I. Introduction
Today's busy world demands ultra fast moving vehicles with the
rapidly increasing growth in the vehicular technologies.
Transportation shall be hassle free and trustworthy for every
identity with highly efficient traffic system. All these need
converges to the speed of the vehicle which is directly
proportional to the congestion in the road. In studies it has been
found that all over the world the number of vehicles per person

years leading to slow vehicle
movements due to restricted road capacity. Thus, to avoid these,
the primary goal is to encourage the full utilization of the vehicle
capacities i, e. the vehicle owners shall be encouraged to use
their vehicles as the part of public transportation system. This will
achieve a smooth traffic condition by decreasing vehicle to
person ratioonly if the owners find that the procedures are
simple, explainable, cost efficient and fair in all respect.
