I. Title of the Seminar: DISTRICT-BASED IN-SERVICE TRAINING

(INSET) FOR POLANGUI SOUTH SECONDARY
SCHOOL TEACHERS

II. Rationale:

Pursuant to DepEd Order No. 30, s. 2020 re Amendment to DepEd Order No.
07, s. 2020 entitled School Calendar and Activities for School Year 2020-2021, the In-
Service Training for Teachers (INSET) is scheduled to take place on December
14-19, 2020. Likewise, the Schools Division Office of Albay released Division
Memorandum No. 100, s. 2020 re Division In-Service Training of Teaching Personnel
for SY 2020-2021. Paragraph 3 of the said Division Memorandum states “The program
design is to be implemented virtually for both division and district/school levels. The
first four days of the INSET is division-led while the remaining two days is intended for
district/school-led career development activities based on the consolidated individual
professional development plans. In cases wherein online platform is a challenge,
school heads are advised to ensure that strict observance of IATF guidelines for
blended or face-to-face activity is adhered to.”
In adherence to these guidelines, Polangui South District shall conduct a
District-Based In-Service Training for the Secondary School Teachers of Polangui
South District.

III. Program / Course Description:

A new era in the delivery of education dawned as brought by the challenges

and encounters of COVID-19 Pandemic to the field of education. Aside from the
delivery of quality education, new work arrangements were developed and
implemented and this led to ‘new normal’ in terms of professional comportments. In
line with this, this 1-day activity targets to gather the secondary school teachers of
Polangui South District and guide them on revisiting the Professional Code of Ethics
for Teachers and informing them of vital knowledge on the subject of their personal
welfare. Moreover, a refresher shall also be tackled as supplemental topic on the
discussion of Mr. Nick L. Bio’s topic: Action Research opportunities in a Flexible
Learning Environment. The discussion on Understanding the Essentials of Research

helping in their journey of professional growth and development.

X. Delivery Platform:

The activity will be carried out with the face-to-face approach, ensuring the
strict observance of minimum health protocols set by the Inter-Agency Task Force
(IATF) and Department of Health (DOH). Utilizing the virtual platform poses the
challenge of participation, comprehension and continuity of understanding of the
topics to be discussed. Due to the occurrence of the typhoon, internet connections are
yet unrestored. Moreover, not all of the barangays are energized and frequent power
interruptions are still experienced.

I. OBJECTIVES

This District-Based INSET for Polangui South Secondary School Teachers

activity generally targets to revisit and equip the teachers with refreshers in the area
of professionalism and personal welfare as well as the essentials of a research.
Specifically, it aims to:
a. equip the teachers with vital knowledge on personal welfare;
b. revisit the Professional Code of Ethics for Teachers;
c. understand the essential elements in conducting a research; and
d. appreciate the importance of conducting an action research for

VI. FUNDING SOURCE

The participating schools will utilize their Maintenance and Other Operating
Expenses (MOOE) for the Gender and Development (GAD) and INSET fund subject to

Monitoring and evaluation is an essential component of every activity. A Post-

Training Evaluation Form (see attached form) will be used to appraise the seminar.
