12. Key qualifications
 Japan-World Bank Policy and Human Resources Development Fund. Team Leader for a Project to
review developments in health care provider payment methods for the Croatian Ministry of Health and
Social Welfare. Also to review plans for further development and assist with refinements as necessary.
 Team Leader for a project to re-design the methods of payment for primary and hospital care services
under the national compulsory health insurance scheme. The design includes risk-adjusted capitation and
additional payments for quality targets and unavoidable additional costs of size and remoteness.
 Team Leader for a project that reviewed and redesigned all types of provider payment methods within
the government's compulsory and universal health insurance system. Major elements included improved
methods of risk-adjusted capitation for primary care, DRG per case payment for inpatient services, and
specialized payment models for intensive care, rehabilitation, and palliation.
 Advice to the Ministries of Finance and Health to implement output-based budgeting across the health
sector. Components included categorization of outputs, determination of standard costs of outputs, revision
of responsibilities and accountabilities, and modification of organizational and professional cultures.
 Team Leader for a project directed at adjusting the capacities and locations of health sector facilities.
Review of health care needs, health sector management, clinical practice, and service and asset planning.
The emphasis was on adjusting hospital and health clinic sizes and functions to improve cost-effectiveness
and equity.
 Team Leader - World Bank. The aim was to reform all aspects of drugs financing, acquisition, pricing,
prescription, and use of medications. My role was mainly to integrate drugs reforms into the broad reform
process of the health sector (including refinement of health care financing, resource allocation, and care
provision).
 Consultant - For various hospitals and hospital networks, provision of advice on the management of
health care delivery. The emphasis has been on the use of clinical pathways as the basis for product
costing and cost control, improvement of quality of care and health outcomes, and encouragement of
effective clinical governance.
 Practical experience with EC management and reporting guidelines (General Conditions, format of
all kinds of Reports (inception, mid term, final reports), Terms of References, Visibility Guidelines, etc.);
