EXECUTIVE ORDER NO.01 SERIES OF 2019

“REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE IN DRUG
CLEARING OPERATIONS”

WHEREAS, the rampant drug related incidents lingered in our community despite in the comprehensive efforts of
the PNP and other law enforcement government agencies.

WHEREAS, collaborating in illegal drug activities triggers various ill effects such as self-destruction and committing
heinous crimes that are mostly linked to drug related cases.

WHEREAS, the presence of illegal drugs is deemed to threaten the peace and order in our communities
nationwide and thus the barangay is categorized as the first line of defense for the campaign against illegal drugs
should lead to combat in drug clearing operation.

NOW THEREFORE, I, CLIFFORD A. MAY, Punong Barangay, of Barangay Suba in the Municipality of Bantayan,
Province of Cebu, by virtue of the powers vested in me by law, do hereby order the revitalization of Barangay Anti-
Drug Abuse Council and their role in drug clearing operations of Barangay Suba, Bantayan, Cebu.

Section 1. COMPOSITION OF THE BADAC. The Barangay Anti-Drug Abuse Councils (BADAC) has the following
composition:

Section 2. POWER and FUNCTIONS:

1. Conduct regular meetings at least once a month and call for special meetings whenever necessary;
2. Plan, strategize, implement and evaluate programs and projects on drug abuse prevention in the Barangay.
3. Organize the BADAC Auxiliary Team to compose an ideal number of 25 members per 2000 population of the
barangay representing puroks or sitios;
4. Orient the BADAC Auxiliary Team on their roles and functions in formulating plan of action to address the
problem;
5. Equip the Barangay Tanods and BADAC Auxiliary Team of their roles and functions in the campaign against
street – level illegal drug trade through seminars and trainings;
6. Coordinate and collaborate with other institutions implementing programs and projects on drug abuse
prevention at the Barangay level.
7. Continuously gather and update data on all drug related incidents and its effect on the peace and order
situation in the Barangay including listing of suspected drug users and pushers.
8. Submit a monthly report to the Municipal Drug abuse Council (MADAC) copy furnished the DILG Municipal
Field Office;
9. Refer suspected drug users to the MADAC abd other institutions for corresponding counseling and/or
rehabilitation;
10. Conduct an information, education campaign on illegal drug demand reduction;
11. Monitor disposition and progress of drug related cases filed; and
12. Perform other related functions.

A.2. FUNCTIONS AND DUTIES OF THE COMMITTEE ON OPERATIONS:


a) Prepare and maintain a confidential list of suspected users, pushers, financiers and/or protectors of
illegal drug trade found in the Barangay to be submitted to the Municipal Anti- Drug Abuse
Council copy furnished the Pulis sa Barangay assigned to the Barangay;
b) Establish rehabilitation/referral desks and process applications for rehabilitation of drug dependents.

(PRE-OPERATION)
c) Identification of drug affected house clusters, work places, streets, puroks and sitios where manufacture,
delivery, sale or use of illegal drugs are being conducted and to report the same to the PNP or the
Philippine Drug Enforcement Agency (PDEA)
d) Conduct administrative searches of suspected drug dens/ laboratories
e) Conduct briefings, meetings prior to the launching of operations to ensure positive results and safety of
the operating teams and the community.

(DURING OPERATIONS)
f) Ensure the safety of the community and regularity of the operations.
g) Ensure that there is an elected Barangay official present during the operations to witness the inventory
of seized drugs/paraphernalia.
h) Extend such other necessary assistance to the PDEA and PNP authorities in its operations against illegal
drugs including but not limited to the preservation of evidence and protection of witnesses and suspects
against unlawful acts.

(POST OPERATIONS)
a) See to it there is an elected Barangay official present during the operations who shall execute an affidavit
and act as witness.
b) Submit reports of drug – clearing operations conducted, if any to the Municipal Drug Abuse Council copy
furnish the DILG Municipal Field Office.

B.2. FUNCTIONS AND DUTIES OF THE COMMITTEE ON ADVOCACY :


a) Coordinate and collaborate with other institutions in the Barangay if any in implementing programs and
projects on anti-illegal drugs.
b) Conduct consultative meetings with organizations in the Barangay such as the Parent Teachers
Associations, Youth Groups, puroks, Tricycle Operators and Drivers Associations and other associations
in the Barangay to get their commitment to assist in curbing the drug menace in the community.
c) Strengthen the family by promoting values, parental care and guidance that will promote children from
attempting to and/or use of prohibited drugs.
d) Strengthen the linkages of the barangay officials with the community and higher LGUs, local police and
PDEA on anti-illegal drug campaign;
e) Conduct necessary seminars for the community on the dangers of illegal drugs in coordination with PNP.
f) Empower the community in reporting drug related cases through an award/commendation system; and
g) Identify and implement sustainable livelihood projects and reintegration program to former drug
pushers.

Section 4. EFFECTIVITY. The order is effective immediately.
