SUBJECT : Reiteration on the Guidelines and List of Requirements for

the Restoration of Salary of PNP Personnel based on PNP

MC No. 2016-062

1. References:
a. Memorandum from TDPRM dated May 16, 2022 with above subject;

b. Memorandum from this Directorate re Guidelines and List of

Requirements for the Restoration of Salary of PNP Personnel dated July
30, 2021; and

c. PNP Memorandum Circular No. 2019-062 dated October 3, 2016.

2. This pertains to the observations of TDPRM pertaining to the endorsement of

request for restoration of salary of personnel without the required compliance with the
requirements of PNP MC No. 2016-062.

3. In this regard, all RMUs and SOUs are reminded to strictly comply with the
requirements specified in PNP MC No. 2016-062. Relatedly, all requests pertaining to
the restoration of salary of your respective personnel should be addressed to ARMD
(Attn: PRS) and endorsed by Director, Maritime Group.

4. Further, be reminded that pursuant to para 8(a)(1)(b) sub para b.3 of PNP
MC No. 2016-062, "All reinstated personnel (from dismissal, DFR, AWOL) shall be
initially assigned in PHAU or its equivalent office in PROs/NSUs for maximum period of
30 days and undergo medical neuropsychiatric examination and drug test as provided
by R.A No. 8551 as requirement for the restoration of pay, salary and allowances.”

5. As clearly provided in the aforecited policy, the requirements for restoration of

pay, salary and allowances is imposable only to reinstated personnel from dismissal,
DFR and AWOL. The process for restoration of salary is provided to ensure that a
personnel is given a "fair day's wage to a fair day's labor". Accordingly, a personnel
shall be paid for his work rendered without delay. (Attached is the checklist requirement
pursuant to PNP MC No. 2016-062)
