I. Purpose:
This procedure intends to define the controls needed in handling media requests for interview.

II. Expected Outputs


By implementing the controls defined in this procedure, the following outputs are expected to:
ii.1. Pro-actively clarify issues raised against DENR;
ii.2. Facilitate the schedule and place on interview;
ii.3. Enhance public awareness and understanding of DENR policies, programs
and projects;
ii.4. Provide possible topic for the preparation of editorial material.

III. Scope
This procedure covers the activities starting from receipt of the interview requests from media,
received either through email, SMS, phone calls and other means; encoding of the received
interview requests in the logbook by the assigned encoder and; submission of the request to
RSCIG Chief for comment/instruction.

IV. Definition of Terms

Resource Person
Printing and/or Production Refers to DENR official who will be
interviewed by media.
Encoder Refers to RSCIG staff designated to encode
media request.
SCIS Refers to Strategic Communication and
Initiatives Service, the communication arm of
the DENR.
RSCIG Refers to Regional Communication and
Initiatives Group, the communication arm of
DENR regional offices, and serves as the
regional counterpart of SCIS.
Media Refers to the members of the working media
assigned by news organizations to cover the
DENR.

V. Responsibilities

Responsible Person Tasks


Encoder -Encodes the incoming interview requests
from media in the logbook.
-Submits print-out requests to RSCIG Chief.
Information Officer -Requests for reports, documents, and other
reference materials for the interview.
- Prepares fact sheet/response to questions
that will be raised during the interview (if
requested).
RSCIG Chief -Reviews the available reports, documents,
and other references before the interview.
-Provides answers to the questions from the
media during the interview.

VI. Process Inputs:

The typical required inputs for this process are the following:

VI.1.1 Computer sets
VI.1.2. Printer
VI.1.3. Internet Service
VI.1.4. Mobile Phone
VI.1.5. Logbook
VI.1.6. Photocopy machine
VI.1.7. Notebook
VI.1.8. Ballpens

VI.2. Personnel Needed


VI.2.1. Assigned encodes who shall be responsible for the encoding and printing of
incoming media requests for interview in the logbook and submission of print-out requests
to RSCIG Chief.
VI.2.2. Assigned Information Officer who shall be responsible for coordinating the media
interview, requesting for needed reference materials from concerned offices and
preparation of fact sheets/response to the questions that will be raised during the
interview, if requested.

VI.3. Special training needed:


VI.3.1. Coaching and mentoring of Information Officers on media relations by RSCIG
Chief;
VI.3.2. Encoding for Administrative Assistant II or Job Order.
VI.3.3. Writers to develop printed IEC material that concerns following ENR sectors:

 Lands
 Forestry
 Environment
 Biodiversity
 Ecosystems Research and Development
 Mines and Geosciences

VII. Process Steps

1. Encoder shall encode the incoming media requests for interview. Encoded in the
request form are the following: Name of media outlet; Interviewer; Topics, and; Date.
On the other hand, same entries shall be encoded in the logbook including Time
Started Time Ended. The request form shall be submitted to the Information Officer;

2. Information Officer shall contact the interviewer to ask for possible questions and
requests for reference materials from concerned offices that will be used during the
interview. She will also prepare fact sheets/response to the possible questions that will
be raised;
3. The RSCIG Chief shall review the available reference materials and shall answer all
the queries from the media.
