Program / Department Summary

The Grants and Reporting team within Mercy Corps Yemen is responsible for consolidating reports,
preparing proposals for new business, internal- and external communications and building staff capacity.
Specifically, the team works with each active programme to deliver quality reports to the donors in
collaboration with finance, operations, and MEL. Additionally, the team is responsible for ensuring
programmes compliance with donor regulations, programme management standards and proper file
storage and record retention. For proposals, the team leads in the internal development of new
business opportunities -coordinating internally, with the region, and with headquarters. To improve staff
capacity to meet needs, the team conducts gender, PM@MC, reporting, and proposal trainings,
amongst others as needs arise.

General Position Summary

This position will support the Grants & Reporting Specialist in executing the ongoing responsibilities of
the team. The officer will provide administrative, coordinating, proposal, reporting, communication, and
retention support. This requires a detail oriented individual who can track many priorities at once and is
eager to learn and take on responsibility.

Essential Job Responsibilities

Administrative Support

Organise meetings and take detailed meeting minutes

Maintain grants & reporting shared calendar

Maintain the proposal and reporting trackers

Review and update reporting, filing, communications, and proposal SoPs on a quarterly basis

Provide administrative and logistical support for the grants and reporting function

Coordinate and support the delivery of capacity trainings for staff

Proposal Development

Support the coordinated development of proposals across technical managers, finance, and operations
teams.

Coordinate with field office teams for the collection of relevant information to support proposal
development processes.

Identify and build relationships with field level local government and non-government stakeholders to
explore support and partnerships in proposal development

Consolidate and track learning and quality information provided by the MEL team

Conduct regular visits to program sites to better understanding of context needs for use in proposal
development.

Reporting, Programme Management and Record Retention:

Ensure programme teams submit reports on time to the grants and reporting team

Provide initial review of submitted reports

Ensure all programme electronic and hard copy folders meet PM@MC standards and are populated
accordingly

Support the coordination of kick-off and close out meetings


Communications

Consolidate and draft information for internal reports, such as the 4Is

Prepare communications documents, including, but not limited to, fact sheets, situational reports,
operational updates, and human interest/success stories.

Collect and analyse information on programme achievements in the form of photos and short videos
efforts, and draw upon that information to draft, edit, format, and disseminate a wide range of internal
and external information products

Produce other communication documents on an ad hoc basis as necessary and requested by the
supervisor.

Design and implement different information system, including the production and dissemination of
newsletters, infographics, maps, and application tools.

Accountability to Beneficiaries:

The Grants and Reporting Officer is expected to support all efforts towards accountability, specifically to
our beneficiaries and to international standards guiding international relief and development work,
while actively engaging beneficiary communities as equal partners in the design, monitoring and
evaluation of our field projects.

Organisational Learning:

organisations are more effective, efficient and relevant to the communities they serve, we expect all
team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as

Accountability

Reports Directly To: Grants & Reporting Specialist


Works Directly With: Program Managers, Finance Officers, Procurement Officers, MEL officers, and
Logistic Officers

Knowledge and Experience

A university degree in relevant field is required.

At least 2-3 years' experience in programme implementation an international NGO is preferred.

Experience designing and implementing training and capacity building.

Understanding of the social, political and economic context of Yemen.

Computer skills in MS Office programs, particularly Excel and Word.

Strong oral and written English skills with ability to draft and edit program reports.

Ability to think independently and problem solve.

Strong organisational skills and ability to multi-task.

Honest, hardworking and committed to community development

Program / Department Summary
Political and economic instability, civil insecurity, an intensified war, localized
conflicts and COVID-19 have plunged the country into a serious humanitarian crisis,
and further put into jeopardy the already precarious humanitarian situation of
Yemen. Mercy Corps is anticipating to implement a program that will provide critical
multi-sectoral support that addresses some of the most immediate and unmet basic
needs and strengthens resilience for further recovery. The programming sectors
under this anticipated program include health and nutrition, water, sanitation, and
hygiene (WASH) and multipurpose cash assistance.
General Position Summary
Reporting to the Health and Nutrition Coordinator, the Health and Nutrition Officer
will take the lead in guiding the overall design and setting-up of systems for the
implementation of health and nutrition technical approaches of the program. The role
will facilitate the capacity building of the cash transfer team to ensure
implementation of the program is in-line with Mercy Corps and sector standards. The
role will ensure the program and Mercy Corps is actively engaged and represented
in all cash related interagency processes including cluster and working groups. This
position is based in Taiz, but will be having roving responsibilities that will require
occasional travel, up-to 80%, in program areas within the hub.
Essential Job Responsibilities
Planning and Implementation:

  Participate in program and sector planning processes to support the Health and
Nutrition team to develop work plans, budget forecasts, and monitoring tools in line
with Mercy Corps' Program Management Standards (PM@MC policy and
processes).
  Provide technical guidance and support on the startup, implementation, monitoring
and reporting of Health and Nutrition activities.
  Develop and facilitate team access to tools for use in beneficiary selection
processes, screening and management of cases, training and monitoring
  Coordinate the required internal and external support to ensure implementation of
sector activities is in-line with agreed work plans, strategies and methodologies.
  Support the Health and Nutrition team in preparation and conducting orientation
meetings at Governorate, District and village level to ensure good understanding of
the sector component of the program.
  Regularly supervise the implementation of Health and Nutrition activities to ensure
adherence to best practice and sector guidance.
  Facilitate training of program team, including Health Officials and community health
volunteers on Health and Nutrition technical approaches and practices to ensure
quality implementation.
  Conduct regular field visits to assess quality of services and design measures to
address performance at Health Facilities, Mobile clinics and community sites.
  Lead in negotiations with the Governorate and District and Health Facility officials to
ensure an efficient responsive and accessible support system for implementing
health and nutrition activities
  Lead in the design and production of relevant Health and Nutrition Information,
Education and Communication (IEC) materials.
  Submit weekly cash projection inputs to the Program Officer - Health and Nutrition.

Coordination and Reporting:

  Actively participate in Health and Nutrition sector interagency platforms, cluster and
working groups and ensure accurate and timely sharing of information.
  Provide technical guidance in coordination negotiations with Governorate, District,
Health Facilities and other INGOs for harmonized and complimentary
implementation of sector activities.
  Serve as the technical focal person for Mercy Corps on Nutrition and Health with
sector stakeholders, maintain respectful and constructive relations, and ensure
regular meetings and ongoing coordination
  Prepare regular quality country office reports on the implementation of cash
transfers as required by Mercy Corps global standards.
  Provide required technical inputs in regular progress reports to the donor.
  Document lessons learned and success stories on the project.

Team management and leadership

  Support the Health and Nutrition Coordinator with the supervision and technical
support to the Health and Nutrition team.
  Contribute to team efforts in promoting accountability, communicating expectations
and providing constructive feedback informally and formally during performance
reviews.

Logistics:

  Initiate the processing of procurement needs for Health and Nutrition sector
ensuring technical specifications meet standards for the sector, donor and Mercy
Corps' procurement policies and procedures.
  Develop monthly and/or quarterly procurement plans
  Regular communication with Operations department concerning procurement of
supplies.

Security

  Ensure compliance with security procedures and policies as determined by country


leadership.
  Proactively ensure that team members operate in a secure environment and are
aware of policies.
  Keep his/her supervisor and Security Focal Point updated with regard to the
security situation, and any security incidents, in the project implementation area.
  Maintain the highest standards of behavior when working with the project
beneficiaries.

international standards guiding international relief and development work, while

Knowledge and Experience

  A College or University nursing or health degree qualification is a must have.


  At least 2 years work experience implementing health/nutrition sector interventions
(e.g. (management of malnutrition cases, TSFP, OTP) including providing technical
assistance to other in emergency/early recovery and conflict contexts.
  Good knowledge of local health institutions and Health and Nutrition sector
structures and standards
  Solid experience in design and implementation of Health and Nutrition
assessments, targeting and monitoring
  Experience with representation in interagency processes and with government
structures.
  Good facilitation and training experience
  Effective multi-tasking, organizational capacity and prioritization skills are
necessary.
  Good knowledge of spoken and written English.
  Good data management skills ( collection & analysis)
  Report writing skills.
  Intermediate computer literacy.
  Strong organizational & interpersonal skills.
  Good judgment and commitment to adhere to MC policies

Senior Program Officer, Taiz, Yemen

The Senior Program Officer is a key position that provides support to the PM in overseeing and
managing the program team and activities outside the Enclave to ensure that program activities are
implemented smoothly in the field and ensure proper documentations are in place at all times. S/he is
responsible to manage the program team and lead in the planning process and implementation of the
various components of the program to ensure quality outside the Enclave and also cover for the PM
whenever he/She is in disposed. The position holder will report to the PM and be responsible for the
supervision and implementation of all components of the Yemen multi sectoral Emergency and recovery
Assistance Program for the specific area of assignment and lead in coordination with relevant
stakeholders predominantly government officials in securing the needed approvals to continue
implementing activities.

Essential Job Responsibilities

Program Management:

  Assist the PM in overseeing program startup and ongoing program management and
administration of program team outside the Enclave and as delegated by the PM

  Assist the PM in planning meetings and support field teams to develop work plans, budget
forecasts, and monitoring tools to document inputs, activities, outputs, achievements and
lessons learned.

  Ensure that program implementation is responsive to communities and partners; consistent


with Mercy Corps' relevant program guidelines, principles, values, quality standards and
strategic objectives; and complies with donor regulations and policies.

  Conduct frequent field support visits to project sites to see the program implementation and
provide input and guidance on its quality and efficiency.

  Assist the program manager in preparing monthly CFP, payment tracker, updating BVA and
review financial reports to devise solutions or improvements.

  Support the program manager as well program staff ensuring that the program is accountable
to beneficiaries through promoting their participation, provision of information on program
activities and ensuring that beneficiary feedback is used effectively to adapt the program.

  Assist the PM in ensuring projects adhere to Mercy Corps' program management minimum
standards to ensure that the project is managed on-scope, on time and on budget.

  Assist the PM in the procurement and payment process following Mercy Corps' FP3 guidelines.

  Support adequate monitoring mechanisms are in place to review impact of the sector and
progress against implementation plans.

  Assist the PM in the set-up of the Complaint, Accountability and Reporting Mechanism (CARM)
in all the target areas in coordination with the MEL department.

Team Management:

  Assist the PM in supervising and building capacity of program officers to deepen their
understanding of their roles and assisting with career development.

  Assist team members with information, tools and resources to improve performance & reach
objectives.

  Guide field teams in their provision of all livelihood and nutrition training, distribution, and
oversee all elements of delivery
  Promote accountability, communicate expectations and provide constructive feedback
informally and formally via regular one on ones and performance reviews.

  Assist the PM in creating and sustain a work environment of mutual respect where team
members strive to achieve excellence.

  Organize regular meetings with program Officers ensuring that discussions on Program
implementation strategies and detailed implementation planning are shared with
them ,encourage ideas, giving regular advice, guidance and feedback to build a strong team
spirit and vision..

  Ensure assigned staff adhere to all Finance/Logistics procedures as per MC manuals of


procedures, as well as build their capacity by engaging them in creating project documents such
as distribution sheets, Payment, SCR ,MOU ,Millstone , Progress report , daily workers
paperwork...

Coordination and Reporting:

  Assist the PM in delivering sound coordination and information sharing and accurate and timely
reports are submitted to the relevant cluster.

  Support the PM in the field for Mercy Corps' stakeholders relationship management, maintain
respectful and constructive relations, and ensure regular meetings and ongoing coordination
with local authorities/partners and community leaders., to include proposing agenda topics,
identifying participants, preparation of documents and presentations, etc.

  Assist the PM in ensuring timely submission of weekly, monthly and semi-annual donor reports
regular and adequate and regular reporting against sector indicators to the Monitoring,
Evaluation and Learning team.

  Document lessons learned and success stories on the project.

  Participate in cluster coordination meetings with other partners as required in discussion with
the PM

  support PM to coordinate and work closely with all departments to solve all logistics,
Procurement and administrative issues related to Program activities and preparing regularly
updating for project implementation plans within indicative timelines.

Security:

  Assist the PM in ensuring compliance with security procedures and policies as determined by
country leadership.

  Proactively ensure that team members operate in a secure environment and are aware of
policies.

  Keep his/her supervisor, Security Focal Point and Area Director updated with regard to the
security situation in the project implementation area and provide advice as to how to manage
our presence in this environment.
  Maintain the highest standards of behavior when working with the project beneficiaries.
