Key Housing Agencies

Rationale
The establishment of the Department of Human
Settlements and Urban Development (DHSUD) as the
lead agency in implementing The National Shelter
Program, it had already absorb the duties and functiond
of HUDCC and HLURB in performing its mandate to
provide decent and affordable housing to Filipino
families. As the lead agency on housing , it also
responsible for the management and monitoring of the
different KSA's attached to its office to make sure that
they are alligned with the Housing programs of the
National Government.
The HUDCC Council has the authority and responsibility to establish
national housing and urban development objectives, devise broad
strategies for achieving these goals and determine the participation and
coordination of key government housing agencies in the national
housing program. It can monitor, review, and evaluate how well these
agencies perform their assigned responsibilities, as well as aid in
maximizing private sector participation in all aspects of housing and
urban development. It makes recommendations for new legislation and
adjustments to current laws that may be required to meet the
government's housing goals.

It develops basic policies, guidelines, and implementation mechanisms


for the disposal or development of acquired or existing assets of key
housing agencies that are not required to fulfill their basic mandates. It
exercises or performs such other powers and functions as may be
deemed necessary, proper, or incidental to achieve its purpose and
objectives.

The Housing and Land Use Regulatory Board (HLURB) is a national
government organization in charge of
• land use development,
• real estate,
• housing regulation, and
• planning, regulatory, and quasi-judicial functions.

These responsibilities are fulfilled by a trio of strategies: policy


formation, planning, and regulation.

It is the federal agency responsible for assisting local governments in


the drafting and approval of comprehensive land use plans (CLUPs)
and regulating housing, land use development, and homeowners
associations. It also hears issues involving real estate management,
zoning, and homeowners association disputes, as well as related
appeals.

The Housing and Land Use Regulatory Board (HLURB) is the
c ountry’s prim a ry g ove rnm e n t a g e n c y t a s k e d w i t h
providing technical support in matters including, but not
limited to: housing regulations, land development and
homeowners associations, and settlement of land disputes.
HLURB operates via a triad of strategies: policy
development, planning and regulation. Its services cater to
home buyers, developers, homeowners associations,
brokers and local government units.
The National Housing
Authority (NHA)
The government-owned and regulated corporation under the Housing and Urban
Development Coordinating Council's administrative supervision is classed as
part of the Infrastructure Utilities Group. The National Housing Authority
(NHA) was tasked with developing and implementing a comprehensive and
integrated housing program that would include, among other things,
housing development and resettlement, financing sources and schemes,
and the separation of government and private sector participation.
Its other responsibilities include providing technical and other forms of
assistance to local government units (LGUs) in the implementation of their
housing programs, the identification, acquisition, and disposition of lands for
socialized housing, and the relocation and resettlement of families with LGUs.
Moreover, among other things, to focus on socialized housing by developing and
implementing comprehensive and integrated housing development and
resettlement, expediting the determination and development of government
lands suitable for housing, and ensuring the long-term viability of socialized
housing funds by improving collection efficiency.
Socialized Housing and Finance
Corporation (SHFC)
The Social Housing Finance Corporation (SHFC) is a Philippine
government body that develops and administers social housing programs
for the formal and informal sectors in the low-income bracket, primarily the
CMP and the AKPF Program. Building Adequate Livable Affordable and
Inclusive (BALAI) Filipino Communities by providing FAIR shelter solutions
in solid partnerships with the national and local governments and civil
society organizations, and the private sector to support the underprivileged
communities empowers and improves the living conditions of
underprivileged communities.
