FIRE PROTECTION GENERAL REQUIREMENTS
Part 1 - GENERAL
1.1 Intent:

It is the intent of this specificatio n to define the standards of


componen ts system · forming part of the fire protection system
installation. All work carried out shall be accordanc e with these
standards and shall incorporate all module required by rightful
authorities.

1.2 Description Of Work


The work covers providing new fire protection systems for the proposed
building. The equipment, materials installation, workmansh ip,
inspection and testing shall be in strict accordanc e with the required
advisory provisions of national fire protection association standards, fire
code of the Philippines andnationa l building code except as modified
herein. The work includes the following:

a) System shall be complete including automatic fire sprinkler system,


fire pump, fire departmen t connection , valves, hose, hose valves,
hose cabinet,etc .
b) Painting of pipe work and equipment.
c) Testing and commissioning.
d) Provision of operating instructions and maintenan ce manuals.
e) Training of the building's maintenan ce staff for proper operation
of theentire system.

The contractor shall be responsible for coordinatin g his work with the
various trades as necessary to avoid conflicts and to insure the
installation of all work within the available space. Requiremen t for
portable fire extinguisher shall comply with the local fire departmen t
policy.

1 .6 Operation And Maintenan ce Manual:


Furnish an operation and maintenan ce manual as required for each
item of equipment as specified in each individual section. Furnish 5
copies of the manual bound in hardback binders or an approved
equivalent. Furnish one complete manual to the consultant for review
and approval within 90 calendarda ys after the equipment is approved,
but at least 60 calendar days prior to field acceptanc e testing of the
equipment or system. Furnish the remaining
man uals at least 60 cale nda r day s bef

Inscribe the following iden tific atio n on the
cov er: the words ope rati on and
ma inte nan ce manual, the nam e and

1.8 Delivery and Storage:


Equ ipm ent and materials shall be han

a) Materials and equipment shall be standard products of a
manufacturerregularly engaged in the manufacture of such
products, which are of similar material, design and
workmanship. The standard products shollhave been in
satisfactory commercial or industrial use for two (2) years prior to
bid opening.

b) Service support: the equipment items shall be supported by service


organizations. The contractor shall submit a certified list of qualified
permanent service organizations for support of the equipment
which includes their addresses and qualifications. These service
organizations shall be reasonably convenient to the equipment
installation and able to render satisfactory service to the equipment
on a regular and emergencybosis during the warranty period of the
contract.

1.10 Safety Requirements:

a) Belts, pulleys, chains, gears, couplings, projecting setscrews, keys,


rotating ports, and other power transmission apparatus, located so
that any person con come in close proximity thereto, shall be fully
located or properly guarded. Points of operation, ingoing nip points,
and mochineryproducing flying chips and sparks shall be guarded.

1.11 As-built drawing:


After completion, but before final acceptance of the work, furnish a
complete set of as-built drawings of each system for record and
occupancy permit purposes. The contractor professional engineer shall
sign the as-built drawing in applying for occupancy permit.

Part 2 : Execution

2.1 Installation:
Equipment, materials, installation and workmanship shall be in accordance
withthe applicable standard of the notional fire protection association.

2 .2 Acceptance Of The Work:


The consultant shall witness the formal test and approve all systems
beforethey are accepted by the owner.
2.3 Guarantee :
All equipment and installation shall be guaranteed for one ( l) year from
the date of acceptanc e against failure of component s resulting from
normal use orfactory defects. Any parts of the system or equipment that
becomes defective during the term of guarantee shall be repaired by
the contractor. Hence if the equipment resulted to negligence a
minimal charge will be imposed.

STANDPIPES
Part l - General

1.1 Description

A. System design and manufacturer's products shall be in accordanc e with


the required and advisory provisions of NFP A 14, except as modified
herein. System shall include materials, accessories and equipment inside
and outside ofthe building necessary to provide the system complete
and ready for use.
B. Provide all labor, material, equipment and appliances, and perform all
operations for the work as outlined in the specifications and delineated on
the drawings for the installation of complete system. All work shall be
performed in strict accordanc e with these specifications and the
drawings. Secure and pay for permits, fees and inspections required for
the approval of Fire protection systems.
C. Contractor for this work shall be held to have read all of the tender
requirements, the general conditions, and in the execution of work he will
be bound by all of theconditions and requirements therein.

apply to thissection

1.2 Quality Assurance


A All materials and equipment shall be produced in a plant of
recognized reputation and regularly engaged in the production of
pipes and/or equipmentc onforming to the specified standards. A
single manufactu rer shall produce allthe pipe of the same type
supplied for the work. Materials and equipment shall be new, of makes
and kinds specified herein, or as indicated on the drawing without
exception.
B. All material and work to be in accordanc e with applicable portions of
the latestrevisions and editions of the following standards unless
otherwise indicated.
1. NFPA 13 Standard for the Installation of Sprinkler Systems
2. NFP A 14 Standard for the Installation of Standpipe and Hose Systems
3. NFPA 72 National Fire Alarm Code
4. ASTM American Society for Testing Materials
5. ANSI American National Standards Institute

C. All equipment shall be UL-listed and FM approved
D. The complete fire protection installation shall be made by an approved
installer,specializing fire protection work, having not less than five (5)
years experience in installing systems of comparable size
E. Contractor shall submit proof of valid license to perform work in the
Philippines.
F. If any of the requirements of the above are in conflict with one another
or with the requirements of these specifications, the most stringent
requirement shall govern.

1.3 Related Documents


A. Contractor will be responsible to carry out the commissioning
requirements these include, but are not limited to, commissioning,
enhanced commissioning, preparation of a detailed O&M manual,
and detailed trainingof the employer's personnel.
B. Drawings and general provisions of the contract, including general
and supplementary conditions and division 1 specification sections,
apply to thissection.

I Part 2 - Products

2.1 Pipe & pipe fittings

A. Pipe
1. Pipe shall be black carbon steel pipe, schedule 40, conforming to the
latest standard specification for welded steel pipe of the ASTM A-53. For
undergroundinstallation, pipe shall be protected against corrosion.

B. Fittings
1. Fittings shall be welded, threaded, or grooved-end type.
2. Threaded fittings shall be made of malleable iron in conformance
to ANSIB16.3.
3. Welded fittings shall be made of factory-made wrought steel in
conformance to ANSI B16.9 or flange in conformance to ANSI B16.5.
4. Underground fittings shall be protected against corrosion.
5. Rubber gasketed grooved-end pipe and fittings with shall be
permitted in pipe sizes 40 mm (1.5 inch) and larger. Fittings shall be
UL listed or FM approved for use in dry & wet standpipe systems.
Fittings, mechanical couplings, and rubber gaskets shall be supplied
by the same manufacturer.

2.2 Riser Alarm Equipment


Ensure riser alarm equipment is UL listed or FM approved for fire
protection use.

a . Wet pipe alarm check valve


Provide wet-pipe alarm check valve, complete with standard
accessories and trim necessary to give an alarm and includes pressure
gauges, retard chamber, testing provisions, water motor alarm and all
necessary intercomponent piping, fittings, and valves.
2.3 Valves

2.4 Hangers And Supports

1. Hangers and supports shall be provided and installed for all piping as
required by this specification and all authorities having jurisdiction
over thework, and shall be approved by the mepf consultant.
Support piping independently from structure.
2. All vertical piping shall be firmly supported by riser clamps properly
installed to relieve weight from fittings and piping at base of risers.
Vertical pipes shallhave riser clamps not to exceed 4.5 m spacing.
3. Where required, furnish and install heavy anchorage to the pipe
against movement from expansion and contraction and secure the
approval of the MEPF consultant for the method of installing the
anchorage before the work.
4. Horizontal piping shall be supported at intervals not greater than 3 m
spacingand at all changes of direction.
5. Where static pressure exceeds 650 KPa, provide support to prevent
upwardmovement at the end of branch lines and arm-overs where
sprinklers are below ceilings, where required by NFPA 13.

2.5 Pipe Sleeves

A. furnish, install and be responsible for the location of proper sleeves for all
pipes passing through floor, walls, partitions or other building construction.
Were sleeves occur in concrete construction; they shall be set before
concrete is poured.Set sleeves and anchors in a suitable manner so that
they will not become displaced. Sleeves for piping passing through walls
and floors in concealed
spaces shall be cut flush with walls or floor. All sleeves shall be schedule
40galvanized steel pipe, and of such a size as to permit piping and
piping insulation to pass through sleeve.
B. Sleeves passing through foundation walls or exterior walls, or were
seepage may occur, shall be thoroughly waterproofed by removing all
loose material andcaulking with oakum and lead wool tightly around
pipe or exterior as well as interior surface. Finish off interior surface with
cement. Finish off exterior surface with two layers of felt, mopped on
with hot asphalt, making for an absolutely waterproof installation. All
waterproofing must be performed before any backfilling is done.
c. On all pipes passing through fire rated walls and ceilings, in finished
areas, andwhere pipes are exposed to view, furnish and install plates on
each side of the wall, Grinnell no. 13 chrome- or nickel-plated, or
approved equal. Plate shall belarge enough to cover sleeve opening
and pass insulation. Clamp plate firmly
to pipe by means of setscrews.
D. sleeves passing through walls and floors between rooms shall be filled
from bothends of sleeve with fireproof insulation material of a fire rating
equal to that of the wall or floor

Part 3 - Execution

I 3.1 Gen eral


A. Install a com plete com bine d fire stan dpip e and
sprinkler system with all
piping, valves, hangers, signs, valves, tests, etc., as indic
ated on
I drawings and as specified herein.
B. Furnish and install all drain piping, flushing, connectio
ns, drain plugs,
drainvalves, etc., at drain points and all low points.
C. Seal all valves, not provided with tamp er switches,
in open position by
appr oved means.
D. Flushing connections shall conform, to NFP A 13 (stan
dard for the
installation ofsprinkler systems} . Include pressure gaug
es and 25mm
inspector's test connections.
E. Piping shall be run parallel to walls and beams. Befo
re finalizing the
loca tion of any piping, consult with other trades so as
to avoi d
interfering with their work.
F. Care shall be exercised in the installation of the pipin
g so that the
system willdrain by gravity, back through branches.
G. All elec trica l devices associated with and/ or listed
within this section
inclu ding pow er and control wiring with the exce ption
of main source of
pow er from the building's electrical system shall be
the sole responsibility
of the gene ral cont racto r. This shall inclu de but is not
limited to cond uit,
wiring, termination ofwiring, etc.

3.2 Training
A. Provide instruction of the employer's personne
l:

ing sequences,
operation, shutdown and main tena nce procedur

2. Instruction shall be by personnel skilled
in oper ation of
equi pme nt. Instructions for major equi pme nt shall be
prov ided by equi pme nt manufacturers' representative

3. Instructions on auto mati c controls shall be by man

3.3 Tests

A. General:
1. The entire works shall be fully tested in stages as the
work proce eds
and on compl etion of work as applic able.
2. To provid e during normal working hours, all necessary
labors,
instruments.equipment, materials, fuel, power and maker's
representatives, to carry outsuch tests as may be necessary to satisfy
the MEPF consultant that the installation meets the requir ement and
intent of the specification as well as such tests required by NFP A 13
and local code authority.
3. All tests shall be made in the presence of the MEEPF consu ltant
or hisrepresentative or any inspecting authority.
Tests descri bed hereinafter and including all tests prescr ibed by the
autho rity having jurisdiction shall be carried out. Any tests prove d
unsatisfactory shall be repea ted to the satisfaction of the inspec ting
parties.
4. To provid e skilled technicians/professional MEEPF consultants to
commission the plant and associated controls to the satisfaction of the
MEEPF consultant. The skilled techn icians / professional MEEPF
consultantswill be required to demonstrate the correc t proce dures in
starting and stopping the plant, running the various items of
equip ment under autom atic and manu al control and the correc t
maint enanc e of the plant.
5. Water flow rates of all equip ment shall be adjusted to design
conditions. Comp lete results of adjustments shall be record ed
and submitted.

3.6 Demo nstrat ion

DESCRIPTION This item shall consists of furnishing, installation, and connection


of the fire alarm wiring and equipment to form a complete
coordinated system ready for operation in accordance with
Plans and Specifications.

The FACP shall be the central processing unit of the system,


FIRE ALARM receive and analyze the signals from fire sensors, provide

Initiating Devices shall be installed in all areas,compartments,


or locations where required except for the following:

Maintenan ce l 0- Inspection, Testing and Maintenan ce of the National Fire
Alarm Code (NFPA 72).

Method of The work under this item shall be measured bylump sum actually

ELECTRICAL SPECIFICATION

• Construction Requirements

1. Furnishing and installation of underground service entrance, conduits and conductors and all items required by
local utility power company's policy, rules and regulations.
2. Furnishing and installation of panel boards at location indicated on the plan and electrical riser layout, including all
accessories required.
3. Furnishing and installation of feeder and branch circuit conductors with necessary conduits, approved type of
fittings and devices as indicated in the electrical plans.
4. Furnishing and installation of all types of utilization devices, outlets and wall switches with properly installed cover
plate.
5. Furnishing of all lighting fixtures, conduits, including service entrance duct, terminal cabinet and utility boxes.

Codes, Regulations and Standards

1. The installation and equipment shall conform to good engineering practices and in particular comply with the
requirements laid down in the following documents or its equivalent which are mandatory and modified only by
specific agreement.

2. In addition to the requirements of these Codes and the Utility Power Company's requirements, local government

1. The drawings and Specifications are meant to be complementary to each other, and what is called for by one shall

• Panel Board Cabinets

Shall conform to the schedule of panel boards as shown on the approved plan with respect to supply characteristics
,rating of main lugs or main circuit breaker, number and ratings and capacities of branch circuit breakers.
1. Panel board shall consist of a factory completed dead front assembly mounted in an enclosing flush type
cabinet consisting of code gauge galvanized sheet steel box with trim and door.
2. Each door shall be provided with catch lock and two (2) keys.
3. Panel board shall be provided with directories and shall be printed to indicated load served by each circuit,
4. Panel board cabinets and trim shall be suitable for the type of mounting shown on the approved plan. The
inside and outside of panel board cabinets and trims shall be factory painted with one rust proofing primer coat
and two finish shop coats of pearl-gray enamel paint.
5. The main and branch circuit breakers tor panel boards shall have the rating, capacity and number of poles as
shown on the approved plan.
6. Breaker shall be thermal magnetic type. Multiple breakers shall be of the common trip type having a single
operating handle.
