1 Scope
1.1 This specification together with the Purchase Order defines the minimum
requirements for aqueous film forming foam (AFFF) concentrate (hereinafter
called concentrate) used in mechanically producing air foam from fresh and sea
water with air-aspirating and non-air aspirating nozzles for fighting liquid
hydrocarbon fires.
1.2 This specification also includes the qualification procedure for initial approval
of concentrate under this specification.
Any conflicts between this document and other applicable Mandatory Saudi Aramco
Engineering Requirements (MSAERs) shall be addressed to the EK&RD Coordinator.
Any deviation from the requirements herein shall follow internal company procedure
SAEP-302.

MIL-F-24385F Fire Extinguishing Agent, Aqueous Film Forming
Foam (AFFF) Liquid Concentrate, for Fresh and
Saltwater
4 General Requirements
The Buyer's Representative in this specification shall be the Manager of the Fire
Protection Department.
Before proceeding with testing, the manufacturer may submit the name of their
proposed testing laboratory or laboratories to the Buyer's Representative for
approval.
5.1 Shall pass current UL 162 and MIL-F-24385F test and qualification requirements.
5.2 The foam shall be listed for use from 2°C to 49°C or better.
5.3 Shall pass current UL 162 tests for Type 2 and Type 3 discharges.
5.4 In addition to the above requirements, the foam shall pass the same UL 162 tests
using premium grade gasoline (MTBE blend ≥10%) as a fuel. Tests shall be
conducted on an annual and as requested basis, and be witnessed by a Saudi
Aramco inspector. Complete reports, including the fuel analysis, shall be
prepared and submitted to the Buyer’s Representative. These tests will be at the
complete expense of any potential manufacturer.
6.1 The concentrate shall be supplied in 208.2 liters (55 U.S. gallons) shall be
supplied in steel polyethylene - lined drums.
6.2.1 Two labels shall be centrally positioned on both sides of the container,
directly opposite of each other.
6.2.2 The third label shall be located centrally on the top of the container.
6.3 The labels shall be clearly legible and permanently attached to the container.
