Project Summary:
The project is confined to a single site and involves works that have been designed in detail based on a
well-prepared detailed feasibility study of an international standard.
The project involves mechanical and civil works on the existing barrage structure (rehabilitation)
including removal and replacement of the 65 barrage gates and 25 head regulator gates.

Term of Reference:
Project preparation a detailed assessment of the existing barrage aimed at identifying potential adverse
impacts of the project such as;
(a) Possible canal closures during implementation.
(b) Possible negative impacts on flora and fauna.

FUNCTIONS AND TASKS

FUNCTIONS AND TASKS

 I am responsible of hydrological and water resources aspects of environmental assessment for


the WSIP project.
 To develop program for flow routing and work out on water quality monitoring and mitigation
strategies;
 To work out to the environmental monitoring strategies, arranging gatherings and discussion
sessions and to prepare the necessary reports;
 To operate and regulate irrigation water distribution from main canals in order to supply
adequate water share on equity bases under Sindh Irrigation Act 1898. During severe tropical
storms/ cyclones and high floods monitored/supervised emergency work, including evacuation
of peoples, evacuation of stagnant rain water, performed pre and post flood management
tasks, including designing, estimation, and Construction of River training/hydraulic works in
order to safe guard the valuable property and flora /fauna to maintained the balance ecology.

In addition to these responsibilities I am also working as GIS Specialist (Additional charge) in GIS Cell
SIDA, where the main responsibilities includes create maps and graphs, using GIS software and
related equipment, meet with users to define data needs, project requirements, required
outputs, or to develop applications. Gathering, analyze, and integrate spatial data from staff
and determine how best the information can be displayed using GIS, compile geographic data
from a variety of sources including censuses, field observation, satellite imagery, aerial
photographs, and existing maps, examine spatial data for geographic statistics to incorporate
into documents and reports. Enter new map data through use of a digitizer and by direct input
of coordinate information using the principles of cartography including coordinate systems,
longitude, latitude, elevation, topography, and map scales. Analyze geographic relationships
among varying types of data, operate and maintain GIS system hardware, software, plotter,
digitizer, color printer, and video camera, retrieve stored maps.

I also worked for managed and organized of 12 contracts, under approved PC-I “Emergent Restoration
of LBOD and Kotri Draiange Network System including Activation of old Dhoras” Costing Rs. 1500.00
Million.

topographical/ morphological mapping, Environmental sensitive areas monitoring, Engineering GIS
modeling of Thar Coal water development, GPS ground surveys and processes the data through
dedicated survey software supported by SRTM DEM/DTM for the designing of Thar coal effluent carrier
from Thar Coal Block –II to Sea, weather satellite data analysis and issues warning to field staff for safe
canal operation in addition to these assisted satellite raw data acquisition and image processing
including ortho – rectification, during this incumbency I have completed various GIS related assignment
including digital mapping of irrigation & drainage network. Procurement of Goods & Services according
to SPPRA rules, World Bank guidelines. Close coordination during heavy flood 2010 and rehabilitation
works with UNDP, NGOs and different donor organizations for flood fighting, supply of goods and
evacuation of water. Prepared Digital GIS Map of River Indus including both sides‟ embankments (Main
river banks, Marginal banks, Flood protection banks, Guide banks, spur, studs, barrages, private banks,

Functions & Tasks:

 Supervised of construction activities relating to Main Canal, Branch canal, distributaries/ minors,
major and minor structure, including spot checking quality of work during construction and
completion of work.

 Supervised the construction works carried out by different contractors financed by different
agencies in irrigation, drainage and flood protection facilities. Plan, direct and review the
construction O & M of irrigation and flood protection infrastructure and systems.

 To Coordinate with the beneficiaries FOs to increase the supervision quality as well as
transparency during the implementation of the project, confer with the contractor managers to
review current and proposed projects, work schedules, organization and staff problems.

 Responsible for review and sign engineering drawings, work orders and purchase orders for the
various facilities according to the detail design and BoQs. Review and approve the raw
materials which are planned to be used for the civil works.

 To approves the daily working plan and hands over the works have been carried out during the
day according to the design and technical specification in the best quality.

 Analyzed contracts and conferred with various department heads to detect ambiguities,
inaccurate statements, omissions of essential terms, and conflicts with possible legal
prohibitions.

 To finalize bidding documents, participate in prequalification of bidders, deal with queries during
the bid phase and perform bid evaluation.

 Ensured that all parties to the contract meet their rights and obligations under the contract.

In addition to these responsibility I also worked on establish of GIS cell, SIDA which is now playing a
leading role in the development of water sector of Sindh province. Worked on the development of GIS of
WSIP project, during this incumbency I have acquired various GIS skills including GPS survey, GPS
Field Inventory, GPS Tracking, Digitization of Drawings/ Maps, Geo-referencing , Vector Data
Preparation, Raster Data Collection, Cartography , Field Data Collection, Basics of Remote Sensing in
Arcview, Global Mapper and Goggle Earth Environment. Created various GIS models including Nara
Canal System, Akram Wah Canal System, Fulleli Canal System. I also successfully developed GIS
model of Sea Water Intrusion Propagation in 19 Creeks of Indus Delta eco system and compiled report
accordingly. Procurement of Satellite Imagery (Quick Bird) from Digital Globe and digitization of features
such as Rivers, Canals, Distributaries / Minors, Building Blocks, Roads, Railways, local landmarks etc.

works required for proper operation of Distributaries / Minors.
