Message of the Barangay Chairman

Greetings! I humbly express my whole hearted thanks to the “ALMIGHTY FATHER IN


HEAVEN” for giving us full guidance, wisdom, knowledge, time and effort though using our talents,
skills, and abilities as an instrument in undertaking a well government and in helping us to fulfill the
dreams of the community though the empowerment of the holy spirit.

It is indeed a very challenging year for us, but our duty reminds us that we the servant of the
people should always behave on the manner that befits our office that we represent and be a role model to
the community. We the community leaders that represent the grassroots of political structure of the
government should always remind ourselves that we are here to serve for the great benefit.

We are but pilgrims here on earth, who will pass by only once, we bring nothing when we
die…..but we leave behind the Love we’ve shared, the Hope we have, and the Goodness we have done.

I am much honored to present the 10 year Master Plan of Barangay Tabing-ilog, Bagac, Bataan.
Here includes the plans, projects and needs of our community. We believe that these project aims to help
us create a better and healthy environment, a useful tool to easily distinguish the issues needs
improvement.

Chapter 1: Barangay Profile and Baseline Data
1.1 Location, Political Boundaries and General Features
1.1.1 Geographical Composition and History of Barangay

Barangay Tabing-ilog is generally considered as upland area that is at higher


elevation in the Municipality of Bagac. It is composed of approximately 62.77
Hectares of land area and predominantly 16% of agricultural land, 74% residential
area and 10% commercial area.
Location and Adjacent Barangays

Barangay Tabing-Ilog is situated at approximately 14.6364, 120.3643, in the island


of Luzon. Elevation at these coordinates is estimated at 98.2 meters or 322.2 feet
above mean sea level.

The barangay was named Tabing-Ilog because it was located near the river. The
Sta. Catalina de Alexandria Church was located in barangay Tabing-ilog, one of the
oldest churches in the Philippines, established in 1873.

In the year 1945 Barangay Tabing-ilog was the center of municipality of Bagac,
but the HUKBALAHAP burned the municipal building. It was rebuilt on the same location
but on 1981 the said municipal building was on fire again. Now the municipal building was
built to Brgy. Atilano Ricardo.

Ayon sa mga matatanda, ang barangay Ibaba at Bagumbayan ay sakop ng


Tabing-ilog .marami ang nagsasabing dahil sa laki ng nasasakupan nito ay
pinagpasyahang hatiin sa tatlong barangay ang nasabing lugar. Si Emiliano Cascasan
ang kasalukuyang punong bayan ng taong 1969 ang lumagda ng naturang pitisyon ng
Barangay Ibaba, Bagumbayan at Tabing-ilog na magtatag ng kanikanilang nayon. Ayun
din sa mga matatanda ang Tabing ilog ang centro ng Bayan ng Bagac ng mga panahong
iyon. Kung kayat ditto naitayo ang simbahan. Ang munisipyo ng bayan ng Bagac ay dito
rin naka tayo ngunit sa panahon ng mga hapon ay ito ay sinunog muling itinayo at muling
nasunog kung kayat ito ay inilipat sa barangay Atilano Ricardo hanggang sa kasalukuyan.

The barangay is bounded in the North by Atilano Ricardo, in the South by Ibis, in
the East by Bagac River, and in the West by Brgy Ibaba.

The Barangay Tabing-ilog was created under Municipal Resolution #30 series of
1969 – Barrio Charter Act, with approximate land area of 62.22 hectares divided in 3
puroks, known as purok 1 and purok 2 in población and purok 3 called Sitio Aqui. An act
granting autonomy to barrios of the Philippines. Barrios are units of municipalities or
municipal districts in which they are situated. They are quasi-municipal corporations
endowed with such powers as are herein provided for the performance of particular
government functions, to be exercised by and through their respective barrio
governments in conformity with law. All barrios existing at the time of the passage of this
Act shall come under the provisions hereof. Upon petition of a majority of the voters in the
areas affected, a new barrio may be created or the name of an existing one may be
changed by the provincial board of the province, upon recommendation of the council of
the municipality or municipalities in which the proposed barrio is situated. The
recommendation of the municipal council shall be embodied in a resolution approved by
at least two-thirds of the entire membership of the said council: Provided, However, that
no new barrio may be created if its population is less than five hundred persons. Barrios
shall not be created or their boundaries altered nor their names changed except under the
provisions of this Act or by Act of Congress.

Bagac is a coastal municipality in the province of Bataan.

Bagac, officially the Municipality of Bagac, is a 3rd class municipality in the province of
Bataan, Philippines. According to the 2015 census, it has a population of 26,936 people.
With an area of 231.20 square kilometres, Bagac is the largest municipality in Bataan.
Bagac borders Balanga (the provincial capital) to the north, Orion and Limay to the
east, Mariveles to the south, and Morong and the West Philippine Sea to the west.

Tabing-ilog is a barangay in Municipality of Bagac, province of Bataan. Its population as


determined by the 2015 Census was 1,281. This represented 4.76% of the total population of
Bagac.

The population of Tabing-ilog grew from 1,094 in 1990 to 1,281 in 2015, an increase of 187
people. The latest census figures in 2015 denote a positive growth rate of 0.89%, or an increase
of 187 people, from the previous population of 1,184 in 2010.

Table 2 serves to show the employment status of the residents in Barangay Tabing-ilog,
Bagac. It reveals that out of 971 individuals that is considered under productive population (15-
64 years old), 460 individuals are in labor force participation, 405 individuals are employed, no
stated individuals are underemployed, and 55 individuals are listed as unemployed.

number of employed persons are self-employed (101 individuals / 25%) and the lowest number of
employed persons fall in the Permanent having (54 individuals /13%) for this category

Out of 405 individuals who reported as employed in the personal data questionnaire conducted in the
barangay year 2019. There is a total of 50 Overseas Filipino Workers in Barangay Capunitan, Orion that is
equivalent to 12% of the employed individuals

Road Networks

The Bonifacio road is a main road, from Barangay Ibaba going to Bagac Town Plaza and
Diocesan Shrine and Parish of St. Catherine of Alexandria. The said road was asphalted year
2019 and in good condition. Tabing-Ilog welcome arc are covered by JP Rizal Street heading to
Juan Luna Street and reaching the neighboring barangay, Barangay Bagumbayan.

Transportation
Tricycle is the main source of transportation in población area. Tricycles are built in a
variety of styles, which differ from city to city, and are usually made locally by building
a sidecar and affixing it to an imported motorcycle. Usually both the cycle and sidecar are
covered, but not always by the same roof. But since the church, school and the market were only
a walking distance from barangay. Some are enjoying the wide road in walking and take it as
their exercise. Tricycle driver’s income by transporting their passenger to their respective
barangay or area is might insufficient for their family needs.

1.4.2.1 Power: Peninsula Electric Cooperative (PENELCO)


One hundred percent (100%) of the household are supplied with electricity by Bataan Peninsula
Electric Cooperative (PENELCO).

Bagac Water District is the main source of water in población area. 100 % of house hold in
población is supplied with water by the Bagac Water District located in Overland Subdivision
Phase two in Barangay Atilano Ricardo, bagac Bataan.

Almost major percentage of the population in that Barangay (17 households) source of water are
free flow and Poso while 1017 individuals are provided by the Bagac Water District. However, it is
recorded that there are 441 individuals that use water from refilling stations as their drinking water

Out of 1475 residents in Barangay Tabing-ilog, Bagac there are 24 individuals reported who doesn’t have
proper sanitation or toilet with septic tank based on the personal data questionnaire survey conducted in
the barangay last 2019 while there are only 1451 individuals with proper sanitation that is equivalent to
98.73% of the population in the barangay.

60 percent of households are subscribed at St. Joseph Cable and internet connection.

1.5 Environment

1.5.1 Solid Waste Management and Sewerage Systems


Barangay provide 2 days schedule of Garbage Collection, implementing the “no segregation no
collection policy”. Recyclable material is collected to dispose to Material Recovery facility and
collected by municipal waste management. The kitchen waste were collected and dispose to
composting area facility of barangay. Although it is highly implemented, some of the residents
can be expected not following the proper waste segregation at all times. As part of the campaign,
Barangay officials are strictly monitoring the garbage collections. Time to time announcement
and reminders.

1.5.2 Coastal, Marine and Freshwater body

The river is located at the back of barangay hall and Colegio De Sta. Catarina.
Our Barangay Captain proposed a project that can lead this to an eco-friendly park. It can
promote a quality of life for the people around it. It may use existing native plants. Since the
slaughter house is being transferred with the help of MENRO Jaime Arellano and LGU Bagac
Consultant Ms. Isabel Lanada and barangay officials because of its waste that directly going in
the river and flowing to the ocean and for the sake of the people living near the area. It is
transferred to Barangay Ibis and provides storage for their waste. In case the project will
approve, it can it is possible for a family bonding area, can use and resident of the Barangay may
experience and appreciate the area has. Fresh water, fresh air, and clean surroundings that can
maintain by the people living near the area or the hired employees by the government.

The river beside the Barangay is a flood prone area, it overflows when the heavy rains
continue and lasts almost a day. Also its foundation weakened because of the heavy rain, and it
is dangerous for the family living near the river when it collapse.
Also at Sitio Aqui, from the high mountains down to water irrigation and going to the farm fields.
When the water in the farm fields inundate, some of their house might penetrate by water and
can damaged their property.
In Barangay, it can notify the risk on fire because it may grows up in a blink of an eye because of
contiguous house and made by light materials especially at Sitio Aqui and also grass fire that are
planted near the houses.

1.6 Social and Institutional


1.6.1 Education

DAY CARE CENTER

The barangay Tabing ilog has 1 daycare center only and it is locate at Sitio Aqui. It has more or
less 50 students every year.
Hati students morning and afternoon.
They are inhaling in a clean and fresh air coming from the field. But it is inevitable that the
student may experience irritation or being destructive during dry season because of a room they
have. It has poor ventilation and no air conditioning. We are planning to request for a
rehabilitation of it for the student to feel comfortable and safe, at elapsed time its ceiling
weakened and been ripped and need to repair and replace. Also for the said school, an
additional teacher is a big help for the said number of students in a day.

Day Care Center is also lack of learning materials and equipment.

The barangay council also planned to have additional daycare center at the ground floor of the
proposed multi purpose hall in the Poblacion of barangay Tabing ilog to cater students around
the area.

Bagac Elementary School

Bagac Elementary School is a public school founded year 1910. It has the most number of
students in poblacion. It can accept almost a thousand of students from pre-elem to Grade-6
student. This school is a walking distance to public market and drugstore. Beside this school is
the Colegio Santa Catarina De Alexandria, a private school same as St Agnes Institute of Bagac
near the Barangay Hall. The said three school is built at JP Rizal Street Brgy Tabing Ilog.

According to the record there are 371 individuals who completed college degree, 23 individuals
under technical/vocational, 48 individuals are college undergraduate, 372 are high school
graduate, 28 individuals are high school undergraduate, 26 individuals for the elementary
undergraduate, 46 individuals are reported as out of school youth, and 452 individuals not

It can be seen that out of 1475 reported individuals residing in the barangay, 27.32% or
403 of them are still attending school, 1072 individuals aren’t and 46 individuals doesn’t state
their educational attainment when the personal data questionnaire survey is facilitated.

1.6.2 Health and Social Welfare


The Health Center of Barangay Tabing-Ilog caters 1477 population (as of 20211) with two BHW
one BNS and one midwife. Adding of trained personnel can help improve the service provided by
the Health Center helping to provide an effective means of disseminating nutrition information
and providing nutrition services to the barangay through a trained community worker. It is placed
under barangay hall. The building is old and has small causing a limited space to perform and
respond in needs of the constituents.

1.6.3 Sports and Recreation


For sports, we only have this court located at Sitio Aqui. It is the only sport facility we
have that resident can use. The youth living in the area also built the basketball ring for them to
play and sometimes for some that came from work for them to condition their bodies. But
because this court was a public road some of their residence also uses this area to park their
vehicle.

The barangay officials planned to have a covered court or open court that will be located
in the Poblacion part of barangay, since the previous court sa harap ng simbahan ay gianwang
parang plaza na siyang ginagamit ng barangay tuwing may mga programs.

magsilbing recreational area ng mga residents

1.6.4 Peace and Order and Protective Services Facilities


Barangay police officer out post is the only out post located in Sitio Aqui. To maintain the peace
and order there, we put a barangay police officer to do the rounds especially at night to ensure
the safety of everyone and for the youth to avoid violating the implementation of curfew hour as
well as to the rest of the barangay.

The chariot, a three wheeler service (kulong kulong) donated by the municipality of Bagac. It is

equipments wala na.

Peace and Order. This committee is using the office of the barangay as their head quarter.
Tabing ilog is awarded as one of Drug Free barangay from year 2017 to 2020.

1.6.5 Other Institutional
The former senior citizen building at Sitio Aqui was donated by National Power Corporation
(NPC) on year 2001. Later on, the building was used as health center of the Sitio to bring closer
the service of health at the remote area of the said Sitio.
At present wala na siya dahil kinuha na nung sinasabing may ari, kaso walang deed of donation
sa lupa, pero donated ng NPc yung building

1.7 Special Sector

The Sta. Catalina de Alexandria Parish Church was located in Barangay Tabing-Ilog. It is
one of the oldest churches in the Philippines, established in 1873. It is been restored and beautify
year 2015 handled by the former priest Father Ernie de Leon and with the help of people of
Bagac and continue by Father Noel Nuguid, our parish priest.

2.1 Development Framework

Barangay Tabing-Ilog is a residential area with several small-scale establishment


such as sari -sari store, computer shop, variety store, eateries are in the area, a small
agricultural area crops such as rice, varieties of fruits and vegetable are being produce,
to sustain the increase of production, infrastructure support and facilities needs to be
constructed and provided. These are irrigation system and farm to market road.

Marketing component of the products should likewise a necessity to create


economic opportunities and generate jobs for the constituents. Additional man power
can also help, providing them with special training can bust their morale and confident in
creating more products.

To increase the income of the Farmers, trainings and seminars regarding rice
production should be conducted, help provide equipment that can help increase their
harvest.

Provision of Day Care center and additional Day Care workers are needed to
accommodate the growing population 10 years from now. Reach the standard of quality
education. Creating a mini library or a learning hub with accessible internet connection to
keep up with new technology and a comfortable quiet place to study.

The health center of the Barangay caters the 1477 population (as of 2020).
Lacking of modern equipment and medicine cannot keep with all the needs of their
constituents and the fact of small space and old building leads to limited respond of
needs of kabarangay. Additional health and trained personnel can also help provide the
service of the Health Center.

The Barangay provides two days of garbage collection in a week. The “no
segregation no collection” policy is highly implemented. Though it is strictly implemented,
some of the residents can be expected not following the proper waste segregation at all
times. As part of the campaign, barangay Officials are monitoring the garbage
collections, making sure that all constituents are practicing the segregation. Time to time
announcement regarding the projects of barangay. However, repairing of the barangay
composting area and MRF are needed to keep the good flow of the municipal programs,
additional personnel’s to function, maintain and monitor the said facilities.

The Barangay has only one-half court at Sitio, sometimes the court cannot be
used by the youth because it is used to park bus and tricycles by the resident near the
place. Construction of a covered court in one of the dreams of youth in the community
and also for the barangay Officials to have a place to conduct Barangay Events such as
Barangay Assembly, covered court can also be used as an evacuation Center in times
of emergency and disaster.

Peace and Order situation in Barangay can be compared to a solder without a


bullet on his gun, he only have bravery in his heart. Barangay Tabing-ilog has a 14
barangay police officers equipped with whistle, police bat, flashlights and two-way radio,
the chariot (Kulong-Kulong) donated by municipal and also used to collect garbage is the
only vehicle use for ronda or night watch, it is also use for rescue operation and
emergency purposes. Because of this they have difficulties in maximizing their
capacities due to lack of equipment and other resources, the lone Barangay Patrol
cannot do round and cater the needs of their constituents at all times.

The land of the multi-purpose Hall is originally a road, but because of no


available lot to erect the building the Municipal SB decided to donate the said land to
build the Hall. the condition of the multi-purpose hall now is old, not presentable and not
suitable for multi-purpose hall. The foundation is weak and feared that it may crumble for
a magnitude 6 earth quake. However, despite of the hardship, the barangay officials are
doing their best to give a quality service to the constituents.

The Bagac river is located at the back of barangay hall and Colegio De Sta.
Catarina. At present the river was trying to recover itself for the years of pollution
causing by the demolished slaughter house. Once a month the barangay council was
trying to help the river by conducting a clean-up drive. You can now smell the fresh air
and a perfect view. Barangay council was inspired to build a green area beside the river
to attract and also inspire their constituents to protect the river.
