The below narrative and clarifications are meant to determine the Procurer’s engagement in LEED and WELL Building certifications and how the Procurer
intends to understand the added expenses and overall costs that will need to be reflected in the final Commercial Proposal.

1 Schedule 1 – Part 3 DCR Section 3.6.24.1 LEED (Pg. 41) and Section 3.6.24.2 (pg. 42) details that requirements for LEED Gold and Well
Building Gold and that the Contractor is responsible for both.

To achieve LEED and WELL Building Gold there are significant costs:

1. Executing the surveys (costs of registration, documentation and fees paid to surveyors) could get upwards of
$50,000 to $100,000. This will need to be done around the commissioning time and then during the O&M every 3
years.

2. Some of the requirements (for LEED) that are “Required” do mean that extra equipment i.e., meters, specialized
installations and specific external testing are needed. All of these have costs – some significant.

3. Some of the requirements (especially for WELL Building) will required the Procurer to meet specific criteria. (Refer
to separate sections below with examples.)

4. There are some “spaces” that may need to be created to meet some of the criteria (to gain enough points to reach
Gold status) that are not currently in the SOA. Creating these spaces will incur extra costs to the project.

C. This bidder is concerned that with the due diligence and review of the LEED and Well Building Gold
requirements, there will be a significant impact on the Commercial Proposal of the project. How is the Procurer
going to ensure that this is considered when reviewing the documentation and that a bidder whose
Commercial Proposal is higher but due to costs related to LEED and WELL Building Gold?

V01.1 Support Visual Ergonomics


This requires that all computer monitors be adjustable (height and viewing angle) AND that any laptops are paired with
external keyboards, mouse, stand and extremal monitor that is height and viewing angle adjustable.

These features are not accounted for in any specifications related to Computers and accessories in the FFE
Requirements list. These requirements will increase the costs of providing basic computer services.

V02.2 Provide Height-Adjustable Work Surfaces


At least 25% of all workstations need to be able to convert form sitting to standing. These mechanisms are not
accounted for in the FFE Requitements Schedule, and they will add to the costs of office furniture.

V02.3 Provide Chair Adjustability


Workstations are adjusted per user. (A professional is required to go around and adjust chairs for specific users.) the
chair must have adjustable seat height, seat depth, lumbar support +++. Chairs that meet all these requirements will be
more expensive.

V02.4 Provide Support for Standing Workstations


If staff are required to be standing for 50% or more of their work (I.e., reception counter etc.) we must supply anti-
fatigue mats. And/or footrests and/or leaning chair +++. Again, this contributes to extra costs in initial capex as well as
life cycle costing.

V02.4 Provide Workstation Orientation


A professional is required to be checking and training staff on proper ergonomics at their work locations. An added
salary cost for 20 years.
