SECTION4 — HYDAULIC TURBINES,GOVERNORS AND INLET VALVES
84.1. General
All mechanical equipment shall be simple and substantial in design, easily
erected, inspected, adjusted, painted and taken apart. All fastenings shall be
adequate to hold the parts in place under all conditions of service. All steel
castings, steel forgings, and wrought steel wheels and sheaves shall be
annealed properly. All torsion loads shall be transmitted by suitable keys,
splines, or pins. The transmission of loads by press fits only will not be
permitted. Whenever practicable, machinery shali be mounted on common
bed plates or on rigid structural steel supports. Computations of stresses shall
take into account all dead and live loads.
All components and accessories required to ensure satisfactory operation and
adequacy of the equipment shall be furnished by the Contractor and included
in the bid price whether or not explicitly shown on the drawings or mentioned
in these specifications.
$4.2 Standards
List of Standards and Specifications
All materials, equipment and fabrication shall conform to the latest applicable
standards and specifications in the following list or to equivalent applicable
standards and specifications established and approved in the country of
manufacture of equipment.
References to standards and specifications or to equipment and materials of
2 particular manufacturer shall be considered as followed by the words, “or
equivalent”. The Contractor may propose equivalent standards,
specifications, material or equipment which shall be equal in every respect to
that specified. If the Contractor for any reason proposes equivalents to, or
deviations from the following standards, or desires to use material or
equipment not covered by the following standards, the Contractor shall state
the exact nature of the change, the reason for making the change, and shall
submit complete specifications of the materials and equipment for the
approval of the SCPC, and the decision of the SCPC in the matter of equality
will be final.

$4.3 Materials
All materials shall be new, free from defects, and shall be the best available
for the purpose for which used, considering strength, ductility, durability,
suitability for the intended service and best engineering practice.
All materials shall be selected and, if required, specially treated so that they
will be satisfactory for use under the humid tropical climatic conditions
existing at the project. Structural steel exposed to the elements or employed
other than secondary, low-stressed members, shail not be less than 10
millimeters in thickness.
‘The design requirements stated elsewhere in the contract documents indicate
only maximum allowable stresses and other design criteria, and the
Contractor shall use such lower stresses as may be necessary to conform to
the best engineering practice for the operating conditions specified.
Constituents of the specified corrosion resistant steels may be varied slightly,
subject to the approval by SCPC to improve fabricating properties.
Materials for equipment fumished by the Contractor shall conform to the
following specifications:
a. Structural Siee!-General Purpose
Material to be used as general purpose structural steel for items as listed
below and for miscellaneous items requiring materials of this grade shall
be in accordance with ASTM Designation A36.
(1) Turbine
Low stressed structural parts, stairways, walkways, floor plates,
gratings and anchors.
(2) Turbine Inlet Valve
Low stressed structural parts, bases, control cabinets.

b. Steel Plate for Turbine Inlet Valves and Turbine Spiral Cases
Steel plates for turbine inlet valve extensions, cylinders and valve body, if
welded construction, and plates for hydraulic turbine spiral cases and
other principal siress carrying parts of the turbines shall conform to ASTM
Designation A516, “Specifications for Carbon Steel Plates for Pressure
Vessels for Moderate and Low Temperature Service”, Grade 55.
c. Steel Plate - Clad
Clad plate, if used in the fabrication of equipment components, shall
conform to ASTM Designation A264, “Corrosion-Resisting Chromium-
Nickel Steel Clad Plate, Sheet, and Strip’.
d. Corrosion - Resisting Steel Plates, Bolts, Nuts and Washers
Unless specified otherwise herein, items of corrosion — resistant steel
shall conform in steel requirements to ASTM Designation A276, "Stainless
and Heat -Resisting Steel Bars, and Shapes’. Nickel content shall be not
less than 8 percent.
e. Forged Steel Pins, Trunnions and Axles
Steel for the items listed below shall be in accordance with ASTM
Designation A238, “Carbon Stee! Forgings for Locomotive and Cars”,
Class C, heat treated or annealed:
‘Turbine inlet valves — drive stem, idle stem, and operating cylinder
f. Forged Steel General Purpose
The materials for components below shall conform to ASTM Designation
A235, ‘Carbon Steel Forgings for General Industrial Use".
(1) Turbine and governors — flanges and where required as
per specification
(2) Turbine - Generator Shaft (A 237 optional for alloy steel).
g. Stainless Stee!
Materials for the components listed below shall conform to ASTM
Designation A276, ‘Stainless and Heat-Resisting Steel Bars’ and shall be
‘Type 304 Condition A.
(1) Turbine Inlet Valve — piston stem, seal retainers and
alignment wedges for seats.
(2) Turbines ~ wearing rings.

Cast stainless steel for turbine runners and wicket gates and for other
parts as required shall conform to ASTM Designation A296, Grade CF-20,
“Corrosion-Resistant ron-Chromium and Iron-Chromium-Nickel Alloy
Castings for General Application’.
Wrought Steel
Materials for components listed below shall be in accordance with ASTM
Designation A504, ‘Wrought Carbon Steel Wheels”, Class C:
Turbines and governors — as required.
Cast Steel
Cast steel for the following applications shall conform to ASTM
Designation A27, "Mild - to Medium — Strength Carbon Steel Castings for
General Application’, Grade 65-35:
(1) Turbines and governors — runners, wicket gates, stay rings, spiral
case and head cover. ae
(2) Turbine iniet valve — valve leaf, body, piston, crosshead and drive
unit housing.
Standard Steel Bolts, Nuts and Washers
Where normal usage requires the use of steel bolts, nuts and washers,
the materials used shall conform to ASTM Designation A307,
"Specification for Low Carbon Steel Externally and Internally Threaded
Fasteners’.
High Strenath Steel Bolts, Nuts and Washers
Where high strength steel is required for bolts, nuts and washers, the
materials used shall conform to ASTM Designation A236, “High Strength
Stee! Bolts for Structural Steel Joints, including suitable nuts and plain
hardened washers".
Lock Washers
Lock washers shall conform to SAE proportions, regular series and shall
be spring steel,
Ductile tron Casting
For items requiting ductile iron casting, the material shall conform to
ASTM Designation A535, ‘Ductile Iron Castings".

. Chromium Plating
Chromium plating for pins and working parts of machinery where
permitted shall conform to ASTM Designation B177, “Chromium Plating

leaded tin bronze alloy ( ASTM B143 Alloy No. 1A) with lubricant inserts

Valve rubber seals shall be fabricated from a high-grade, tread-type

black, zinc oxide, accelerators, anti-oxidants, vulcanizing agents, and

Sleeve-type couplings shall be as manufactured by Dresser
Manufacturing Division, Bradford, Pennsylvania, or equivalent and shail
conform to the following requirements:
Each coupling shall consist of one steel middle ring, steel followers,
rubber-compound gaskets, and steel bolts. The middle ring of the coupling
shall be a true circular section free from irregularities, flat spots, or
defects, The length of the middle ring shall be as recommended by the
manufacturer. Middle rings shall be of one piece, and shall be furnished
without pipe stop. After welding, they shall be tested by cold-expanding a
minimum of one percent elongation beyond the yield point to proof-test
the weld to the strength of the parent metal. The weld of the middle ring
shall be then subjected to air test of at leas 100 psi for porosity. Any rings
showing porosity will be rejected.
In lieu of cold expanding the middle ring, the welds may be radiographed
and stress relieved, after which all welded components shall be
assembled and shop tested to a hydrostatic pressure of 1 % times the
working pressure.
Followers shall be of one piece, welded and cold expanded, or
radiographed and tested as required for the middle rings.
Materials for the middle rings and the follower rings may be of any
weldable steel approved by the ASME Code or ASTM Designation A242
“High Strength Low Alloy Structural Stee!" using a design stress of one-
fourth of the tensile strength of the material and ASME Code
recommended joint efficiencies; except that cold expanded middle and
follower rings may use 100 percent joint efficiency.
The coupling bolts shall be of the elliptic-neck, track-head design. The
coupling manufacturer shall supply installation instructions and
information as to the recommended torque to which the bolts shall be
tightened.
The gaskets shall be made to the following specifications:

‘Compression set shall be determined upon % inch diameter x % inch thick
discs, cut from 3 inch diameter plaques, subjected to 600 psi for 48 hours
at room temperature. In other respects, the procedure shall conform to the
requirements of ASTM D395 — Method A, using the external loading
device. Gaskets shall be of type of rubber which has been in general use
in coupling at least ten years.
Couplings shall be designed to permit longitudinal movement of the pipe,
and a deflection in alignment of 1°00'.
dd, Bronze-Aluminum Casting
Material if used for the following components shall conform to ASTM
Designation B148-71, “Specifications for Aluminum Bronze Casting” Alloy
64 as cast:
‘Turbine inlet valves — valve seal, valve seat, stem gland and seal
ring for stems.
ee. Brass
Material for the following components shall conform to ASTM Designation
B21-66a, "Naval Brass Rod, Bar and Shapes’, half hard:
Turbine inlet valves ~ wedge screws, adjusting screws and nuts,
shims.
$4.4 Workmanship
a. General
Workmanship shall be of high quality and in accordance with best shop
practices for the type of equipment fabricated. Like parts and spare parts
shall be interchangeable wherever possible. Machining of fits on
renewable parts shall be accurate and to specified dimensions so that
replacement made to drawing size may be readily installed.
So far as practicable, all work shall be laid out to secure proper matching
of adjoining surfaces. Where there is a large discrepancy between
adjoining unfinished surfaces, they shall be chipped and ground smooth
‘or machined to secure proper alignment. Unfinished surfaces shall be true
to the lines and dimensions shown in the drawings and shall be chipped
(or ground free of all projections and rough spots.
b. Structural Work
Unless otherwise specified, design and fabrication of structural parts shall
conform to the applicable provisions of the AISC “Specifications for the
Design, Fabrication, and Erection of Structural Steel in Buildings” of the
AISC “Code of Standard Practice for Steel Building and Bridges’.

Holes in material 19 millimeters or less in thickness shall be sub-punched
cr sub-drilled before shop assembly and reamed to full size during shop
assembly, or may be drilled to full size during shop assembly.
Drilling or reaming of holes to full size for shop and field connections shall
be done after the pieces forming a built-up member are shop assembled
and tightly bolted together with temporary bolts to force the adjoining
- surfaces into close contact. Templates shall be used if necessary to
obtain the accuracy required for locating holes. Holes shall be
perpendicular to the face of the member and outside burrs shall be
u removed,
‘The Contractor shall exercise special care in the fabrication of all parts
affecting the strength, rigidity, and watertightness of the equipment.
Welded parts requiring machining shall be completely welded and stress
relieved as necessary prior to machining. Pockets and depressions that
will hold water shall be provided with effective drain holes.
¢, Machine Work
All tolerances, allowances and gauges for metal fits shall conform to ANS!
Standard B4a, “Tolerances, Allowances, and Gauges for Metal Fits’, for
the class of fit as shown or otherwise required. Sufficient machining stock
shall be allowed on placing pads to insure true surfaces of solid material.
Finished contact or bearing surfaces shall be true and exact to secure full
contact. Holes for field assembly with bolts shall be accurately located and
drilled from template and reamed to final size.
d. Welding
Welding work, including designs, fabrication, and inspection, for all parts
except the draft tube liners, sump tanks, and other less important stress-
: carrying parts, shall be in accordance with the applicable provisions for
unfired pressure vessels of the ASME Boller and Pressure Vessel Code,
‘except that localized stress relieving will not be permitted. Welding shall
be performed by the eleciric-arc method, using automatic machines where
~ practicable.
Defects in welds, as indicated by radiographs or other inspection
: methods, shall be chipped or flamed-gauged to sound metal, and the
resulting cavities shall be rewelded. Portions of welds which have been
repaired shall be re-inspected by radiograph.
e. Stress Relisvin:
‘Stress relieving of the draft tube liners, sump tanks, and other less
important stress-carrying parts will not be required.
Stress relieving wherever required or specified shall be in accordance with
et ‘Sub-Section B, Part UW of th “ASME Boiler and Pressure Vessel Code,
Section Vill, Division 1”, Pieces which include components of austenitic
stainless steel shall be stress relieved in a manner to place all chromium
- carbides in solution as recommended by Appendix HA of the ASME Code.

A
Prior to stress relieving, stainless steel! surfaces shall be thoroughly
cleaned of carbonaceous materials and other contaminants,

Conservative factors of safety shall be used throughout, especially in the
design of all parts subject to reversal of stresses or shock. For ductile
materials used in the manufacture of the turbines, governors, and inlet valves,
the maximum stresses due to the most severe operating conditions shall not
‘exceed one-third of the yield point nor one-fifth of the ultimate strength of the
material. For temporary overloads, including maximum runaway conditions,
unit stresses not exceeding one-half of the yield point stress will be permitted.
84.6 Shop Inspection, Assembly and Testing
a. Welding inspection
Other than required by the ASME Code, all completed welds shall be fully
inspected by the Contractor along all portions of their lengths in which the
computed stresses for normal loading conditions exceed one-half of the
allowable stresses. Such inspection shall be by ultrasonic, magnetic
particle, dye penetrant, or other method approved by the SCPC.
All completed groove welds in which the computed siress for any portion
for normal loading conditions exceeds one-half of the allowable stress
shall be inspected by spot radiography performed by the Contractor in
accordance with the AWS D1.1 Structural Welding Code.
The locations and extent of welds for which inspections are required and
the method of inspection to be employed shall be shown by the Contractor
on his drawings. The locations of spot radiographs are subject to approval
by SCPC,
Welds for which soundness is particularly important as determined by the
design or intended use requirements or which may be particularly
vulnerable to flaws because of joint design, materials, or restraints may be
required by SCPC to be inspected by the Contractor utilizing radiographic,
ultrasonic, or visual methods of inspection as described above, as
approved by the SCPC and at no extra cost fo the SCPC.
The Contractor shail record the results of all welding inspection required
above including description of repairs on defective welds. Copies of the
inspection records shall be distributed as directed by Paragraph SC-4.m.
Medium of Transmittals. All radiographs shall be delivered to the SCPC.
Lower stressed welds for which the inspection and recording procedures
described above are not required shall be carefully inspected visually by
the Contractor for quality and size. Welds which appear defective shall be

b. Shop Assembly, Dimensional inspection and Tests
All equipment, complete with appurtenant devices, shall be completely
assembled, insofar as practicable, at the manufacturer's fabricating plant
in its approximate installed position. While so assembled holes required
for field connections shall be drilled and reamed, and the assemblies shall
be checked for dimensions, tolerance, and accuracy of alignment, and
any errors or omissions discovered shall be corrected. After the
assemblies are checked they shall be properly matchmarked and where
required doweled to insure correct assembly and alignment in the field,
‘except that where necessary, suitable dowels shall be furnished for
insertion after field assembly and drilling. For each assembly, the
Contractor shall take measurements and record quantitatively the results
thereof of all dimensional deviations which are required to be within
specified tolerances. Photographs of all shop assembled equipment shall
be furnished to SCPC.
After shop assembly, equipment shall be disassembled into its major units
and prepared for shipping. Control cabinets with contents shall be shipped
completely assembled except for such fragile parts as require separate
packaging.
Al tests required to demonstrate the satisfactory operation of the
‘equipment shall be performed and test reports furnished with photographs
to SCPC
Copies of all test reports shall be distributed as directed by Paragraph SC-
17.m. Medium of Transmittals.
c. Test of Materials
The Contractor shall furnish three (3) certified copies of reports of all tests
required of the manufacturer to show compliance with the applicable
standards and specifications. The costs of all tests and reports shall be
borne by the Contractor. Copies of test reports shall be distributed as
directed by Paragraph SC-17.m. Medium of Transmittals.
84.7 Special Climatic Treatment
All materials shall be selected and, wherever required, especially treated, so
that they will be satisfactory for use under the climatic conditions existing at
the project.
$4.8 Painting
a. General
The Contractor shall clean surfaces and apply paint and protective
coatings as hereinafter provided and shall furnish all required materials.
The applicable provisions of the SSPC “Steel Structures Painting Manual’,
Volumes 1 and 2, shall apply for all ferrous metalwork unless specifically
covered otherwise. Surfaces not required to be painted or coated, but

which are adjacent to surfaces to be cleaned and painted shall be
protected against contamination and damage during the cleaning and
painting operations, Materials which have been painted shall be handled
with care and protected as necessary preserve the coating in good
condition. Temporary or permanent welding will not be permitted on areas
where the welding will damage paint or other protective coatings unless
the areas of coating which could be damaged thereby are accessible for
repairing and inspection.
Except where specified, the Contractor will not be required to disassemble
machinery, equipment or other metalwork for the purpose of painting the
interiors. The interior of pipes need not be painted.
‘The Contractor shall take care to procure the painting materials according
to a schedule which will insure that paint will not be stored longer than the
recommended limits.
Machinery components, such as turbine parts and gate mechanisms, shall
be blast-cleaned with care to prevent biasting materials from entering or
damaging bearings, machined surfaces, and similar precision parts.
Painted surfaces to be immersed in water or oil shall be dried a minimum
of 5 to 9 days prior to immersion, depending on the type of weather
prevailing; the lesser drying time shall apply to periods when rapid drying
conditions prevail. Regardless of the type of coatings, the longest drying
time practicable shall be allowed for the last coat prior to immersion.
Painting of ferrous metal surfaces may be done either in the shop or in the
field, except as specifically covered otherwise. Shop painting may consist
of the specified surface preparation and prime coats with the remainder of
the finish coats applied in the field or may consist of the specified surface
preparation and the specified total number of coats. Surfaces requiring
protection during shipment
shall be painted in the shop with the necessary shop coats. The prime
coais and the finish coats shall be touched-up as necessary in the field.
Manufacturer's standard practice may be exempted from the specified
requirements for surface preparation and first coat if the prime coat of
paint is compatible with vinyl finish coats.
._ Shop Painting
The Contractor shall prepare the surfaces of and apply point to the
interiors and exteriors of the governor cabinets and inlet valve control
cabinet, oll accumulator tanks and oil sumps.
The paint system employed shall be SSPC “Vinyl Paint System" No. 4.04
applied to a near-white blast cleaned surface corresponding to SSPC-
‘SP10. Four coats of SSPC Paint No. 9 shall be applied. The color of the
final coat applied to the exteriors of the governor and control cabinets
shall be as directed by SCPC. Color of undercoats shall be compatible
with color of topcoats. White paint shall be used for the interiors of the
accumulator tanks and oil sumps. Sufficient paint of matching color shall
be furnished by the Contractor for touch-up and repairs in the field,

Machine finished ferrous surface including screw threads shall be given
temporary protection for overseas shipment by applying one coat of rust
preventive thick film compound equal to U.S. Maritime Administration
a Specification 52-MA-602b, “Compounds, Rust Preventive’. The
consistency of the compound shall be selected to suit the nature of the
surface. Application of the compound shall be in accordance with SSPC,
"Rust Preventive System with thick Film Compound’ No. 8.01
¢, Field Painting
The Contractor shall prepare the surfaces of and apply paint to the
immersed ferrous surfaces of the power waterway, such as interior
surfaces of inlet valve, spiral case, stay ring, head cover, and draft tube
liner, from the joint connecting the inlet valve and penstock to the
Gownstream end of the draft tube liner.
The paint system employed shall be SSPC “Coal tar Epoxy Polyamide
Paint System’ No. 11.01 applied to a near white blast cleaned surface
corresponding to SSPC-SP10. Two coats of SSPC Paint No. 16 shall be
: applied. The Contractor shall coordinate with the general Contractor the
painting required in the area of the penstock joint.
~ d. Shop or Field Painting
‘The Contractor shall prepare the surfaces of and apply paint to ferrous
surfaces subject to atmospheric exposure (except for machined surfaces),
such as head cover, bearing housing, turbine pit metalwork, and exteriors
of piping and turbine inlet vaives.
The paint system employed shall be SSPC “Vinyl Paint System” No. 4.04
applied to a commercial blast cleaned surface corresponding to SSPC-
Sp6. Four coats of either SSPC Paint Nos. 8 (aluminum), 9 (white or
it colored), or 106 (black) as approved by SCPC shall be applied. Color of
undercoats shail be compatible with color of topcoats. Sufficient paint of
matching color shall be furnished by the Contractor for touch-up and
repairs in the field.
e. Unpainted Surfaces
Stainless steel, non-ferrous, and galvanized surfaces need not be painted,
Metal Surfaces embedded in or against concrete need not be painted.
Heavy rust deposits and loose mill scale on such surfaces, however, shall
be removed by appropriate means.
The Contractor shall furnish sufficient lubricating oil and hydraulic oil plus an
additional ten percent (10%) for the oil system of the turbines, governors and
inlet valves. The type of oil for these systems shall be identical and shall be
coordinated with the generator manufacturer so that oil of the same
‘ specification is used in both systems.
