“AN ORDINANCE INSTITUTIONALIZING LOCAL GOVERNMENT SUPPORT AND


GRANTING ANNUAL FINANCIAL ASSISTANCE TO ALL PUBLIC ELEMENTARY AND
SECONDARY SCHOOLS IN THE MUNICIPALITY OF ________________________ IN
SUPPORT TO THE CONDUCT OF BRIGADA ESKWELA AND APPROPRIATING
FUNDS THEREOF”

WHEREAS, the Department of Education (DepEd) launches Brigada Eskwela as its annual
school maintenance program aimed to engage all education stakeholders to contribute their time,
effort, expertise and resources to ensure that the school campus will be safe for the school-children
as they go back to school;

WHEREAS, this distinctive way of engaging the community is pursuant to the saying that
“it takes a whole village to train and nurture a child” and is expected to improve not only the school
itself but also the students who will be inspired to be active and productive citizens of the society in
return;

WHEREAS, after series of consultations, hearings and discussions with the stakeholders of
Brigada Eskwela, a consensus has been reached for the Local Government Unit of
_______ to allocate annually a specific amount by way of support thereto so as to minimize if not
eliminate individual solicitations from local officials and employees, thereby focusing efforts on
ensuring that the public facilities will be safe and ready for the school-children in time for start of
classes;

NOW, THEREFORE –

BE IT ORDAINED, as it is hereby ordained by the Sangguniang Bayan of ____________ in


session duly assembled:

SECTION 1. Title. This Ordinance shall be known as the “Brigada Eskwela


Ordinance”.

SECTION 2. Purpose. It is the purpose of this Ordinance for the Local


Government Unit of____________________ to assist the public schools in keeping school-
children in school by making the start of classes exciting and as safe as possible.

SECTION 3. Coverage. This Ordinance shall apply to all public schools within the
territorial jurisdiction of the Local Government of ________________.

SECTION 4. Definition of Terms. As used in this Ordinance, the terms below have the
meanings ascribed to them in this section. Any words or terms not defined shall be given their plain
and customary meanings, unless the context requires otherwise, and shall be interpreted in a manner
consistent with the purpose and spirit of this Ordinance.

a. Brigada Eskwela - refers to the annual school maintenance program of the


Department of Education.

b. Community Participation - refers to widest support of the Barangay


residents through the Barangay Council members, Purok Officials, Non-
government and People’s Organizations, Civil Society Organizations,
including cooperatives, accredited or recognized by the Sangguniang Bayan,
actively participating in Brigada Eskwela activities.

c. Public Schools - refer to schools operated by the Department of


Education within the jurisdiction of the Municipality of _______________.

d. Task Force Brigada Eskwela – a group of individuals representing the


Department of Education, Municipality Government of ________, Association of
Barangay Captains/Councils, Community Parents and Teachers Association, with
support staff and Secretariat from the DepEd herein created with specific duties and
functions.

SECTION 5. Support to Brigada Eskwela. A total amount of


_____________________________ shall be allocated by the Local Government Unit of
_____________ annually to all the___________ Public Elementary and Secondary Schools in the
Department of Education – Schools Division Office of Camarines Sur for the Brigada Eskwela. This
amount may be increased, upon recommendation of the Task Force Brigada Eskwela herein
created, and subject to availability of funds as certified by the Local Finance Committee.

SECTION 6. Availment of Support. For purposes of availing the support


abovementioned, the activity design shall be prepared by the Task Force Brigada Eskwela through
the Secretariat chosen by the Department of Education – Schools Division Office of Camarines Sur
as to the utilization of the amount allocated for approval and release by the Local Government Unit
of ___________, subject to accounting and auditing rules and regulations.

SECTION 7. Creation of Task Force. There is hereby created the Task Force
Brigada Eskwela with the composition, duties and functions as follows:

Co-chair : Schools Division Superintendent
Members :

- District Federation of Parents-Teachers Association (DFPTA) President


- President, Association of Barangay Captains

Secretariat : - Chairman, Committee on Education of the


Sangguniang Bayan
- Public School District Supervisors (Elementary and Secondary)
- President, Association of School Heads in
- Brigada Eskwela District Coordinator
- Brigada Eskwela Division Coordinator

DUTIES AND FUNCTIONS:

a) Prepare Activity design containing, among others, the specific activities sought to be
undertaken for Brigada Eskwela, and the materials to be procured;

b) Strategize full community participation in every barangay;

c) Facilitate the conduct of Search for Best Brigada Eskwela Implementers in Brigada
Eskwela Program;

d) Monitor and evaluate the extent of implementation of the program;

e) Recommend policy changes to enhance Brigada Eskwela program for appropriate action
by the DepEd and Municipality Government of___________;

f) Submit annual post-activity report to the Local Government through the Office of the
Municipal Mayor, Sangguniang Bayan and the Department of Education-Schools Division
Office of Camarines Sur, showing, among others, how the support funds were used, extent of
community participation, and the same shall be posted in three (3) conspicuous places in the
municipality.

g) Perform such other related functions and those that may be assigned by the Municipal
Mayor and Division Superintendent.

SECTION 8. Community Empowerment Policy. - For a more participatory and


institutional implementation of Brigada Eskwela program, aside from financial support of the Loca
Government of____________ under Section 6 hereof, any and all participating schools are
encouraged to campaign for wider participation of their respective GPTAs and the whole community
under the concept of self-help and self-reliance in improving their respective schools before the start
of classes. For this purpose, any further solicitations shall be minimized.

SECTION 9. Support of the Barangays. All Barangays shall be required to allocate


funds in support to the implementation of Brigada Eskwela program in their respective Barangays.
For this purpose, the Local Finance Committee of the Municipality of ___________ is hereby
directed to include in the initial review of the Annual Budget of every Barangay compliance with the
provision of this Section to form part of its comments and recommendation to the Sangguniang
Bayan.

SECTION 10. Joint Implementation. To carry out the purpose of this Ordinance, the
Municipal Mayor is hereby authorized to issue appropriate orders, including the determination of
members of the Task Force Brigada Eskwela to represent the Local Government. The Division
Superintendent is likewise authorized to designate DepEd representative to Task Force Brigada
Eskwela and the Secretariat.

SECTION 11. Collective Undertaking. The Local Government and Department of


Education shall strengthen their joint efforts and to engage widest community participation
particularly Barangay residents through their Barangay Council, Purok Officials, Non- government
and People’s Organizations, Civil Society Organizations, cooperatives, to actively participate in
Brigada Eskwela program.

SECTION 12. Repealing Clause. All ordinances, resolutions and related issuances or
measures that are contrary to or inconsistent with this Ordinance are hereby repealed or modified
accordingly.

SECTION 13. Separability Clause. If any part or provision of this Ordinances is


declared unconstitutional or invalid, the same shall not affect the validity and effectivity of the other
parts or provisions hereof.

SECTION 14. Effectivity Clause. After complying with the requirements on


public hearing, this Ordinance shall take effect fifteen (15) days after its
publication in a newspaper of local or general circulation or posting in at least two (2)
conspicuous places in the municipality.
