Dear Director Wray:

A recent report indicates that the search conducted by the Federal Bureau of Investigation
(FBI) of former President Trump’s Mar-a-Lago residence was based upon information provided
by an informant. 1 This report raises a number of questions in furtherance of ongoing Committee
oversight on this topic. Please provide written responses to the following:

1. Did any undercover FBI officer provide information used in the affidavit in support
of the search warrant for the search of Mar-a-Lago conducted on August 8, 2022? If
so:

a. Has this undercover FBI officer ever been paid, in full or in part, with
National Intelligence Program funds?

b. Is this undercover FBI officer posing as a current employee of any other U.S.
Government agency, such as the U.S. Secret Service?

c. Is this undercover FBI officer posing as staff at Mar-a-Lago?

d. When did the Bureau place this undercover FBI officer in a position to have
intimate details about and/or access to Mar-a-Lago?

e. When did the Bureau meet with this undercover FBI officer to receive the
information used in the affidavit in support of the search warrant?

f. What FBI division is directly responsible for employing this undercover FBI
officer?

g. Does the undercover FBI officer have any direct or indirect involvement with
the Counterintelligence Division? If so, please explain the nature of this
relationship.

2. Did any paid FBI confidential human source provide information used in the affidavit
in support of the search warrant for the search of Mar-a-Lago conducted on August 8,
2022? If so:

a. Has this source ever been paid, in full or in part, with National Intelligence
Program funds?

b. Is this source a current employee of any other U.S. Government agency, such
as the U.S. Secret Service?

c. How long has this source been on the Bureau’s payroll?

d. If the FBI recruited the source, when was this source recruited and for what
purpose?

e. If the source approached the FBI without being recruited, when did the source
contact the FBI and for what purpose?

f. When did the Bureau place this source in a position to have intimate details
about and/or access to Mar-a-Lago?

g. When did the Bureau meet with this source to receive the information used in
the affidavit in support of the search warrant?

h. What FBI division is directly responsible for managing this source?

i. Does the source have any direct or indirect involvement with the
Counterintelligence Division? If so, please explain the nature of this
relationship.

3. Does the Bureau have any internal policies or guidance regarding the use of current
U.S. Government employees as a paid FBI confidential human source? If so, please
provide all relevant documents.

4. Does the Bureau have any internal policies or guidance regarding the proper handling
of any information provided by a paid confidential human source that pertains to a
current or former U.S. Government official, if the source is tasked with providing
security and protection for that official? If so, please provide all relevant documents.

5. Does the Bureau have any internal policies or guidance regarding undercover FBI
officers posing as a member of a protective detail of the U.S. Secret Service? If so,
please provide all relevant documents.

In addition, it is necessary that you preserve all relevant documents and communications
that may refer or relate to this matter, including those on official governmental accounts and on
personal, non-governmental accounts. Specifically, this preservation request should be construed
as an instruction to preserve all documents, communications, and other information, including
electronic information and metadata, that is or may be potentially responsive to a congressional

inquiry, request, investigation, or subpoena that may be initiated or otherwise undertaken by a


committee of Congress or any other investigative entity.

For purposes of this request, “preserve” means securing and maintaining the integrity of
all relevant documents, communications, and other information, including electronic information
and metadata, by taking reasonable steps to prevent the partial or full destruction, alteration,
testing, deletion, shredding, incineration, wiping, relocation, migration, theft, mutation, or
negligent or reckless handling that could render the information incomplete or inaccessible. This
includes preserving all compilations of documents that have already been gathered in response to
requests, even if copies of individual documents may still exist elsewhere in the agency. I further
request that you or your designee:

A. Exercise reasonable efforts to identify and notify all relevant individuals, including
current and former employees, officials, detailees, contractors, subcontractors, and
consultants who may have had access to potentially relevant information that they
should preserve and return such information to the FBI;

B. Exercise reasonable efforts to identify, recover, and preserve any potentially relevant
electronic information that has been deleted or marked for deletion but is still
recoverable;

C. Remind all relevant individuals, including current and former employees, officials,
detailees, contractors, subcontractors, and consultants that any federal records sent or
received using a nonofficial account must be forwarded to the agency for proper
archiving, and forward all such material in your possession; and

D. If it is the routine practice of yours, or any relevant individuals, including current and
former employees, officials, detailees, contractors, subcontractors, or consultants to
destroy or otherwise alter potentially relevant information, either halt such practices
as they relate to the potentially relevant information or arrange for the preservation of
complete and accurate duplicates (including metadata) of such documents,
communications, or other information.

Please provide written responses to the above questions, and all documents and
communications in the custody of the Bureau that refer or relate to the above questions, to the
Committee no later than 5:00 p.m. on August 24, 2022. Additionally, please advise in writing as
to how you will ensure all records relevant to this matter will be preserved. Thank you for your
attention to this request.
