Numbers of the Victims of EJK

According to Marco Regime, it was reported that 3, 257 people were killed by the
military during 35,000 tortured and 70,000 arrested 1

These issue says, that the percentage of the people who killed is getting wider,
Many of these people experienced torturing and arresting by a military or a
police officer.

But some of them are victims of Extra Judicial Killings happening to our country,
that killed by an unknown killers, and people always accusing President Duterte to
this issue, they always saying that President Duterte is the one who do this to the
Drug users and Drug Addict.

This percentage represents how many people died, by using drugs.

Philippine presidents issue executive orders to help officers and agencies of the
executive branch manage the operations within the government itself. Listed below
are executive orders signed by Philippine President Rodrigo Duterte.

Human Rights Watch research has found that police are falsifying evidence to justify
the unlawful killings. Despite growing calls for an investigation, Duterte has vowed to
continue the campaign.

Large-scale extrajudicial violence as a crime solution was a marker of Duterte’s 22-

year tenure as mayor of Davao City and the cornerstone of his presidential campaign.
On the eve of his May 9, 2016 election victory, Duterte told a crowd of more than
300,000: “If I make it to the presidential palace I will do just what I did as mayor. You
drug pushers, holdup men, and do-nothings, you better get out because I'll kill you.” 2

WHAT COUNTERNARCOTICS POLICIES THE PHILIPPINES SHOULD ADOPT

The Philippines should adopt radically different- approaches

The shoot-to-kill directives to police and calls for Extra Judicial Killings should stop
immediately, as should dragnets against low-levels pushers and users. 3
Malaya Integrated National
High School

I agree on these statement cause low- level pushers and drug user are not that

dangerous, shoot-to-kill is not the source of a drug free country on the other hand, we

can’t force those unknown killers to stop.

We should make prevention or some program for the people to learn what are good and

bad by using drugs.

We should stop these as soon as possible because, we can do some program to those

users, we can bring them to a Rehabilitation center.

Shoot-to-Kill is not the key to make our country Free.

SMART DESIGN OF DRUG POLICIES VERSUS THE PHILIPPINES REALITY

Smart policies for addressing drug retail maskers look very different that the violence
and state- sponsored crime President Duterte has thrust upon the Philippines. 5
Malaya Integrated National
High School
There’s a lot differences between violence and state- sponsored crime and drug retail markers because in

violence and state-sponsored It affect in our Physical and we hurt physically than Drug Rental cause drugs

affects our Mental Thinking

Drug affecting our Mental Health than Violence, Drug is more than Harmful than Violence because Drug attack

our Brain, and Brain is the most important in Human body,

The Brain is the one who can manage our body, the way we move and the way we speak.

So I must say that drug affects huge part to our body, so in my opinion Drug is more delicate than Violence and

State- Sponsored Crime.

JUDICIAL KILLINGS
Malaya Integrated National
High School
Judicial killings and forced disappearances in the Philippines are illegal executions –
unlawful or felonious killings – and forced disappearances in the Philippines. These are
forms of extrajudicial punishment, and include extrajudicial executions, summary
executions, arbitrary arrest and detentions, and failed prosecutions due to political activities
of leading political, trade union members, dissident and/or social figures, left-wing political
parties, non-governmental organizations, political journalists, outspoken clergy, anti-mining
activists, agricultural reform activists, members of organizations that are allied or legal fronts
of the communist movement like "Bayan group" or suspected supporters of the NPA and its
political wing, the Communist Party of the Philippines (CPP).

Extrajudicial killings are most commonly referred to as "salvaging" in Philippine English. The
word is believed to be a direct Anglicization of Tagalog salbahe ("cruel", "barbaric"), from
Spanish salvaje ("wild", "savage").

Extra Judicial Killings (EJKs) is also synonymous with the term "extralegal killings" (ELKs).
Extrajudicial/ extralegal killings (EJKs/ ELKs) and enforced disappearances (EDs) are
unique in the Philippines in as much as it is publicly and commonly known to be committed
also by non-state armed groups (NAGs) such as the New Peoples Army (NPA) and the
Moro Islamic Liberation Front (MILF). Although cases have been well documented with
conservative estimates of EJKs/ ELKs and EDs committed by the NPAs numbering to about
900-1,000 victims based on the discovery of numerous mass grave sites all over country,
legal mechanisms for accountability of non-state actors have been weak if not wholly non-
existent.[citation needed]6
Malaya Integrated National
High School

For anyone somehow lucid they're an audacious expression of disrespect for human rights
by the Filipino state as well as a very significant regression on the already extremely poor
democratic political system of that country un old ducle that takes power decides that the
Philippines has a problem with drugs(even if such a problem is not statistically proven, as a
sheer comparison between the levels of drugs use in the Philippines and in ANX western
American or Reveal)and he unleashes a corrupted and criminal police corps to kill poor
people beggars and squatters all over the country. 7
Malaya Integrated National
High School

Effects of EJK in Philippines

Number one is human rights EJK is such a big issue because its all about life
and died of people some of the victims of EJK is not already proves that they
are truly drug addict and some of the drugs victims or victims of EJK is belong
to the number of poor people here in our country.

Let say because they are poor they don’t have a strength to fight there

Case because they think justice is just for rich.

There's no law about EJK, EJK is such a illegal action or illegal judgment
between drug addict and police personnel. In other words EJK is too much for
those drug addict because Government has no second chance if you are drug
addict you must be killed because you are the problem of society. And you
don’t have a rights to live and spread your drugs.

That’s the mission of police personnel A drug is any kind of medicine or

chemical that changes how your body or brain functions.

There are legal drugs, which you can buy over the counter or get from a
health professional, and illegal (or ‘street’) drugs. Most illegal drugs fall into
one of three drug types: depressants, stimulants and hallucination.8

Drugs is a medicine were your body will be abuse rather than to heal you might be
think bad idea's.(such us rape)drugs also can abuse our body some of drug addict
say that if you try drugs you will not be hungry until the effect of drugs in your body
disappear.

Drugs can be categorized based upon their effects on users. There are essentially
seven different drug types, each with its own set of characteristics, effects and
dangers. Categories include stimulants, depressants, hallucinogens, dissociatives,
opioids, inhalants and cannabis

A drug that is taken for non medicinal reasons (usually for mind-altering effects);
drug abuse can lead to physical and mental damage and (with some substances)
dependence and addiction

Each of drugs have different case that you might in-counter if you try to use drugs,
there's 90% of chance that you might do some criminals cases like killing some one
because you think people around you're is your enemy 10

TYPES OF DRUGS

Drugs under international control include amphetamine-type stimulants,

coca/cocaine, cannabis, hallucinogens, opiates and sedative hypnotics. Countries
have decided to control these drugs because they pose a threat to health.

While some of the physical effects of drugs might sound nice, they do not last long.
Many people get depressed and lonely afterwards and start feeling sick. Also, it is
common for people who use drugs to seem confused, have red eyes, sweat a lot
and not care about their physical appearance.

To learn more about each type of drug and how they could affect your health, please
read the following information.11

Cannabis
Cocaine
Ecstasy

Hallucinogens
Heroin
Methamphetamine
Malaya Integrated National
High School

Also some of drugs has a very serious effect on our body its cause you feel lonely ,and if
you feel that there’s no one for you ,there’s a chance that you will commit suicide

What types of drugs are there?

stimulants (e.g. cocaine)

depressants (e.g. alcohol)

opium-related painkillers (e.g. heroin)

hallucinogens (e.g. LSD)12

Also alcohol is consider as a drug because some of people is addicted to it.

Substance dependence, also known as drug dependence, is an adaptive state that develops from
repeated drug administration, and which results in withdrawal upon cessation of drug use. ...
Compulsive and repetitive use may result in tolerance to the effect of the drug and withdrawal
symptoms when use is reduced or stopped.

In this case medicine is included to it why? example you have a cough and you visit your doctor and your
doctor give you a list of medicine that you need to buy and lagundi syrup is one them and the discription of the
doctor is in just 2 weeks you will take lagundi syrup and after that you need to stop, but after 2 weeks you still
taking lagundi syrup and in that case your health is affected that is drug misuse, you use medicine in a wrong
way. are you going to take medicine if you don’t have sick?

Of course no unless you are one of drug misuse.

Malaya Integrated National
High School

Drug abuse is a serious public health problem that affects almost every
community and family in some way. Each year drug abuse causes millions of
serious illnesses or injuries among Americans. Abused drugs include

Methamphetamine
Anabolic steroids
Club drugs
Cocaine
Heroin
Inhalants
Marijuana
Prescription drugs, including opioids13

And of course if you stop drugs there’s also a bad effect in first but if you do
some counseling you might be passed it and you will call us a drugs survivor

Drug misuse refers to the use of a drug for purposes for which it was not
intended or using a drug in excessive quantities. Drug addiction is a state of
physical or psychological dependence on a drug. ...

Cannabis, cocaine, and ecstasy are the illegal drugs most commonly used.
Malaya Integrated National
High School

Drug tolerance is a pharmacological concept describing subjects' reduced reaction

to a drug following its repeated use. Increasing its dosage may re-amplify the drug's
effects, however this may accelerate tolerance, further reducing the drug's effects 14

In this case you are truly called addict because you will sacrifice something that you
have example your property if you have no money to buy drugs and you can’t deal
without drugs in your system there’s a chance that you will be sell your own property
just to buy your drugs.

In this case,
drugs is just like a coffee For those addicts because its easy to them to take drugs
they are all expert by using any kind of drugs
Malaya Integrated National
High School

EJK
For us as a student EJK is too much for drug addict who has been killed because
government didn’t give them second chance to change you will not solve a mistake
in another mistake again, they will not solve the problem of drugs if they always do
killing the addict what is the purpose of rehabilitation center if they not going to use
it?

MANILA (UPDATED) - President Rodrigo Duterte on Thursday said his “only sin”
was “extra-judicial killings" (EJKs), which refers to not legally sanctioned executions
being linked to the government’s war on drugs.

“Ako, I will talk to a political exercise now. What are your sins?
Ako? Sabi ko nga sa military, ano kasalanan ko? Nagnakaw ba ako dyan ni piso?
Did I prosecute na pinakulong ko? Ang kasalanan ko lang, yung mga extra-judicial
killings,” Duterte said in a speech in Malacañang.

Duterte did not expound what he meant, which was said in the context of him
slamming opposition Senator Francis Pangilinan for crafting a law that raised the
minimum age of criminal responsibility.

He then assailed International Criminal Court (ICC) officials for taking a complaint
against him for killings linked to his war on drugs.

The President, in previous speeches, had acknowledged the existence of extra-

judicial killings, but he had insisted these were not state-sponsored.

In his speech today, he also acknowledged that some so-called “ninja cops” are
behind these killings.

“It’s an organized crime, really,” he said.

Duterte calls extrajudicial killings 'a dirty job'

At least 4,854 drug suspects have been killed in police anti-drug operations, but
human rights groups and government critics say this figure is understated.

They suspect that killings carried out by so-called “vigilante groups” were also state-
sponsored, citing cases where some policemen were caught in illegitimate
operations.

Duterte: Not EJK if killing is in self-defense

Malaya Integrated National
High School

'Confession'

Agnes Callamard, United Nations special rapporteur on extrajudicial executions,

called Duterte's statement "extraordinary."

"Extraordinary statement by a Head of State (and we have had many this week at
the UN): my 'only' sin is #EJK. Translation: my only sin is imposing unthinkable
sufferings on 1000s of vulnerable families, emboldening corrupt policing, destroying
rule of law," she said.

Former Solicitor General Florin Hilbay, in a tweet, also called the attention of the ICC
regarding Duterte's statement.

"Here's the President of the Republic of the Philippines, making a public admission
of crimes under your jurisdiction. Please act ASAP.
Thank you," he said.

The Drug War has caused 4,021 deaths according to the police operations but
the Philippine claim was 121,087 deaths of drug personalities. On the other
hand, the Human Rights Watch claims that 13,000 people died. Hundreds of
street children, petty criminals, and drug pushers were killed.13

These scripture represent how many drug victims are killed

Those dug can affect human life, it may cause harmful effects to us

And the scripture also says that it just not happen to the adult but also
happen to the children who sell and deliver drugs to the buyers.

And if we can’t protect our country to this issue the percentage of the drug
users are getting higher and a lot of people and children’s may die.
Malaya Integrated National
High School

The families of the ones who died have to pay very expensive burial fees(the
prices are elevated because of the police). Some are even fathers who had
children waiting for them back home only to find out they are fatherless. It
increased the poverty rate of the Philippines because some households lost
their breadwinners.14

This paragraph shows how poverty affects our society.

If we have a source of income which is a good occupations, we don’t need to

sell drugs to earn money.

Poverty says it all no occupation Yes to Drugs, Yes to Drugs many people will
be die,

And there’s a saying “Ang taong gipit sa patalim kumakapit” explaining why
people selling drugs cause they earn to much money to finances their
families.
Malaya Integrated National

Sichi Bustamante-Gandinao murder. Mrs. Gandinao was a peasant organizer

in Salay, Misamis Occidental. She testified against the extra-judicial killings
and other violation of human rights the military. In March 2007, while walking
home, she was shot 4 times by two men on motorcycles heading to the
nearby military camp.15

This scenario presents in any people who have relationship related to drugs
on how she against to the extra-judicial killing and on this statement it shows
how delicate if you questioning EJK or if you are against to this statement can
be a warning or guide for us. By telling our opinion publicity, may cause bad
thing to us. We don’t know who are the killers, we should be more alert in
every time.
