Supporting Pre-requisites for Participants of Virtual Hearing

a) Broadband Internet Facility>= 2 Mbps (Mobile internet connection are not


recommended)
b) Desktop/Laptop, with working
i. Inbuilt Camera or External Desktop supporting Camera
ii. Inbuilt or External Microphones + Speaker/Head Phones
c) Comfortable sitting arrangements ensuring privacy/ no background noise/interruptions
etc.
d) WebEx can run either from Web Browser or it‟s desktop application. We recommend
that the participants should download the requisite desktop app from the following url/
link: https://www.webex.com/content/webex/c/en_US/index/downloads.html/
e) It is recommended that participants should have tried working one WebEx session at
their end in advance to test their computer readiness. For any help, you can contact
helpdesk@rera.delhi.gov.in at least 3 working days before the hearing date.

Instructions for Attendees [Authorized Representative/ Party in Person

(Applicant or Complainant)/ Counsels]

a) Attendees are required to submit all the documents related to the hearing, at least 48
hours prior to the hearing date/ time online. All documents should be uploaded on
RERA web portal (https://rera.delhi.gov.in/) against the respective User Account in
PDF format. (FOR FRESH MATTER)
b) Attendees are required to submit the documents as per the Last Order of the
Authority. If the Counsel/ Counsels wish to cite any judgment for reference then the
same may be submitted two days before the date of the Hearing at the respective e-
mail ids provided to them by the Authority. No hard copy of documents should be
shown or displayed during the time of hearing (FOR REGULAR MATTERS)

c) Lawyers/Counsel who shall join the meeting should furnish the requisite VakalatNama
for being taken on record well in advance of the hearing (preferably two days before the
date of hearing)
d) An Authorized Representative (AR) appearing before the Authority must have already
submitted/ uploaded his Authority Letter preferably 2 days prior to the date of
hearing.
e) Attendees are required to attend the Virtual Hearing in proper dress code, Virtual
Hearings shall be deemed to be Normal Hearings of the Authority.
Counsels/Advocates being Officer of the Authority are also required to maintain the
requisite decorum.
f) Attendees must ensure that the documents uploaded by them on RERA web site are
available to them during the hearing. The Coordinator of the Authority will ensure that
the same documents have been submitted/downloaded to avoid inconveniences
g) Attendees must ensure that they have received the correct details of WebEx meeting ID
and other details. Attendees can contact at email: helpdesk@rera.delhi.gov.in for any
help for details to join the online meeting.
h) Both parties should try the meeting invite link on their respective desktop/laptop after
installing prerequisite software to support the Virtual Hearing. In case the user has not
downloaded the application, they can follow the below mention steps-
1. Click on the meeting invite link on their respective desktop
2. The Attendees can put the meeting ID and password manually to in browser
window
3. Change their name as mentioned in step(M) before joining the meeting
4. Click on “Join meeting” button to enter the virtual meeting room.
i) On the day of hearing, Attendees are advised to join the online meeting 15minutes prior
to the scheduled time.
j) Please make sure to write your Name, Email Address, Phone Number, Designation in the
chat box to LC RERA privately (There would be a dropdown menu to select the recipient
from the list) whenever it is asked to mark your presence.

k) For all regular hearing, Counsels should also prepare a brief note regarding the matter
to be taken up on hearing for the convenience of the Authority and clearance of issues.
l) While joining the meeting, Attendees should enter their name in this predefined
nomenclature as mentioned below:-
Code-Case Number – Name
Example:
If Rajesh is Applicant for case 120/2020 then user should write -
201_120/2020_Rajesh
as participant name for Webex in this screen

The Codes for case attendees are as follows -


 201 Complainant in person/ Applicant for project and agent cases
 202 Authorized Representative for all Cases
 203 Counsel for Complainant

Codes for Respondents


 301 for all Respondents
 302 Authorized Representative for all Cases
 303 Counsel for Respondent

m) The option to enter name will be there when you join thefirst time. If you have joined
before, then there would be an option to leave the meeting and join again with the link
provided. The attendees can find the option to change name on top left corner of the
pop up box to change the name while joining back again.
n) Attendees will wait in Lobby until the hearing starts. Host will allow them to enter the
meeting when their matter id about to be heard.
o) Chairman will decide when the attendees are allowed to speak. Until then, all the
participants shall keep their microphones on „mute‟ mode.
p) If your microphone icon/button is red it means you are in „mute‟ mode and cannot
speak. When you are invited to speak, please make sure to „un-mute‟ your microphone
before speaking by pressing the icon to un-mute, the icon with then turn into grey.
q) If you have dropped/disconnected from the call/meeting, you can join back with the
same link that you had received in email.
r) The attendees may leave the meeting once the hearing is adjourned.
s) Hearings may be recorded by the Authority at its discretion. However, parties are not
allowed to record the hearings.
