Objectives

b. identify the major emerging national, state, and
local trends in financing education; and
c. describe the major emerging national, state, and
local trends in financing education.
The main sources of education
finance are public finance,
private sources
Of the school-age population in the
bottom income tercile group, the most
numerous are in the basic education level
ages, 5-16 years old, at 800 thousand or
more at each age (black bars). In contrast,
for the top income tercile group the most
numerous are in the tertiary school level
ages, 17-24 years old, at around 500
thousand or more at each age (blue bars).
For the middle income tercile group there
are near equal numbers at each age, ranging
from 550 to 650 thousand at each age.
What does a household pay?
PUBLIC
Tuition is free but there are other school fees and voluntary ELEMENTARY AND
contributions collected from households such as for the Parents- SECONDARY
Teachers Association or PTA (UNESCO 2009) SCHOOLS

PUBLIC
TERTIARY
Tertiary level public education both tuition and other
fees are paid for by households.

PRIVATE
tuition and other school fees, other costs include books, school ELEMENTARY AND
supplies, uniforms, transportation to/from school and costs of SECONDARY
school-related activities and projects SCHOOLS
Per capita means by age for public education consumption have the same overall
pattern by age for the different income groups, with per capita values relatively higher in 6 the
ages 5-16 years (Figure 4). The per capita means by age plotted in Figure 5 show distinct
difference in level or scale of private education consumption at each age across
income groups.
Aggregate Education Expenditures

As Filipino students progress through


their studies, fewer and fewer state-
funded public institutes are available
to them.
In elementary education,
95.2 percent of institutes are public.
In secondary education, this number
goes down to 60.8 percent. And
finally, in tertiary education, it is only
25.3 percent.
As of 2020, records from
CHED showed that the country
has 1,975 HEIs (excluding satellite
campuses of state universities and
colleges). From this number, 246 are
public HEIs, while 1,729 are private
institutions.

In the Philippines, 2 out of 5 high school graduates do not pursue tertiary


education, hindered by the high tuition fees in addition to miscellaneous
expenses incurred while studying. After spending many years working hard to
make ends meet in order to put their children through school to obtain a high
school diploma, it is often a disappointment to students who face the choice
between working to help their family or sacrificing the education of other
siblings so that one may be sent to college.

Expanded Government Assistance to Students and


Teachers in Private Education RA No. 8545

Act that “Any loan granted under the Section shall be paid by the student-
debtor after he has finished the course or profession for which the proceeds of
the loan was expended, but only after a period of two (2) years from the time he
has acquired an employment: provided, however, that interest at the rate of not
more than six percent (6) per annum shall accrue to the balance thereof”

LANDBANK ACADEME

LANDBANK ACADEME (ACcess to Academic Development to Empower the Mass


es towards Endless Opportunities) Lending Program, LANDBANK has allotted a total progra
m fund of P3-billion in credit support for private high schools, private technical
and vocational education training institutions, as well as Higher Education Institutions (HEIs)
such as colleges and universities, to provide continuing education to their students.

The program offers ‘3-3-3’ features with a P3-billion-program fund in


credit support, a very low fixed interest rate of only 3% per annum, and payable based on
the maturity of the sub
promissory notes but not to exceed three (3) years. It forms part of LANDBANK’s social inve
stment package to encourage s tudents to pursue and finish their education.

Republic Act 10931

In August 2017 the Universal Access to Quality Tertiary Education


Act, officially known as Republic Act No. 10931, introduced four
programmes to support this segment: free higher education for students in
SUCs and LUCs; free TVET for students in public institutions; a tertiary
education subsidy or grants-in-aid for supplies, living expenses and
transportation; and a national student loan scheme.

But the problem starts when schools at the district, division, and national levels are
made to compete for the “best Brigada implementation,” according to another teacher from a
public elementary school in Quezon City, who also asked not to be named.
Even if the goal is to foster cooperation and community spirit, the winner of the
competition, according to the teacher, would be selected based on the resources received by
the school, the number of volunteers who participated, and the projects they implemented
during Brigada.

It is used to describe an activity that makes money to finance a
program or a project.

Why should schools/proponent generate their income?


To be able to:
•Improve school facilities
•Offer scholarships to poor children
•Finance a project for innovation in school
School Income Generating Project (SIGP)

Typical Resources a school might possess:


•Natural resources -/ land, water, trees, etc.
• Ex: Agricultural Activities j(4f the project is horticulture/ plant cultivation, the
proponent can make-use of the school’s natural resources such as land, water, etc.)
•Human resources – teachers, students
• (teachers/students can manage the project)
•Physical resources – buildings, equipment
• (the proponent may use the agricultural equipment of the school)
•Financial resources – money
• (the proponent may look for sources to fund the project from school alumni and
other stakeholders)
•Intangible resources – goodwill
• (The proponent may use goodwill to sell his product)

•Horticulture: vegetable, herbs, spices, nuts


• plants/seedlings/condiments/pickles/peanut butter/dried herbs
•Fruits- jam/juice/fruit wine; cash crops- coffee/cocoa; flowers;

• eco-tourism: school shop; internet cafe; processing facilities; school-
run enterprise
