An Organization Approach to the Public Sector

REFLECTION 2.1

I have been in public service since I was the Sangguniang Kabataan Chairman of our
barangay and consequently the Vice President of the SK Federation of our City and currently,
I’m the District Administrator of Congressman Kuya Jose Antonio R. Sy Alvarado, the
representative of the First District of Bulacan to the Congress. My main responsibility is to
manage, designate and trouble shoot problems that may occur during his term in 6 of his
legislative constituents.

Separate from the legislative office in the congress, our main goal is to serve people with
outmost respect, care and service and provide them with almost everything they need. In order to
achieve the goals that we have set, I carefully designate people who can efficiently addressed the
needs of the people. I have office personnel who deals with paper works, processing of requests
and other clerical jobs including communication to local government units. I also have the
finance staff who handles money and the distribution of requests in kind and in cash. Another
team that I manage is the technical team who is entrusted for the physical set up, mobilization of
people on the ground and other manual works.

From one team to another, we meticulously and systematically coordinate with different
LGU’s in six municipalities. Having the same goals, we are one in helping and exerting effort to
alleviate the condition of the people in our community.

REFLECTION 2.2

Organizational theory studies organizations to identify the patterns and structures they
use to solve problems, take full advantage of efficiency and productivity, and meet the
expectations of stakeholders. Organizational theory uses these patterns to formulate normative
theories of how organizations may function best. It is broadly classified into three types
specifically Classical Theory, Neo-Classical Theory and Modern Theory.

The Classical Theory is the traditional theory, wherein more emphasis is on the
organization rather than the employees working therein. According to the classical theory, the
organization is considered as a machine and the human beings as different components/parts of
that machine. (1) It is the oldest theory of organization and initiated from the writings of classical
management thinkers such as Taylor and Fayol. However, there are criticisms of classical theory,
such as it ignores human aspect and views human beings as components of the organization
machine and it believes that people at work can be motivated solely through monetary
incentives. (2) While Neo-Classical Theory was introduced based on classical theory. It has
added, modified, and in some way extended classical theory. The basic assumption of this theory
is that the physiological and social aspects of a worker as an individual and his workgroup ought
to be focused on. In classical theory, the organization emphasized order, structure, economic
factors, formal organization, and objective rationality.
