มูลนิธิส่งเสริมวิทยาศาสตร์และเทคโนโลยีในพระบรมราชูปถัมภ์
โลกในปัจจุบันและอนาคตพึ่งพาความก้าวหน้าทางวิทยาศาสตร์และเทคโนโลยีเพิ่มขึ้น
อย่างต่อเนื่อง ทั้งในการพัฒนาทางเศรษฐกิ จ การเสริมสร้างสุขภาวะ และการ
ป้องกันและแก้ไขปัญหาสังคม ประเทศไทยได้ตั้งเป้าไว้ว่าจะใช้กลไกการพัฒนา
วิทยาศาสตร์และเทคโนโลยี เป็นหนึ่งในปัจจัยส�ำคัญที่จะขับเคลื่อนให้ประเทศ
ก้า วข้า มกั บ ดั ก รายได้ป านกลาง ซึ่ ง เราอยู ่ใ นต� ำ แหน่ง การเป็น ประเทศ
รายได้ป านกลางมาประมาณ 20 ปีแ ล้ว แต่ยั ง ไม่ส ามารถก้า วไปเป็น
ประเทศรายได้สูงได้ส�ำเร็จ ดังนั้น ทั้งภาครัฐและเอกชนจึงให้ความส�ำคัญ
ต่อ การพั ฒ นาทางวิ ท ยาศาสตร์แ ละเทคโนโลยี และการน� ำ วิ ท ยาศาสตร์
และเทคโนโลยี ไ ปใช้ป ระโยชน์ไ ด้อ ย่า งเต็ ม ประสิ ท ธิ ภ าพและไม่เ กิ ด ผล
กระทบที่ไม่พึงประสงค์จากการใช้เทคโนโลยีดังกล่าว ซึ่งรวมถึงการพัฒนา
ทรัพยากรมนุษย์ที่จะเป็นผู้สร้างความรู้และเทคโนโลยี และถ่ายทอดความรู้และ
เทคโนโลยีไปใช้ประโยชน์เพื่อการพัฒนา

มูลนิธิเอสซีจีขอขอบคุณท่านคณะกรรมการผู้ทรงคุณวุฒิ และนักวิทยาศาสตร์ทุกท่านที่มุ่งมั่นสร้างผลงานที่เป็นประโยชน์

หากมองย้อนกลับไปในภาวะวิกฤตินั้นอาจกระตุ้นให้เกิดความก้าวหน้าด้าน
นวัตกรรม เทคโนโลยีใหม่ๆ มาช่วยในการดำ�รงชีวิตมากขึ้นทำ�ให้พฤติกรรม
การดำ�รงชีวิต และการทำ�งานเปลี่ยนแปลงไป เช่น การใช้เทคโนโลยีมาใช้
ในการทำ�งานผ่านระบบออนไลน์มากยิ่งขึ้น สามารถทำ�งานได้อย่างต่อเนื่องและ
คงประสิทธิภาพเอาไว้ได้อย่างเต็มเปี่ยม หรือการสร้างนวัตกรรมสิ่งประดิษฐ์ต่างๆ

ประจำ�ปีพุทธศักราช 2565
ศาสตราจารย์ ดร. นายแพทย์ วิปร วิประกษิต ครองตนด้วยความมุ่งมั่น อุทศ ิ ตน เสียสละ รับผิดชอบต่อหน้าที่ เป็นแบบอย่าง
ที่ดีในการปฏิบัติหน้าที่ทั้งที่ได้รับมอบหมายและกิจกรรมต่างๆขององค์กร เพื่อให้เกิดประโยชน์ และประสิทธิภาพสูงสุด
ต่อผลงานทั้งด้านการบริการผู้ป่วยและการวิจัยต่างๆ เพื่อให้เกิดการพัฒนางานด้านการส่งเสริมสุขภาพ การป้องกันและ
ควบคุมโรคตามความเชี่ยวชาญ รวมถึงการมุ่งมั่นในการพัฒนางานวิจัย เพื่อให้เกิดแนวทางใหม่ๆ ในการพัฒนาส่งเสริม
และป้องกันโรค ในช่วง พ.ศ. 2563 ที่เริ่มมีการแพร่ระบาดของเชื้อไวรัสโควิด 19 ไปทั่วโลก ศาสตราจารย์ ดร. นายแพทย์
วิปร วิประกษิต ได้ใช้ความรู้และประสบการณ์ในด้านอณูเวชศาสตร์ออกแบบและจัดสร้างรถเก็บตัวอย่างชีวนิรภัยต้นแบบ
โดยใช้ทุนส่วนตัวขึ้นน้อมเกล้าน้อมกระหม่อมถวายพระบาทสมเด็จพระวชิรเกล้าเจ้าอยู่หัว รัชกาลที่ 10 โดยผลงานดังกล่าว
ได้มีบทบาทสำ�คัญในการควบคุมการแพร่ระบาดของเชื้อไวรัสโควิด 19 ในประเทศไทย ท่านยึดหลักการในความประพฤติ
คุณธรรม ค่านิยมองค์กร ความคุ้มค่า รวมไปถึงการยึดมั่นในจรรยาบรรณของวิชาชีพแพทย์ เป็นผู้ที่มีความสามารถในการ
ประสานพลังเพื่อให้เกิดความร่วมแรง ร่วมใจในการพัฒนางาน ของผู้ใต้บังคับบัญชา เพื่อนร่วมงาน โดยใช้หลักการยอมรับ
ฟังความคิดเห็น กล้ารับผิดชอบในการทำ�งาน ความมีนำ�้ ใจช่วยเหลือภารกิจต่างๆขององค์กร เป็นผูใ้ ฝ่ศก ึ ษา ค้นคว้า แสวงหา
ข้อมูล ความรูใ้ หม่ๆ อยูเ่ สมอ โดยมุง่ เน้นผลสัมฤทธิ์ รวมถึงการสนับสนุน ช่วยเหลือ ผูใ้ ต้บงั คับบัญชา ให้ปฏิบต
ั งิ านได้อย่างมี
ประสิทธิภาพ โดยใช้ความรูค ้ วามสามารถ ให้สอดคล้องกับหลักการต่างๆ ได้อย่างถ่องแท้ เป็นผู้ที่มีทักษะและความสามารถ
ในการทำ�งานที่ยาก หรือท้าทาย ให้สำ�เร็จไปได้ด้วยดี โดยคำ�นึงถึงประโยชน์ส่วนรวมเป็นที่ตั้ง

ประวัติ
ศาสตราจารย์ ดร. นายแพทย์ วิปร วิประกษิต เกิดเมื่อวันที่ 12 เดือนกันยายน พ.ศ. 2513 เป็นบุตรคนโตในจำ�นวนบุตร 2 คน
ของนายอำ�พล วิประกษิต และ นางศรีจันทร์ พิมพะกร อดีตรองอธิบดี กรมการจัดหางาน กระทรวงแรงงานและสวัสดิการสังคม
สมรสกับ รศ.ดร. สพญ. อารีย์ ทยานานุภัทร อาจารย์พิเศษและสัตวแพทย์ผู้เชี่ยวชาญด้านจักษุวิทยาในสัตว์ อดีตผู้อำ�นวยการ
โรงพยาบาลสัตว์ คณะสัตวแพทยศาสตร์ มหาวิทยาลัยเกษตรศาสตร์ มีบุตรชาย 1 คน คือ นายศีล วิประกษิต (เจได) ศึกษา

ในปี พ.ศ. 2556 และ “Guidelines for the Management of Transfusion Dependent
Thalassaemia (TDT)” ในปี พ.ศ. 2557 โดยแนวทางการรักษาผู้ป่วยโรคโลหิตจางธาลัสซีเมีย
ทั้งชนิดที่ไม่พึ่งพาเลือด และพึ่งพาเลือดทั้ง 2 เล่มนี้ ถือเป็นแนวทางการรักษาที่เป็นมาตรฐาน
เป็นที่ยอมรับในระดับสากล และถูกนำ�ไปปรับใช้ในการดูแลผู้ป่วยโรคโลหิตจางธาลัสซีเมียทั่วโลก

RESEARCH IN HEMATOLOGY:
FROM BASIC MEDICAL SCIENCES
TO INNOVATIVE DIAGNOSTICS
AND TREATMENTS
Professor Vip Viprakasit has initiated his research team and networks
that crossed disciplinary, institution barriers, both domestically and
internationally for 20 years since he returned to work in Thailand after
studying in the UK. He has continuously worked extensively with the
applications of basic medical science technology such as the medical
genomics, medical engineering, physics, pharmacology, and health
economics to develop of new knowledge and create modified technology
to suit the context of Thailand. He created several prototype innovations
to tackle the problems and challenges of the country in particularly
health issues. The main objective is to improve the quality of patient
care and increase the quality of life of the Thai population in terms of
health and public health under the sufficient economy mindset.
As an applied scientist, Professor Vip’s various kinds of work can be
summarized as follows:

disease in Thai population
Professor Vip Viprakasit, as a pediatric hematologist, has an
opportunity to take care of many patients with anemia. Initially,
he discovered eight Thai families with hemolytic anemia having
symptoms that are like patients with classical thalassemia and
those with hemolytic enzyme deficiency, especially pyruvate
kinase deficiency. Both thalassemia and pyruvate kinase
deficiency are common causes of hemolytic anemia in man and
have been well established in the literatures and textbooks.
However, when Professor Vip analyzed their families, he found
no mutations in the α- and β-globin genes and the pyruvate

ที่ ศาสตราจารย์วิปร เป็นบรรณาธิการร่วม ผลงานการวิจัย
เชิงการวินจิ ฉัยถูกนำ�ไปใช้ในการเปิดบริการแก่สาธารณะชน
ผ่าน บริษัท แอท-ยีนส์ จำ�กัด บริษัทด้าน biotechnology
แห่งแรกของประเทศไทยที่ ศาสตราจารย์วิปร เป็นผู้ก่อตั้ง
ในปี พ.ศ. 2557 ซึ่งได้ให้บริการแก่ผู้ป่วยไปนับล้านราย
ทั้งในประเทศไทยและประเทศเพื่อนบ้าน ผลงานวิจัยเกือบ
ทั้งหมด จำ�นวนกว่า 180 เรื่อง ได้รับการตีพิมพ์ในวารสาร
ทางวิชาการชั้นนำ�ในต่างประเทศ (ภาษาอังกฤษ) และ
ในประเทศได้รบ ั การอ้างอิงมากกว่า 10,000 ครัง้ ในฐานข้อมูล
ต่างประเทศ ผลงานการพัฒนาการดูแลรักษาผูป ้ ว่ ยธาลัสซีเมีย
ภายในคณะแพทยศาสตร์ศริ ริ าชพยาบาลภายใต้การนำ�ของ
ศาสตราจารย์วิปร เป็นที่ประจักษ์ในระดับโลก ทำ�ให้ใน
ปี พ.ศ. 2556 ศูนย์ธาลัสซีเมีย คณะแพทยศาสตร์ศิริราช
พยาบาลที่อยู่ภายใต้การดูแลของ ศาสตราจารย์วิปร ได้รับ
รางวัล จากมูลนิธิ Sultan Bin Khalifa International
Thalassemia Award ประเทศสหรัฐอาหรับเอมิเรต์
(United Arab Emirates, UAE) ในฐานะ “ศูนย์แห่งความ
เป็นเลิศด้านการดูแลรักษาผูป ้ ว่ ยธาลัสซีมย ี ” นับเป็นสถาบัน
แห่งแรกในโลกทีไ่ ด้รบ ั เกียรตินี้ และทำ�ให้ คณะแพทยศาสตร์
ศิรริ าชพยาบาล เป็น สถาบันมาตรฐานทีม ่ แี พทย์จากทัว่ โลก
มาศึกษาดูงานด้านการดูแลรักษาผูป ้ ว่ ยธาลัสซีมย ี ในทุกๆ ปี
เมื่อเริ่มมีการแพร่ระบาดของเชื้อไวรัสโคโรน่า 2019 ในปี
พ.ศ. 2563 ศาสตราจารย์วป ิ ร ยังได้นำ�ความรู้ ความชำ�นาญ
ในฐานะนักวิทยาศาสตร์ด้านอณูชีววิทยา ไปใช้ออกแบบ
คิดค้นนวัตกรรม (innovation) ในสถานการณ์ ซึ่งเป็น
ปัญหาสำ�คัญของโลกและของประเทศ ด้วยทุนทรัพย์สว่ นตัว
จำ�นวนกว่า 2 ล้านบาท จัดสร้างเป็น “รถเก็บตัวอย่างชีวนิรภัย
พระราชทาน” จำ�นวน 1 คัน น้อมเกล้าน้อมกระหม่อมถวาย
ต้นแบบแด่พระบาทสมเด็จพระปรเมนทรรามาธิบดีศรีสน ิ ทร
มหาวชิราลงกรณ พระวชิรเกล้าเจ้าอยู่หัว ซึ่งพระองค์ท่าน
ได้ทรงพระกรุณาโปรดเกล้าโปรดกระหม่อมให้ กรมควบคุม
โรค กระทรวงสาธารณสุขได้นำ�ไปทดลองใช้เพื่อการเก็บ
ตัวอย่างหาเชื้อโควิด-19 จากโพรงจมูก พบว่ารถดังกล่าว
มีประสิทธิภาพที่ดี มีความปลอดภัยสูงแก่เจ้าหน้าที่แพทย์
และบุคคลากรทางการแพทย์ผู้ปฏิบัติงาน มีความสะดวก
และให้ความรวดเร็วในการเก็บตัวอย่างในพืน ้ ทีซ่ งึ่ เข้าถึงยาก
พระบาทสมเด็จพระเจ้าอยูห ่ วั ได้ทรงพระกรุณาพระราขทาน
พระราชทรัพย์สว่ นพระองค์ให้จด ั สร้าง “รถเก็บตัวอย่างชีวนิรภัย
พระราชทาน” เพิม ่ เติมอีกรวมเป็นจำ�นวน 60 คัน พระราชทาน

ผู้ช่วยศาสตราจารย์ ดร. กมลวัช งามเชื้อ เกิดเมื่อวันที่
12 สิงหาคม พ.ศ. 2534 ที่จังหวัดภูเก็ต เป็นบุตรคนโต
ของนายสมยศ งามเชื้อและนางศิริวรรณ งามเชื้อ ได้รับทุน
พัฒนาและส่งเสริมผู้มีความสามารถพิเศษทางวิทยาศาสตร์
และเทคโนโลยี (พสวท.) เพื่อศึกษาต่อในระดับมัธยมศึกษา
ตอนปลายทางด้านวิทยาศาสตร์ ณ ศูนย์โรงเรียนหาดใหญ่
วิทยาลัย สำ�เร็จการศึกษาระดับมัธยมศึกษา ในปี พ.ศ.
2552 หลังจากนั้นได้สอบผ่านเข้ารับทุน พสวท. เพื่อ
ศึกษาต่อต่างประเทศในระดับปริญญาตรี-โท-เอก และได้รับ
การตอบรับเข้าเรียนที่ Department of Chemistry,

วัสดุศาสตร์และการเร่งปฏิกิริยาเชิงคำ�นวณ มหาวิทยาลัย เซนเซอร์ทางด้านสิง่ แวดล้อม เช่น การวิเคราะห์สารประกอบ
เทคโนโลยีสุรนารี ในการใช้แบบจำ�ลองในระดับอะตอม ฟีนอล ไฮโดรเจนเปอร์ออกไซด์ และสารอินทรีย์เปอร์
ร่วมกับการใช้เทคนิคการวิเคราะห์ขั้นสูง ด้วยความร่วมมือ ออกไซด์ เป็นต้น ดร.กมลวัชยังได้เริม ่ ต้นงานวิจย

กับสถาบันวิจัยแสงซินโครตรอนในการทดลองเพื่อศึกษา microelectrode arrays ในเซนเซอร์เคมีไฟฟ้าที่จะ
เชิงลึกถึงปฏิกิรย ิ ารีดอกซ์ของวัสดุขวั้ ไฟฟ้าและสารทีต ่ อ
้ งการ สามารถประยุกต์ใช้งานแบบ in-vitro และ in-vivo ได้

พัฒนาวิธีทางเคมีไฟฟ้าในการวิเคราะห์อนุภาคนาโนชนิด นานาชาติจำ�นวน 38 เรื่อง (h-index = 15) โดยเป็นผู้วจิ ัย
core-shell รวมถึงวิธีทางเคมีไฟฟ้าที่สามารถตรวจจับ แรกหรือผู้วิจัยหลัก 23 เรื่อง มีผลงานตีพิมพ์บทความวิจัย

แบบ bottom-up approach ทีส ่ ามารถดึงประสิทธิภาพ และ Dr. Christopher Batchelor-McAuley ผู้เป็น
ของวัสดุและเทคนิคการวิเคราะห์มาใช้ได้อย่างสูงสุด จนถึง ต้นแบบในการเป็นนักวิทยาศาสตร์และหล่อหลอมทักษะ

รางวัลนี้เกิดขึ้นจากความริเริ่มของกลุ่มนักวิทยาศาสตร์ เกณฑ์การตัดสิน
ที่มีความห่วงใยต่อสภาวการณ์ที่วิทยาศาสตร์พื้นฐาน เกี่ยวกับผลงาน
อันได้แก่ ฟิสก ิ ส์ เคมี ชีววิทยา และสาขาวิชาทีค ่ าบเกีย ่ วกับ
สาขาวิชานี้ ไม่ได้รบ ั ความสนใจและการสนับสนุนเท่าทีค ่ วร • เป็น ผลงานที่ แ สดงคุ ณ ลั ก ษณะของความคิ ด ริ เ ริ่ ม
จากผู้ บ ริ ห าร ประชาชนทั่ ว ไป และเยาวชน ทั้ ง ๆ ที่ ผลิ ต ความรู ้ใ หม่ เป็น ผลงานที่ เ ป็น ที่ ย อมรั บ ใน
วิทยาศาสตร์พื้นฐานเป็นเสมือนเสาหลักที่สำ�คัญต่อความ วงการวิทยาศาสตร์ ทั้งในประเทศและต่างประเทศ
เจริญก้าวหน้าทางเทคโนโลยี แต่ขณะนีเ้ ยาวชนไทยยังเลือก และพิสจู น์ได้แน่ชด
ั ว่าเป็นผลงานของบุคคลนัน ้ จริง
เรียนวิทยาศาสตร์พื้นฐานกันน้อย อาจเป็นเพราะเยาวชน
• เป็นงานที่มีศักยภาพซึ่งก่อให้เกิดการพัฒนาต่อเนื่อง
เหล่านี้มีความสนใจวิทยาศาสตร์พื้นฐานน้อย แต่มีความ
สมควรเป็นตัวอย่างอันดีแก่นักวิทยาศาสตร์ด้วยกัน
สนใจมากในวิทยาศาสตร์การแพทย์ หรือวิศวกรรมศาสตร์
หรือวิทยาศาสตร์ประยุกต์อื่นๆ ทั้งๆ ที่ประเทศไทยมี เกี่ยวกับตัวบุคคล
