It is a council organized at the barangay level that serves

as the umbrella organization for all children’s concerns. It


is a council fully harnessed to be an efficient and
effective advocate of child’s rights that implements all
children’s programs at the local levels.

Foster education of every children;

Take steps to prevent juvenile delinquency and assist parents


of children with behavioral problems so that they can get
expert advice;

Adopt measure for the health of children;

Conduct capability building projects to increase


knowledge and skills in handling children’s
program
Encourage the proper performance of the
duties and responsibilities of parents, and
provide learning opportunities on the adequate
rearing of children and positive parent-child
relationship
Establish and maintain an updated and
disaggregated database on children

Prepare Annual Work and Financial Plan (AWFP) for children

Provide coordinate linkages with other agencies and


institutions in the planning, monitoring and evaluation of
plans for children;

Make recommendations to the barangay on


policies and PPAs relative to the promotion of
the rights and welfare of children for inclusion
in the Annual Development Plan
Conduct advocacy on the promotion of the
rights and welfare of children

Conduct capability building programs for all


stakeholders on children

Advocate for the establishment and


maintenance of playgrounds, day care centers,
and other facilities for child and youth
development;

Advocate for the passage of barangay


resolutions/ordinances responsive to child-
related issues and concerns, and ensure the
inclusion of children’s program in the executive
agenda;
Monitor the enforcement of national and local
laws for the survival, development, protection
and participation of children

Protect and assist children in need of special


protection, and refer cases filed against child
abusers to proper agencies

Perform such other functions and other child


related laws especially in matters of child and
parent education, health, entertainment, etc.
Monitor and assess implementation of PPAs
on children
a. Establishment or improvement of the standard day care centers, recruitment
of trained/capacitated day care workers;
b. Eliminate all forms of child abuse;
c. HIV/AIDS Prevention;
d. Implement of intervention and diversion programs for CICL as provided in
Section 18 of RA 9344;
e. Health and Nutrition programs;
f. Maternal and postal natal care;
g. Construct/Maintain community infrastructures like children’s playground and
library, youth centers, etc.
h. Strengthen the family through parental care and guidance, family week
celebration, parent education;
i. Provision of Potable Water Supply;
j. Facilitate services and programs that respond to the special needs, interests
and concerns of children and offer appropriate counseling and guidance to
children and families;
k. Conduct Training/Capability building of service providers for children
