CHAPTER – II CONSUMER PROTECTION COUNCILS

The State Consumer Protection Council
The Districts Consumer Protection Council
The Central Consumer Protection Council
1)By the Central Government notification, establish
a Council to be known as the Central Consumer
Protection Council shortly called Central Council.
2) The Central Council shall consist of the following
members, namely:
a) the Minister in charge of consumer affairs in
the Central Government, who shall be its Chairman,
and
b) such number of other official or non-official
members representing such interests as may be
prescribed.
Procedure for meetings of the Central Council:
1) The Central Council shall meet as and when
necessary, but at least one meeting of the Council
shall be held every year.
2) The Central Council shall meet at such time and
place as the Chairman thinks and shall observe
procedure to the transaction of its business as per
Act.
Objects of the Central/State/District Council
To promote and protect the rights of the consumers
by the way of:
a) the right to be protected against the
marketing of goods and services which are
hazardous to life and property;
b) the right to be informed about the quality,
quantity, potency, purity, standard and price of
goods or services, as to protect the consumer
against unfair trade practices;

c) the right to be assured, wherever possible,
access to a variety of goods and services at
competitive prices;
d) the right to be heard and to be assured that
consumers’ interests will receive due consideration
at appropriate forums;
e) the right to seek redressal against unfair trade
practices or restrictive trade practices or immoral
exploitation of consumers; and
f) the right to consumer education.
The State Consumer Protection Councils
1) By the State Government notification, establish a Council to be
known as the State Consumer Protection Council called the State
Council.
2) The State Council shall consist of the following members:
a) the Minister in charge of consumer affairs in the State
Government who shall be its Chairman;
b) such number of other official or non-official members
representing such interests as may be prescribed by the State
Governments;
c) such number of other official or non-official members, not
exceeding ten, as may be nominated by the Central Government.
(3) The State Council shall meet as and when necessary but not
less than two meetings shall be held every year.
4) The State Council shall meet at such time and place as the
Chairman thinks and shall observe procedure to the transaction of
its business as prescribed by the State Government.
The District Consumer Protection Council
1) The State Government shall establish for every district, a
council to be known as the District Consumer Protection
Council shortly called as District Council.
2) The District Council, shall consist of the following
members:
a) the Collector of the district, who shall be its Chairman;
and
b) such number of other official and non-official members
representing such interests as may be prescribed by the
State Government.
3) The District Council shall meet as and when necessary but
not less than two meetings shall be held every year.
4) The District Council shall meet as such time and place
within the district as the Chairman thinks and shall observe
procedure to the transaction of its business prescribed by
the State Government.
Chapter - IV
Rules and regulations to be laid before each House
of Parliament
1) Each rules and regulations made under the Act
of Consumer Protection need to be laid down the
houses of parliament the period of the session
totally 30 days, both houses need to agree it
with or without modification, then only it will be
implemented.
2) Every rule made by a State Government under
the Act shall be laid, before the State Legislature for
approval.
