4.2 Qualifying Procedure for Initial Approval

To initially qualify a concentrate as acceptable under this specification, the


manufacturer of the concentrate must submit the following in writing to the
Buyer's Representative except as modified in paragraph 4.3:
A. Certification from a testing laboratory or laboratories recognized by the
Buyer's Representative that they performed the testing as specified herein
together with a record of their test results.
B. Certification from the manufacturer that the concentrate passed the tests
and met the requirements specified herein and is suitable for the intended
use.
C. A list of the laboratory tests used by the manufacturer to confirm that the
final product meets the requirements of this specification. This list shall
also show acceptable results of the laboratory tests. This information will
be used by the Buyer's Representative's inspector in final inspection of the
concentrate prior to shipments.

All qualification tests and certifications shall be at no cost to Saudi Aramco.

The Buyer's Representative will decide whether information presented by the


manufacturer satisfies the requirements of this specification.

Before proceeding with testing, the manufacturer may submit the name of their
proposed testing laboratory or laboratories to the Buyer's Representative for
approval.

After initial qualification of a concentrate, the Buyer's Representative may


require re-qualification periodically.

4.3 Exemptions from Qualifying Procedure

Concentrate listed by Underwriters Laboratories and certified by the


manufacturer as meeting the United States Military Specification MIL-F-24385F
may be accepted by the Buyer's Representative at his option without the
certifications listed herein in paragraph 4.2, items A and B. Such acceptance
shall not relieve the product of passing the tests as specified in Section 5 and
meet the requirements of the 20 year shelf life guarantee.

5 Qualification Tests and Requirements

5.1 Shall pass current UL 162 and MIL-F-24385F test and qualification requirements.

5.2 The foam shall be listed for use from 2°C to 49°C or better.

5.3 Shall pass current UL 162 tests for Type 2 and Type 3 discharges.

5.4 In addition to the above requirements, the foam shall pass the same UL 162 tests
using premium grade gasoline (MTBE blend ≥10%) as a fuel. Tests shall be
conducted on an annual and as requested basis, and be witnessed by a Saudi
Aramco inspector. Complete reports, including the fuel analysis, shall be
prepared and submitted to the Buyer’s Representative. These tests will be at the
complete expense of any potential manufacturer.

6 Packaging and Labeling

6.1 The concentrate shall be supplied in 208.2 liters (55 U.S. gallons) shall be
supplied in steel polyethylene - lined drums.

6.2 Each container shall have three labels written in English.

6.2.1 Two labels shall be centrally positioned on both sides of the container,
directly opposite of each other.

6.2.2 The third label shall be located centrally on the top of the container.

6.3 The labels shall be clearly legible and permanently attached to the container.

6.4 The labels shall include the following information:


- SAP Material # 1000124997
- Type of Foam
- Foam Concentrate Percentage
- Manufacturer Name and Address

7 Inspection

Inspection of concentrate will be performed by the Buyer's Representative per Saudi


Aramco Inspection Requirements Form 175 “Firefighting Foam Concentrate
Inspection”, attached to the purchase order. This inspection will verify that the
manufacturer's laboratory test results on the concentrate are acceptable when compared
to the results submitted by the manufacturer when initially qualified as an acceptable
manufacturer. The following properties of the concentrate will be verified in this
inspection:
- Composition
- Usable temperature range
- Viscosity
- Specific gravity
- Flash point
- Toxicity
- pH
- Shelf life
- Sedimentation
- Foam expansion
- Foam drainage time
- Fire performance (fire test, sealability, and burnback test)
- Compatibility with other concentrates
- Compatibility with potassium bicarbonate
- Proportions of concentrate to water for required foam quality
- This inspection will also verify that the foam and the containers meet the
requirements of UL 162 and MIL-F-24385F and listed on the U.S. Navy Qualified
Products List (QPL) 24385.
