PROPOSAL

1.0 SCOPE

The This procedure covers the minimum requirements for working near
aboveground / underground facilities which applied for Engineering,
Procurement, Construction and Commissioning (EPCC) of the Natural Gas
Distribution System for Gas Malaysia Bhd.

All materials, labour, equipment and services required to complete the service
station will be provided by the contractor.

These procedures are based on the best information available and may be
modified or changed as design and planning proceeds. When finalised they
will be presented to Client for approval by Client.

2.0 DEFINITIONS

Client / Owner - means Gas Malaysia Bhd. (GMB)

Contractor - means WZS Misi Setia Sdn Bhd. (WZSMS)

3.0 GENERAL

This procedure has been specifically originated for the purpose of outlining
specific guidelines to all construction personal who would be either directly or
indirectly involved with work, near other facilities, which are not under the
custody of Contractor. This procedure encompasses specific guidelines of
detection of underground leading for working near all above and underground
facilities, which are obstructing the construction path. Before commencing
work in the vicinity of existing services including overhead lines and
structures Contractor shall comply with requirements of this procedure to
avoid all forms of mishaps and for the successful completion of the project.
Support and protection shall be provided in accordance with either the
proposal therein or the requirements of the relevant authority.

4.0 LIAISON STAGE

PROPOSAL

Contractor shall ascertain and adhere to the statutory requirements and


conditions of the authority, company, agency, or other owner responsible for
the operation of each service.

Before commencing work on any crossing, Contractor shall obtain written


approval from the relevant authority, shall comply with all provisions and
amendments in relevant authority, shall comply with all provisions and
amendments in such approvals, and shall provide adequate notice of his
intention to commence, in order that the representative of the authority can, if
they so desire, make arrangements to be present on site.

4.1 Local Authorities

Prior to any construction started, Way Leave Permit/ Work Permit must
be obtained from the local authorities involved for those particular
areas. The local authorities are normally under government
department who are in-charged for maintaining the portion of
government land up to their Right Of Way (R.O.W) such as Jabatan
Kerja Raya (JKR), Jabatan Pengaliran dan Saliran (JPS), Majlis
Perbandaran, Konsortium Jaringan or other relevant parties appointed
by government or states. Once the Way Leave Permit/ Work Permit
obtained, CONTRACTOR to liaise with Local Utilities Company
involved.

4.2 Local Utilities Company

Client shall provide informing letters to all such relevant local utilities
company involved regarding the proposed gas pipeline which might be
clashed or damaged during construction. Contractor shall getting
information from the local utilities company such as-built drawing or to
set a site visit with them to ascertain the location and alignment of their
services within the Right Of Way (R.O.W).

5.0 PAPERWORK STAGE

5.1 Land Surveyor

In the early stage, Contractor to engage a license surveyor for setting


out survey which referring to the latest land information from Jabatan
Ukur Dan Pemetaan Malaysia (JUPEM), Land Office or other relevant
government agencies. The route and profile drawings produced must
be completed with all sign or symbol of utilities post, signboard or
markers for that area.

5.2 Utility Surveyor

Although some information or drawing of utilities marked on the route


and profile drawings, but it is still not show the details of services. With
compliance to Client latest requirement, Contractor to conduct utility
mapping which Contractor to engage a specialist utility surveyor to
identify all utilities involved more closely by using Ground Penetrating
Radar (GPR). The details of depth for underground utilities will be
more accurate identify. The utility surveyor will responsible for this
underground survey and will submit a detail report and to corporate
their utilities information to the route and profile drawings.

Services located shall be clearly indicated by warning signs or


pegging, which shall be maintained throughout the construction period
indicating the type, size and depth. The location shall be pegged on
site and recorded on drawings to be prepared by the utility surveyor.
From the marking, Contractor easily to identified crossing location and
choose suitable alignment for the pipeline route. The route and profile
drawings can be used at site for construction once they got approved
for construction by Client.

6.0 EARTHWORK STAGE

6.1 Cable Detection

All the information obtained from utilities companies, land survey and
utility survey shall be sufficient-to further enhance the accuracy.
Contractor shall use Cable Locator/ Cable Detector available at site.
Contractor shall locate the precise position of all existing services for
confirmation of proposed pipeline alignment. The relevant utility
companies responsible for this underground survey will be asked to
located or assist with the location of their utility if necessary.

6.2 Trial Pit/ Hole

Contractor shall early planned the best pipeline alignment by conduct


trial pit/ hole for every 25m or depend on the site condition to provide
more information on the underground condition. During the excavation
if there are some signs found such as sand, indication tape or bricks,
the excavation must be immediately stop and Contractor must use
manual digging method by using hoe or scoop and the T-probe should
be used to confirm the depth of the services.

6.3 Excavation

Where telephone, power or other overhead utility lines or structures


interfere with the Contractor’s access along or to the right-of- way, the
Contractor shall if required submit proposals for approval of Client and

relevant authority for protecting and maintaining the continuous use of


such telephone, power or other overhead lines or structures during the
works.

Where existing underground services are covered with slabs, tiles or


tapes, these shall be removed by Contractor, prior to permission or
approval by such authorities. The slabs are replaced upon completion
of the work.

7.0 GENERAL REQUIREMENTS

Contractor shall, where appropriate and possible, comply with the following
general requirements.

a) Excavation in the close vicinity (anything less than 300 mm or 2 feet) of


underground services shall be by hand. During excavation exercise,
there will be an operator to flag/communicate with excavator operator.

b) A minimum vertical distance of 300 mm shall be maintained between the


gas pipeline, culvert or drain to be crossed. A minimum spacing of
300mm shall be maintained between the gas pipeline and any parallel
substructure. These provisions may be modified, subject to advance
approval in writing.

c) As per Client requirement, at any water pipe crossing and all pipeline
parallel to the water pipe which have clearance less than 600mm should
be protected with 6mm thickness of moulded rubber.

d) Special precautions shall be taken in respect of Contractor’s equipment


and other vehicles and machinery, which must operate or travel near
existing services.

e) Contractor shall comply with any statutory requirements and regulations.

f) Plant with restricted working heights may be required for working in


close proximity to overhead lines and structures.

g) For high voltage overhead lines, particular attention shall be given to


maintaining a minimum clearance. Contractor shall erect safety marker
boards at the specified heights on each side of the overhead lines within
the right-of-way, and at access routes to the works.

h) Above ground sections of the pipeline and temporary fencing in close


proximity to high voltage lines shall be adequately earthen because of
the risk of induced currents.
