Chapter 1
The Problems and Its Setting
Introduction
Education is a process to help you succeed in life. It is a method of learning
in which students learn from what teachers teach and from their school
experiences. Al-Shuaibi (2014) stated that education shapes a person's personality,
thoughts, and interactions with others, as well as prepares them for life's
challenges.
Since March 2020, the quarantine started and students can’t go to school
because of the pandemic that people are still experiencing. The COVID-19
pandemic had several adverse consequences on everyone's life. It impacted most
sectors, with education being one of the hardest hit. According to UNESCO (2020),
as cited by Garbe et al. (2020), nearly 200 countries have closed their schools,
affecting 90% of students from kindergarten to higher education. Students and
teachers have been unable to engage in face-to-face learning within the school.
Modular Distance Learning has been implemented as an immediate reaction to
ensure educational continuity (Dangle & Sumaoang, 2021).
Data from teacher.ph and Llego (2021) showed that 20, 712, 168 students
from public and private schools are utilizing printed learning materials, with 19,
783,047 of them coming from public schools. Parents also have a big role in the
current modality of education. Parents are now teachers' partners in education
because education is no longer held inside the confines of the school. As home
facilitators, parents play an important role. In modular learning, their major function
is to connect with the child and help him or her through the process (FlipScience,
2020). According to preliminary results of an enrollment survey conducted in Central
Luzon as of July 2, 41% of parents chose the modular method for their children in
the 2020–2021 school year. Online learning is preferred by 27%, while 18% prefer a
combination of face-to-face and other modalities, 10% prefer television, 8% choose
other modalities, and 3% prefer radio-based learning. In the study, Dangle &
Sumaoang (2020) revealed that 79 percent of parents had no problems adhering to
the stated timeline for retrieving and distributing their children's modules.
People with COVID-19 have had a wide range of health risks reported –
ranging from mild symptoms to severe illness including fever or chills, cough,
shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache,
new loss of taste or smell (Centers for Disease Control and Prevention (CDC)
2022).
COVID-19 has taken away the resources that parents rely on, causing
stress, worry, and sadness. However, there are coping practices that can aid in the
development of resilience (Meadows- Fernandez, 2021).
In the IATF Resolution No. 102, it is stated that health protocols must always
be observed. It emphasizes the proper use of face masks and face shields
whenever and wherever they are required, as well as more frequent hand-washing

for at least 20 seconds each time; social separation, proper ventilation, and reduced
interaction duration.
A study from Semarang City found out that the majority of respondents
followed health regimens, although this was owing to enforcing rules rather than
knowledge of the need of preserving one's health. The majority of respondents
followed health protocols; however, the use of masks was the most followed among
the health protocols implemented (Erawati, 2021).
Though this study will share similarities with the responses of Grade 12
DORMEHI parents on modular learning modality, it may vary according to health,
state of mind, and readiness and preparedness of the parents. Therefore, the
researchers want to determine the health risks encountered and the parents'
response to health protocols.
Based on the aforementioned literature and studies, the researchers would
like to determine the of parents’ encountered health risks and their responses in
health protocols during the distribution and retrieval of Self-Learning Modules.
Research Question
This study aims to determine the of health risks encountered by the parents
and their responses to the implemented health protocols on modular learning
modality.
Specifically, it aims to answer the following questions:
1. What are the health risks encountered by parents on modular learning modality?
2. What is the level of parents' compliance on health protocols on modular learning
modality?
a. practicing social distancing
b. wearing facemask
c. temperature check
d. hand sanitation
3. Is there a significant relationship between the health risks encountered and the
parents' compliance to health protocols on modular learning modality?
4. Based on the findings of the study, what strategic plan can be proposed?
Conceptual Framework
This study will be guided by the following conceptual framework and
paradigm. This embodies the topic “Health Risks Encountered and Health Protocol
Responses of Grade 12 DORMEHI Parents on Modular Learning Modality”. The
focus of this study consists of a three (3) part course that followed a conceptual
framework: independent variable, dependent variable, and strategic plan
Strategic Plan
Based on the findings of the study, the researchers will formulate a strategic
plan.
Significance of the Study
Department of Health may be inform of the results of the study. They can
create a new protective mechanism in order to encourage parents to pursue in
going to school to retrieve and distribute of modules.
School may be inform to conduct some activities or action plan for parents to
protect them and trust the school personnel for their safety.
Inter - Agency task force may be inform to implement safety protocols for the
parents in order to potect them and to promote the right of the health of the parents.
Parents may be beneficiary of the study by knowing the action plan that will
formulate. It can help their physical, mental and emotional health to be stable and
empowered.
Future researchers could use the findings of the study in conducting similar
study on parents, health risks encountered and health protocols responses.
The respondents of the study are selected thirty-four (34) parents of Grade 12
students in Doroteo S. Mendoza Sr. Memorial National High School who experience
their child’s modular learning using convenience sampling. A self-made
questionnaire will be used to determine the health risks encountered by the parents
on modular learning modality and the health protocol responses of the parents on
the implemented health protocols on Modular Learning Modality
CHAPTER II
Review of Related Literature and Studies
This chapter presents a review of related literature and studies that are
relevant to the foregoing study.
Related Literature
UNESCO (2020) revealed that nearly 200 countries have closed their
schools due to the COVID-19 pandemic. The number of affected students reached
billions in the whole world: ranging from kindergarten to higher education. The
Philippines is no exception. To ensure educational continuity, Modular Learning
Modality was implemented in the country. Richland Montessori School (nd) wrote
that Modular Learning Modality is a type of tailored education that allows students to
use self-learning modules in print or digital format. Dangle & Sumaoang (2021)
wrote that the measure was taken because teachers and students can't engage in
face-to-face classes in school Furthermore, data from teacher.ph and Llego (2021)
showed that 20, 712, 168 students from public and private schools are utilizing
printed learning materials, with 19, 783,047 of them coming from public schools.
The aforementioned literatures show what is Modular Learning Modality and
why it was implemented. Furthermore, this shows the number of students currently
utilizing the use of printed Self-Learning Modules. It clarifies the extent of the
problem that needs to be studied.
Based on the recommendation by CDC (2022), some measures can be done
to protect oneself from being infected by COVID-19. These measures include:
getting vaccinated, using facemasks, social distancing, hand washing and COVID-
19 testing. Hence, the health protocols. According to lipscomb.edu, these health
protocols are implemented for the good of everyone. Additionally, it is also stated
that following the health protocols will keep the community healthy. It is also
expected that doing these measures will reduce the occurrences of COVID-related
health risks which include: fever, headache, sore throat, diarrhea and cough
(Google Knowledge Graph, 2022).
The stated literatures show the interrelationships of health risks and the
implemented health protocols which lines with the objectives of the current study.
Related Studies

Per the study, parents experienced some mental health risks during COVID-
19 that parents in the current study may have also experienced.
Padidar et al. (2020) revealed that when 90% of the respondents knew about
the high mortality rate of COVID-19, 70% of compliance to health protocols was
recorded.
This study shows that there may be a relationship between the frequency of
the health risks encountered and the level of compliance among citizens.
A study from Semarang City found out that the majority of respondents

This study shows similarities between the parameters and the objectives of
the current study. The results of this study may be compared to the results of the
current study. Though the results may be similar or different, this study will broaden
the knowledge of the presently known data in its field.
As compliance with the recommendations was only moderately connected
with the agreement and resistance to the guidelines. Personal concern variables
(fear of infection, person at risk) were linked to both compliance and favorable
sentiments regarding the tests. Negative views were predicted by COVID-19 stress
and conspiratorial mindset, but not by compliance. Compliance was positively
associated with age but adversely associated with social media usage (Schnell et
al., 2021).
Per the study, compliance with the recommendations was only moderately
connected with the agreement and resistance to the guidelines. It may be similar or
different to the respondents of the study but it will help to determine the compliance
with the health protocol implemented.
Mansdorf (2020) found out that the threat, in terms of human conduct, comes
not from an external opponent, but from people who refuse to follow standards and
instructions and fail to adjust their behavior to the changing environment. When it
comes to the coronavirus, the person who refuses to cooperate is a constant and
active threat to others, often much more so than to themselves.
This result of the study shows that the threat is from the people who refuse to
follow instructions. It may be different or similar to the compliance of the current
study.
CHAPTER III
Research Methodology
This chapter presents the research design, respondents of the study,
research instrument, reliability and validity of the instrument, data gathering
procedure, and statistical treatment.
Research Design
The research design chosen for this study is a quantitative methodology
utilizing a descriptive-correlational research design.
Alshehri (2018), stated that descriptive-correlational research design
investigates the interrelationships between variables.
The purpose of the study is to determine the health risks encountered by the
parents of Grade 12 students of DORMEHI and their responses to the implemented
health protocols during the distribution and retrieval of printed Self- Learning
Modules.
Respondents of the Study
The respondents of the study are thirty-four (34) selected parents of Grade
12 students in DORMEHI. The following respondents were chosen because they fit
the subject of the study.
The respondents will be determined through convenience sampling.
According to research-methodology.net, convenience sampling or availability
sampling is a non-probability sampling strategy that collects data from people of the
community who are readily available to take part in the study.
