AN ORDINANCE CONSOLIDATING ALL APPROVED TERMINALS AND PICK-UP POINTS APPROVED

DURING THE 18th SANGGUNIANG PANLUNGSOD IN ANGELES CITY.

WHEREAS, it is the duty of the City Government to ensure the flow of the people and good through the
road network is efficient, safe, unhampered and orderly as possible for the economic and social vitality
and viability of the city.

WHEREAS, urban road space is a scarce commodity, the competing use of which must be allocated for
the greatest good and the greatest number through judicious, fair, participatory and informed traffic
management systems.

WHEREAS, traffic problems and issues must resolve in a rational manner, guided by facts and shaped
through consultation, collaboration, with the stakeholders; (Enumerate all Resolution and Ordinances)

WHEREAS, there is a need to update and consolidate all resolutions and ordinances pertaining to the
approved terminals and pick-up points within the city of Angeles, as well as other legislative enactments
relating to such matter, in order to provide for a more for a more organized legislation contains all
effective and legitimate acts passed by the Sangguniang Panglunsod.

SECTION I. DEFINITION OF TERMS

A. Terminal- a designated place for Public Utility Vehicles which serves as depot/waiting area at the
same time for loading and unloading passengers or “on the Ball “area.
B. Pick-up points-an area where a motorized tricycle temporarily waits for passengers which not
the designated terminal
C. Loading and un loading – the picking up and dropping off passengers as designated loading and
unloading bays which shall be not more than 20 minutes from the stoppage of the Public Utility.
D. Yellow Lanes-dedicated lanes for motorcycles (below 400cc) tricycles and Public Utility.

SECTION II TITLE

THIS ORDINANCE shall be entitled AN ORDINANCE CONSOLIDATING ALL APPROVED TERMINALS AND
PICK-UP POINTS APPROVED DURING THE 18 th SANGGUNIANG PANLUNGSOD IN ANGELES CITY.

SECTION III OBJECTIVE AND PURPOSE

The purpose of this Ordinance is to update and consolidate all resolutions and ordinances pertaining to
the approved terminals and pick-up points within the city of Angeles, as well as other legislative
enactments relating to such matter, in order to provide for a more for a more organized legislation
contains all effective and legitimate acts passed by the Sangguniang Panglunsod.

SECTION IV SCOPE

This ordinance is applicable to all approved terminal and pick-up points within the jurisdiction of Angeles
City.

OPERATION OF PUBLIC UTILITY JEEPNEY


43.a. Outside City Limit Policy It is prohibited for all Public Utility Jeepneys operating
outside the city limit of Angeles City to ply around the following major thoroughfares of
Angeles City from 7:00 A.M. to 9:00 P.M., and or point of origin outside of Angeles City
Monday to Saturday, excluding Sunday, in order to reduce the volume of motor vehicles
as well as decongest the traffic in the city.

SECTION __ - “FREE ZONE AREA” - Pick-up points and terminals located at SM Clark are within
the jurisdiction of the Clark Freeport and Special Economic Zone; Thus, these shall also comply
with the rules and regulations implemented by the Clark Development Corporation.

SECTION __ - SM HYPERMARKET TERMINAL TODA BENEFICIARIES – The following displaced


farmers, in accordance with Resolution No. 9884-S-2022, shall be recognized as legitimate
beneficiaries of franchise of the SM Hypermarket TODA:
