INTRODUCTION

It has been a long time since the last FFP/FAHP and FFPCC Convention that students could have
witnessed how a business meeting is conducted in form of a contest. It was then when many state
colleges and universities are either basically Agricultural or Fishery institutions. It was then
when high school and college students were sent to participate in regional and national contests
on Parliamentary Procedures. It was also then, when the original copies of the Parliamentary
Procedures of Virginio C. Juan were still available
At present, though students are involved in an organizational meetings; the Sangguniang
Kabataan, as a recognized youth sectoral representative to the local and national government
units, other NGO’s and GO’s, the parliamentary procedures are often violated or intentionally set
aside.
It is in this vein that the author tried to compile the remaining pages of the book on
Parliamentary Procedures by Virginio C. Juan.
It is a dismal fact that many college students could hardly conduct simple meetings following the
parliamentary procedures. It can be balmed to the “over-independence” of many school
organizations that professional (instructors) interventions are often misinterpreted. It was also a
result of the proliferations of many courses that are not even rooted to good citizenship but just
as long as there are many enrollees because graduates of such course/s are now dollar earners.
This humble piece of work was so organized that an average student can be expected to be
interested and encouraged into the democratic practices of handling meetings. Most of the
common motions were given certain interactive presentations to have an easy grasp of what has
to be done on certain parliamentary situations.
