Respectfully Sheweti,

1) That the petitioners are residents of and registered voter member , currently
falling in Provincial Assembly Constituency PP-114 Fabalabad-XIEII as per
the prelim inary delimitation proposals list published by Honble Election
Commission of Pakistan on 31.5.2022 (copy enclosed at Annex-A).

2) That as per preliminarSr delimitation proposals Provincial Assembly

Constituency PP- I 14 Faisalabad-XVlll has been delimited strictly in
accordance with the principles of Delimitation as laid down in Section 20 of the

Election Act, 2Ol7 i.e. Conqractness, Terttoial Unitg and Unifurmttg,

Conuenience of general public.

3) That the Detimitation Committee has completed its task a:rd delirnited the
constituencies by applying judicious and independent mind keeping in view the

guidclincs of Dlecl.ior,s A$ 2A17. ir is for tlre first time in history of District

Faisalabad constituencies are delimited without considering extrinsic factors or

favouring any paiticular person or group.

4) That the Delimitation Committee prepared the prelim inar5r proposal for

Constituencies PP-114 Falralabad-XVlll wherein, geographlcal cornpactlett,

phyrlcd featuree, exlrtlag boundarles of adrlalstratlve unlts, facllltler of

comaunlcatlon, publlc corvealence and all other cognate fectorr are
eonplled aad kept lntact/proteeted shlch fully earured homogeaelty in

creation of above said constituency as per the requirements of Section 20 of the

Elections Act,2Ol7 and Rule lO of Election Rule, 2017.

5) That petitioner and majority of the registered voters of above mentioned

constituencies are completely satisfied and fully support the prelirninary
proposal of PP-114 Fabalabad-XVIII, however there is every likelihood that

people of vested interests for their pottical benefits may challenge the
preliminary proposals prepared by Delimitation Committee and published by

honourable Election Commission of Pakistan in order to achieve ulterior

motives which is not warranted by law on infsl nlip amongst ot-her grounds,
a. That notice to and hearing tJre petitioners and other registered voters of

PP-114 Faisalabad-XVlll is requirement by virtue of legal maxim Audi

Alteram Pariem, a[ interested voters of the mentioned

constituenciesshall be provided opportunity of being heard.

b. That preliminary proposals of Delimitation Committee as published by

Election Commission of Pakistanhave been prepared strictly in
accordance with law and convenience of respondent No.2

c. That 1fu6 pelimitafion Committee has exercisedits jurisdiction vested in it

under the law.

d. That preliminary proposalsprepared bythe Delimitation Committee has

resulted in great service to justice and convenience to the voters of two

constituencies.

e. That the preliminary proposalshave been prepared carefullyafter

thorough consideration of all the required factors, and isbased on ground

realities and according to law.

6) That valuable rights of tJ e petitioner and other inhabitants/voters of Provincial

Assembly Constituency PP-114-XUI Faisalabad are attached in the instant

case and in case any representation is liled against these prelirninarSr
proposals, petitioners shall have the right to be heard in the best interest of
justice

7) That Honble Commission is fully powers under section 4 and 21 of the

Elections Act,2Ol7 to entertain tle instant representation .

8) That this Hontle Commission is empowered under Section 4 of the Elections

AcL 2Ol7 to do complete justice and to do all the acts necessary where no
provision or sullicient provision exists.

PRAYER

In the view of above mentioned circumstances it is humbly requested that this

Honble Commission rnay very graciously approve the prelim inar5r proposal of PP-

114 Faisalabad-XVlll published vide notification dated on 3l-5-2O22 and may be

pleased to declare and publish the same in final fist of constituencies.

It is further prayed that this Honble Commission may very graciously provided the
opportunity of hearing to the petitioners in case the preliminar5r proposal of PP-
I 14 Faiselabad-XVlll is challenged before the Hontle Commission by any
registered voter.

Any other relief which Hon'ble Commission deem lit may also be granted in the

best interest ofjustice.
