1.0 INTRODUCTION

1.1 Scope

This procedure covers all requirements for handling, transporting, and materials storing of the
client free issue material (steel pipe) for the Natural Gas Distribution System for Gas
Malaysia Bhd.

1.2 Definitions

CLIENT/OWNER -means Gas Malaysia Bhd. (GMB) or its designated representative.


CONTRACTOR -means WZS Misi Setia Sdn Bhd (WZSMS) or its designated
representative.
SUBCONTRACTOR -means the company retained by WZSMS to perform work.

2.0 PROCEDURE

2.1 General

This procedure constitutes a guideline for its user to ensure a safe working environment while
handling, storing and transportation of free issue materials (steel pipe).

2.2 Handling

2.2.1 General

All the pipes shall be handled in a manner appropriate for that material and according
to the manufacturer or supplier recommended procedure. They shall be at all times
handled in a manner that prevents mechanical and coating damage. The contractor
also shall ensure that “special care” shall be taken to the Steel pipes requested.

2.2.2 Lifting Equipment

All the Pipes need to be lifted either by crane or other construction equipment
suitably designed for the weight of the material.

Lifting/sling belts made of suitable material able to withstand static and dynamic
loads of the pipes whilst stringing or lowering or other work involving .Moving of
the pipes shall be used to ensure minimum or no damage to the pipes.
Nylon tag lines will be secured to pipe ends to enable workers to control movement
of pipes and will be incurred to the material, to avoid shocking and slamming pipes
against pipes or equipment or endangering personnel.

When lifting fittings, care shall be taken to ensure no damages. The proposed lifting
equipment’s for major materials shall comply with Site Safety Procedures WZSMS-
HSE-M-310.

2.3 Storage

2.3.1 Material Storage System

Steel pipe shall be stored in manner to prevent mechanical and service damages.
Pipes ends shall be kept closed, by either wooden caps or heavy duty plastic
sheeting, to protect internal surface from external dirt and rainwater.

The following criteria shall be considered for the storage of steel piping:-

b) Access required for handling.


c) Size and weight.
d) Inspection requirement.

A space shall be allocated for the rejected pipe and for those that required
rectification.

2.4 Transportation

All steel pipes shall be transported from the manufacturer or the supplier to the dedicated site
using suitable transportation. It is the haulage contractor’s responsibility to ensure that his
vehicles are fully road worthy and that their driver are made fully aware of the nature of load
they are carrying and care with which they should handle it.

The completed load shall be secured to the trucks using suitable webbing or soft rope lashing.
Where contact is made between the lashing and pipe, soft padding shall be used to prevent
chaffing or impact damage. It is the haulage contractor’s responsibility to ensure that the loads
are properly secured and the drivers shall check the load at regular intervals during the

journey to ensure that the load remain safe. In the event of a load shift, the driver shall
immediately report the matter to the Contractor’s representative but make no attempt to man
handle, roll or otherwise re-arranged the load until proper help and equipment becomes
available. Re-tightening of loosened lashings is permitted.

3.0 MATERIAL CONTROL

There are three (4) stages of material control system which will be applied for the project:-

3.1 Prior Delivery

The delivery of steel pipes shall be controlled in a manner to ensure no delay to the
construction schedule due to the material not meet the specification and client requirement.

A random checking to the steel pipe may be conducted by the contractor at the manufacturer
premises in order to make sure all the material to be collected meet the client requirement.
The manufacturer will be requested to supply their Quality Inspection Release (Coating
thickness report, pipe checklist report, pipe tally report) to the contractor or its representative
(lorry driver) prior to load the pipes on to the truck.

3.2 Delivery

All the steel pipes delivered to the site will be checked the CONTRACTOR’s by the QA/QC
Inspector and all inspected items shall be recorded in the Material/ Equipment Inspection
Records (Attachment 1).

The Quantity of the pipes received shall be recorded in the Client Property Register
(Attachment 2).

Any nonconformance found during the receiving inspection, shall be reported in written to the
Project Manager/ Construction Manager and CLIENT/OWNER.

3.3 Utilization

The utilization of the steel pipes shall be recorded in the Daily Progress Report (Steel)
(Attachment 3).The balance of the materials shall be calculated at the end of the project, thus
the total balance could be used to counter check with the Daily Progress Report and Client

Property Register. The CONTRACTOR shall ensure the stringing area not blocking the
entrance/ parking area and the pipes must be proper protected and safeguard from damages.

3.4 Returned of surplus pipe

All the balance of the steel pipes shall be returned to the CLIENT/OWNER in the original
condition. The total of the remaining pipes will be recorded in the CONTRACTOR’s
Delivery Order (D.O) and copy of the D.O shall be sent to the CLIENT/OWNER’s Project
Manager and Material Controller (Store Manager).

CONTRACTOR shall ensure that the pipes information including heat number, pipe number,
pipe size, wall thickness and coating type (single or double) shall be transferred to the cut off
pipe and all surplus pipes to be returned back to the client shall be traceable to the above
information.

Pipe shorten than one (1) meter shall be consider scratches pipe, which traceability is not
required but need to returned to the CLIENT/OWNER as well.

4.0 SAFETY

The safety requirement for handling, transportation and storage shall comply with section 12.0 and
13.0 of the CONTRACTOR’s Site Safety Procedure WZSMS-HSE-M-310.
