spokesperson Rakesh Tikait,

are keen to do the same study
in the oceans and seas in the In-
dian sub-continent with local
fish species,” Ramananda
Chakrabarthi, Associate Pro-
fessor, CES, IISc, told TNIE.
“When you go back in time,
you do not have any fossilised
seawater. Like corals, otoliths
are made of calcium carbonate
and grow throughout a fish’s
lifetime by accumulating min-
erals from seawater. Similar to
tree rings, these otoliths also

Organisms that live in the
ocean are extremely sensitive to
temperatures. A two-degrees
temperature rise could lead to
extinction of several species. In
addition, because the atmos-
phere and the ocean are on talk-
ing terms, a lot of carbon diox-
ide in the atmosphere
eventually dissolves into
the ocean and this abil-
ity is also linked to sea-
water temperature –
the lower the
temperature, the more
carbon dioxide is trapped.
Just like a carbonated drink
that loses its fizz as it warms up,
the ocean loses its ability to hold
carbon dioxide as it gets warm-
er, he explained. With the close
correlation of calcium isotope
ratios and temperatures, re-
searchers are now confident
that their approach can now be
used on fossilised samples. Map-
ping early seawater tempera-
ture is important to better un-
derstand Earth’s history, they
said. “What happened back in
time is key to our understand-
ing of what will happen in the
future,” Chakrabarti said.

Mysuru on the pretext of a job.
He allegedly strangled her and
cut her body with a knife. He
then stuffed the body parts in
two bags and covered them
with flowers and leafy vege-
tables to conceal detec-
tion. He then carted the
bags, threw one of
them in Cauvery river
and the other in the

es. He sold the victim’s
jewellery for Rs 25,000,
they added.
“A1 allegedly killed his third
victim - a woman from Cham-
rajanagar, who was known to
his partner (A2) on June 3 af-
ter he called her to Mysuru. He
cut her body into two halves
and dumped them in two bags;
one each in a Katteri canal
near KRS and the other in
Baby canal. He reportedly sold
her jewellery for Rs 90,000,”
said sources.
Giving chilling details about
his next victim, sources said
that on the day of his arrest,
on August 3, A1 had planned to
kill A2 - his partner - to erase
evidence of his crime since
she is a witness to the three
murders. “He had four other
people including three women
on his hit-list,” they added.
The interrogation of A1 has
reportedly revealed that he
had identified his victims be-
cause he suspected that they
had an “immoral” influence
on his partner and were prod-
ding her to get into illicit
trade.
A1 is a school dropout
and had worked in fabrication
units in Peenya before moving
to Bommasandra, Mysuru
and later to Dobbaspete.
In each of these cases, after al-
legedly strangling his victims
to death, he sold their jewel-
lery and went for a vacation

munity that had remained on
the margins for thousands of
years, four Irular tribal stu-
dents, including three girls
who are children of rescued
bonded labourers, have joined
undergraduate courses at Ma-
dras Christian College this
year. The community, tradi-
tionally involved in snake and
rat catching and honey collec-
tion, is one of the six particu-
larly vulnerable tribal groups
in Tamil Nadu and is among
the most backward in educa-
tion and employment. The four
students are Nandini, Ramya,
and Priya, all aged 17 and Raj-
kumar is 21 years old.
Nandhini’s father died when
she was young and her mother
Vijaya worked as a bonded la-
bourer at a brick kiln in Tiru-
vallur until she was rescued in
2014. “I used to live in different
hostels till my mother and I
shifted to the Irular smart col-
ony in Tiruvannamalai dis-
trict three years ago. Though
my mother was rescued from
bonded labour in 2014, it took a
long time for her to mingle
with us again,” said Nandhini,
who joined BA Tamil this year.
Ramya too has joined BA
Tamil. Rajkumar is enrolled in
BA History and Priya has cho-
sen BA Social Work.
While Nandini and Priya
want to become police officers,
Rajkumar aspires to be an IAS
officer. “Becoming an IAS of-

people like us. But I want to

who worked as a bonded la-
bourer at a rice mill in Chit-
toor in Andhra Pradesh, was
rescued in 2012. Priya’s mom
and dad were also rescued
from a rice mill in Tiruvallur

The two approaches overlap.
They deploy rationality and empa-
thy in different proportions: trans-
actional management requires
dominantly rational skills, while
transformational leadership re-
quires dominantly empathy skills.
Both skill sets are relevant.
A holistic leadership approach
is akin to a systems-approach—the
impact of one decision on every
other part of the moving system is
contemplated in advance. Rather
than describe the differences, I il-
lustrate through the exceptional
and noteworthy example of ra-
tionalisation in TISCO in the early
1990s when Dr Jamshed Irani led
Tata Steel. In this short article, I
do not intend to analyse or com-
ment on every aspect of the rather
massive transformation, but to
merely narrate what a ‘holistic’
approach looks like.
TISCO has had a long history of
harmonious and trusting indus-
trial relations. In the late 1980s, Dr
Irani recalled a conversation with
Mr J R D Tata outside the Jam-
shedpur steelworks. J R D be-
moaned the fact that chief engi-
neer, Mr Firoze Tarapore, had
“submitted as many modernisa-
tions for the company as the years
in his life”. But where was TISCO
to get the funds? Irani doggedly re-
factory gate, selling tickets to visit
a steel museum. It was a grim,
but forthright assessment of the
future.
Then the environment changed.
Liberalisation was announced by
the government. It was an “aha”
moment for Dr Jamshed Irani and
his leadership team.
Very quickly, TISCO’s efficiency
was benchmarked by comparing it
with top global companies. A sys-
tem of Total Business Excellence
was adopted to rapidly improve
wherever TISCO was lagging. The
old plans were updated with con-
temporary ideas of technology
and productivity, thus producing a
fresh modernisation plan. Huge
funds were required, so funding
ideas too were developed. In a
sense, these were all in the realm
of the rational—technology, fund-

power. In contemporary times,
this same challenge is faced by the
defence forces for which they de-
vised the Agnipath scheme.
The fact is that an intimate
cause-and-effect exists between
technically sound ideas on the one
hand and individuals and social
systems on the other. TISCO would
have to adapt to unprecedented
manpower reduction in Jamshed-
pur, perhaps even unparalleled
anywhere in any Indian company
at that time—halving the manpow-
er in what was essentially a com-
pany township!
A deeply thought-out set of
schemes were devised by opera-
tional and human resources lead-
ers to implement this manpower
rationalisation. The CEO, leader-
ship team, and the board chair-
man spent hours on discussion.
The leadership did not regard it as
a headcount reduction, but rather
as an unavoidable and delicate
surgery on the delicate body of the
company. This triggered thinking
about the employees with great
empathy. How could the company
achieve the result with the least
pain—though pain and bloodlet-
ting could not be avoided? Employ-
ees were met in small groups and
thy, but also with firmness. For
example, at one town-hall meeting,
a senior employee questioned Dr
Irani, “This company has a com-
mitment to employ one son of each
family. What happens to that?”
Irani responded, “I understand
your anguish; please appreciate
that the issue at hand is not about
employment for your son, it is
about your own employment!”
A scheme was devised whereby
employees above certain criteria
of age and service received the full
basic salary right up to their re-
tirement age. Younger employees
were given a lump sum and guided
towards entrepreneurship. Coun-
sellors were engaged to speak to
distressed families, sparing no ef-
fort to do the surgery with the fin-
est bedside manners of a doctor-
patient relationship.
Finally, TISCO did modernise
technologically and its productiv-
ity rivalled the best in the world
within a few years. In addition, the
company rationalised manpower
from 80,000 to 40,000. No leader felt
good about this surgery, but the pa-
tient, viz the company, was saved.
The example illustrates the
distinction between transforma-
tional leadership and transaction-
al management.

There are innumerable records
showing that its viewers did not
miss the point. A revealing one is a
memo from 1893 prepared by the
Indian Viceroy Lord Lansdowne
(1888–1893). As a response to the
query of the Earl of Kimberly
about the ever-increasing commu-
nal riots, Lord Lansdowne, as
quoted by Christopher Pinney,
observes:

As the religious sentiments and
the communal politics involved in
it had gained wider acceptance in
the 20th century, it continued to
proliferate uninterruptedly till the
1970s. Since the 1980s, too, it began
to pervade our visual culture but in
new incarnations altogether. I will
return to it in my next turn.

have been grounded/under
construction. Further, out of
these 62 lakh houses have been
completed. Out of the total
sanctioned 123 lakh houses, the

cused Russia of rocket strikes
that killed 13 civilians in are-

Ukraine says Russia has sta-

brought back memories of the
1986 Chernobyl nuclear disas-
ter in then Soviet Ukraine,
which killed hundreds of peo-
ple and spread radioactive
contamination over much of
Europe.
The plant was captured by
Russian troops on March 4 af-
ter a battle with Ukrainian
forces. The strikes came a day
after major blasts at the Saki
airfield, a key military base on
the Russian-annexed Crimea
peninsula. Dramatic amateur
footage on social media ap-
peared to show panicked holi-
daymakers fleeing a Crimean
beach with young children, as
ballooning clouds of grey
smoke rose over the horizon.
Russia annexed Crimea in
2014 and has used the region
as a staging ground for its at-
tacks, but it has rarely been a
target for Ukrainian forces.

ministry on Wednesday de-
cided to remove the fare
caps on domestic airlines
with effect from August 31.
“The decision has been tak-
en after careful analysis of
daily demand and prices of
air turbine fuel. Stabilisa-
tion has set in and the sec-
tor is poised for growth,”
said Aviation Minister Jyo-
tiraditya Scindia.
The government had im-
posed lower and upper lim-
its on domestic airfares in
May 2020, according to
which airlines can’t charge
a passenger less than `2,900
(excluding GST) and more
than `8,800 for domestic
flights of less than 40 min-
utes. While upper caps were
to protect passengers from
being fleeced by greedy air-
lines, the lower limits were
meant to protect the finan-
cially weaker carriers.
The government’s deci-
sion could bring relief to
flyers hit by high ticket
prices, in the event of a
price war now that the price
restrictions have been lift-
ed. However, it also means
that if demand for a route is
high, they will have to pay a
premium.

DoT invites enterprises
for private 5G network

munications (DoT) on Wednes-
day invited enterprises to study
the demand for direct assign-
ment of spectrum to set up cap-
tive non-public networks
(CNPN).
The enterprises, which have
net worth more than `100 crore
,and are willing to set up cap-
tive non-public networks by ob-
taining spectrum directly from
the Department of Telecommu-
nications (DoT) are invited to
participate in the exercise.
“Captive Non-Public Net-
work can play a key role in de-
veloping industries by provid-
ing secure, ultra-reliable, low
latency and high throughput
communication using ad-
vanced technologies,” said the
government in a statement.
The government had issued
the ‘Guidelines for Captive
Non-Public Network (CNPN)
license’ on 27 June 2022, with
an aim to establish the legal
framework for CNPNs. As per

IN the world of chess, former
Soviet nations continue to sing
the game’s song. Chess was one
of their biggest exports, so it
continues to have an outsized
influence in many cultures and
societies that were once part of
USSR. Their impact was also
felt in Mahabalipuram at the
Olympiad. Four of the five
countries that medalled at the
Olympiad — Georgia, Ukraine
(women) and Armenia, Uz-
bekistan (open) — were part of
it.
Of this, Armenia’s silver de-
mands deeper scrutiny. Among
all countries that broke away,
it’s the one place that can be ac-
curately described as ‘chess
mad’ the most. Months after
breaking up from USSR, they
won their first Olympiad medal
in 1992. In a 10-year period that
began in 2002, they won five
medals in the open section, in-
cluding three gold. The last of
those gold, which came in 2012,
was preceded by a landmark
education reform that said
chess was going to be a compul-
sory school subject just like
mathematics and science.
In 2011, the gover nment
passed a law to this effect. “We
hope that Armenian teaching
model might become among
the best in the world,” Armen
Ashotyan, who was the coun-
try’s education minister then,
had said. As part of the pro-
gramme, the government allo-
cated $500,000 to draw up a syl-
labus and procure the
appropriate equipment. The

THE Committee of Administrators (CoA) currently running

ousted AIFF president Praful Patel for “interfering with the
proceedings” of the Supreme Court which last week ordered
elections to the national federation.
In the contempt petition, the CoA said Patel “conducted a
meeting of the 35 Intervening Member Associations (state as-
sociations of the AIFF) with the express purpose of interfering
with the proceedings of this Hon’ble Court...” The petition also
attached transcripts of the said meeting, which was conducted
over Zoom at 11 am on August 8.
It said the contemners have “interfered with the administra-
tion of justice by committing gross contempt of the orders”
passed by the top court. The petition made the plea to bar Patel
“from participating in and holding any football related posts
forthwith, including and not limited to positions in FIFA and
AFC”. It also requested the top court to initiate proceedings for
contempt of court against the alleged contemners “for interfer-
ence in the administration of justice, and the willful and fla-
grant disobedience of orders ... and punish them with maxi-
mum penalty in accordance with law”. Along with Patel, the
virtual meeting was attended by IFA (Bengal football body)
chairman Subrata Dutta, Delhi Football chief Shaji Prabhaka-
ran and five others, who form the seven-member committee to
represent the state associations of the AIFF in the negotiations

Ravi Bopanna is a remake
of the Malayalam film, Joseph
(2018), starring Joju George
and directed by M Padmaku-
mar. Ravichandran clarifies
that he has only taken the soul
of the original and has re-

me 11 months to rework every-
thing. As a result, Ravi Bopan-
na is a well-constructed film
with a totally new feel to it. I
don’t want the audience to
come in with the mindset of
watching a remake. Just trav-
el with me, and you will get a
new experience,” assures
Ravichandran.
The filmmaker, who carries
a ‘Crazy’ image, asserts that
his films will also have that
craziness. “I’m becoming cra-
zy because of you all, and so
will be my films,” he says.
As someone who never gets
satisfied with his work, Ravi-
chandran believes in experi-
menting consistently. “I al-
ways said turning 60 is a new
beginning, and it is also a
learning for me. Not that the
work I have done is bad, but I
always look to do something
better. I make films for the
people, and I try to give them
maximum entertainment.”
Ravichandran is one of
those filmmakers who likes to
take up all the responsibili-
ties. Is it because he doesn’t
trust anyone or is it his inter-
est in working independently?
“I like people to join me, and I
will give up on most of the
work, except for direction and
acting. But when I don’t get
what I want, I prefer striving
cocktail with a lot of emotions
in it. He will be seen in three
looks in the project. “My looks
will stand out in the film, and
it will be something that
haunts the audience even after
they exit the theatres,” adds
the veteran, who believes that

rejuvenation in his career.
“This film brought me back to
learning about cinema from
the scratch.”
