Part II. PROGRAM BRIEF

Food security is one of the challenges that our world is facing today. Farmers being the frontliners in
food production are recognized, guided and supported by the Local Government Unit of Palayan City in
order to achieve sustainability in terms of food security. Hence, The Farmers Congress was born in 2015.
The beneficiaries for these programs are farmers, regardless of sex and age residing in the City of
Palayan. This aims to empower and recognize the farmers on their contribution to the society, educate
them on new farming technologies, showcase their products and treat them with special prizes such as
farm animals, machineries and equipment which is useful on their farming activities. Remarkable parts
of the program are the open forum between farmers and representative from government agencies and
the active involvement of young farmers association that are being developed and given financial
assistance for them to prosper because they are trained in organic gardening, herbs and spices planting,
and livestock raising. Farmers cooperatives and associations bring their unique products and showcases
them during congress.

Farmers Congress serves as a venue for farmers to discuss what are their needs and a chance to ask or
seek help from government agencies. It is the effort of the city government to bridge the gap between
the farmers and national agencies such as Department of Agriculture, Department of Science and
Technology, Department of Trade and Industry and their attached agencies as well as academic
institutions such and Central Luzon State University and Nueva Ecija University of Science and
Technology, and other agricultural stakeholders. In our country, farmers are considered to be a member
of marginalized group who are often neglected and discriminated. Farmers Congress is a program
wherein the local government is reaching out with the farmers to address their needs, to support them
and to make them feel that they have a significant contribution in our society.

PART III. POSITIVE RESULTS AND IMPACT

The increasing number of Farmers Associations and Cooperatives and members joining the Farmers
Congress since 2015 implies positive impact of the program to the lives of farmers. The technology and
entrepreneurial trainings being conducted during the Farmers Congress by national agencies resulted to
small enterprises owned by Farmers Associations and Cooperatives (Table 3). Farmer recipients of cattle
and draft animals no longer need to hire additional labor for farming activities. Other important
contribution of the Farmers Congress is that Farmer Associations and Cooperatives have availed
themselves of farm machinery grants from the different government agencies. The Bureau of Fishery
and Aquatic Resources on the other hand offered Scholarship Program for indigenous people and
children of fisherfolks for a scholarship grant during one of the Farmers Congress. Two passed the rigid
examination and are now enrolled at Central Luzon State University taking-up Bachelor of Science in
Fisheries.

Livestocks on the other hand are awarded and dispersed through raffle to associations and cooperatives.
These livestocks are being monitored and regularly visited by the City Veterinarian and his staffs to
ensure its health condition until it gives birth that will be redispersed to the next farmer to own a
livestock for additional income for his family.

PART IV. PROMOTION OF PEOPLE’S PARTICIPATION AND EMPOWERMENT

Farmers Congress becomes an annual event that helps farmers to showcase their produce and products
through trade fair. Trade Fair is one of the important activities during the Congress where all products of
the different associations and cooperatives are displayed and sold.

Before the event, farmers associations and cooperatives get involved in planning and conceptualizing
the event. They are asked what new techniques and technologies they want to learn and what are
particular guidelines, laws, or issues they want the government agencies to discuss.

It is also an event involving all sectors of agriculture and the whole farming community. The whole
Department of Agriculture family, from the City Agriculture, Office of the Provincial Agriculturist (OPA),
Regional Field Office III (RFO-III) up to Department of Agriculture (DA) together with the Agricultural
Committee from the House of Representatives and the Senate are all part of the occasion. These
agencies discuss and update their programs available for the farmers. They also explain to farmers some
issues like the Rice Tariffication Law.

The local government together with the farmers work hand in hand to strictly monitor the
implementation of programs and projects. The start-up money that was given to farmers associations
and cooperatives are thoroughly accounted. Farmers association are also requiring to submit
accomplishment reports.

Part V. INNOVATION AND ADOPTION

Farmers Congress becomes an annual event that helps the farmers in so many ways.

 Holding of Trade Fair is one important part of the event during the Farmers Congress. Different
products of the association are being showcased and promoted. During this fair, the attending
government officials see for themselves the actual products of the association resulting to
appropriate and faster support program is given to the associations.
 Open forum which serves as a venue where farmers can express their aspirations and needs.
 Dispersal of cattle and farm animal to farmers Dispersal contract emphasizing accountability and
liability is crafted and to be signed by the recipient and the LGU. Responsibility and
accountability are stipulated therein until the recipient has returned back an offspring or the
dam for new recipient. For security and safety, all animals are now insured to PCIC for security
and provided with veterinary medicines to keep their health at the optimum for reproduction.
 Sharing of best practices and experiences by an organization to others is another innovation that
is now part of the event.
 The Congress now also showcases free legal assistance to farmers by legal experts from the local
government and public assistance office including those private-practicing lawyers to help
farmers seeking legal opinions and assistance as far as land dispute is taken cared during this
free legal counselling.

Part VI. RESILIENCE

Farmers Plaza is a climate change-proof covered plaza built with strong structure and well-maintained
facilities. It is open-air, flood-free being located in a higher ground and surrounded with high fence to
protect it from looters and vandalism, its gate is safely locked when not in use and with security
personnel manning the premises. It is also installed with industrial ceiling fan to avert the scorching heat
and standby generator when power failure interrupts the event. Participation of other local agencies
provide assistances for the smooth flow of the activities. Traffic enforcement by the Traffic
Management, health protocol and Covid-19 marshals of the City Health Office, disaster risk reduction
staff of the City Disaster Risk Reduction and Management Office, peace and order by the PNP, BFP, and
Barangay Council and environmental maintenance and cleanliness by the City Environment and Natural
Resources Office are provided so with engineering back up by the City Engineering Office before, during,
and after the event to mitigate untoward incidences. The plaza is strategically located along the national
highway with parking space sufficient to accommodate transport vehicles. Farmers Plaza can
accommodate more than 2,000 people, excluding the animals for dispersal.

PART VII. SUSTAINABILITY

The Farmers Congress program is constantly included in the annual investment plan and in the
annual budget of the City Agriculture Office and the City Veterinary Office. One of the Ordinances or SP
Resolution passed relative to the congress is the changing of the name of the Atate Gym into Farmers
Plaza in honor to the local farmers. There is also an allotted budget to improve the facility which
includes offices of the cluster barangay association and display center cum processing centers for the
associations in order for them to sustain their enterprise as they will have a common center to sell their
products. The Farmer’s Plaza is strategically located along the national highway near the government
institutions and commercial centers.

The event were properly documented every year (photo and video). to ensure that the annual event is
well documented accordingly.

One of the sustainability measures in place for the program is the active participation of the growing
numbers of Farmers Association being developed thru the collaborative efforts both the city
government and the national government and stakeholders committed to improved living condition for
our unsung hero.

Part IX. EFFICIENCY OF PROGRAM SERVICE DELIVERY AND TRANSFERABILITY

Farmers Congress is designed to empower farmers who toiled and labored for the whole year in
order to produce food for their family and in turn contribute into food security. The city government is
giving recognition to their valuable contribution to the community. The program was able to:

 Provide a venue for farmers association to market their products


 Encourage the youths to engage in farming. Nowadays only few younger generations want to
be a farmer and through farmers congress, scholarship were given to two students and now
presently studying Batchelor of Science in Fisheries
 Proper documentation of the event is being uploaded in the official of Palayan City facebook
account and the City Agriculture Office and City Veterinary Office. Because of these
documentation, other municipalities and cities visited the event benchmarking during the
conduct of the Farmers Congress.

transacting business with the government it was easy for them because they have already their own
bank account and associations passbook. For those who still don’t have, this was the chance or
opportunity for them to really have to process the their own passbook and BIR. Though it is somehow
challenging to the part of the LGU through its City Agriculture Office, this opens the door for a closer
rapport with this budding entrepreneur to mentor them on all the processes and that all these legal
documents will be useful for their organization to go into a bigger business venture in the future. These
45 organizations are now owning legal document to become a successful Entrepreneur in the future.
One important impact of the Farmers Congress is the massive interest of all Palayano farmers to be
member in a Farmers Association because it is a minimum requirement for them to be able to join the
annual Farmers Congress. As a result, these Associations were now ready to avail of any government
interventions worth millions like 4Wheel tractors, rototiller, Combined Harvester, Transplanters, and
Hand Tractors coming from the different government agencies being present and gave their different
program for farmers.
These availed Farm Machinery interventions are giving income to all the recipients as they are now
servicing the farms of their members with the agreed fees lower than those who are not members of
their association ;thus, additional income is directly being enjoyed by their memebers.

The increasing number of Farmer Associations and members joining the Farmers Congress implies
positive impact of the program to the lives of farmers. The recipients of cattle and draft animals, farm
machineries, equipment, processing machines, motorcycles, tri-bikes and other farm tools made an
immediate effect in the lives of the individual farmer member of associations. The farmer for instance
being awarded through the raffle with 1 head of carabao made them earn an income by not hiring
anymore from their neighbor. This goes true with other recipients of the interventions like water pumps
and farm machineries. The latest intervention to Farmer (FCAs), Women in Agriculture (RICs) and Farm
Youth (4HClub) Organizations is the provision of cash assistance in the amount of P25,000.00 each to the
37 FCAs and 1 RIC and P15,000.00 to the 7 4Hclub totaling to P1,055,000.00. This was intended for all
these Associations to establish an Income Generating Activities to eventually become a full blown
enterprise for those who are still starting and as additional capital to those who have already their own
IGPs and are being assisted accordingly through different development trainings like Technology
update , Product Development trainings and other Entrepreneurial Trainings being coordinated to DTI,
ATI, DOST, The Academes and DA. The LGU also see to it that Technology Update Training is being part
& parcel of the events during the conduct of Farmers Congress. The Cash intervention is in the form of
checks named after the organization. The challenge now is for them to open a bank account before they
can use the said cash for their intended project. For those who are already transacting business with the

the Dispersal Contract stipulating the responsibility and liabilities of farmer recipients. The LGU provides
the necessary medicines for the animals’ optimum health condition. The animals are likewise insured to
PCIC.

The Theme for the year, the number of participants,the run of the program,the role of each
organization,the floor layout,the processes of venue preparation and their roles, what to expect,what
particular area of agriculture they want to learn from the speaker and all the aspects of the whole event.

These various organization are being grouped accordingly to help in venue preparation bringing
in materials to be used in the venue. In the actual day of the event, the officers of each organization are
tasked to manage their own members, help in crowd control, wellbeing of the whole event &venue
together with the LGU staff , coordinates everything to the secretariat the needs of their group.
Evaluation of the activity is done during the preparation stage of the next Farmers Congress. Guide
questions during the meeting is usually , What Went Right during the previous congress, What Went
Wrong & What Should Be Done. These activity with all the attending organization gives the next event to
be adjusted accordingly.

Community participation and involvement through the different farmer organizations


being organized coming from the 19 Barangays of Palayan City are very evident in the conduct of the
annual Farmers Congress. Before the event, the LGU thru its City Agriculture Office conducts series of
consultation meeting regarding the event. Agenda that includes the discussion of the Theme for the
year, the number of participants, the run of the program, the role of each organization, the floor layout,
the processes of venue preparation and their roles, what to expect, what particular area of agriculture
they want to learn from the speaker and all the aspects of the whole event.

These various organizations are being grouped accordingly to help in venue preparation and

One significant contribution of these organizations in the community is that they see to it that
they play a vital role in the dissemination of agriculture program and are active partners of agriculture in
their respective communities. During the Pandemic, they shared their agri-products fresh and processed
to the front-liners like the police & barangay tanod manning all the checkpoint, the health workers, the
Disaster & Management Team and the front line offices in the LGU.

They are now being assisted accordingly by the LGU and partner agencies through continuous
development trainings like Technology update , Product Development and other Entrepreneurial
Trainings being coordinated to DTI,ATI,DOST, The Academes and the Department of Agriculture to
ensure that their desired development will be achieved.

Part II. PROGRAM BRIEF

Farmers Congress is incepted to bridge the gap between the farmers, the LGU and
partner agencies & stakeholders uniting them in one special event, to thank them by way of
providing them with Technology and program update directly from the different agencies. In
addition, they are being pampered with exciting major raffle items at stake in a form of draft
animal, cattle, goats & pigs, farm tool & equipment, processing Machines, Fishery support and
appliances.

The event is the culmination

To sum it all, the Farmers Congress embedded to its annual theme become the staging
medium for the agricultural development direction in a yearly basis. It is then being sustained
and carried out to the different programs, projects and activities of the Agriculture for farmer’s
development and to uplift their living condition.

As a result, projects after projects are awarded to the different farmer organizations in
our City. To name a few, the farm machineries worth millions from the RCEF program are being
availed to by our farmer associations making our farmers enjoying a mechanized way of farming.
It makes farming easier and reduces the losses during harvest season especially during typhoon
months. It also shortens the preparation and harvest time every cropping season. It also
becomes an Income generating project for the Association. It is of great help to their members
as they can offer “plow now pay later scheme”. “Malaking kaluwagan at tulong talaga para sa
ating mga magsasaka and idinulot nito”. They also use their income from these machineries to
buy farm inputs like seeds and fertilizers and make available for their members under the “Plant
Now, Pay Later” arrangement system.
One association after the others are awarded with processing equipment, another with farm
machinery and implements and so with training assistance. Cash assistance was provided to all
organizations. This happened during the last year’s Congress in support to those with already
existing enterprise and for the others to start their own. This is to support the dream of the
Local Government to direct the mindset of our farmers not to stick in fresh production alone to
be their source of income but to venture into post-harvest enterprise and processing, making
use of the raw materials readily available in their community and association to come into a
product that will give them additional income. The LGU in turn provide full support to these
organizations, from organization stage to series of trainings and the needed interventions for
any product to be developed and brought to the market. The Farmers Congress also play a vital
role as the associations products are all in display in the Tradefair being part of the yearly
Farmers Congress. Stakeholders coming in will directly match their agency program for these
budding industry in display during the event. Market linkages take into play during this joyful
celebration.

The Farmers Congress was created with the desire of the city government of Palayan to gather
all farmers, fisherfolks, Agriculutral Cooperatives and Associations (FCAs), women in agriculture
(RIC- Rural Improvement Clubs), and Farm Youths (4HClubs) to be with the Local Chief Executive
and Local Officials together with the different Agricultural Stakeholders. This is the time for the
farmers to avail technology and program updates and have forum with the different
Stakeholders of Agriculture, be it NGAs, NGOs, Academe and Agricultural Private Companies
involve in the food industry from production to care and management and value adding to
Product Development. Government Agencies like DA, BSWM, ATI, DTI, DOST, BAI, PCC, PCIC and
the Academe like NEUST and CLSU. Seeds and Fertilizer and other Private Agricultural
Companies are likewise part of the day long program.

The Ist Farmers Congress Theme as seen in Table 2 runs this way, “Sa Paglago ng
Agrikultura, Lahat ng Magsasaka ay Kasama”. The current situation of farmers is being implied or

Association or Cooperative for them to qualify for any government intervention and that for

The 2nd Farmers Congress Theme says, “Gobyerno at Magsasaka, Kapit-Bisig sa Pag-
unlad ng Lungsod at Agricultura”. The program direction this time is to bring the government
and the appropriate programs into their full knowledge and access/grasp through agricultural
extension supports and services to empower and strengthen their groups specific to their needs
and concerns.

For the 3rd Farmers Congress, the is, “Pag-unlad ng Agrikultura, Pag-angat ng Magsasaka”
The main direction for Agricultural program this time for the farmers is to make them realize that their
contribution to food security is a novel act from their part and that continuous and active linkages to all
agricultural agencies and stakeholders is the key to sustainable growth and development as they adapt
new technology to withstand the adverse effect of global climate change.

The 4th Farmers Congress Theme states this way “SA PAGSULONG NG AGRIKULTURA,
MAGSASAKA, IKAW ANG BIDA, NOW NA!” To achieve this theme, the LGU through its City Agriculture
Office continue to train farmers and mentor the growing number of Farmer Associations to be
registered and accredited to the DA Regional Office, helping them to go through the paper trail in order
for these Associations to avail various government interventions to include Farm machineries worth
millions of pesos per Association.

The 5th Farmers Congress have the Theme “SA MAKABAGONG AGRIKULTURA: AGRIPRENEUR,
LINANGIN AT PALAKASIN, NOW NA!” As the theme implies, the Agricultural Program direction this year
is to create agri-based enterprises while continuing the development of already established processed
products of the different Associations like the Fruit Wines, Turmeric and Ginger Tea, Calamansi Juice.
The LGU was also able to assist the Mango Growers Association to qualify for the availment of PRDP
Funded Project, worth P9M, with LGU Equity of P1.2M.
This was the product of the continuous intentional presence of the Palayan City Government
support and the encouragement and sustained fellowship of farmers and Government Entities during
the conduct of Farmers Congress. Awards and Recognition to excelling Associations are also presented
during this yearly festivity as thousands of farmers go empowered and happy especially if they blessed
to have won 1 cattle for their own.
