PROGRAM

1.0 Purpose:

This Standard Operating Procedure (SOP) aims to rationalize and provide standard
procedures in the conduct of eligibility assessment for the Balik Probinsya, Bagong
Pag-asa (BP2) Program, specifically of the BP2 applicants endorsed by the National
Housing Authority (NHA), walk-in applicants in the Kapit-Bisig Laban sa Kahirapan-
Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) National
Program Management Office (NPMO) and other referral from the different Offices,
Bureaus and Services (OBS) of the Central Office of the Department; other agencies,
e.g., Presidential Complaint Center, Department of Transportation, etc. and
stakeholders, among others.

2.0 Scope:

This SOP only applies to the conduct of eligibility assessment of the BP2 applicants
who are endorsed by NHA, walk-in, and referred by the different OBS, agencies, and
stakeholders, among others, at the KALAHI-CIDSS NPMO, particularly on its BP2
Program.

3.0 Associated Reference/s:

Executive Order No. 114, s. 2020, “Institutionalizing the Balik Probinsya, Bagong
Pag - asa (BP2) Program as the Pillar of Balanced Regional Development, Creating
a Council Therefor and for Other Purposes”;

Executive Order No. 137, s. 2021, “Institutionalizing the AHON Convergence


Program. The “Aid and Humanitarian Operations Nationwide” (AHON) Convergence
Program”, provides a platform for enhanced and unified delivery of social
amelioration services;

DSWD Memorandum Circular No. 12, s. 2021, Amendment to Memorandum


Circular No. 15, s. 2020, “Guidelines on the Implementation of the Balik Probinsya,
Bagong Pag-asa (BP2) Program by the Department of Social Welfare and

4.0 Definition of Terms:

TERM DEFINITION

Balik Probinsya, Bagong Pag-asa BP2 Program is one of the support measures
(BP2) Program that aim to decongest urban poor communities
and contribute to the achievement of balanced
regional development. It will enable the
beneficiaries who decide to return to their
hometown or resettlement areas to have the
opportunity to start a new life.

Disaster For this purpose, it refers to the serious


disruption of the social functioning of an
individual or family which involves widespread
human, material, economic or environmental
losses and impacts that are beyond the ability
of the affected individual or family to cope
using their own resources. It includes human-
induced, natural hazards and health
emergencies.

Eligibility Assessment One of the case management processes of the


BP2 Program conducted by the Social
Worker(s) to determine the eligibility of each
applicant based on the set of criteria provided
for in the DSWD Memorandum Circular (MC)
No. 12, Series of 2021.

from the online application portal of the BP2
Program, verified by the NHA and transmitted
to the KALAHI CIDSS-NPMO for eligibility

Social Case Study Report A document prepared by a duly registered


(SCSR) Social Worker that contains the basic
information of the beneficiary, the presented
problem, background, assessment and
recommendation on the case. This document
serves as the basis of the Department for the
interventions to be provided to the
beneficiaries.

It also contains the recommendation of the


Social Worker on the eligibility of the applicant
to the Program based on the set of criteria
provided for in the DSWD MC No. 12, Series
of 2021.

Unified Livelihood Assessment A BP2 Program’s unified tool being


Tool (ULAT) administered to determine the livelihood needs
of and interventions appropriate for the BP2
beneficiaries.
