01 00.03 - 24 0005 - 0502 ENVIRONMENTAL COMPLIANCE CERTIFICATE Pursuant to Presidential Decree No. 1586 and in accordance to Article Section 4 of Department Administrative Order No. 96-37, the Department of Environment and Natural Resources, Region |, hereby grants this Environmental Compliance Certificate(ECC) to MR. AUGUSTO CHUA for the Agro-based industry (Plagery) Project located et Bray. Malabago, Pangasinan , subject to the following conditions: . That the proponent sha secure all necessary pemmitsiclesrances from concemed agencies who have administrative jurisdiction over such projectsfoperations, Le., HLURB, LSU, 2. This Certificate shall cover the operation of a one (1) unit pighouse with a tote! Population not to exceed 100 hogs at any given time: one (1) unit water pump with a Capacity of 2 Hp and one (1) unit standby generator with @ capacity of 3,000 watts confined in 6 fot area of 542 sq.m: 3. This Certificate shall be posted in a conspicuous place within the operations srea/office; that the proponent shall inform the generel public about the issuance of the ECC through the installation of ECC bliboard at all entry point (4° x 8) contetning the title of the project, name of the proponent, ECC number and dole of issued and the publication in a regional newspaper for two (2) consecutive weeks the full (Complete) ECC inchuding attachment within sbty ( 60) days from receipt of ECC. The Proponent shall submit evidence of compliance to ENVIRONMENTAL MANAGEMENT BUREAU (EMB) Region 1 ninety (90) days upon receipt of ECC (Memo Circular NO.02 P.150-151); 4. ‘Thal proper collection and disposal of solid waste resulting from the operation of the Piggery clean and sanitary housekeeping practice shail be observed at all times and construction and eperation of wastewater treatment facility shall be covered by pertinent permits pursuant to the provision of Section 88 of the implementing Rules and Regulation of PD 984; S. That the mitigating and enhancement measures embodied in the IEE Checklist submitted particularly Section 4 (impact Assessment and Miigetion) shall form an Integral pert of the ECC conditions which shall be undertaken in ell phases of project implementation and a quarterly report of compliance herewith shall be submitted on or bofore the end of the quarter to CENRO, Dagupan City copy fumished EMB, Region |: 6. No expansion or additional improvement of the facies or change in operation shail be undertaken without prior clearance from this office. The Project Proponent shall Wransfer the piggery project to @ more viable location within three (3) yeers period and {0 apply for an ECC prior to transfer; + The iransfer of ownership of this project carries the same condition embodied in this ECC for which notification shail be made by herein grantee to DENR, Region 1 within fifteen (15) days from such transfer ; and ‘Cont.n Next Page01 00 03 24 0005 - 0502 Page 2) 8. Al damages or adverse impact cause to the environment resulting from the implementation of the project due to non-edoption of appropriate or adequate mitigating measures shall be the sole responsibility or liability of the proponent. Commencement of work or operation shall be deemed acceptance of above condition herein specified - Non compliance with any of the above stipulation will be sufficient cause for the suspension or cancellation of this Certificate and for w fine in the amount not to exceed Fifty Thousand Pesos (60,000.00) for every vioiation thereof at the discretion of the Department ( Section 9 of PD 1586) Should any condition of this ECC be found to be contrary to DENR and Environmental Management Bureau regulation, same shall be amendedievoked accordingly This ECC is Issued for the purpose of mitigating the effect of this.project to the ‘environment and its surroundings.
