TRS 15.

Time reference system design will be based on LRU, modules or parts allowing easy access,
assemble and disassembly.
TRS 16. Time reference system hardware and software module shall be easily identified in documents or
manual by their P/N, S/N or identification number.
TRS 17. Time reference system will enable an easy access to parts, LRU or modules in order to assembly
or dismantling components without any functional and operational impact and to enable easy
maintainability.
TRS 18. Time reference system MTBF should be as low as possible.

2.10.9.5.3. Equipment Supply and Location


This section includes the number of equipment to be supplied and its location.
TRS 19. Minimum equipment to be supplied:
• 2 main time servers.
• 2 GPS antennas.
• Slave clocks.
TRS 20. Minimum slave clocks to be supplied:
• 5 units, 1 in each position of the new TWR visual control room.
• 1 in the equipment room of the new TWR.
• 1 in the monitoring room of the equipment room of the new TWR.
• 1 in the OPS/AIS room of the new TWR.
• 1 in the MET room of the new TWR.
TRS 21. Main time servers will be installed in the equipment room located in the ATCT complex first floor.
If installation is done in the ground floor optimum cable cross section must be used to minimise
loss.
TRS 22. Time reference system GPS antennas would be installed on the antenna array floor of the control
tower. A coaxial cable would connect antennas to the central time server.
TRS 23. 1 rack is the estimated number in this preliminary design to install time reference system. The
contractor / manufacturer / supplier / installer shall provide a suggestion taking into account
available space, loss requirements and easy access for maintenance staff task.

2.10.9.6. AUTOMATIC TERMINAL INFORMATION SERVICE (ATIS)


This section describes requirements to be met by the ATIS system.
• Servers.
• Workstations.
• Transmissions are done using VOR system.
This equipment will be extended with new radio equipment, antennas and several workstations, so that, the
system will be formed by:
• VHF transmitters.
• Antennas.
• Servers.
• Workstations.
Requirements and specification will be shown using a four letter code (ATIS) and a number. This way, information
is provided to those companies interested in this tender.
ATIS must fulfil the requirements set in next section in order to enable information service. ATIS design will be
based on state-of-art technology and shall meet current rules, standards and requirements specifications within
the air navigation system and also the future ones by slight system modifications.
ATIS is designed to VHF broadcast MET and airport operational information to the TWR and APP airspace.
It must be noted that ATIS system shall include all the necessary elements, modules, services and works to
ensure APP and TWR time provision to all the CNS/ATM equipment.

2.10.9.6.1. STANDARS AND REGULATIONS
The following standards and regulations apply.
1. ICAO Annex 10 “Aeronautical Telecommunications”, Volume III Part II – Chapter 2”.
2. ICAO Annex 10 “Aeronautical Telecommunications”, Volume II Communication Procedures.
3. ICAO Annex 11 “Air Traffic Services”.
4. ICAO Document 8400; ICAO Abbreviations and Codes.
5. ICAO Document 9377; Manual on Coordination between Air Traffic Services, Aeronautical
Information Services and Aeronautical Meteorological Services.

2.10.9.6.2. REQUIREMENTS
This section includes technical requirements to be fulfilled by the ATIS system with regard to performance
specifications, architecture and components.
ATIS 1. The ATIS system architecture shall be formed by transmitters, servers and workstations. Figure
10 shows this system architecture.
ATIS 2. Transmitters supplied shall be based on 1 + 1 configuration, which means one transmitter as
main equipment and one transmitter as backup.
ATIS 3. ATIS Radio equipment shall provide the proper interfaces to deal with ATIS message sent from
the servers.
ATIS 4. Transmitters supplied shall comply with requirements Tx/Rx 1 to Tx/Rx 7, Tx/Rx 12 to Tx/Rx 16,
Tx/Rx 18 to Tx/Rx 31, Tx/Rx 37.
ATIS 5. Transmitters supplied shall comply with requirements Tx/Rx 1 to Tx/Rx 7, Tx/Rx 12 to Tx/Rx 16,
Tx/Rx 18 to Tx/Rx 36.
ATIS 6. Transmitters shall work on airport ATIS frequency.
ATIS 7. The ATIS equipment to be provided shall fulfil section 2.6.6.1 standards and requirements.
ATIS 8. The ATIS system architecture shall include an automatic switching unit / remote control unit for
Tx/Rx frequency to allow remote control and monitoring. This automatic switching unit / remote
control unit will change from main radio to backup radio in case of failure.
ATIS 9. The ATIS system shall deliver its information to its client workstations using IP protocol trough
airport fiber optic ring.
ATIS 10. The ATIS system shall have a time reference input coming from TRS installed.
ATIS 11. ATIS system working positions HMI shall be user friendly.

2.10.9.6.3. Equipment Supply and Location


This section includes the number of equipment to be supplied and its location.
ATIS 12. The ATIS system shall be installed at the air navigation equipment room in first floor of the ATCT
complex.
ATIS 13. ATIS system antennas shall be installed in the roof of the ATCT.
ATIS 14. Minimum HMI and related equipment to be supplied:
• 1 in air navigation equipment supervision room in the first floor of ATCT complex
• 1 in the Airport AOCC.
ATIS 15. Radio equipment to be supplied:
• 2 transmitters.
• 1 switching units.
• 1 antenna.
ATIS 16. 1 rack is the estimated number in this preliminary design of the ATIS system.

2.10.9.7. CRASH ALARM SYSTEM


This section describes requirements to be met by the crash alarm system to be supplied.
Requirements will be shown using a three letter code (CAS) and a number.
The crash alarm system is designed to enable ATC to alert all concerned parties when an emergency situation
occurs.

2.10.9.7.1. REQUIREMENTS
Requirements to be met by the crash alarm system are the following.
CAS 1. The crash alarm system shall indicate an emergency situation in the ARFF when the ATCO press
the corresponding button in the VCS HMI.
CAS 2. The crash alarm system shall be integrated in the voice communication system HMI. Figure 11
shows this design.
CAS 3. The crash alarm warning shall be listened through the ARFF Public Address system so proper
interfaces and equipment shall be provided. Figure shows this design.

• 5+1 future navaids Remote Status Indicator Panel will be installed in the new TWR control
cabin, 1 in each CWP.
• 1 future navaids Remote Status Indicator Panel will be installed in the new TWR APP
position.
• 1 navaids Remote Control and Monitoring System will be installed in the equipment room of
the new TWR.
• 1 navaids Remote Status Indicator Panel will be installed in the equipment room of the new
TWR.

2.10.9.10. ATC INFORMATION SYSTEM ATS MESSAGE HANDLING SYSTEM (AMHS)/AERONAUTICAL


INFORMATION SYSTEM (AIS)

2.10.9.10.1. AMHS
AMHS 1. The AMHS System will be the 6th generation ATS Message Handling System (AMHS/AFTN)
based on its predecessor AFTN and X.400 based systems.
AMHS 2. The current generation AMHS will Be designed using todays leading technologies such as AJAX
and Adobe Flex which are applied by the world’s leading companies (i.e. Google, Oracle, etc.). In
addition, storage is maintained in a searchable Oracle database ensuring integrity and reliability. The
System will be designed to also reduce maintenance efforts through its client/server architecture that
allows all updates to take place from a central location. This reduces the effort of installing software
updates and conducting maintenance at each site. It also ensures all system updates are only required
to be implemented one time and shall be reflected in the entire system.
AMHS 3. The AMHS System will provide our customers with a centralized system to manage all
communications and interfacing with internal and external systems. The system will be designed for
use for any size customer organization and can be implemented into any environment regardless of
throughput requirements-.
AMHS 4. The AMHS System will provide our customers with ICAO and EUR AMHS manual compliant
systems and improves the operational environment within the ANSP by providing built-in messaging
templates for all types of ATS messages including NOTAM, OPMET, FPL, and SVC messages. The
system design is based on a central switching system which is connected to all of the customer’s
equipment over TCP/IP in a LAN/WAN environment.

AMHS 5. The dynamic WEB HMI User Agent provides system users with a simple, easy-to-use and feature
rich user position to view, transmit/receive messages and for technical staff to maintain the system
from any location on the network.
AMHS 6. Using web technology leverages the customers LAN/WAN environment to allow users to access
the equipment no matter where they are on the network. This design feature reduces the costs for
setup of the system as no local software is required on the PC’s themselves, therefore no setup or
configuration procedures need to be conducted on each terminal. In addition, this allows for a high
level of scalability and unlimited expandability in the future.
AMHS 7. The AMHS System will be supplied with using standard COTS hardware and software products
including standard platforms and network components manufactured by international suppliers. The
utilization of high-end products which are readily available on the market reduces the customer’s
lifetime costs while increasing the reliability ensured by hardware and software which is used in a
variety of mission critical environments throughout the world.
AMHS 8. To increase reliability The AMHS System will implement active replication technology which is
designed to ensure that main and standby chains are operating in full redundancy and are continually
being updated between them. This unique technology provides our customers with the most reliable
system available and ensures no single point of failure.
AMHS 9. The AMHS System will be capable to be deployed in the smallest or largest ATC environments
without any reductions in reliability, availability or scalability. It is the only system which utilizes active
replication technology which ensures that there is no single point of failure at any level of the system.
The modular approach employed by the system will ensure further redundancy while ensuring that any
changes to the system will not affect the complete system operation.
AMHS 10. The AMHS System will be based on a client/server architecture that consists of dual
redundant COTS servers running the highly reliable LINUX operating system. In addition, each server
will be providing storage redundancy to further ensure no data loss.
AMHS 11. The client terminals will be supplied on standard COTS PC’s running any standard
Windows or LINUX operating system. Following in the footsteps of some of the most technologically
advanced companies in the world, such as Google, IDS TECH utilizes the most advanced web
technologies to provide users with the most feature rich and reliable application available. The only
thing required to run the application is a standard web browser as no software installation or
configuration is needed on each PC.
AMHS 12. Each AMHS component interacts over a system wide network which is based on a
TCP/IP based LAN/WAN or Internet configuration. The number of terminals will be easily expandable
with the addition of a single software license and can be used anywhere that is connected to the
network

2.10.9.10.2. AIS

The AIS system shall be designed to meet all the ICAO standards in general, and ICAO Annex 15 in particular.
The system shall import and export NOTAMS, PIBs... from local to state facilities and vice versa via AFTN. The
Aeronautical Fixed Telecommunications Network (AFTN) is a worldwide system of aeronautical fixed circuits
provided, as part of the Aeronautical Fixed Service, for the exchange of messages and/or digital data between
aeronautical fixed stations having the same or compatible communications characteristics. AFTN comprises
aviation entities including: ANS (Air Navigation Services) providers, aviation service providers, airport authorities
and government agencies, to name a few. It exchanges vital information for aircraft operations such as distress
messages, urgency messages, flight safety messages, meteorological messages, flight regularity messages and
aeronautical administrative messages.

Given that ICAO member States have agreed the substitution of the AFTN (Aeronautical, Fixed
Telecommunication Network) by the AMHS (ATS Message Handling System), the Ground to Ground
communication system to be installed at Dhoho ATCT will be flexible and compatible so that messages in both
environments can be managed, as well as other messaging platforms such as CIDIN (Common ICAO Data
Interchange Network). This will enable Dhoho to be connected to other aeronautical centers that have not been
updated yet to the new standard. The Clearance Delivery workstation will have access to the system so that the
ATCO responsible for CLD can receive, handle or consult messages.

The AFTN/AMHS system will handle data and telegraph traffic originating within or destined for Dhoho Airport.
Apart from message switching, the system is capable of preparation, transmission, reception, storage and
archiving of messages. The AFTN/AMHS switch will incorporate a high standard of reliability in all elements of
the system in order to ensure efficient switching without loss or corruption of messages.

The System design must allow for an easy network expansion to cater for additional operator terminals. Although
primary functions shall be established for each location, all the system’s functions shall be accessible at any
location.
System responsibility shall be with the supplier who shall ensure the package works as an integrated network.
The services shall include installation, commissioning, operator training and an annual support contract.
The AIS System shall provide facilities for AFTN Message handling and the display of aeronautical data. User
access control procedures, including password protected log-in (with an inactivity time-out if required), shall allow
different users (and groups of users) to have different access rights, thus preventing unauthorised use of the
system or any parts thereof. On start-up, each workstation shall default to a given user (with associated access
rights) and display (e.g. AFTN for the ATC tower...)
The Information System shall be based on commercially available, standard high quality PCs running on an
industry standard network.
The PCs shall run a proprietary operating system package that shall have been developed specifically for this
type of application for airport systems and in close cooperation with airport users and authorities and, in particular,
has received the approval of AirNav.
All necessary PCs, peripherals such as network cards, modems and printers, and the relevant operating system
software shall be supplied as a complete integrated system. All screens shall at least be 19” LCD high quality
TFT screens or superior proven, commercially available technology.
The AIS automatically gathers all the information from the state AIS. The gathered information may then be
modified or appended by the users. The users shall be also able to create new messages to report airport
conditions or other phenomena
This section describes requirements to be met by the AIS system to be supplied.

requirements specifications within the air navigation system and also the future ones by slight system

2.10.9.10.3. AIS REQUIREMENTS


This section includes requirements to be fulfilled by AIS workstations and integration.
AIS 1. AIS workstations to be supplied shall have the same, or better, functionalities and capacities than
the existing one. Interoperability between both shall be guarantee.
AIS 2. AIS workstations information shall be delivered using airport fiber optic ring through and exclusive
LAN.
AIS 3. The AIS system could be optionally integrated with the AWOS in order to unify the whole
aeronautical and met data in a single workstation. In this case, the meteorological reports
(METAR, TAFs..) should be transmitted to the AFTN through the AIS system.
AIS 4. The ATIS shall be integrated with the following Systems:
• Master Clock System (MCS): The master clock shall provide the master time to the system
through
• UDP/IP connection. The ATIS system shall receive time synchronization data from
designated NTP server.
• AFTN: The system is connected to the AFTN in order to request aeronautical information
from outside the airport (other airports, FIRs...) through the state AIS and also share the
reports generated for NBIA.
• AWOS (Optional): The AWOS may feed the AIS with the meteorological data gathered in
the airfield

2.10.9.10.4. Equipment Supply and Location
This section includes the number of equipment to be supplied and its location.
AIS 5. Minimum equipment to be supplied:
• 1 HMI/workstation and related equipment Visual Control Room (VCR)
• 1 HMI/workstation and related equipment to be used by AIS staff in the MET/AIS operation
room.
• 1 HMI/workstation and related equipment to be used by MET observer in MET/AIS operation
room.

2.10.9.11. FIBER OPTIC RING AND IP NETWORK NODE


This section describes technical, operational and functional specifications to be met by the fiber optic ring to be
installed in the airport for providing data and voice CNS/ATM services.
This system will be formed by the following items:
• Level 2/3 Switches.
• FO patch panels.
• Single-mode FO cables.
• Media converters.

Fiber optic ring must fulfil the requirements set in next section in order to enable CNS/ATS services. Fiber optic
ring design will be based on state-of-art technology and shall meet current rules, standards and requirements
specifications within the air navigation system and also the future ones by slight system modifications.
Technical, operational and functional requirements are included in this section.

2.10.9.11.1. STANDARS AND REGULATIONS


Following standards and regulations apply.
1. IEEE 802.3.
2. ED-138 “Network Requirements and Performances for VoIP ATM Systems”.
3. ED-138 (Part 2) Network design guide.

2.10.9.11.2. TECHNICAL REQUIREMENTS


This section includes technical requirements to be fulfilled by the fiber optic ring for providing data and voice
CNS/ATM services.
FOR 1. Networks electronics devices shall provide connection to all CNS/ATM equipment and systems
through several VLANs associated to services (VoIP for ATM, navaids RCMS, AGL RCMS, MET
information delivery, etc).
FOR 2. Network topology design shall be suggested taking into account Figure 18 diagram and the
demanding QoS by the services to be provided.
FOR 3. Main network node shall be located in the new TWR equipment room. External data networks
should be connected to CNS/ATM network in this node. Equipment (if needed) to provide
connectivity from external networks to CNS/ATM network should be placed mainly in this room.
FOR 4. Meteorological information shall be input in the network by using media converters.
Meteorological sensor information shall be input in the network through GP and LOC nodes.
FOR 5. Fiber optic ring shall connect to MET sensors such as RVR THR 14, RVR THR 32, AWOS 14,
AWOS 32, ceilometer, as branch nodes from LLZ (RVR 14), GP (RVR 14).
FOR 6. Core layer shall be switched to firewall redundantly.
FOR 7. Network systems ports shall support fiber optic and copper interfaces.
FOR 8. Network node switches shall be connected to the main network node: (2) routers and two (2)
core switches.
FOR 9. Network firewall shall be Dhoho’s Airport Air Navigation network gateway to external networks.
FOR 10. Network firewall shall have, at least, four (10) Gigabit ports.
