EDUCATIONAL ASSISTANCE PROGRAM (SY 2019-2020)

REPORT ON SCREENING AND SELECTION

BACKGROUND

Ordinance No. 1, S 1998 established the Victoria Scholarship Program to provide access to high school
education for poor but deserving pupils. It is geared towards developing the youth into educated and
responsible citizens of the municipality. Said ordinance also provides for the creation of the Victoria
Scholarship Committee tasked to prepare the Implementing Guidelines and administer the Program. In year
2002, said Ordinance was amended through Ordinance No. 02, S. 2002 to include the provision of tertiary
scholarship. Being aware of the growing need for educational assistance which cannot be complemented by
the tight qualification requirements of the Victoria Scholarship Program, the Educational Assistance Program
was identified as a priority program in the Annual Investment Plan for 2009.

The program is intended to benefit intellectually capable college students who cannot afford to attend college
due to financial limitations. It is open to incoming freshmen or existing college students who are given a chance
to finish a four-year or five-year course in any college within the Province provided that they do not get
terminated or disqualified based on the following:

1. Health deficiency problem;


2. Failure in any subject;
3. Having been pregnant or married at the time of the grant period;
4. Dropping of at most two subjects for the whole duration of the Assistance Program;
5. Falsification of records and documents; and
6. Violation of rules and regulations of the school where he/she is enrolled as reported/certified by
school authorities.

The number of grantees will depend upon the allocation of the Municipal Government for the program for a
specific year. Each grantee will be entitled to an amount of P5,000.00 per semester until they finish a two-
year, four-year or five-year course in any recognized college within the province. Given the allocation for 2019,
the Municipal Government can finance thirty (30) grantees for SY 2019-2020. Sixteen (16) slots were vacated
for SY 2019-2020 as a result of graduation of sixteen (16) grantees in SY 2018-2019.

The following selection criteria is the basis for evaluating applicants for financial grant:

Qualifying Examination - 20.00%


Scholastic Record - 30.00%
Standard of Living - 50.00%

Since the start of the program in SY 2009, a total of thirty-five (35) college students have already graduated as
financial assistance grantees.

SELECTION PROCESS FOR SY 2019-2020 SCHOLARSHIP

A total of one hundred and thirty-five (135) applicants for Scholarship Program and Educational Assistance
Program for SY 2019-2020 was accepted starting March 13, 2019. Applicants were prequalified based on the
following:

1. Residency requirement of at least five (5) years in the municipality before the date of the
examination;
2. Must come from a family having a basic monthly gross income of not more than P15,000.00 for
a family of six;
3. Must have a general average rating of not lower than 85%;
4. Must be in good health;
5. Must not have been charged of any crime or violation of legal orders; and

Documentary requirements for prequalification were accepted, to ensure that they met the minimum
qualification requirements.

A qualifying examination was given for College Scholarship and Educational Assistance Program by the
Mindoro State College of Agriculture and Technology on June 6, 2019. The result of the examination was
used to rate the second criteria for evaluation of applicants of both the Scholarship Program and Educational
Assistance Program. Attached as Reference A is the result of the qualifying examination conducted by
MinSCAT.

Home visitation of pre-qualified students was conducted to be able to rate the last criterion necessary to
complete evaluation of applicants to the program. The Scholarship Committee authorized the VSC Secretary
and MinSCAT representative Mrs. Evelyn A. Leynes to conduct the home visitation. Home visitation of
applicants of college scholarship and educational assistance program was done in a one-day schedule on July
22, 2019. The top 30 applicants who passed the qualifying examination were included in the home visitation as
follows:

Applicants and their parents or relatives, whoever may be available, were interviewed to assess their standard
of living. Basic consideration for the assessment is the number of dependent children, source of income,
family income and expenditures including education of children, electric bills, medical expenses, etc., absence
of relatives who are capable of providing assistance, absence of other educational grant opportunities,
accessibility to school, absence of durable housing materials and basic appliances, among others. Attached as
Annex B is the pictorial report on the conduct of home visits of the most qualified applicants to the program.

Based on the result of the home visitation which evaluates the standard of living, the applicants were rated and
ranked by the VSC Secretary and MinSCAT Representative. After getting the top eight (8) of the seventeen
(17) applicants to the Victoria Scholarship Program, the remaining nine (9) applicants were included in the
ranking for Educational Assistance Program using its own criteria.

Following is the result of the evaluation and ranking of the 13 qualified applicants to the Educational Assistance
Program together with the 9 applicants to the Scholarship Program who were not considered scholars based
on the ranking, but were nonetheless qualified for educational assitance:

Considering that 16 slots are vacant for SY 2019-2020 and following the criteria set for Educational Assistance
Program, the first 16 in rank are qualified as beneficiaries of the educational assistance grant starting this
school year.
