Through the Anti-Drug Abuse Council in barangays, cities/towns, and the whole

province of Albay, our community continues to manage the prevention of substance abuse.

They hold campaigns through parades that involve various schools and implement the

Community-Based Rehabilitation Program (CBRP) in order to explain to them the

dangerous effect of illegal drugs in the community. The CBR program begins with rapid

screening and assessment where the surrenderer will be interviewed on details of their

drug use. This will determine the person’s category of drug use: low-risk, mild,

moderate and severe. One-time drug users are categorized as "low risk" and are

recommended to undergo a two-day general intervention program involving spiritual,

physical, emotional and health lectures and activities and means for social reintegration.

The moderate drug users will have intensive outpatient care, while those in the "severe"

category will have to enter a rehabilitation facility for treatment. The anti-drug abuse

activities of the barangay, the city, and the province are included in the respective Local

Development Plan. It is discussed during every Barangay/City/Provincial Assembly so,

the residents would know and support such activities. Drug Abuse Councils along with

the DILG in partnership with the PDEA, makes sure to provide the necessary assistance

to the LGUs in support of their campaigns against substance abuse.

In my opinion, I think there is a need to widen the focus of substance abuse

campaigns in the marginalized sectors. People from this population often have little to

no access to education and other social media platforms that advocate for the

prevention of substance abuse. Since they are not quite informed of the harm that these

substances can bring to their lives, it is likely that the youth in this community will

resort to dangerous experiments due to their curiosity. Such scenario can strike a

higher risk to substance abuse and further take control of their judgment and

decision-making. I think that pushing more projects and interactive psychosocial

programs in this sector can help significantly reduce early use of tobacco, alcohol, and

other harmful substances.
