UNICEF Yemen Weekly Situation Report 13 19 June 2011

Highlights The number of Abyan IDPs is increasing though in smaller numbers and more schools are hosting new IDPs, which could affect high school examinations scheduled for 25 June. Fighting in Abyan has constrained any coordinated cholera response in Abyan due to lack of information and access. A cold chain and vaccination monitoring system was established to assess the impact of the crisis on immunization services. Data from two governorates with an estimated 13% of under-fives show cumulative coverage of less than 25% as of May 2011. Inter-Agency Collaboration, Coordination, Cluster Leadership and Key Partnerships Nutrition cluster The nutrition cluster coordination mechanism in the south is activated. One meeting was conducted on 13 June. Bi-monthly meetings are scheduled. A rapid nutrition assessment among about 30,000 IDPs in Lahj and Aden governorates (six districts covered) is in place to assess the status of malnutrition in under-five children, as well as pregnant and lactating mothers. Ten teams in Aden started a six-day assessment in eight districts targeting IDPs living in schools and other locations. Cluster partners CSSW and UNHCR are working on community mobilization and sensitization component. Refresher training session was organized for the rapid assessment team and the tools needed for the Assessment were distributed. Education cluster UNICEF in coordination with Save the Children and other NGOs had a meeting on 14 June focusing on the Children Friendly Spaces (CFS) and other activities for IDPs. Supplies including 40 ECD kits, 40 recreational kits and five tents were delivered for the implementation of the project. Education and protection supplies for pre-positioning and for Save the Children joint project arrived in Aden. UNICEF launched the project with Tadamoun & Intersos NGOs in Basateen area, Aden, which provides support to 400 children via day-care and pre-schooling centres.

Three SSA agreements with three NGOs were singed in Ibb, Hodeida and Al-Dhale.

Protection Sub-cluster The child protection working group held a meeting to coordinate efforts among concerned partners in Haradh and to also explore the possibility of establishing a gender-based violence working group. Another CPWG meeting was held to coordinate efforts and identify the gap to enable effective response needed for IDPs children coming from Abyan. UNICEF Response Nutrition Logistical planning finalized for the nutrition survey amongst IDPs and host communities in Hajjah governorate. Fuel shortages may be a constraint to smooth implementation. Nutrition supplies and equipment delivered to five districts in Saada Health A cold chain and vaccination monitoring system was established to assess the impact of the crisis on immunization services. UNICEF developed an advocacy paper on immunization to solicit greater support from partners and other concerned parties for continuation of vaccination services and maintenance of the cold chain. The regional WASH specialist participated in a health cluster meeting by videolink, offering technical support in the control of the cholera outbreak in Abyan. With no data/information since mid-May, and reports of 742 cases admitted at the only two functional hospitals since the outbreak began, it is difficult to determine the trend or impact of the outbreak. Health sub-cluster continued to meet bi-weekly to monitor the cholera situation in Abyan and health needs of the displaced in Aden and Lahj. WASH Rapid assessment of WASH among IDPs in Aden was completed. All 42 locations where IDPs are housed found to have piped water and latrines. There was however lack of hygiene awareness and hygiene promotion and no committees for ensuring cleanliness of sanitation facilities. Eleven WASH IDP committees were formed. Fighting in Abyan has constrained any coordinated cholera response in Abyan particularly in Zenjbar due to lack of information and access. There are no partners on the ground although CSSW reported to have some data.

A total of 1075 hygiene kits distributed to IDPs in Aden and Lahj Provision of safe drinking water at 18.6 litres per person per day to 20,433 IDPs in the three camps in AlMazraq, Hajja. 8285 IDPs living outside the camps as well as in host communities also provided with safe drinking water through water trucking with an average of 28.25 liters per person per day. An additional 13 latrines were rehabilitated in camp 1 and 18 latrines in camp 3 bringing the total to 31 latrines that were rehabilitated this week. A total of 1,108 displaced families in the three camps and in the host community participated in hygiene promotion awareness activities by trained community volunteers. 10,000 litres of diesel secured by UNICEF Hodeidah after continued efforts to ensure water services in Haradh camps

Child protection A total of 412 calls were received by the helpline and 104 cases supported by the psychosocial center managed by the Arab Human Rights Foundation with UNICEF support. Main complaints were psychological problems and sleep disorders (night terror, nightmares, etc) and phobia mainly due to the current conflict. In Al-Dhale 25 teachers, social workers and community volunteers were trained on psychosocial support, protection of children from violence and code of conduct. Eighteen community members were also trained on how to run CFS at community level. In Hodeidha, TOT was conducted for 15 master trainers on CP and prevention of violence against children In Ibb, 63 community volunteers were trained on child protection and prevention of violence against children, followed by training for six community members on how to run CFSs at community level. Fourteen cases of child marriage, physical and sexual abuse were identified and received PSS support with awareness for concerned parents in Haradh and Ibb. Ten more cases were identified during the reporting period. In partnership with Al-Ferdoos Association and Social Services Association in Aden, 1101 displaced children from Abyan accessed recreational activities in the CFS in Buraiqa district. Haradh reception center received 30 repatriated children from Saudi Arabia. They were all provided with alternative care and rehabilitation. Seventeen of them were reunited with their families, and process is ongoing for the rest. Ethiopian officials just completed the documentation of 1500 stranded Ethiopian migrants in Haradh. IOM is working on their repatriation. Education UNICEF is monitoring high school examinations and is in close contact with the education office in Aden to address the situation of the many schools used by IDPs. On-going early child development activities in IDP camps. Internal preparedness activities for the Back to School campaign are ongoing.
