ON THE UPGRADING OF POSITION OF TEACHERS THROUGH
EQUIVALENT RECORD FORM (ERF)

1. Pursuant to DBM Manual on Position Classification and Compensation, specifically


in Chapter 6 entitled, Position Classification and Compensation Scheme for
Teaching Positions in Elementary and Secondary Schools, the Schools
Division Oice of Camarines Sur is issuing a procedure on the upgrading of
positions of teachers through Equivalent Record Form (ERF).
2. To expedite the approval of requests for upgrading of Teachers, the enclosed

procedure is adopted cffective December, 2021.


3. Attached to this Memorandum are the following enclosures:

CLASSIFICATION, PROCESS AND TIMELINE

1. Based on the Department of Budget and Management (DBM), Chapter 6, entitled


Position Classification and Compensation Scheme for Teaching Positions in
Blementary and Secondary Schools", the classification of positions of applicants are

shown below:

2. The classifications of teaching positions are determined by the following factors:
2.1. academic and educational preparation;
2.2. teaching experience; and
2.3. extra-curricular activities for professional growth.

3. In Budget Circular No. 2004-1, paragraph 6.3 states that:


The computation of the length of service shall inchude only the years of teaching which
were not credited in the computation of step increment due to length of service as
provided under Joint CSC-DBM Circular No. 1, s. 1990, thus, the automatic
upgrading of position shall no longer be considered for all incumbents of Teacher I
positions who have rendered twenty (20) or more years in teaching service.

4. ERF could be evaluated as:


4.1. TEACHER-I or HT-I (Secondary only - Department Head:

4.1.1. 20 units in M.A.; or

4.1.2. Combination of units earned in M.A. plus seminars attended (Division,


Regional, National and International)

4.2. TEACHER-II or HT-II (Secondary only Department Head):

4.2.1. Master's degree in Education; or

4.2.2. Completed Academic Requirements (CAR) plus 150 hours in seminars,


conferences and trainings attended (Division, Regional, National and
in
International)- to equal the required units to finish the M.A. Degree
the school/ College last attended; or

4.2.3. Bachelor's Degree for teacher or its equivalent plus M.A. units equivalent
to the number of units required to finish the M.A. Degree as declared by
the school/College last attended.

5. Teachers who are applying for upgrading to Teacher-II with Complete Academic
Requirements (CAR) in Master's Degree in Education, likewise, those teachers who
are applying for Teacher-I who earned at least 15 Masteral units shall submit
Certificates of Participation and/or Completion from the seminars/trainings
attended in the Division, Regional, National and International levels including
related to
seminars/trainings attended conducted by other agencies which are
teaching/education. Certificates with no original signatures will not be considered
for upgrading, however, webinars are considered provided it has the QR code and
other proofs such as screen shot of email from the sponsor of the webinar and
acknowledgement receipt must be submitted.

6. Applicants for upgrading of position are advised to submit the required documents
to their respective schools every Friday at 4:00 p.m.

6.1. Application for ERF shall be submitted to the designated In-charge for pre
evaluation.

6.2. The School Heads or designated Liaison Oficers of the school shall submit
the pre-evaluated ERFs in bunch with the required supporting documents.
The documents together with a transmittal letter shall be submitted to the
Records Unit (receiving section) of the Division Office every 2nd Friday of the
month;

6.2.1. To facilitate the submission of application for upgrading through ERF,


the Personnel Unit of the Schools Division Office shall takc charge of
the request for Service Record.

6.3. The Personnel Unit of the Schools Division Office, upon receipt of the
documents, shall process the ERFs within five (5) days (Friday of the second
week of the month to Thursday of the following week). Those with deficiencies
shall be returned to the concerned Schools every last Friday of the month for
compliance and to be resubmitted the following Friday.

6.4. The Personnel Unit of the Schools Division Office shall take charge of the
submission of duly signed ERFs to the Regional Off+ce for approval.

7. The period for submission of ERFs is from February to October every year
a. To give sufficient time to review and conduct inventory of approved ERFs;
b. To give the applicants sufficient time to secure and prepare documents;
c. To wait for the implementation of National Budget Circular (NBC) issued by DBM
for the salary schedule.

(e.g. Transcript of Records, Certificates, etc.) had been issued while she was still single.

ORDINARY ORANGE FOLDER. Please do not use a plastie folder and a plastic cover, punch holes on top of the documents,
