E-QUOTATION NOTICE

This is an E-QUOTATION notice. The Municipal Commissioner of Greater Mumbai

invites the following online QUOTATIONs. The QUOTATION copy can be downloaded from
MCGM’s portal (http://www.mcgm.gov.in) under “e-procurement” section.
All interested bidders i.e. fulfilling the specified eligibility criteria, whether already
registered or not registered in MCGM, are mandated to get registered with MCGM for
e-QUOTATIONing process, Login Credentials to participate in the online bidding process on the
above mentioned portal under “e-procurement”.
For registration, enrollment for digital signature certificate & user manual, please refer to
respective links provided in e-Tendering tab on MCGM website. The bidders can get digital
signature from any one of the Certifying Authorities (CA’s) licensed by the controller of
Certifying Authorities namely Safescrypt, IDRBT, National Informatics Centre, TCS, Customs,
MTNL, GNFC and e-Mudhra CA.
MCGM has opened a help desk at the L.T.M.G. Hospital HC Tender’s office to help the
bidders in this regard.
The technical and commercial bids shall be submitted online upto the Bid End Date &
Time mentioned below.

The bidder shall have to pay the “Cost of Downloading QUOTATION” as mentioned in

All the Bidders, including those registered in MCGM having already paid the standing

QUOTATION NOTICE

On line quotations are invited for the work of : To Appoint Agency for filling up the post
of Full Time DNB Teachers, Grade-I (86 posts), Grade-II (86 posts).
Terms & Conditons
1. The Quotation shall be enclosed on line “To Appoint Agency for filling up the post of Full
Time DNB Teachers, Grade-I (86 posts), Grade-II (86 posts)

2. The Quotationer shall pay the Earnest Money Deposit of Rs. 1700/-.
3. The rates quoted shall be firm and no variation will be allowed subsequently on any account.

4. Taxes:
(a) All Charges on account of GST and other Taxes obtained for the work from any
source and the GST applicable on the transfer or property in goods involved in the execution of
works contracts (re-enacted) Act 1989, etc shall be shown separately in the B.O.Q.

(b) If any new taxes which are not applicable on the date of submission of offer but
introduced subsequently or if there is any increase in Govt. levy post submission of tender during
the contract period, then the contractor shall produce the required document for payment of such
taxes & on submission of such documentary evidence, the decision of reimbursement there of
will be taken on merits. The contractor shall also clearly state the percentage & amounts of
existing levies in their tender.

5. All rates shall be inclusive of all Taxes, GST etc. otherwise their actual amount shall be
shown extra. If it is not mentioned, it will be presumed that the rates are inclusive of such taxes
and no subsequent claim for payment of those taxes will be entertained.

6. Completion Period:
The period for the completion of the work shall not
exceed 30 days from receipt of the work order, whichever is late. If this period is not guaranteed,
the period for the completion of the work shall be specifically stated.

7. Validity of the Quotation:

The Quotation shall remain firm and valid at least for 180 days from the date of its
opening.

8. Terms of Payments:
As per Municipal procedure the running payment of work done will be made within 30
days from the receipt of the bill subject to verification as per normal rules. In case of work of
any article the payments will be made within 30 dyas from the receipt of the bill subject to
satisfactory test of the article, if any.

9. The municipal commissioner does not bind himself to accept the lowest or any Quotatin. In
case of any dispute, Municipal Commissioner's decision shall be final and binding on the
Quotationers. The Municipal Commissioner also reserves the right to split the quantity between
two or more Quotationers.

10. The Quotationer shall not withdraw his offer within the valid period. If he does so, the
Earnest Money Deposit paid will be absolutely forfeited to the Corpoation.

11. Penalty:
For failure to comply with the order placed for work / supply of the articles within the
stipulated period, a penalty equivalent to ½ % per week or part therof on the value of the delayed
work / supply of articles will be recovered from the contractors without making any reference to
the contractors. The amount of the penalty will, however, be subject to the maximum of 10% of
the contract sum.

12. The Quotationer should quote the Banker name, branch and account number so that the
payment will be made through ESC/RTGS/NEFT/CBS in contractor's account in their respective
branch of the bank.

13. Refund of E.M.D.

(a) After receipt of recommendation from tender committee regarding the tender, the
Earnest Money Deposit and Additional Security Deposit of other bidders except first four lowest
responsive bidders will be returned without waiting for any request form the bidders.
 (b) Out of first lowest responsive bidders the Earnest Money Deposit and Additional
Security Deposit of third and fourth lowest bidders will be refunded immediately after request
made by them in writing. However, after refund of Earnest Money Deposit and Additional
Security Deposit. If these bidders are eligible for award of contract for any reason then they will
have no right to get the contract.
(c) After issue of acceptance letter of contract to first lowest responsive bidder, the
Earnest Money Deposit and Additional Security Deposit will be refunded to second lowest
responsive bidder without any request in writing.
(d) The Earnest Money Deposit and Additional Security Deposit of recommended bidder
will be refunded as per the terms and conditions in the tender.

14. Declaration cum indemnity bond.

All the bidders shall submit the declaration cum indemnity bond on Rs. 500/- stamp
paper in the prescribed format attached herewith (Annexure II).

15. Jurisdiction.
In case of any claim, dispute of differecne arising in respect of a contract, the cause of
action thereof shall be deemed to have arisen in Mumbai and all legal proceedings in respect of
any such claims dispute or differences shall be instituted in a competent court in Mumbai city
only.
