Purpose
● Write, edit and submit a proposal for Army 21.3 SBIR A21-105

Scope

Major plan activities

● Review relevant RFP
● Assemble all required submission documents
● Produce submission templates
● Craft key arguments centered around RFP requirements
● Review Client’s eligibility and registration data
● Draft, edit and review proposal volumes per RFP requirements
● Conduct review session with client team as required
● Submit proposal to government
● Track submission and advise client through the award phase. Pro-VIO will forward emails from the
government and provide brief summaries and recommendations.

Out of scope activities that are critical to the success of the project
● Pro-VIO does not provide legal advice. Client is solely responsible for ensuring the proposal’s
representations are complete, accurate and compliant. Our advisors will explain eligibility criteria and
walk Client through certification documents to the best of their ability but cannot provide detailed legal
advice or analysis. Client should consider seeking legal counsel from a trusted source throughout the
process.
● NIST 800-171 evaluations are provided on an advisory-only basis with no warranty of accuracy and is
charged at an hourly rate.
● Obtaining government registrations or tailored advice on maintaining eligibility, unless authorized by
Client.
● Building specialized graphics or extensive graphic work, unless authorized by the Client.
● Business development or other efforts to gain a Letter of Support or memorandum of understanding,
unless authorized by Client.
● Extended government communications or substantial deliverables to secure final award, unless
authorized by Client.

Deliverables

● Verification of necessary government website registrations.

● Proposal submitted to government in accordance with RFP requirements.

Hourly Rates (For out of scope work. To be used only Senior Advisor: $225/hour

Major Milestones

● Conduct Kickoff call with team

● Assemble required documents, gather required signatures from client
● Verify government registrations and eligibility criteria based upon Client input
● Prepare proposal
● Review final proposal with client and submit
● Track proposal through award decision

Award Fee Terms

● Award fees are payable for any contract award stemming from this effort
● Award fees for contract terms including a public match of privately-sourced equity investment(s) will only
count public funds when calculating contract value. The equity investment will remain 100% payable to
the company.
● Should Client be awarded under a subcontractor or similar teaming arrangement, private funds paid to
Client from non-dilutive sources will count toward total contract value.
● Should Client act as a prime contractor, the total value of the contract will be used to calculate the award
fee.
● Award fee shall be due in proportion to the payment schedule of the awarded contract and within 30 days
of receiving funds.
