1 GENERAL
1.1 Purpose of Supply Specification

This Supply Specification defines the key technical requirements for the procurement,
fabrication, inspection, testing and delivery of the miscellaneous fire protection devices for the
Luhais and Subba Fields Development Project located in Iraq.
This Supply Specification also defines all the related technical documents that constitute the
technical requisition package for the specification of all referenced equipment and/or materials
at Supplier tendering and purchase order award.

1.2 Contents of Technical Requisition Package for Foam Proportioning Units

The following technical documents constitute the technical requisition package:

1.3 Supply Scope

The following tabulation defines the miscellaneous fire protection devices required for
installations in Luhais Central (LUC), Luhais North (LUN), Subba Central (SUC) and Subba
North (SUN) fields in Iraq.

A detailed description of the scope of services required from the Supplier is given in Section 3.
For each locations a summary of devices is given below:

1.4 Supplier Responsibilities

1.4.1 Supplier
The SUPPLIER shall be responsible for ensuring that the specified equipment and/or materials
and appurtenances are a safe and satisfactory functional combination for the purposes
specified. Appurtenances in the context of this clause includes as a minimum the following:

• All operating mechanisms, permanently coupled or for temporary deployment.


• All operating controls and interfaces.
• All maintenance special tooling.

The SUPPLIER shall be responsible for the co-ordination of the manufacturing and supply of
each itemised component/system described in the Scope of Supply as appropriate. In addition
the SUPPLIER shall ensure that the specified equipment/materials functions as specified by
this Specification and referenced Technical Documents.
All equipment/materials and maintenance special tools shall be supplied in accordance with
detailed Supplier’s drawings and this Specification. The latest revisions of such documents
shall have been reviewed by the BUYER in writing and shall be kept on file by the SUPPLIER.
Acceptance of any subsequent change must be obtained from the BUYER prior to
implementation.
The SUPPLIER shall ensure correct and compatible working of all equipment, and prepare
each item and/or assembly for delivery in accordance with the full requirements of this Supply
Specification.
If any inspection or testing reveals that the work is not in accordance with this Specification,
then remedial action shall be taken by the SUPPLIER to ensure full compliance. The
Supplier’s proposals for such remedial action shall be provided to the BUYER for review prior
to implementation. Such remedial work shall be undertaken at no expense to the BUYER.

1.4.2 Sub Suppliers


The SUPPLIER shall control, coordinate, expedite and resolve all problems with any SUB-
SUPPLIER in order to meet the requirements of this Supply Specification. The SUPPLIER
shall guarantee and be responsible for design and performances of all sub-supplied items. The
SUPPLIER shall ensure that relevant information, reference documents and documentation
requirements are passed on to any SUB-SUPPLIERS.
The SUPPLIER shall provide a list of all SUB-SUPPLIERS proposed for the supply of
equipments and materials for BUYER approval.
Sub-Suppliers shall be to the Contractor approved vendors list. All pressure containing parts
shall be from suppliers in Western Europe, North America or Japan. Other suppliers must be
approved and accepted by BUYER/COMPANY before use on this contract.
Chinese and Indian Sub-suppliers shall not be accepted.
The SUPPLIER shall, as part of the detail design documentation, provide a copy of all SUB-
SUPPLIER un-priced Purchase Orders for BUYER’S information.

1.4.3 Supplier Documentation Requirements


Documentation shall be supplied in accordance with the Supplier Documentation
Requirements List (SDRL) as defined in Section 6.1 of this document.

1.5 Definitions

The following words and expressions used in this Supply Specification and related technical
requisition documents have the meanings given to them below:

Project: Is the Additional Development of Luhais & Subba Oil Field Projects
Company: SCOP Baghdad - Iraq
Contractor/Buyer: PETREL/MAKMAN JV
Engineering: ENERECO S.p.A.- Italy
Supplier or Vendor: Any company who received the Purchase Order from the Buyer
Sub - Supplier: Any person, firm, partnership, company, corporation or
combination thereof other than Buyer supplying to Supplier Goods
or parts thereof in connection with the Purchase Order.
Purchase Order The Purchase Order placed on the Supply by the Buyer which
shall incorporate Terms and Conditions of Purchase, the Material
Requisition, drawings, specification, and other documents referred
to in the purchase Order.
Construction Contractor: Any Contractor in contract with the Company for the construction
and commissioning of the Additional Development of Luhais &
Subba Oil Field Projects.
Goods All items and services to be provided whether expressly or by
implication under the Purchase Order.

1.6 Language

The official language of the project is English.


All the documents, including supplies instruction and communications shall be written in
English.

2 DESIGN CRITERIA
2.1 General

The order of precedence of referenced technical documents is as follows:


a) This Supply Specification

b) Equipment Data Sheets and General Specification

c) National & International Standards / Codes (Codes and Standards


requirements shall prevail if they exceed those given in this Supply
Specification).
If any inconsistency or conflict exists between these documents and other Industry Standards,
Codes or Drawings it shall be the responsibility of the SUPPLIER to bring the inconsistency to
the attention of the BUYER in writing, SUPPLIER shall not contact COMPANY directly.
BUYER with COMPANY shall resolve the inconsistency or conflict. Conflicts with the
referenced Standards, Specifications, Drawings, Forms and Codes listed in Section 1.2 shall
not be permitted unless accompanied by a COMPANY pre-agreed written waiver and included
in Section 7.

2.3 Unit of measurement

As a rule, the SI units shall be used. However, for some main parameters such as pressure,
flow rate and temperature, both SI and Imperial units shall be adopted (the second ones will
follow the SI units and will be included in brackets). As exception for the SI unit, for the
pressure bar shall be used instead of kPa.

2.5.3 Installation
The miscellaneous fire protection devices to be provided at SUN, SUC, LUN and LUC will be
installed both outdoor and indoor.

The devices installed outdoor shall be suitable to operate without any protection against the
worst weather conditions.

2.6 Basic Design Data for Fixed Firefighting Equipment

2.6.1 Feed Firewater Pressure


Pressure of firewater fed to the fire hydrants/spray nozzles will be as follow:

− LUC-19-U-0100-A/B: min. 6 barg norm. 7.5 barg max. 10.0 barg


− LUN-19-U-0100: min. 6 barg norm. 8.3 barg max. 10.0 barg
− SUC-19-U-0100: min. 6 barg norm. 7.5 barg max. 10.0 barg
− SUC-19-U-0200-A/B: min. 6 barg norm. 7.5 barg max. 10.0 barg
− SUN-19-U-0100: min. 6 barg norm. 8.3 barg max. 10.0 barg

2.6.2 Design Conditions


The design pressure and temperature of equipment and pipework shall be fixed according to
the rules indicated below:

a. The maximum DT shall be the highest between:

− The maximum operating temperature plus 15 °C


− 85 °C

b. The minimum DT shall be the lowest between:

− -10.0°C
− The minimum operating temperature minus 15 °C

c. The DP of system with operating pressure higher than atmospheric will be the highest
between:

1. The operating pressure plus 10%


2. The operating pressure plus 2.0 bar
3. 3.5 barg

2.6.3 Design Life


The design life to be considered for the miscellaneous fire protection devices is twenty (20)
years.

2.6.4 Fire Water Hydrants


The hydrants installed in all localities shall be in accordance with NFPA 14 and shall respect
the following characteristics:

• Hydrant riser: 4”

• Capacity of 500 l/min at a working pressure of 6 barg.

• Dry barrel pillar type, Three (3) way, with isolating valve integrated in the body

• Type and size of inlet connection: Flange, 4”, 150 # RF ANSI B 16.5

• Direction to open: anti clockwise

The characteristics of the ways shall be the following:

• Two (2) 2 ½” ways, male threaded (or in accordance with hose connection), complete
with cap attached to the hydrant with a chain.

• One (1) 4” way for fire truck connection; it shall have a male threaded connection (or in
accordance with hose connection).

Finally, the supply of fire water hydrant shall respect the following quantities for each location:

2.6.5 Hose Boxes


The hose boxes installed in all localities shall be in accordance with NFPA 14 and shall
respect the following characteristics:
• The fire hose boxes shall be located accessible from hydrants;
• the type will be free-standing
• they shall contain fire hoses, nozzles and fittings.

The supply of hose boxes shall respect the following quantities for each location:

Particularly each hose box shall contain fire hoses, nozzles and fittings with the following
components minimum:

• Two 2 ½” x 25 m hoses, female threaded (or in accordance with hydrant connection)

2.6.6 Foam Concentrate Type and Ratio


The foam concentrate for protection of hydrocarbon fuel shall be Film-Forming Fluoroprotein
type (FFFP); as indicated in NFPA 11; this type of foam utilizes a protein base plus stabilizing
additives and inhibitors and it is dry chemical compatible.
Due to the use whether in the foam pourers for fixed roof tank protection or in foam
branchpipes for oil pumps shed safeguard, the type of foam shall be Low and Medium type,
with expansion ratio up to 60-80.

The foam shall be diluted with water to form a foam concentrate-water solution with a volume
concentration equal to 6%.
However devices as foam pourers and foam chambers shall be designed to allow a dilution
ratio as low as 3%.

2.6.7 Foam protection for fixed roof tank


In Subba and Luhais Central a fire fighting system with fixed foam chambers is designed to
protect the fixed roof oil tanks.
The numbers of foam chambers has been decided in accordance to NFPA 11 that requires a
number of emission points equal to 1 for diameter up to 24 m and 2 for diameter up to 36 m.
Particularly the fire fighting system for tank protection is composed by a foam maker and a
foam chamber installed outside the tank and a foam pourer installed inside. A Typical
arrangement is shown in figure 2.6.7.1.

The position of foam maker on the line depends on the characteristics of maker it-self and its
capacity to form a good mixing of air and foam solution; the Supplier shall decide the correct
position of foam maker, that should be also attached to the foam chamber itself.
The foam chambers for the Oil tanks shall be equipped with bursting disks or similar devices to
prevent the blanketing gas exit. In addition the minimum pressure of disk rupture shall be
higher than the design pressure of the tank (i.e. 120 mbarg).
The pipe section connecting the external foam chamber to the internal foam pourer is out of
scope of Supplier; therefore in the following tables the flange dimensions and the
characteristics of each foam devices are given for all tanks.

2.6.9 Spray nozzles for cooling rings


The cooling of the oil tank shell and roof is achieved by one type of spray water nozzle.
The spray nozzles shall be in accordance with NFPA 15 and shall respect the description
provide below.

The rings for shell and roof cooling respectively shall be equipped with flat jet nozzle (male
threaded, ¾” NPT); the extent of the angle of the cone shall be 140°.
For each tank where the cooling is necessary, a different set of nozzles is required.

The quantity of nozzles for each tank has been decided based on the total flow, on the nozzle
spray angle and on the pressure expected on the relevant ring, to achieve that all the area
shall be covered by water flow.
The Supplier shall confirm these nozzles quantities and defined the correct diameter for each
nozzle, depending on flow and pressure expected; moreover the Supplier shall give the
indications for a right position and installation, considering the distance from the tank wall and
from roof.
The following tables give a description of characteristics required for each set of spray nozzles
relevant each tank. For the fire water loop positioned above the roof a ring diameter is given,
for the fire water loop mounted on the side of the wall, the tank and the line diameters are
given and the distance from line axis to tank wall is also specified.

2.7 Basic Design Data for Portable Firefighting Equipment

2.7.1 Portable Firefighting Equipment Selection

The fire extinguishers selection shall respect the suggestions of the NFPA 10.
On the basis of Classification of fires, it means:
 Class A Fires from solid combustible materials such as wood, paper, plastics, etc.
 Class B Fires from liquid petroleum sources
 Class C Fires from electrical equipment

it shall be considered to provide:


 Dry powder extinguishers for fires Class A and B
 Carbon Dioxide extinguishers for fires Class C

The extinguishers will be positioned whether inside the buildings (normally in rooms where the
automatic extinguishing system has not been provided) or outside, in the plant, in points where
it is required a rapid intervention with extinguishers for several minutes, before to use the fixed
firefighting installations.

3 DETAILED SCOPE OF SUPPLY


3.1 General

The SUPPLIER shall supply the listed equipment items complete with all ancillary equipments
necessary to meet the conditions and duties as defined in this Section and the Equipment
Data Sheets referenced in Section 1.2.
The SUPPLIER shall also be responsible for providing / co-ordinating detail design of all
equipments and components within the scope of supply. Providing expediting services,
progress reports, organising SUPPLIER and SUB-SUPPLIER co-ordination / kick-off / design
review meetings, resolving engineering Questions relating to equipments within the scope of
supply and package interfaces.

3.2 Scope of Supply Tabulation

3.2.1 Inclusions
The SUPPLIER’S scope of supply shall include, but is not limited to, the following
items/services detailed in the scope of supply tabulation for all of foam proportioning units
required.
Supplier shall fully complete and return the below table.
Any non-compliance shall be detailed.

− Spare parts for two (2) years of operation.

3.2.3 Optional Price


The SUPPLIER shall indicate on the quotation the following optional prices:

− Destination ports of Um Qas (IRAQ) and Kuwait City;


− Itemised and individually priced spare parts for two (2) years operation;
− Preservation for twelve (12) months storage period;
− Training at Site and/or Supplier’s/Sub-Supplier’s facility;
− Schedule of Day Rates for site personnel for assistance during package installation,
commissioning and start-up;

3.3.1 Supplier Responsibility


The SUPPLIER shall assume overall responsibility for the design, manufacture, assembly, test
and performance of all equipment included in the foam proportioning units. This shall include,
but not be limited to:

− Process/basic engineering including licences, know-how and royalties;


− Performing/managing all calculations, analysis etc. and providing documents /
drawings as specified in this Supply Specification. This shall include definition of
foundations loads;
− Detail engineering covering all activities necessary for material purchasing / expediting
/ inspections, manufacturing and testing, packing and delivery, technical documentation
covering additional requirements for manufacturing transport / erection / operation and
maintenance of the units;
− Design the unit considering international standards and the modern industry practices
in terms of safety and operability of the plant. HAZID, HAZOP and other H&S studies
are not requested, however CONTRACTOR will critically revise Supplier design to
verify that the package is functional and can be safely operated according to the
requirement of recognised international standards. Any modification necessary to cover
the lack of design or any negligence shall be implemented by Supplier at no cost for
CONTRACTOR.
− Resolving engineering questions relating to equipment within the scope of supply and
all package interfaces;
− Providing/managing detailed design of all equipment and components within the scope
of supply;
− Perform mechanical handling study to determine handling space and weight of major
components during maintenance;
− Providing CONTRACTOR with all data relevant to utility consumption (i.e. electric
power, instrument air, etc.), if any;
− Providing expediting services;
− Provide progress reports (minimum monthly);
− Participate in SUPPLIER co-ordination meetings / kick-off meeting / technical meetings
as necessary;
− Provide lubrication oil consumption;
− Conducting mechanical, functional and performance testing of each single item in
accordance with the applicable standards and specifications;
− Coordinating assembly, shipping, receipt, and handling of the packages, in accordance
with the requirement of applicable standards and specifications;
− Providing services for installation, commissioning and start-up operations supervision
for the packages (on a call-off basis);
− Providing expediting and inspection services on components supplied by Sub-
SUPPLIER;
− Reviewing all required drawings and data from Sub-SUPPLIER to ensure acceptability
in accordance with applicable specifications; the same shall also submitted to the
BUYER for review;

3.4 Field Services

CONTRACTOR’s scope excludes package installation but will be responsible for


commissioning and SAT. BUYER and Construction Contractor may request SUPPLIER’s field
personnel assistance during package installation and this is included in SUPPLIER’s scope of
supply. As the duration of construction and commissioning activities is yet unknown,
SUPPLIER is requested to provide schedule of day rates in his Bid.
Therefore, the SUPPLIER may be requested to provide the services of installation / pre-
commissioning and commissioning engineers and make such persons available for the period
of time required for the installation of all equipments.
The services of the installation / pre-commissioning / commissioning engineers may consist of
any or all of the following:

• Technical supervisor during the installation;


• Checking of the entire installation including all items of package after erection;
• Assistance during field activities (levelling, alignment, etc.);
• Satisfactory pre-commissioning of the package and driver.
• Commissioning of the equipment and support during any subsequent performance
tests.

Field Services for the installation and pre-commissioning will be the subject to a separate
Purchase Order. The SUPPLIER commercial offer shall include schedule of Day Rates for site
personnel.
SUPPLIER shall provide, on temporary basis, special instruments and tools required to
perform pre-commissioning, commissioning and test run activities.

3.5 Training

The SUPPLIER shall make provision for suitably experienced and qualified personnel to be
available to train Company’s personnel in:

a) Commissioning;

b) Operation;

c) Maintenance;

Training shall be carried out at Site and/or SUPPLIER'S/SUB-SUPPLIER’S training facility and
shall include the provision of appropriate support documentation.
The training and support documentation shall be in English language.
Training will be the subject of a separate Purchase Order and shall be quoted as an optional
price.

the involved processes, calculations, design details, etc.. It shall include all data sheets,
specifications, drawings, material lists, performance curves, diagrams, etc. for each supplied
equipment / materials and in particular:

− Construction drawings of equipment (Purchase Order no. and Tag no. shall be shown
on each drawing);
− Assembly drawing and relevant details of equipment, machinery, instruments and
special equipment.

The manufacturing data book content shall comply with the following structure, to be

4. Procedures for condition monitoring of the equipment shall be included. The purpose of
condition monitoring is to ensure correct operation and to provide early detection of
malfunction or failure.

4 DESIGN, FABRICATION AND TESTING REQUIREMENTS

4.1 General

The SUPPLIER shall provide all services, documentation, equipments and materials required
to comply with this Supply Specification, and all referenced Standards, Specifications,
Drawings, Forms and Codes listed in Section 1.2.
The BUYER is under no obligation to consider, accept or find any deviations to the
requirements. All SUPPLIER Clarifications and Exceptions shall be listed on the deviation form
included in Section 7, for BUYER/COMPANY review/acceptance.
This Supply Specification in no way releases the SUPPLIER from the final guarantees as to
materials, equipments, workmanship and performances of the equipments to be supplied.

4.2 Process Design

Supplier shall develop the design of the foam proportioning units to meet the requested
functional and performance specifications. This shall include as minimum:

− All necessary calculations;


− Equipment list;
− Equipment data sheets;
− Utility consumption list;
− Pre-commissioning and commissioning manuals
− Operating & Maintenance Manual;

The following technical constrains shall be respected by Supplier in designing the in subject
units:

a. Portable Extinguishers shall comply with NFPA 10, as described in section 2.7.
b. The foam chambers to protect the fixed roof tanks and the foam pourers for pumps
shed shall comply with NFPA 11, where applicable and in accordance with technical
requirements described in sections 2.6.7 and 2.6.8.
c. Hydrants and hoses shall comply with NFPA 14, where applicable and in accordance
with technical requirements described in sections 2.6.4 and 2.6.5.
d. Water spray nozzles shall comply with NFPA 15, where applicable and in accordance
with technical requirements described in section 2.6.9.
e.

4.3 Piping and Mechanical Design

4.3.1 General
For piping and mechanical design the following main criteria shall be followed:

− All process and utility pipework shall be in accordance with the requirement of ASME
B31.3. Pipework shall terminate at the edge of the skid with flanged connections to
ASME B16.5.
− Piping, supports and equipment in carbon steel material shall be painted as per Spec.

− Isolating kits shall be provided between carbon steel and stainless steel flanged
connections, if any
− Supplier shall furnish and install temporary inline cone strainers on the pumps suction
lines, if any. These strainers shall be perforated cone sheet type, AISI 316 material.

4.3.2 Materials
Vendor shall verify the material of construction of equipment and related piping in order to fulfil
the material selection requirement (by SUPPLIER). SUPPLIER is free to adopt the project
piping class specifications, when applicable. Dedicated piping class specifications shall be
developed by SUPPLIER and review by CONTRACTOR in the other cases.

4.3.3 Pressure Vessels


The pressure vessels shall be designed, fabricated, in accordance with ASME Code, Section
VIII, Division 1 and Project Specification No. 06202-PPN-SP-000-017 – Pressure Vessels.

4.3.4 Welding & Non Destructive Test


All welding shall be in accordance with the requirements of ASME/ANSI B31.3 Code.

All welding procedures and NDT procedures shall be submitted for review before
commencement of any relevant activities.

Welding Procedure Qualifications and Welder / Operator Qualifications shall be in accordance


with the requirements of ASME Sect. IX Code, or other standard specified in the project
specifications.

4.4 Insulation and Painting

4.4.1 Painting
Supplier shall provide external painting for all piping and relevant support, equipment
(mechanical, electrical, instrumentation, etc.) and the structural skid, where practicable.

Painting systems shall be suitable for maximum operating temperatures and, where
applicable, shall be selected according to the project Specification
No. 06202-PPN-SP-000-015. Manufacturer standards shall apply in the other cases, if
acceptable to the CONTRACTOR.

Painting scope for fabricated equipment is generally defined below:

− Pre-assembled skids, including vessels shall be supplied with final paint coat;
− Non-insulated equipment shall be finish painted;
− Vessel and exchangers shall be supplied final painted;
− Pre-assembled piping skids and components shall be supplied complete with
final paint coat. Non-insulated piping shall be finish painted;
− Piping spools shipped loose for field installation by Company shall be finish
painted. Where applicable, field welds will be coated at site during erection;
− Skid structural steel, shipped assembled, shall be shop painted including finish
coat.

Skids, equipment and other components shall be handled and shipped in manner to avoid
damage to finish paint.
Vendor shall provide necessary touch-up paint for field application

4.5 Preservation and Preparation for Shipment

The SUPPLIER shall provide to the BUYER, during the detailed engineering, any requirement
for equipments’ and materials’ preservation should they require long term storage after
delivery.
The SUPPLIER shall provide the whole set of materials to be used for preservation and
protection required for shipment and storage on site prior to installation for an outdoor storage
period of 6 months.

SUPPLIER shall also provide optional price for 12 months storage period. Packing shall be
seaworthy according to Manufacturer’s standards.

After having been thoroughly drained and cleaned, internal and external areas of equipment,
machine bearings and relevant auxiliary equipment, all carbon steel surfaces shall be coated
with suitable oil- soluble rust preventive.

Flanged openings shall be provided with metal closures at least 5 millimeters thick, with
synthetic rubber gaskets. At least four full-diameter bolts shall be used for flanged openings.

Lifting points or lugs shall be clearly marked.

Serial number of the package assembly, and any other information required by the Purchase
Order shall be clearly visible. All material shipped in separate crates shall be suitably identified
with securely affixed, corrosion-resistant metal tags indicating the item and the serial number
of the equipment for which it is intended.

4.6 Nameplates

Austenitic Stainless Steel name/rating plates shall be provided for each item of tagged
equipment and for each skid mounted package. The information shall be stamped or engraved
in a minimum of 0.01inch (0.25mm) deep. Nameplates shall be appropriately attached to
machine casing or welded brackets.

Name/rating plates shall be legible, in English language, and include as a minimum:

− Manufacturer’s name and location


− Supplier’s name and reference number
− Company’s name, order number and equipment number
− Serial number
− Size/model/type
− Principal duty parameters (e.g. Capacity, pressure, head, rpm, etc)
− Lubricant (if any)
− Hydrotest Pressure / Max Working Pressure
− Year of manufacture
− Code stamp where required

An arrow indicating the direction of rotation shall be permanently and distinctly marked on all
machines, in a contrasting colour. Both Nameplates and rotation arrows shall stand clear of
any insulation, where this is used.

Fasteners for indication plates, nameplates, etc. shall not penetrate the machine casing and
shall be of a material compatible with both the nameplate and the bracket or casing to which is
attached.

4.7 Inspection, Testing and Certification

All items/assemblies included within the Supply battery limits shall be shop inspected and
tested according to the applicable inspection data sheet (see paragraph 6.2), to demonstrate
their functionality and compliance with the applicable project specification and international
Codes and Standards.

SUPPLIER shall provide a detailed Inspection and Test Plan (ITP) for Contractor approval.

Furthermore FAT shall be carried out for the assembled units as described below.

4.7.1 Assembled Units Factory Acceptance Test


The Factory Acceptance Test shall satisfactory demonstrate that the performance of the each
equipment/material meet the relevant technical specification and the units as a whole properly
performs.

The Supplier shall prepare and submit to CONTRACTOR for approval the FAT procedure.

4.8 Special Tools

The SUPPLIER shall provide any special tool required for installation, field-testing,
commissioning, operation and maintenance of the whole equipment supplied, including all
auxiliaries.

4.9 Spare Parts

4.9.1 Commissioning Spare Parts


The SUPPLIER shall provide spare parts for commissioning and performance test for each
supplied package, including all auxiliaries. The commissioning spare parts will be included in
the main Purchase Order.

4.9.2 Spare Parts for Two Years Operations


The SUPPLIER shall provide a priced list of recommended spare parts for two years
operation. All spare parts shall be listed on a Spare Parts and Interchangeability Requirements
(SPIR) proforma. The price list shall be considered as option.

4.10 Packing and Shipping

The SUPPLIER shall ensure that all equipments and materials are designed and packed for
transportation at site without damage and in full accordance with the requirements of the
documents listed in Section 1.2. The modules shall be completed pre-assembled in the shop
for shipment.
The SUPPLIER shall thoroughly check modules for completeness prior to shipment.
Equipments shall not be released for shipment without approval of the BUYER’S authorized
representative.
The SUPPLIER shall clearly indicate on the shipping cases or other packages the required
storage conditions.
Spare parts and parts shipped loose shall be tagged with the SUPPLIER’s part numbers or
item numbers and the equipment tag numbers for easy identification.
All customer connections shall be covered with blind flanges.
All cases or boxes containing part of the Plant are to be marked on two sides and at the top.
The marking shall be made in indelible paint in English as below:

4.11 Item Tagging

All the items within the Supply battery limits, including equipments, machinery, lines, control
valves, block valves, safety valves, instruments, electrical apparatus, etc., shall be tagged
according to the Project Tagging Procedure doc. No. 06202-QAL PR-000-002.
Tag numbers will be assigned by the SUPPLIER and approved by the CONTRACTOR. The
tagging convention shall be consistently applied through all Supplier drawings and documents
such as P&ID’s, datasheets, wiring diagrams, logic drawings, Cause & Effects, control
narratives, etc.

4.12 Document Preparation

4.12.1 Document Coding


To allow the document prepared by SUPPLIER to be easily filed and retrieved, each project
document related to the Supply and included in the Manufacturing Data Book shall be properly
and consistently coded.

Coding procedure will be communicated by BUYER after contract award.

4.12.2 Document Format


The SUPPLIER shall provide all the documentation requested in the SDRL.

The Supplier shall provide all documentation listed in SDRL (paragraph 6.1). Documents shall
be delivered in quantities stated in paragraph 6.5 of ref. [1].

Electronic issue of all documents shall be produced using MICROSOFT OFFICE 2000
compatible formats (Word or Excel); the files shall be in a ‘workable stand–alone’ format,
without any special features (link to other files, special fonts, macros, etc.) which may affect
the possibility of viewing and editing.

All the drawings, shall be supplied as CADD files that is based on AUTOCAD 2000 minimum
format and equal representation in PDF format.

Drawings files shall be delivered as a ‘single complete file’, without any reference attached.
Together with the drawings files, also the relevant files for plotting format HPGL or HPGL2
have to be delivered.

Plotter Pens Setting (PPS) for drawing shall the same as used by Engineering for the
preparation of all project documents.
PPS will be provided by CONTRACTOR.

The format of scanned documents shall be Adobe PDF Acrobat. Quality control on file of
scanned documents will be completed prior to delivery, including: Deskew, Despeckle, Hole
Fill. Resolution below 300 Dpi is not acceptable.

4.12.3 Document Transmission


The electronic file shall be delivered using e-mail or FTP (File Transfer Protocol) server. FTP
username and password will be provided by CONTRACTOR. As an alternative CD-ROM
storage media could be used.

4.12.4 Document Review


The SUPPLIER shall advise the BUYER of any required additional documents identified after
order placement. The SUPPLIER should be aware that the BUYER will record and monitor the
flow of SUPPLIER documentation against the SDI and the dates therein.

Certain documents shall be issued for Contractor Review and others Information only.
Supplier’s programme schedule shall take into consideration a one month review period for
these documents. Documents issued for Information and those requiring Contractor Review
will be agreed after the Purchase Order.

5 QUALITY ASSURANCE

General Quality Assurance requirements applicable to this Supply Specification are described
in the Quality Specification for Suppliers, Document No. PET-QAL-SP-001 contained within
the technical requisition package. This document addresses the following requirements:

The SUPPLIER shall operate a Quality System to an appropriate part of ISO 9001: 2000 or an
equally recognised national QA Standard, commensurate with the type of GOODS and scope
of services provided.
The SUPPLIER Quality Plan and Inspection Test Plans (ITPs) will be discussed with BUYER
during any kick-off / pre-production meeting at the SUPPLIER’S works. The agreed ITPs shall
be held by the SUPPLIER and initialled progressively by the SUPPLIER’S inspector, BUYER’S
inspector, and any other authorised inspectors to demonstrate successful completion of each
inspection activity.
Inspection levels will generally be in accordance with one of the following levels:

Level 0 - Documentation requirements only; no inspection required.


Level 1 - Only final inspection required prior to shipping.
Level 2 - Includes, as a minimum, pre-inspection meetings, one or more unspecified "in
progress" surveillance visit/s, all witness and hold points, final inspection, and release for
shipment.
Level 3 - Same as Level 2, except that "in progress" surveillance inspections shall be on a
regular basis (daily, weekly or bi-weekly).
Level 4 . Resident inspector continuously monitoring the work.
Foam Proportioning Units are assigned to inspection level 2. The BUYER reserves the right to
increase/decrease the assigned inspection level.

6.1 Supplier Document Requirements List (SDRL)

The Supplier Document Requirements List (SDRL) defines the SUPPLIER minimum document
submission requirements to the BUYER at the following stages:

• Documents to be submitted with the SUPPLIER’s bid;


• Documents to be submitted post Purchase Order award;
• Minimum document inclusion in the SUPPLIER’s Manufacturing Data Book (MDB);
• Minimum document inclusion in the SUPPLIER’s Installation, Operation and
Maintenance (IOM) Manual – if required.
